"We can not take any steps towards buldng the staton," sad Mr. Charles E. Keeper, the chef executve offcer of the supervsng archtects offce today, "untl we are offcally notfed by the Navy Department of the ste that has been allowed for the staton. But after that t wll probably be several months before any materal progress cap be made wth the work. Commssoner Sargent, of mmgraton, was n Honolulu last summer consulted wth some archtects there about the plans for the new staton. He secured some plans whch C-nnear to what he desred. "J can not speaa: defntely yet about t, but as thngs now are t Twplcs verv doubtful whether we can buld the staton after the plans Of any Honolulu archtect. The offce here s crowded wth work there seems to be o reason for makng the mmgrant Staton at Honolulu specal, thus gvng t rght of way over other government buldngs now beng erected." TERRTORAL SECRETARY. There s some nterest here n Gov. Carters successor as Secretary of the Terrtory. t s beleved that Presdent Roosevelt wll be lkely to choose the man whom Gov. Carter ndcates as acceptable to hm. No applcatons for the offce of secretary have been receved at the nteror Department. t s learned here from outsde sources tlat Mr. J. G. Pratt, who was here last wnter, has been seekng endorsements for the secretaryshp among publc men now n Washngton. t s not known here what Secretary of the nteror Htchcocks recommendatons wll be as to legslaton for Hawa. The report of 3ov. FORESTRY N HAWA. The Department of Agrculture has ssued the followng bulletn regardng forestry n Hawa the vst of Forester Hall to the sls recently: "The Terrtoral Government of the Hawaan sls wll appont as superntendent of forestry ths wnter a man furnshed t by the Bureau of Forestry, who wll take charge of mportant proects for the betterment of the sls forests. The man apponted wll have the responsbltes frst of determnng the locaton anl the boundares of a system of forest reserves, later of superntendng a great deal of forest plantng both on publc prvate ls. "The forest condtons of the sls are unlke any that preval n ths country. Mr. Wllam L. Hall of the Bureau of Forestry, who has ust returned from a two months examnaton of the sls, reports pecular nterestng problems whch forestry must solve there. The sls contan scarcely any forests capable of yeldng tmber of value for lumber. Nearly all the lumber used for buldng purposes comes from the Pacfc Ccas. But there are several hundred thous acres of forest l of the greatest value for protectve purposes. ndeed, so great s the mportance of these forests that on ther preservaton depends the exstence of the sugar ndustry, that s equvalent to ayng the contnued prosperty of the sls. Ht spoke of the arrval of hs commsson for Governor as a possblty n the mal of the Amerca Maru, at that tme off port. Secretary Carter could throw no lght yesterday afternoon on the queston of whom hs successor was lkely to be when he acceded to the Governorshp. He knew that J. Castle Rdgway of Hlo, as well as Joseph G. Pratt of Honolulu, was a cdate. As to any favorte of hs own, Mr. Carter gave a negatve answer. 4 THE PACFC Commercal Advertser WALTER G. SMTH - EDTOR TUESDAY NOVEMBER 7 OFFCAL ARCHTECTURE. The statement of the chef executve offcer of the Supervsng Archtects Offce to the Advertsers Washngton correspondent that Honolulu archtects wll probably not be called upon to supply the plans for the mmgrant staton here that the desgn s lkely to be made at Washngton accords fully wth the tme-wor- n tme-honor- ed f not practce of the Supervsng Archtects bureau. The crcumstance recalls the fact that local plans for the San Francsco wstoffce were reected those of the Washngton archtects substtuted wth the result that the coast metropols has a postoffce buldng whch takes no account of the clmate nor of the prevalng wnds. t s such a buldng as would be put up for Buffalo or Pttsburg. San Francsco archtects prepared admrable plans, the knd adapted to the clmate, the sem-saan- sh tradtons of the place the Calforna requrements of comfort. But these were all brushed asde. To the Suoer-vsn- g Archtect the Unon has one clmate as well as one flag one God ought to put up wth one type of offcal housng. Some dea of the Washngton vew of archtectural necesstes here mav be had from the way the upper story of the postoffce was fxed over three or four years ago. Changes were made precsely as they would have been f Honolulu suffered from cold