Specal Stunts. The banquet-sesso- n of the Kaua Chamber of Commerce, held at the Wamea Hotel Thursday evenng, broke all records n the matter of attendance and was a dstnct, success from frst to last. The dnng hall was elaborately decorated under the supervson of Host Rchard N. Olver. So large was the crowd, however, that all o f the rooms around the offce had to be called nto servce and were ftted up wth tables for guests. Musc was suppled by an orchestra of Hawaan muscans, and a pano, the latter manpulated by Albert Torner, Jr. Presdent Avery offcated through- - out the sesson' the evenng progressng as follows: The followng gentlemen were elected to membershp n the Chamber: Wn Wolf, Wallace M. Colonel E.. W. Broadbent reported on the organzaton of the Natoanl Guard on Kaua, whch had been endorsed by the Chamber at the begnnng; and outlned future plans. Mr. Brandt made a moton to the effect that a commttee bo apponted to select a slver cup, on behalf of the Chamber, to be presented to the best drlled company after t las won frst place n two consecutve compettons. Hughes were foremost n the muscal features, ths secton of the program beng n charge of F. C. Morrow, charman of the entertanment commttee. There was a very far burlesque on Hawaan hula dancng, whch seemed to please, and several members responded n varous ways wth specaltes of one sort or another. The meetng was the Chamber's record n the matter DR. DERBY'S of attendance. DANCE Dr. A. J. Derby rght royally entertaned a house full of frends at hs Lhue resdence Saturday evenng. Prmarly, t was a sot of on the-wu- g shot t the Ous but a large number of other voung peonle from varous parts of the sland were present. The large frontng veranda was screened and was used as a sttng parlor and for cards. Dancng, whch began earlv and concluded late, was n the man parlor, there beng just enough couples on the floor for comfort, All had a fne tme. BOYS RAVE WARM SOCCER CONTESTS Last Frday the bovs' soccer team of the Kaua Hgh & Gram mar School went down to Eleele, and, although they encountered just about all they were lookng for, won the game by a score of 4 to 0. On Saturday the Lhue publc school team tackled the team of the Koloa school on the grounds of the latter, wnnng out by a score of 6 to 2. "fans" FULL REGMENTAL STATUS AT ONCE Major Broadbent receved advces from the Adjutant General's department of the Natonal Guard on Frday that f all were rendv at ths end t would be possble to change the Kaua wng of the mltary establshment from a battalon to a regmental status at once. Ths came as a surprse (a pleas ng one, however), for prevous orders had fxed the tme for the shft-ove- r as March 3. By the mal leavng ths afternoon there wll go to the Adjutant General full nformaton requred for makng the change. The company desgnatons prevously gven n ths paper wll be shown, together wth the names of ther offcers and strength, respeqtvely. The next step n proceedngs wll be an order creatne the regment, followng whch Major Broadbent wll take command as colonel, assgn offcers and start the whole works at once. The regmental and battalon feld, staff and lne organzatons are complete, so there need not be a moment's delay. WOULD HAVE DALY ll The Kaua Chamber of Com merce, at ts meetng Thursday evenng, adopted two mportant resolutons n regard to the mals. They were brought n by Erc A. Knudsen, charman ot the commttee on mals. The frst of these resolutons was as follows: WHEREAS n the past t has been the custom of the postoffce clerks n to consgn all the Kaua mals to the frst port of call-o- n steamers comng to Kaua, outsde of the regular mal days, even though the same steamer touches at several of the landngs; thereby causng the mals for the other towns to le for several days at the frst pot or puttng the busness men of the other ports to a great deal of annoyance and expense to get ther mals. THEREFORE BE T RE- SOLVED by the Kaua Chamber of Commerce that the postmaster at be respectfully reel lested to notfy the malng clerk n to fnd out beforehand to what ports the steamer s salng and then to bll the mal bags of each port to ther proper destnaton. Some men have attaned greatness perforce of Opportunty. Others (and these have left the more permanent mpresson upon the world) have treated opportuntes and made use of them afterward The remarkable tlng about Washngton was that he belonged to both of these classes of heroes. He had Opportunty, and grasped t; he then created opportuntes htherto unthought of, and developed them. The greatest thng about Washngton, however, was