As my monthly reports snce September, 97, wll show, there has been much to confuse and very lttle data to ad n makng a comprehensve report such as the movement deserves. Many chanpe3 have taken place both n the offce and feld force. Much of the work that should have been recorded, has been performed by volunteer workers who kept no record of ther good deeds. Offcers At the very begnnng of ths report t would seem a fttng thng to pay a trbute to the large body of volunteer offcals who so fathfully, both as enrollment offcers and dstrct drectors, worked n and accord wth ths offce. When t s remembered that seven drectors, more than two hundred enrollment offcers and many other cheerful volunteer workers have been vtally connected wth the movement, durng the last year, one can not help but express admraton and grattude for the work accomplshed. Dvson Of The Work The governmental rulng, n regard to age, was that boys between sxteen and twentyon e years of age only should be enrolled. Early n the seaeo n t was dscovered that n many states, among them Hawa, t would be necessary, f effcent servce was to be rendered, to enroll and nterest both, boys and grls under the age of sxteen. n Hawa the enrollment, upon a suggeston offered from the Natonal Headquarters, was dvded nto two sectons. One, boys sxteen years of age and over, known as the f enor dvson; the other boys and rls over twelve and under sxteen, known as the Junor dvson. Senor Dvson Ths dvson enrolled 964 from the sland of Oahu of whom 60 secured badges and 89 secured both badges and bars. On the sland of Hawa 576 enrolled; 506 secured badges and 6 both badges and bars. On Kaua 92 enrolled, and 06 secured badges and 2 both badges and bars. On Mau 98 enrolled, and 08 secured badges and 45 both badges and bars. t requred sx weeks of food producng work to secure the badge and ten weeks of the same knd of work to secure the badge and bar. When ths fact s taken nto consderaton some estmate of the splendd work done by the Senor dvson, n releasng men for servce or other mportant work, can be arrved at. Junors Ths dvson enrolled 68 from the sland of Oahu, of whom 25 secured badges. On the sland of Hawa,,00 enrolled, and 466 secured badges. On Kaua 408 enrolled, and 372 secured badges. On Mau,396 enrolled, and 720 secured badges. These badges were presented by the Terrtoral Commttee and were not a part of the equpment furnshed by the U. S. Government. Employment The members of the Reserve were engaged n varous occupatons, but a great maorty, ether drectly or ndrectly, along lnes 'of food producton, the excepton beng n the case of Pearl Harbor Navy Yards, where about one hundred boys took the place of dratted men. n most nstances the connecton between the occupaton and food supply was drect The sugar, coffee, pneapple and many mnor agrcultural ndustres report ad receved from and good work accomplshed by the Reserve. One of the outsandng actvtes of the Reserve movement was the camp on Kaua, of whch the Camp Drector, Mr. J. O. Warner, wrtes as follows: "Besdes the Kaua boys and a few grls who oned the Junor dvson, 00 boys were organzed n a camp at Makawel, the largest plantaton on Kaua. Of ths number n Camp Bald wn, 85 boys remaned for two full months and planted 43 acres of cane. Ths, accordng to Manager Baldwn's report, s n acreage capable of producng about.000 tons of sugar. As fully 90 of the 529 members of the Reserve on ths.sland were engaged n sugar producton, the same proporton of workers would be responsble at harvest tme for 6,000 tons of sugar. "The pneapple cannery at Lawal produced durng the summer months 86,000 cases of pneapples, and the rce secton of Hanale produced 26,00 0 bags of rce. As a goodly number of reservsts were employed n these ndustres, there s no doubt they had much to do wth makng such an output possble. "Moreover, Manager Baldwn reported that the camp of 85 boys workng steadly at Makawel replaced 60 men, who were put to other obs, chefly mll work, greatly ncreasng the speed of grndng Usng the same proporton for all Kaua would show that at least 375 men were released for other forms of labor or for mltary servces by the school pupls." Fnancal Relaton To The Terrtory Based upon the expert report of Mannger Baldwn, of Makawel plantaton, whch was scentfcally and accurately made, the results of the Reserve, expressed n food products produced, amount to about $5,500,000.0 Results Asde from the results mentoned above, t s to be noted that although hundreds of men were taken from the felds of agrculture to serve n the army, yet the acreage planted (for t was plantng tme Mat the boys were employed) was normal. There s but one reason that can be assgned for ths fact and that s: the boys, ralled by the Reserve, took the place of the men who otherwse would have done the work, and mad a normal acreage possble. There was no mportaton of labor. The boys "flled the gap." Another fact worthy of note s that the harvest of was normal, or above average both n pneapple and c;no ndustry. Ths could not have been possble had not the boys ralled to the plantng and cultvatng so that men could be released from those occupatons to do the harvestng Ḟrom each sland n the Terrtory comes enthusastc reports an recommendatons of the work and the boys that performed t. Lessons n patrotsm, dgnty of labor, honesty of character and a desre to do that whch wll ad and better humanty have been taught by the Reserve n ways that have been exceedngly mpressve and wll bear frut oc expresson thruout the entre lfe of the boy. The Boys ' Just a word as to the boys themselves. Almost wthout excepton they are ready to go back. n many nstances they are now enrollng. One of them when asked how long he would stay "by the ob," repled "untl t : fnshed." Stll another replyng to the same queston sad "forever." The dea of beng solders of the sol appeals to the boys, and they are demandng even novf that more camps be gven them next vacaton. They realze that although last year they were takng the place of lve solders, ths yer n many nstances they wll have to take the place of men whom death has clamed.
