2 TWO Amercan Colleges Solve War Problems How Traned Scholars Arc Meetng M.dern Destructve Agences Gas Warfare And Avaton Hold Frst Place From a talk gven at llp New York Yale Club on Aprl 0, Hy Vr Yan dell Henderson, 9"). Hefore take up strctly the topc s am to talk on, want to say a as to why am here. t s for a delne reason partly penona l. more on behalf of Yale, and most on lell el the country. t las been sad that all members of facultes are dvsble nto three parts, the vaudevlle part that goes around and talks to the alumn, a second part that stays at home and works, and a thrd part whch does nether. belong very dstnctly to the second group, for the last tme addressed an alumn gatherng was exactly nneteen years ago. There s nothng anybody can do that would be a greater njury to our own country tban to dscourage pro ductve scholarshp. Wo must dev elop t. t must be pushed. t would be just as absurd to say that because the Germans use hgh explosves, put steel helmets on ther men, and gve them rfles and shoos, we should send our men nto the war zone natons and barefooted and armed wth broomstcks. n the Spansh War n 98, saw the ncompetence there was n Washngton, the pull and the graft. Later saw n Cuba men neglected and dyng as the result of ncompet once and pull and graft. made up my mnd thtn that was for what we now (all Preparedness. determned that f ever coul l do anythng to help along that cause was gong to do t. Then by degrees came to see that the supreme element n preparedness s the unverstes all of the unverstes, and ours most among them, and ; the tlversty the supreme thng s productve scholarshp. Nobody s more n favor than of the n. O. T. C, the Naval Tranng t and the unversal mltary tranng; but f we have those f we have everythng: else and have not productve scholarshp and unverstes where t s carred on, all else wll aval us nothng. want to drve that pont home. We have seen n the last four or fve weeks a most tremendous, a most terrfyng thng the Gorman army gong forward n an amazng way. Most of us, thnk, had come to beleve, n vew of the small gans made n recent offensves, that a really successful bg drve was practcally mpossble for ether sde. K we take as the unt the Somme drve of the Brtsh, whch consumed a perod of four months, and contrast t wth ths thng the Germans have oone, we oo that n four weeks they have advanced over a terrtory ffty tmes as large as that unt. Now what; doer, that mean? t does not mean that the Brtsh army s demoralzed. We know that they are as good solders as can be found on earth, and when you place a Brton, a Frenchman, and an Amercan shoulder to shoulder you have the best fghtng stock the world can furnsh. We know that the Brtsh army s well organzed and that t s gong to hold. But we have seen t pushed back and that s a fact serous enough to focus our attenton. Cas Cf Supreme mportance n The War f you wll pck out of the daly re ports of the operatons over there cer tan sgnfcant lttle tems, you can come to only one concluson. The supreme element n ths drve s not the German solder or the German Kaser or German autocracy but. gas, new ways of usng gas and new methods of gas attack. What does thn mean? t means that back n Germany tn re are unverstes, there are laboratores, n whch, for genera lons, they have been, developng u.ctvo scholarshp. We must gve the devl hs due the Germans have developed to a hgh degree the re search sde of scence, and that s what has made t possble for the Genu. n arn.y to make ths drve. For years they have had a constant stream of ther young men gong through ther unverstes and laboratores workng Tor ther Ph. P. degrees, and now wo have a postve llustraton of what product v scholarshp means. And t s by the use of just such scholarshp wo have got to beat those men over, there and drve them back. We have no reason to be dscouraged over the fact of ths recent succoss German drve. n 95, when was frst brought out, the Germans b t t loose n waves and t rolled across the country, the ntenton beng to wpe e rythng out that came n contac. th t, but the Canadans chagod through those waves and held the Germans bak. Then the Alles began the use of gas themselves. n one report from certan secton remember tus son tctue: lc (ermans were suang our runt lne Hellenes tor more man n week; we gave mem gas am mej were quet lor l month." Knds Of Gas thnk t s far to say that snce the nventon of gunpowder, tne u (reducton of gas has been the most mportant contrbuton to the often ve sde of warfare. dont thnk t wll over be gven up. t s too eltec ve. The gas shell s estmated to permnn have a mltary cttcency aganst under good condtons 25 tmes s great as shrapnel. n some places on ho west front from.w to D0r,f of all the shells used are gas. You cannot produce too much gas. The more gas you can get, the better. The frst gas used was chlorne. t causes coughng, slobberng, and fnally attacks the lungs, causng an outpournof flud mm the blood nto the lungs (edema) n whch the man drowns. Autopsy n these cases reveals that the lnng of the wndppe s oaten off. f he survves, bactera get n, pneumona s set up, and so an. After the war we wll have a lot men wth tubercular lesons and one of the thngs we are dong at Yale s to mantan a great bg tuberculoss hosptal, connected wth the "v Haven Hosptal. Another gas s called phosgene, the effects of whch are very much lke those produced by the chlorne, though from a mltary standpont t has ths Advantage over chlorne that t takes only M) parts o: phosgene as aganst 800 parts of chlorne n a mllon of ar. Then the Germans produced a gas by dstllaton of pcrc acd, wth a lumbal composton of Ths gas has a delayed poson fleet. Now come to the greatest gas of all, that s the mustard gas. t has nothng to do wth mustard, except perhaps a smlarty n smen. t was ntroduced n the SOs or 90s by a Gorman professor, Vctor Meyer. t s not a gas at all, but a heavy ol the bolng pont of whch s twce as hgh as that of water. t s an cute skn rrtant. f nhaled for any length of tme t has the same pulmonary effects as the other gases. t produces great dscomfort. The tear gas s another form used n warfare by the Germans. have brought a small sample bottle of t here and wll pass t around for your nspecton. t s n a wooden box and would cauton you not to open the ld of the box too wde, or you wll weep copously the rest of the even ng and have to be led home lke a blnd man. (The bottle was passed about and eyes watered.) The Gas Mask Turnng to the defensve sde of gat warfare, we come to gas masks. When the war started all that we knew about gas masks had to do wth mne rescue respratory apparatus. A lttle group of us happened to be workng n the Bureau of Mnes and we were the ones mpressed to start the gas work n ths country. But ths mne type of mask s not feasble for use n war. n the frst place t s too heavy, beng about 3lj pounds n weght. t has been sad that whch ever sde frst gets a gas that wll compel ther opponents to wear ths heavy mne rescue gas mask wll wn war, because no troops can f ht wth a twentypoun oxygen cylnder on ther backs and a hag of alkal n front. You can do that sort of thng n mne rescue work but not on the battlefeld. The struggle between the gas masr and gas s very much lke the strug gle gong on for many years n naval constructon between the bg gun and armor plate. n gas warfare there are three elements, the offensve, the defensve, and moblty. You can gve perfect protecton to a man aganst gas but you put hm n a condton where he cant tght freely. The task before us s to produce a mask n wlrch the man can charge at full speed, work hs guns, and carry on hs ordnary actvtes. When we succeed n makng such a mask, our troops can chargo rght through any gas cloud and got the enemy. Treatng Gas Posonng n New Haven we have developed a method ot treatng gas posonng whch wll at least cut down the mortalty by ffty per cent and we have sent two fellows over to the other sde to put our methods nto effect. We used the clubhouse n the Yale Feld for expermentng purposes last sumner. Now, wo have throe of the Unversty laboratores, Lst year we were asked to fnd a method of determnng an avators ablty to go to the heghts. Only throe per cent of the avators who ar. klled are klled n battle. Consderably less than half are klled through defects n the panos, but the majorty are klled through ther own falure. A perfectly healthy young man who has passed the ordnary medcal test may not be able to go to a heght of ton thousand fot wthout serous ollects. There s a small group who can go rght up to a.on feet wthout beng affected. By THE MAU NEWS, FRDAY, JUNE 28, 98. We have therefore recommend that pendng a full nvestgaton of ths matter, the Sherff suspend offcer Wawaolhe to be to hs former poston only upon absolute proof that he s nnocent of the matters reported to us. Publc Offcals Jolted 2nd. Waluku Water Works; t appears that n chockng up the records of the Waluku Water Works and coverng a perod whch had been examned nnd certfed to as beng correct upon the face of the books by hs deputy, Moses Kauhmahu, Audtor Wlcox dscovered that the sum of $56.80 had been left unaccounted for to the treasurer. t s our opnon that a Deputy Audtor whose partcular duty t s o see that just such errors, ntentonal or unn tentonal are not allowed to pass ns scrutny s of very lttle use n such capacty unless he performs hs duly fathfully; but we leave the future retenton of Mr. Kauhmahu to the good judgment of He Audtor.to whom alone he s responsble, and who n turn s responsble to the publc. As for Mr. Garca, Superntendent, we are surprsed that a surplus of cash should not be reported by hm, but hs explanaton that he kept personal as well as county moneys n one compartment,.wthout segregaton s t plausble, excuse although we consder t a very poor one. t also develops that deposts from hs books to the county treasurers offce are not made as s requred unversally n the conduct of good busness by havng at regular ntervals an absolute balance of cash transferred to headquarters; whch leaves n hs possesson certan county funds at all tmes, not necessarly appearng on hs cash books. Such a system we beleve to be extremely loose and we recommend that n future all county offcals who are at tmes the recpents of county moneys deposted wth the Treasurer not less than once a month all money n ther keepng at the tme of makng such depost and balancng ther cash books accordngly. A lttle more tme expended n nkng footngs n the books of ths system would also mprove the general appearance of the books of ths concern. 