hs charac ter. n hn was developed to the hghest degree those qualtes whch go to make up what we know as manhood. n ths partcular he prob ably dd not have hs peer n the world of hs day and has snce stood out as a star n the hstory of that perod. For more than a century the attenton of youth has been drected to Washngton as a model man, and not wthout every cause. Hs was a lfe to be mtated as far as possble wth safety. Members Should Know Rules The Kaua Chamber of Commerce s usually a bodv, level-heade- d and n ts delberatons generally wnds up somewhere n the negh bohooj ot common sense. Unce n awhle, however, t gets on on a tack that s hard to account for and whch not nfrequently leads to embarrassment for tself later or for others. As a rule, however, t 'U.v be explaned, bad breaks are made by ether new members or by old members who seldom attend meetngs except on occasons of ban (uets and the lke. Such members not nfrequently spend a good deal of valuable tme explotng sand from whch everythng of value has already been extracted, or tryng to rde camels through needle eyes of the Consttuton Atjd Bylaws of the organzaton, somethng they know nothng about and perhaps have never heard of. t was wth ths n mnd that the presdent of the Chamber, on Thursday evenng, recommended that the Consttuton And Bylaws bye prepared n such shape that each member could have a copy, and thereby know what what when on the floor. The present Con sttuton was wrtten when the Chamber was establshed and was ds trbuted only once snce, that nearly two years ago. Snce that tme, however, t has been amended n so many ways that scarcely a secton stands as t orgnally was, aud t s nearly twce the length of the orgnal document, many new provsons havng been added. Thus, on Thursday evenng at least four gentlemen (perfect gentlemen and hghly desrable for membershp) were voted upon to be members of the organzaton, although by unanmous vote of the Chamber, only two months before, the Consttuton was left n such shape that these gentlemen are nelgble to membershp. Ths, entre acton, taken wthout thought or knowledge on the part of members of ther own rule?, placed the Chamber n the poston of dong a thng contrary to ts own organc law; and gves the offcers of the Chamber the unpleasant duty of so notfyng the gentlemen proposed for membershp, Such ncdents ate of frequent occurrence, and they must be stop ped n some way. The Chamber of Commerce s an mportant bus ness holy, and ts busness must be carred on accordngly. Mem hers should have copes of the rules and should camp wth them untl these bad breaks cease to occur. Typewrtten copes would do, and as Major McBryde and Mr. Wshard both have good machnes, we would recommend that thev be apponted a commttee to strke off the necessary copes and dstrbute them. Lvdgate read the followng nterestng and nstructve paper on the above subject, llustratng t wth a sketch of the localty n queston: Even the most superfcal observe must be mpressed by the fact that Kaua has at once plenty of water, and yet a great dearth of t. On the south and west sde of the sland partcularly there are consderable areas of fertle land absolutely deprved of water, and other stll larger areas nsuffcently suppled, whle a few mles away the great streams of the wndward exposure run to waste. The practcal dffcultes, however, of brngng these condtons together are so gteat, and the outlay nvolved so prohbtve, that we may dsmss the problem from present consderaton wth the suggeson, however, that t may not be by any means as unfeasble as t looks. n the mean tme, however, there are nearer sources of supply whch promse a more ready soluton of present problems. t must be evdent to the most casual observaton that th-- prob lem of suffcent water supply s smply a queston of storage, On the lowland there are thousands of acres, ard and parchng for water, and n the hghlands mmedately above there s plenty of water, more than enough to meet the needs of these sufferng lands. t would seem to be a very s'mple thng to connect these two condtons. Of course! And that has been done by such dtches as the lana-pep- e, the Olokele and the Kekaht, but the dffculty s. as you all know, that whle there s plenty of water n the aggregate, t sn't dealt out wsely by nature to meet the daly wants of her chldren. n that upper country, most emphatcally, t never rans but t pours, t s a feast or a famne. t rans for a few hours, vast freshets come tearng down to the sea; then t s dry for weeks. What s needed s some artfcal means of equalzng nature, of storng the ranfall and