n wnter. t was hard to restran the Government from puttng n grates. As for the mmgrant staton, the plans, under the Tarsney act, are subect to competton between archtects. The Supervsng Archtect refers, however, to make them hmself. Perhaps t comes out the same way to local desgners because, n competton, t s hardly probable that anythng savorng of the tropcs would get a vote. The wnner n that test would be the man who would get up a scheme of small rooms, double-wndow- s, storm doors a hot ar furnace. NOT GRATEFUL COMMERCALLY. The argument s rased that the course of the Unted States towards Colomba wll alenate South Central Amerca throw ther trade nto the hs of foregners. But as a matter of fact, South Central Amerca have never been favorable to buyng anythng of the Unted States, whch thtv. could get n Europe.t low a prce. Ther wllngness to let an unpad North Amercan polceman protect them, under the Monroe Doctrne, from stray European l-grabber- s, s not savored by a desre to recprocate n. a commercal way. Transplanted Europeans themselves, retanng old world sympathes customs, sendng ther sons to be educated n Europe mbbng foregn suspcon of the "Yankees," they are not to be depended upon as customers, however wll the Unted States may treat them. They wll buy of us f we undersell Eufope wth the same grade of goods wll contnue to do that even f we seze Panama. On the other h, wth prces equal, no amount of coddlng on our part, wll brng them to! the buyng counter. The ndependents deas of what consttutes "Amercansm" are always amusng enough to warrant ther reappearance here. For nstance: Should Secretary Carter really become our next Governor we thnk t would be the utmost heghth of folly for hm to appont a defeated cdate, as broadly hnted by the Star, to any vacancy that may occur n any of the Executve departments. Such a course would be nstead of nsttutng a harmonzng polcy, he would, at the outset of hs admnstraton, antagonze the people. We cannot for a moment beleve that he would be so foolsh, but we hope that he wll, thereby prepare hs own poltcal grave. f there s any prncple of poltcs frmly establshed n Amerca t s that a defeated cdate, f honorably beaten, shall get an appontve offce from hs party. The custom s so well-establshthat even the ndependent ought to know about t. Colombas peace commsson s on ts way to Panama, but that an army s marchng n that drecton also admts of doubt. L travellng between Colomban ctes the sthmus s not good at any tme, least of all at ths season of the year. Dependence s put n shps but as they cannot approach the sthmus wthout runnng the gauntlet of Amercan crusers the approach of a hostle army by the sea route s mprobable. f the peace commsson does nothng the g wll be up for Colomba. n appontng new heads of departments the next Governor wll scarcely overlook the clams of the other sls. At present Hawa Kaua are not represented n the larger offces of the Terrtory though the taxes they contrbute enttle them to a shan of the good thngs. Hawa, especally should have some encouragement. WALKNG DELEGATES N NEW PHASE. The recent tral of the convcted walkng delegate, Sam Parks, who s now safely mmured n Sng Sng, developed a pont n regard to the class to whch he belongs that had not prevously attracted notce, whch s an for honest unonsts. eye-open- er t was shown that Sam Parks other walkng delegates had been regularly employed by large corporatons to break up competton. Such corporatons, n the face of the reducton of prces caused by the nterference of smaller concerns, found t mpossble to pay dvdends on stock watered frequently to the amount of ffty per cent of ts nomnal value. The walkng delegates were hred to preserve the peace between the monopolsts the unons, to break up ther competton by a system of black, mal n the shape of fnes. Ths scheme worked to a charm for a few years. At the meetngs of unons, the mass of respectable members, who could not have been used n ths dsreputable manner, were usually absent, the proceedngs were governed by the walkng delegates a lmted mnorty of traned assstants, who had a share of the plunder. Exposure through legal nvestgatons, was the one thng needful to destroy a mass of corrupt practces, nomnally for the beneft of unonzed labor, but n realty the most dsntegratng agency that could have been devsed. Sam Parks has now receved a coat of blackmal that wll secure hm aganst any further opportuntes to serve rotten captalstc