3rd. Lahana Water Works; t has come to our knowledge that for some reasons the recepts as credted by the Treasurer to the Lahana Water Works have shown a marked fallng off snce the present ncubent, Superntendent Lee, took control of the system, and upon an examnaton of hs books we fnd that for months at a lme l.nrsre sums of money had been n the keepng of Mr. Lee nstead of beng deposted as should have been done. nasmuch as Mr. Lee has made good all apparent shortages, though done only durng the sesson of ths grand jury, we beleve t best to recommend to the Board of Supervsors of ths County that. Mr. Lee be mmedately removed from the offce of Superntendent of the Lahana Water Works for falure to prop erly perform hs dutes. 4th. nspector of Chauffeurs; t has been drawn to the attenton m ths body that nnumerable unlcensed drvers are operatng automobles upon the hghways of ths County, and that apparently the nspector o chauffeurs s not attendng to hs j dutes at hs otlce at all tmes when he mght reasonable be expected to do so. Wth automoble traffc n creasng as t s, the necessty of a competent man n ths offce s be comng daly more apparent, and we feel that t s not unreasonable to ask that more attenton be gven to the dutes of hs offce by the present ncumbent to avod the ever ncreasng number of accdents due to of traffc regulatons. Speedng wthn town lmts s a matter of common occurrences and t has been the unpleasant duty of ths jury to nvestgate two deaths, both of whch undoubtedly, though unntentonal on the part of the automoble drvers, n ether case could have been avoded had the machnes boon more carefully drven. Although an auto dmmng ordnance has boon n effect n the county for many months, a very feeble at tempt has been made to enforce t n spte of the perodcal notces to the effect that mmedately after a certan date travel would be dangerous for those not obeyng the provsons of the ordnance. Toulon, Fnftce, June 22 Busness, n the peacetm e sense of the word, vrtually s dead n Germany, asserts Sergeant VuHcmet who, wth several comrades, recently escaped from a prsoner of war camp n Germany and reached France, and who s on a vst to bs father here. Accordng to bs story, countless stores n Germany were closed and empty and everythng that s beng manufactured s for war purposes and for the state. The meat raton, he sad, was 250 grams, one half pound, per week, to whch was added onetent h of a pound of grease or fat. Sugar and coffee were only Urrrty remembered luxures. The beer was vrtually undrnkable, and the people were lvng on pota toes and beets. The bread s sad to be ndgestble. Leather had almost entrely dsappeard, and the solders at home and many cvlans wore woodensole d shoes almost exclusvely. Solders home on furlough were no longer per mtted to spend all ther tme wth ther famles or frends but most work part tme n the factores. The morale of the cvl and mltary populaton, Vullemet says, s manland by the contnual spreadng of stores about an alleged "desperate stuaton n France" and German vc tores, whch are loudly proclamed by the rngng of bells not yet sezed for ammunton purposes. n Fassoth Declares s Loyal Ctzen Another nstance of a wellknowresdent of Hawa carred on the fed eral "doubtful ctzenshp" lst and who was made a ctzen years ago by the supreme court came up today when John Fassoth, manager of Kpa hulu plantaton, Mau, explaned hs case. Fassoth, who s wdely known throughout the terrtory, has been a ctzen snce March, 90, when he was admtted by the supreme court. Furthermore, to show that he s an Amercan n sprt as well as n letter, the followng facts are cted: He has three sons n responsble postons wth hm on the plantaton, none of whom can mmedately be replaced; all are n the draft and ex s emptonha been asked for none. Nothng but Englsh s spoken n the Fascoth home and the boys do not understand German. He was a quartermaster n the guard n early days; a federal juror; a ctzen of Hawa n 887; also of the provsonal and republc govern ments; and was naturalzed as soon as he was able to get U. S. court ac ton. Served n the legslature. He came from Germany at 6 and vps not under the German rule re qurng passes for all leavng after the age of 7. And, above all, he declares that he s heart and soul wth the Amercan cause. Mr. Fassoth has found t