feedng t out gradually as needed. At great expense for nstance, the Olokele dtch has been con structed. Through an admrable system of subsdary dstrbutng dtches t controls a vast area of fertle land, whch s fully equp-e- d wth all the vared and ex pen sve requrtments for producng large and lucratve crops. They hang on that dtch; and that dtch s more than adequate to the needs f the water was only suppled wth anythng lke reasonable regularty. t has plenty of capacty for all ordnary purposes, but t s entrely unequal t o handlng the great freshets that perodcally sweep down the Olokele gorge and go out to sea. No practcal dtch would be! To ncrease the capacty of such a dtch to the stormflow requrements would nvolve an expendture that' would be prohbtve, and at the same tme almost wholly unrenumera-tve-, snce the excess capacty would be lyng dle 99 of the tme. For a few hours a few tmes a year the dtch mght run full, the rest of the tme t would be practcally empty. At ths pont t may be objected that ths s not uteaded to be a storm supply, but a normal supply- OF T weeks, or a few tmes a year. What wll be done wth ths water when we have t? Where wll the dtch depost t when t has carred t out? We have means for hand lng just so much water and no more, unless the whole plantaton s to be turned to go waterng, an rregularty and ar. extravagance that are not to be thought of. A ranfall wll n tate the whole plantaton n a nght, but you can't rrgate the whole plantaton n a nght by any artfcal system of rrgaton. Manfestly the water must be stored and dealt out lttle by lttle, daly, accordng to the needs of the plantaton. And the water must be stored not at the lower end of ths supply dtch, but at the upper end of t. f the storage capacty s at the lower end of the dtch, most of the avalable storm water never gets there because of the lmtaton of the dtch; t can carry onlv 00 mllon a day, the 500 mllon goes by. The storage capacty must be at the upper end of the dtch system, n drect con necton wth the floodng streams, and should be equal to the emergency flow of these streams whch thus retaned, can be fed out through the dtch as requred. n ths way large economes may be effected n dtch constructon, snce only the actual workng capacty need be consdered, and no provson need be made for anythng beyond the normal daly requrements. Tunnel 4x5 nstead of 0 x 0, But n most cases the deal rela ton of watershed-dtc- h and reservor s not easy to secure for the reason that sutable resorvor stes n the beds of streams, or contguous thereto, and at hgh elevatons, are practcally non-exsten- t. As a rule the bed of a stream grows gradually steeperas t tses nto the mountans, and becomes at the same tme narrower and more confned, so that they are practcally out of the queston for the constructon of storage reservors of any capacty. Ths s partcularly true of Olokele whch because, above the dtch-ntak- a narrow, precptous, gorge, where an expensve dam would scarcely unpound enough water to wet your feet and the same thng s true of Hana-pep- e. But when t comes to the upland plateau out of whch the Wamea system s fed the condtons are all changed. There we have a great flat country through whch the shallow streams wnd and twst slugglshly as though loath to make ther escape. Everyone of these upland feeders, beleve, furnshes excellent stes for storage, where a comparatvely small expense, under most favorable condtons, wll nsure most bene fcal results. The practcal objecton to the utlzaton of ths valuable condton s, that t s not naturally trbutary to the Maka-we- l system, whch needs t, and t sn't needed by the Wamea system whch has t; so the resources go to waste. By way of soluton for ths two fold problem of water storage, and water delvery, n quanttes to sut, beg to Under the followng plan. Buld a chan of reservors at sutable ponts anywhere on the head waters of the Waalae stream, whch s the nearest consderable feeder of the Wamea, whch re servors shall retan and store only the storm water that nobody wants -dtch, and that, f t meets ths condton generously t s entrely below, and whch, n fact, every satsfactory whch s true. Manfestly ths would be dong Wamea no njustce snce stored mountan water, s ust as good as normal-strea- m mountan water. And Makawel would be ahead bv the amount of the normal flow, renforcng her dtch n a dry tme. As a matter of fact Makawel mght do much better. She has one excellent reservor ste of some 250 mllon, gallans, trbutary to her wvn system, n the Lttle Hale-'.'