enterprses labor unons may be thankful that they wll be no, longer lowered n publc estmaton through treachery crme, for whch walkng delegates are chefly responsble. The Offcal Commercal THE PACFC COMMERCAL ADVERTSER, HONOLULU, NOVEMBER 7, 903., Record. One of the chef features of Honolulu lfe s the fne exhbton of athletc sports whch extends over almost the en re year. Many of the people of Honolulu do not apprecate how much they owe to the fne games of baseball, polo, football boat yacht races whch the young men of the cty furnsh, the relef whch they brng to the monotonous grnd of busness. The exctement, dash sprt of the polo matches last week were nvgoratng. Any man who could watch the combnaton of cavalry charge horse-racn- g, the magnfcent horsemanshp the skll darng dsplayed by the players, wthout beng lfted out of hs every-da- y worres made the better for t, s too far gone ror rescue. The recently closed season of baseball was of the same healthy, blood-strrn- g character. We doubt f better amateur baseball playng, or cleaner, keener zest for sport on a hgh plane, can be wtnessed anywhere than on the Honolulu baseball grounds. Foot-ba- ll s now about to take the center of the stage, wll exhbt some magnfcent types of young manhood. The young men who are furnshng ths splendd sport should receve the hearty support of the communty. They make nothng out of t. f the gate recepts are suffcent to pay the expenses of unforms other ncdental expendtures, the foot-ba- ll clubs wll do better than the baseball clubs dd durng the recent season. The polo, baseball foot-ba- ll ers are publc benefactors, pure play- smple, recevng as ther reward tha satsfacton of wnnng, or at least deservng to wn, n a contest of brans muscle. The Honolulu athletc games more nearly approach the sprt of the old Greek athletc contests than any others that we know of. The concluson to be drawn from ths state of affars s that the sports the young men furnshng them should be encouraged n every possble way. Most of the partcpants are employees n the busness houses. Employers should stran a pont, f necessary, to make t easy for the boys to get off for practce durng the week for play on match days. t s good for busness good for morals to encourage these games. A young man who has hs mnd bent on foot-bal- l, who s gettng the physcal exercse whch accompanes t, s a better man, physcally mentally, for t. The nrtan who watches the game s better for t. The relaton of the schools to the communty n a cvc way was the subect for last evenngs meetng of the Terrtoral Teachers Assocaton n the Hgh School buldng. Of most nterest was the contrbuton of Lr. Dr. Smth spoke mmedately followng a song by the Kamehameha Glee Club. She sad that there was a new understng the meanng of patrotsm snce she had been a chld. The newspapers told of many people who are contnually croakng becaust the patrotsm of our forefathers s dead. A study of the condtons of the present day show that the cry s not well founded. A new sort of patrotsm s sprngng up, a patrotsm of whch we are not conscous. We have Just passed througn a transton perod of thrty years n whch the patrotsm of our forefathers has passed away, but only because the ssues whch developed them have also ded away. The old-t- patrotsm grew out of the poltcal relgous ssues of the years pror to the revoluton. The revoluton was characterstc of the poltcal feelng of the century, the desre for consttutonal freedom, whch was seen n other countres as well as Amerca. Ths play n one nght placed the author, Mr. Ben. Leck, n the foremost rank of Englsh playwrghts. t was the regnng success n London for 320 consecutve nghts, also ran for several months at the Fourteenth Street theater, New York Cty. Af that tme, t enlsted the servces of such well known players as Wlton Lackaye, W. H. Glmour, W. J. Ferguson, Mss sabelle Evesson Mss Katherne Rogers. The frst act shows the fshng vllage of Falmouth, overlookng the Englsh Channel, a scene of peace contentment under the noonday sun. A change soon comes; the pcture fades, changng to the runed old mll house, a werd gruesome spot, a fttng place for the murder there enacted. The second act presents the characterstc nteror of Peters fshng hut. The scene now shfts, showng the deck of the Englsh ronclad "Sea Gull," ts brghtly unformed offcers pacng ts deck, the salor laddes passng to fro, all anxously awatng the sgnal gun to rase anchor. The thrd act Dresents a moonlt pcture of