tryng to be classed as on the "doubtful lst" an(j took the frst opportunty to explan hs case to the U. S. attorney also to make publc the facts of hs ct zenshp. DAS. Sec. Lane s Frm For Homesteadng Governor McCarthy Gven Power To Handle Sugar Lands As War Measure Lane Tells Hs Vews At nauguraton Honolulu, June 23 Charles James McCarthy was sworn nto offce yes erday as Governor of ths Terrtory wth powers of a magntude never before conferred upon a governor of Hawa. After the oath of oflle had been ad mnstered to hm by Chef Justce Coke of the Supreme Court, Secretary Lane permtted hm to read the text of a message from Washngton carry ng news that Presdent Wlson, as a y act had ssued an executve order authorzng the Com mssner of Publc Lands of the Terrtory of Hawa, wth the approval of the Governor of the Terrtory, to enter nto agreements for the contnung cultvaton of cane lands and whch leases ssued by the Terrtory have lapsed or are about to lapse, untl such lands shall be homesteaded. Shngles dea Survves By authorty of ths order McCar thy becomes absolute dctator over the rchest and most productve por ton of the publc doman. Agree ments such as the Presdent desgnates wll be concluded n the name of Commssoner Rvenburgh but only wth the Governors consent. Thus n new and more flexble form the prncple of Senator Shngles bll, klled by the House at the last specal sesson of the Legsla ture, becomes vtal and actual. Both McCarthy and Secretary Lane, how ever, by explct declaraton, wrote the development of homesteadng nto the polcy of the Natonal and the Terrtoral Admnstraton. Secretary Lane spoke as the Pres dents drect personal representatve and Governor McCarthy as the head of the Terrtoral admnstraton wth the sold backng of the Secretary. The Secretary led nto hs dscusson of the land queston by defn ng the democracy for whch the world s fghtng. An Amercan Terrtory " am moved by ths excurson nto the theory of government", he contn ued, "by belef that f ths Terrtory s to contnue an ntegral part of our Naton, t must lve n the constant thought that men are woven nto the natonal fabrc only by beng dent fed physcally, morally, sprtually and ndustrally wth ts lfe." The land problem he recognzed, was complex. More than the mmedate economc factor, mportant as ths was at the present crss n the worlds food supply, entered nto t. "f the problem were no larger", he sad, "than to secure the maxmum crop, t mght well be doubted wheth er any great good would come of further dvson of land holdngs n to many hands, but the problem s much greater than one of relatve out put under two dfferent systems. Wont Appeal From Congress "And ths s recognzed by Con gress, so that no alternatve exsts but to pursue the polcy Congress has desgnated, unless we appeal from ts judgment.. And ths appeal frankly do not feel nclned to advse." The Secretary alluded to the abus es of the land laws known both n the slands and on the manland "Much honest dfference of opnon exsts", he sad, "as to the possblty of applyng homestead laws to su gar lands, but that experment must be made. The determnng factor n ts success or falure wll be the character of the people who take up homesteads ther purpose and ther ablty to work together." A Homesteader Defned The bona fde homesteader, the Secretary defned as a "man put on the land, who makes that land hs home, who works t so far as possble for hmself, and by reason of hs land holdngs becomes a part of the com munty". Homesteaders here, he beleved could manage mlls and ralways On the manland they managed great rrgaton projects nto whch equal amounts of captal had been sunk but he admtted a second tme that t vas an experment one whch n the best nterests of the Naton t seemed wse to make but whch nobody could pretend was unattended by rsks "There s no queston," he sad "that by followng the law a rsk s run partcularly so at ths tme when the country so gravely needs all the food the slands can produce. But unless trr law s to be dsregarded, that rsk must be taken." Mlls QuasPubl c Utltes Referrng to the polcy of agree ments between tho mlls and the Terrtory for the contnuous cultva on of cane lands on whch planta ton leases are about to run out or have already expred, as contemplatd n the Presdents proclamaton, he Secretary sad: t would be a crme unforgvable to rllow lands that can be used and are n crop to go uncultvated durng the war. Homesteads must be made w t such condtons as wll enforce a meetng of ths natonal necessty, and those who would have the temer ty to put n jeopardy a realzaton of he largest possble output, whether tney be mll owners or homesteaders, rcud not be regarded as other than enemes of the publc welfare." The man who holds of mll s un cer an mpled oblgaton to the communty, even though the mll s not now regarded as a publc utlty, and he man who holds land s under Bm lar oblgaton." Clmate And Scenery Bggest Asset Before takng up the land queston, Secretary Lane devoted a