- a stream. Ths she mght fll perodcally from the Waalae watershed, and thus materally her daly water supply. Of course there are practcal questons of constructon whch :annot be answered off hand wthout much more detaled examnaton than have been able to make, but such examnaton as have been able to make leads me to beleve that the plan s entrely feasble and not unduly expensve. As to the supply of water avalable also, farther examnaton would need to be made, but the followng fgures, compled from the Hydrographc Survey Report for 92, would seem to be pretty conclusve. They apply to the aalae gaugng staton at an elevaton of about 3000 ft n the general regon where the proposed resevor system would be located January 7 mll, galls, daly aver February 6 " March 4 " Aprl 8 " May 7 " June 4 " July 6 " August 9 September 7 October 3 " November 5 December 20 Durng ths year, f we except the month of June there were very frequent freshets, seldom a week n fact wthout them, when the stream ran from 0 to 5 mllon a day some tmes for weeks, ths beng especally true of July when there was a contnuous freshet for the whole month, rangng from 0 to40 mllon a day. Now t s true that ths gaugng staton on the Waalae s at a somewhat lower elevaton than the proposed cross-countr- y dtch, and therefore regsters more water than ths dtch would gather up, but by way of compensaton ths crosscountry dtch would also tap the Koal system, whch les beyond the Waalae and whch would materally ncrease ts supply. Let us suppose that there was a storage capacty of 250 mllon. very moderate galls, on the Waalae. and 250 mllons more on the Halckua, and that a daly average normal flow of 5 mllon from the streams at the cross-countr- y dtch mght be depended on, Durng 50 days ths 5 mllon could be fed out of the Waalae reservor system to the Wamea stream, and the substtute 5 mllon taken from the streams for Makawel. At the same tme another 5 mllkn could be taken from the Halekua reser vor makng ths 0 mllon of beneft for Makawel. Never, beleve, save n tmes of the most phenomeqal drought, would t be necessary to conserve the reservors ths long? So that t would probably be entrely safe to draw from the reservors at the rate of 0 mllon a day, makng wth the 5 mllon of normal flow, 5 mllon a day beneft for Makawel. n regard to the admnstratve feasblty of the scheme, would say that of course there must be the n- amcable relatons among terested partes, and ths t seems to me ought to be easly secured. The storm watet that goes, torrent-wse to sea, and n so gong does damage rather than beneft, Wamea ought surely to be wllng to relnqush to her neghbors at a nomnal rate, the more so, that, n ths case, t s onlv a drop n the bucket of her total amount. n case any unforseen develop ment should arse makng her storm water, whch s at present worthless, valuable nstead, she would stll have 90 or more of t ntact. Of course f the Wamea nter ests should develop the enterprse, and make the necessary nvestment to brng t to a benefcal ssue, then they would be enttled to a far return on the nvestment, as well as somethng for the use of the water. Look more broadly stll to the future there seems to be no good reason why such an nterceptng dtch as ths that call the Waa-lae-Oloke- le mght not contnue on from one water shed to another untl ether the demand s satsfed or the supply exhausted. Ke- - oneloa s a beach, a couple of mles or so. east of the Koloa landng, where on a sand stone floor, just awash, rude fgures have been cut n great numbers, consttutng a sort of pcture gallery or exhbton of the very crude deas of art of some long vanshed stage of Hawaan development. Most of these rude pctures ev dently antedate all knowledge of cvlzaton, whle others, evdent ly more recent show some contact wth the outsde world. These pctures, exhbted along a stretch of 50 or 200 feet are ordnarly covered deep by over lyng sand, wth only now and then a fleetng and very partal revelaton, but thanks to the great storms of recent weeks the whole beach has been swept cle-- and the sank banks carred far away to other regons. Whle ths sand s absent the pctures are on exhb ton but how long ths wll be no one can say. Beng nformed of the opportune occason the Bshop Museum sent a specal agent down and he made arrangement to have one of the pctures removed bodly, to be add ed to the Museum exhbton, A slab 3 feet square or so and 8 or 0 nches thck was drlled out and splt off of the sold ledge and transported mostly on the shoul ders of men over the rough tral to the Koloa landng. What most ly mpressed these men was not the wondsr of the nscrpton but the Weght of t.