the Englsh camp n Afrca, then a desolate, sad, awe nsprng scene upon the sun scorched blstered desert, thrllng n ts pcture of desolaton, only releved by the fgures of two men, parched dyng n that sea of s, far from home country. The last act brngs the audtor back to Mrs. Prescotts pretty cottage. The dramatc scenes are blended most happly wth a strong ven of comedy, each affordng a pleasng contrast to the other. Ths play wll utlze the full strength of the company, besdes requrng the servcefe of a number of extra people. FOREGNtRS GET U. S. COAL FNED FOR CONTEMPT Judge Gear Makes Sam Parker Vctm. "Yes, there s an appeal," the Court reoned. "The Court was late tself," the gr ury foreman moodly observed as he turned away. "You the Attorney General kept me late." "You must remember you are addressng the Court," was sternly uttered by Judge Gear, but by ths tme the stalwart form of the foreman was movng toward the door. SOUTH AMERCANS DONT HOLD YANKEES N ESTEEM "Fgure t to yourself, senor," exclamed the excted Colomban, as he spped hs aguardente n a posada at Cal, a town far n the nteror of hs country. "You Amercans would construct the canal at Panama, you say t would brng much commerce great rches to our country. Bueno! But what then? You would make slaves ol our people. You would overrun the country, ntroducng all manner of vce crme dsease. You would even " ths as a fnal, unanswerable argument "buld ralroads." "Well," asked the Amercan, " wouldnt that be a good thng for you?" "A good thng!" The Colomban grew more excted than ever, waved hs arms frantcally. "Why, t would spol my mule busness! What should we do wth our mules when everybody sent goods by tbf. ralroad. We should have to eat them! FOREGNERS ARE DSLKED. "We do not want you strangers to come here worry us. You cannot make even 5 cents n your own country, so you come to ours to make money out of the honest, trustng, truthful Colombans who know nothng of your schemng ways. We wsh to have nothng to do wth you. We get along very well by ourselves." Ths man expressed the sentments of hs race of most Spansh-Amercan- s. Even wealthy educated Colombans share hs vews. They dslke-an- despse foregners, frmly beleve that Colomba s the bggest "pebble on he beach." Outsde of ts borders, they held, there s lttle or nothng worth countng. Span s the one foregn country they ndorse. The dwellers on the sthmus of Panama are the only exceptons to ths general rule. They beleve n foregners foregn nsttutons, are naturally anxous to see the canal fnshed. But then a Pana-maa- n s not reckoned as a Colomban by the other Colombans. He s a despsed "grngo," ust lke an Amercan or an Englshman. The untraveled South Amercan s absolutely ncredulous when he s told about the wonders of foregn ls. QUEER VEWS OF THE, UNTED STATES. "When lved n Cal," sad an Englshman, who had ust come to ths country after a resdence of several years n Venezuela, "there was a man from Dayton, Oho, stayng there. One evenng we were wth some Colobans, he started tellng them about the wonderful thngs n Dayton, Oho the cars that ran wthout mules, the four-stor- y buldngs the fre engnes. They were poltely ncredulous, so thought would stran ther fath a bt more by tellng them about New York. " descrbed the Brooklyn brdge the twenty-stor- y skyscrapers dared not go hgher. When told them there were seven roads on the brdge that hundreds of thouss of people passed over t every day, they looked at me sadly reproachfully overheard one of them whsper to another, Caramba! That man les much better than the other one. " "Do you have butter mlk n New York?" another Colomban asked an Amercan. "You canrt have! You say that the place s nothng but houses closely packed to gether. Where, then, do you keep the cows?" "Are you marred?" the same nan nqured. "You cant be. You were not marred here, know there are no churches n your country. Yon are all heretcs there, although some of you pretend to be Catholcs when you come here." And nothng would persuade hm that the Unted States were not entrely desttute of the means of grace. n Colomba other South Amercan countres the people have curous deas regardng socal clubs. They thnk a club s smply a superor knd of saloon nto whch well-dress- ed any man can walk order up a drnk. Ther own clubs are conducted on that prncple. Y len the foregners resdent n a certan Colomban town started a club of ther own, they found t neccssarv to put a notce over the door. "The Strangers