thrd or more of hs address to what mght be called "promoton talk". He declar ed that one of the very bggest assets for the future n these slands s our clmate and scenery. Wth the close of the war, he felt sure that a wonderful development of the Pacfc wll take place, and that Hawa wll become more accessble and sought by the rest of the world than ever be fore. SECRETARY LAXE OX OM ESTEADXG Secretary Lane takes no halfwa y stand on homesteadng. Lkewse he nssts that the lands of Hawa shall produce every pound of sugar of whch they are capable. n short, he does ml beleve that homesteaders and sugar are essentally antpathetc. He has taken steps whch guarantee that no sugar lands wll be dle whle the world s cryng for food, but at the same tme he has opened the way for the honalde seeker of a home to not smply secure one, but he has ndcated that the whole strength of the admnstraton, both natonal and terrtoral, wll be used to help that man to make good. There wll be those who do not agree wth hs conclusons, but there are none who heard or have read hs address at the nauguraton of Governor McCarthy a few days ago who wll fear for the welfare of the slands at hs hands. GEXTLEMEX, MAU THAXRS YOU! AND A notable thng occurred m Mau ths week. A grand jury was mpaneled whch actually has done some of the thngs that grand jures re supposed to do hut seldom do do. hs Mau grand jury examned the cases ot law volaton brought letore t by the prosecutng attorney and the polce, and returned the usual ndctments. Here s where most grand jures stop. Put ths partcular jury had hardly got started. t took up the matter of the dangerous Las hama landng, whch t had been partcularly requested to do by the tourl, and made recommendatons concernng t. hen t seems to have started wth a muckrak e and gone rght through the county govern ment wth the result that a number of unpleasant thngs were exposed. t s true that none of these thngs can be consdered of very mom entous mportance. No hotbe of corrupton were uncovered. No serous reflecton s cast upon any head of department. Put the lght of nqury dd dsclose evdences of a relaxed dscplne that was not healthy. f the recommendatons of the grand jury are carred out, one or wo county employees stand to lose ther jobs. That wll be all, except that t s safe to say there wll be a general bracng up n a number of departments that wll be salutary. t s not what the nvestgatng body actually found, that s most mportant. t s what t possbly prevented from happenng that really natters. THE FOREGN LANGUAGE SCHOOL QUESTON The Mau News has heretofore ponted out the desrablty from the standpont of natonal unty, tjat all foregn language grade schools should be barred from the Unted States. n commentng upon the regulatons now n force n some slates prohbtng the use of any but the hnghsl language n any schools or publc gatherngs, the MarPu l letn, of Honolulu says: "The war has brought sharply home to the Unted States how the persstcnceol loregn languages m some localtes has held back thorough Amercanzaton of the mmgrants. Hawa has the problem n an acute form, and some day we may expect to see a terrtorywd e rule abolshng loregnlanguag e grade schools. Such a rule would greatly strengthen our publc schools ot the lower grades m the meltngpo t process. There s nothng unreasonable n ths. Any naton has the rght to protect tself from any nfluence not calculated to further ts own unty. Chldren who are taught durng ther most mpressonable years n a toregn language come to even thnk n that language and t doubtful f they ever get entrely away from the habt. The serous l ess of ths becomes apparent n tmes of natonal crss when the very exstence of the naton may depend upon the unty of ts populace. o HAWAS COMXG FRST CROP TOURSTS More than one thrd of Secretary Lanes address last Saturday uas devoted to Hawas scenery and clmate as a terrtoral assest : was not at all the usual tlowery rhapsody m whch vstors to the J lands are wont to ndulge for ther ow n gratheaton or to tckle the ear of ther hosts. t was much more than that. t was a strong and con vncng pontng out of Hawas destny. That our clmate, our sea shores, our mountans should be placed ahead of our sugar and pne anoles n a cold consderaton of dollars and cents, does not sound so wld as t once dd. And when a man of Mr. Lanes hard common s use drves home the same old story wth force sledgehamm er w forced to thnk perhaps the promoton commttee has been rgl after all. o t takes more than a bathng onepec e sut to make a modest mmodest: whle a nuns cassock would onlv help the other knd to get n her deadly work. The Frend. Kssng The Flag There seems to be a wdespread dea that an nsult to tho country should be avenged by requrng the offender to kss the flag. To us t appears that ths s only addng contamnaton to nsult. Keep the flag sacred to the lps of those who love t. The Frend. Frank And Far The "suggestons" of the chamber of commerce regardng the use of the publc lands of tho Terrtory have the mert of straghtforwardness. Whether there wll be any degree of popular support for the suggeston? or not, at least none can accuse the chamber of befoggng ssues pr of attemptng to present a plan for the contnued producton of a maxmum sugar crop and call t a measure n favor of homesteadng. We beleve that f the Hawaan senate had been as frank as the cham ber s today, ts suggested land bll would not have been so merclessly slaughtered. We beleve that f the admnstraton had been as frank and open n what t persstently attempt ed to accomplsh by stealth ts deas would have receved at least the thoughtful consderaton of Hawa nstead of ts atttude havng forced an opposton to every one of ts land and water projects. Common honesty s all that s re qured to reduce Hawas land ques ton down to a bass where t can be consdered farly. t s prncpally be cause the matter has been contnually camouflaged that t has become a snarl. The chamber of commerce has now presented a proposton that can be consdered and farly argued. There s no queston of the loyalty of the average man of Hawa, nor can the average man here, plantaton mal homesteaders or merchant, bo aecus ed of placng hs own personal beneft before that of the naton at largo. Charges of dsloyalty aganst thos who opposed the last attempted legs laton of the local senate aro unfahanuncalled for. The blame for the defeat of that bll rests solely upon those who advocated t, when what was press agent ed as a loyalty measure was debated purely from the standpont of a dvson of the proft between the government and tho corporatons. StarBullet What the governor had to say n hs augural address las Saturday was not new. We all of us knew t just as well Charles J. McCarthy. Tho startlng feature of the address was that an offcal has arsen n tho Tor ltory wlh tho courage to call hs soul hs own, wth the nerve to toll tho plantatons what, they aro anu where they belong. and ho knows tho trals and tho trbulatons of tho under dog. When ho calls to us then t becomes our duty to rally to hs assstance, and there aro mghty few of us who wll volun tarly fal hm at the pnch. To Governor McCarthy wo can say wth all confdence "Go ahead. Wo are wth you for wo beleve n you nnd your polces and your honesty of ntent." Hlo Trbune. Our Own Lttle Snn Fen When Governor McCarthy told the homesteadn g mll owners yesterday that has come to stay and that nothng they can do s gong to prevent t, he told the plan truth. But the plan truth s not always easy to, and the Governor s the frst man n hgh place ths Terrtory has known who had the courage to be blunt at the rght tme. What the Governor sad s no more than many another has sad, and hs tran there wll now rse an army of secondary prophetsaftorth e event; the sgnfcant thng s that t should lave been sad by the Governor of ths Terrtory wth the Secretary of the nteror at one elbow and an outgong governor whoso polces had been exactly tho reverse at the other. Tho homesteaders now have some thng defnte to le to. They have a declaraton of ntentons from the ad mnstraton n Honolulu and the Ad mnstraton n Washngton. Of course sayng s not dong and the best travelled avenue n the unverse s paved wth good ntentons, but the Governor recognzes the dffcultes and names them. There must be far dealng and an honest prce between the grower and the mll. The mll s enttled to a proft on ts nvestment and the grow er s enttled to a proft on hs labor. There s a possble bass of adjust lnonl, and now that, t must bo found t wll be found. Correlatve wth thesn more obv ous aspects of the stuaton s a new dea tho dea that the mlls are pub lc utltes, lkely to come under government regulaton. nstantly wll rse the argument that the mlls were often poneers and that they are enttled to the poneers profts. When do a poneers profts end? Many of the ralways were poneers, too, but that dd not save them from regulaton. Most wholesome of all, the ar has been cleared of twlght uncertantes and musty evasons. Pressure of the great forces now movng n the world has brought the slands for the frst tme nto close relatons wth the sprt and the temper of the Naton to whch they belong and whose protecton they are quck enough to clam. For many years there ha flourshed amongst us a close knt lttle socety that mght well have been named Snn Fen Ourselves Alone. Those are tmes n whch Ourselves Alone s not a wholesome motto. The Governor, poke bravely and well, though many wll not agree wtl hm and of those who do n ther hearts, many more wll have msgv ngs. Tme wll prove tho worth of h words, and tme wll rub the soreness out of the bruses they have made. The salt truth s a sharp pckle for ore spots; but t cleanses, t never festers. Hlo Trbune. Rase Ctzenshp Standards Sgns are multplyng yeear by year showng tho mportance of rasng the standard of qualfcatons for ctzenshp. Tho war has taught US the mportance of cuttng out tho hyphen. No more dual ctzenshp ran bo tolerated. A rgd requrement of full and undvded allegance must bo nssted upon. n Hawa wo are just begnnng to look forward to tho day when tho mass vote of one natonalty would no longer paralyze tho whole eloctorrto, when, presto, the mmense mm raton of Flpnos, wth a far chance o ther becomng voters, threatens us wth the same old condton n an g:ravated form. Th so people, now numberng over n.non, and steadly ncreasng, are ad mttedly of a lower standard than the v MLt of ther natve slands. They re n no wse prepared for ctzen hp n Amerca, yet tho court dor ons Mrmng ther elgblty to na urabv.aton. stand four n favor to one or dssent. As lor l le tennency o net together under one loader, hero s no people, unless possbly ho cleans, to compare wth them. Wth tho almost nomnal condtons now requred for naturalzaton, these people would qualfy n numbers suff enl to endanger tho poltcal stua on n tho slands for an ndefnte perod n tho future. Such a possble prospect emphaszes anew tho mportance of rasng our tandard of ctzenshp. There seems to be a strange con fuson on the part of many between ho regulatons concernng natural zaton and those concernng mmgra on. Ths ought to bo cleared up. Tho mposng of a lterary or oduca onal tests as a condton of mm graton may not bo desrable, but rom every pont of vew t s not onlv desrable, but vtally mportant s a condton of naturalzaton. f fve years resdence n the coun try, coupled wth some knowledge or Englsh and a declaraton of allegance re the terms of admsson, wo aro not gong to save ourselves by part ularly excludng Mongolans. We hall always suffer tho consequences of havng an untraned ctzenshp. f, on the other hand, we rase our standards of ctzenshp so hgh that ts acqurement wll be an effort and ts prvlege a mark of dstncton, we may safely tear down all our artfcal barrers, and make the prze at tanable on equal terms by all men. To attempt to safeguard our ct zenshp by drawng any lnes of racal excluson must be a perpetual source of frcton. The real safeguard, whch s the logcal, patrotc, and ethcally rght one, s to rase our standards hgh, and then wthout, fear or favor, dml all those who can qualfy. The Frend. THE SOURCE OF MORAL POWER "Back to Chrst", or The Source of Moral Power was the underlyng thought of the sermon at the Makaw. o Fnon Cchurch on Sunday, June 6. Durng the past half century among thoughtful people there has sprung up a movement to get back to the prmtve Chrst, to cut through the tradtons that haw accummulatjl, lo go back to the orgnal sources to know what they say about hm who taught as no other man cvej taught. The desre s to restore the same sprt as that n whch Jesus dscples lved and worked whle they wore wth hm and after he left them. When the words and teachngs of Jesus were taken to other races and lands, hey were often only partally understood and sometmes msunderstood. There were many nterpreters wth dfferent lnes of emphass whch greatly changed the message n the course of the centures. Early n the last century Strauss wrote hs "Lfe of Jesus n whch he dened the greatness and deep sprt of Jesus. Ths set men to thnkng anew as to.the fact of Jesus n the world. A few years later Darwns "Orgn of Speces" appeared. Ths book gave a radcally dfferent emphass to mens tnnkug. For a tme men were nclned to thnk that evoluton was n the sprtual sde of lfe as Darwn had shown t to be n the physcal. Men argued that the Chrst was the crownng act of evoluton and soon all men would naturally become lke hm. But ths was seen to be a wrong concluson. Through the past century the "hstorcal method" of nvestgatng has grown up. Men of all knds have used t. t has been found tha records and facts are used very much accordng to the sprt and desre of the nvestgator. The greatest result n ths "Back o Chrst" movement s the reverent nvestgaton of all the records conremt the Chrst a.nd realzng anew the sprt n whch he dd hs work The most valuable thng about hs lfe and death s the love he express ed and hs truly frendly atttude to ward God and men. t s ths love and frendlness whch s the most precous hertage to men. JOHN THE BAPTST By Rev. J. Charles Vllers, (Church of the Good Shepherd.) Our knowledge of John the Baptst a v. t, as great as t mght be, even though the detals of hs hstory are gven but meagerly n the Gospels. Men have been known who confused hm wlh St. John, the Apostle. The two men were not only dfferent enttes, but men who were dfferent n mental habts and n ther personaltes. John the Baptst, as the forerunner of Jesus, was a prophet of rghteousness, whle St. John the Apostle, as the messenger of Jesus, was a preacher of love. Of course, rghteousness and love are, hough not dentcal, more closely correlated than some men are wont to suppose. t may be that we have all known men who though they were rghteous, were not altogether lovable men. And f confesson s to be made we have known other men who whle they were lovable men were not altogether rghteous men, certanly not rghteous overmuch. Both classes of nu n seem o have been present to the mnd of St. Paul when he wrote n hs letter to the Romans: "For scarcely for a rghteous maj wll one de, yet, peradventure, for a good man someone would even dare to de." The good man of whom the.n. le was thnkng was he man n who e lfe both rghteousness and love are harmonously Mended. Such a man was John the Baptst, And one reason for so belern g s the fact of hs great humlty. (Clntrrtn!l.H.l....ft.... ft....f M n sayng ths one must not confuse humlty wth mlk and water mld ness. John the Baptst was anythng but a mld man, who suffers njustce and wrong, not. because he s too good to resent and resst t, but because he s too nert, too lazy, too lackng n force of character to do so. Now there wasnt n lazy bone n the body of John the Baptst. He was a man of ascetc habts, but he dd not practce ascetcsm to the extent of physcal or mental enervaton, but only to the extent of keepng hmself "ft" for lfes dutes. le dd not lve to eat. He ate to lve. Undereatn g there may be, and, doubtless s n many a home n Europe today. But, generally speakng, men more frequently enervate and unft themselves physcally, mentally, and morally, for the dutes of lfe by overeatnthan they do by under e t ng. Excess n ether drecton s to be avoded. But abstemous habts tend to strength of body and santy cf mnd. John the Baptsts chef det was locusts and wld honey. Wth such a det he needed no ones pty. t, was the food of the poor, the verypoor but he found n t that whch satsfed hs physcal needs, for we have evdence that he dd not lack n energy of body, or n santy of mnd. He lved a smple lfe, but he was no palefaced, emacated ascetc. He was a strong, vrle, man, strong enough n body and n sprt to say NO, to any temptaton to ndulge n luxures, or to yeld to any appette or passon, that would weaken hs body or cloud hs mnd. Agan, he lved much n the open country, for such the wlderness was. Not the unnhabted, but the sparsely populated dstrct, away from the maddng crowd. For ths reason the F.aplst has been though of as a lover of the closter, as a sort of forerunner of the great monastc orders, wthout warrant, thnk. He dd not dwell n the wlderness because he was afrad of the busy haunts of men, and was only capable of dealng wth publc, and moral questons, after an academc fashon. He could and dd meet men n the multtude. He could and dd face, and wthstand, the fercest, and most malgnant opposton. He was no lackadascal drfter. He could beard the lon n ts den, could meet the evldoer face to face, and frankly, but not coarsely, tell hm the truth whch he should be told, n language he could understand. The Baptst knew none of the fear some men have known who have wthheld he truth lest by speakng t they should lose out n popularty. Our Lord calls the Baptst "a prophet, and more than a prophet". Why? Because of what he was n hmself, n hs message, and n hs work. But what was a prophet? Some people have thought of the prophet as a sort of superor fortunetelle r. A forthtelle r of future events he was, but he was no mere fortuneteller. Hs vson was that of a well balanced and sagacous mnd. Hs knowledge of cause and effect was beyond the common knowledge of that law. What he had lo say of the future, he sad n the lght ol tne pas whch he had of the fxed, unalterable, moral prncples at work n the human famly, that make t mpossble for men to gather grapes of thorns or fgs of thstles. He knew that t s mpossble for men to escape the Dvne order, or to suspend the Dvne law. He knew that though we cannot always follow God, n our lmted knowledge and understandng, as He threads Hs way through human hstory, yet hs dvne and decretve wll s never He s al always true to man. He never manupulate s man, never makes a puppet of hm by coercng hm, and yet Hs dvne wll s the determnng factor of every human act and every human event. n the lght of such truth John the Baptst dd hs work, and wll such fdelty that Jesus sad he was the greatest of all the prophets. The great lessons of hs lfe are () that though the fathful soul may know dscouragement, despondency, and even doubt, t wll stll be loyal to the cause t serves. Never for a sungle moment dd John the Baptst forget or forsake the cause to whch duty called hm. (2) Hs lfe teaches us also, that greatness and van prde are not true affntes, but that great ness and humlty are. f John the Baptst were alve today, what would be hs message to our age? Much the same as was hs message to the age n whch he lved. He would call upon us to repent, and brng forth fruts meet for repentance. He would tell us that relgon and rghteousness must ever go hand n hand together; that wthout true relgon, rghteousness would persh from the earth, and wthout rghteousness, relgon s but a sham and mockery. n the atttude of an nvestment Tto Chevrolet Motor Company consders a motor car purchase from the standpont that t s an mportant nvestment.