Club s not a publc "place." That enracred the natves. "How dare they forbd Colombans to enter ther club?" one of the local newspapers asked ndgnantly. "f they have the nsolence to do ths now, what wll they do when the Yankees buld the canal?" COLOMBA DEFES THE WORLD. Of the power of foregn countres the average South Amercan has no concepton. The Colombans, for example, thnk that ther two or three leaky, msty lttle rur.wats consttute the Greatest navv t the world. A few months ago, when rrtated bv foregn crtcsms the newspapers n Fogota advocated an mmedate declaraton of.var T t v - aga,m Venezuela, the Unted States German--, Thev put the four countres on a level for mltarv purposes. "Let us," they sad, "show these people that we vnll not endure the thngs they say about us. Let us fght them all, show the whole world that Colomba s able to punsh those who malgn her." Durng the last revoluton, n the course of whch over a hundred thous Colombans pershed. Gen. Bonlla. the governor of the Cauca department, wanted to transport some troops from Buenaventura to Panamn A Prfh mal stpampr nnnoryaa v so he wred from Cal to the offcals there to seze her use her as a transport. The captan crew refused to work the shp, the Brtsh consul cabled to Panama brought down a Brtsh cruser, whch traned ts guns on the town. Gov. Bonlla receved a telegram tellng hm about ths new development whle he was at a publc banquet. He scrbbled a reply, then rose made a flamboyant speech. " have ordered the offcals at Buenaventura," he sad, "to seze the cruser as well. We shall fnd t useful n fghtng the revolutonsts. Colomba wll brook no nterference n her affars. f the strangers trouble us any more, we wll close the port of Buenaventura, the Unted States Europe wll not get any coffee. That wll punsh them effectually-.- " THE SATANC NCUBATOR. t An Amercan lvng n Europe once mported an ncubator astonshed the natves by tellng them that he was gong to hatch chckens wthout the assstance of the mother hen. They snffed ncredulously, sad that he was a "loco" ( lunatc L but when the apparatus was nstalled they crowded around eagerly to see what would happen. "t s rdculous," declared the women. "The man ought to be put n the ;casa de locos, " When the egg-shel-ls began to break the women fell on ther knees crossed themselves. "t s the work of the devl," they sad. "The stranger s n league wth the evl one, lke all hs knd." Later on when the chckens toddled out of the ncubator, the women refused to feed such chldren of Satan, or even to stay n the same yard wth them. And when they became mature enough to make a dnner, the cook went on strke refused to kll or roast them. THE BARBAROUS FOREGNERS FST. "What savages you strangers are!" exclamed a promnent Venezuelan statesman to an Englsh trader when the latter told hm that the foregners club n Caracas had purchased some sets of boxng self-defensgloves the members were practcng the noble art of e. "Why dont you settle your quarrels wth the revolver or the sword or the knfe, lke gentlemen? Your fghtng s most brutal barbarous." "f you draw a revolver or a knfe on a South Amercan," sad a man who has traveled rght through the contnent, "he wont turn a har, for he s brave enough n mortal ccmbat. But f you double up your fst threaten to punch hs head, he wlts rght away. The Colombans are partcularly afrad of the fst, for an Englshman once struck a Colomban between the eyes klled hm on the spot. That case created a great sensaton throughout Colomba convnced the people that all foregners were barbarans." VENEZUELA LONGS TO FGHT EUROPE. Even the presdent of Venezuela. Cprano Castro, has no dea of the power of foregn countres. When the naves of Great Brtan, Germany taly were blockadng hs coasts he regretted that he was unable to fght. "t s lke a duel wth swords at thrty paces," he lamented to an Amercan vstor. "Ther shps cannot sal over the mountans to my captal, my brave solders cannot swm out to ther shps. f onlv Venezuela had a navy, the case would be dfferent. We would go out sweep away our enemes, or persh glorously. f onlv thev would l troops, my brave solders would vanqush them aye! they would vanqush the whole of Europe f called upon them to do so." Castro honestly beleved what he sad. Hs vews are shared by the newspapers most of the people n hs countrv. They would never admt that Amerca. Engl or Germany were greater world powers than Venezuela. f anybody hnted such a thng to them thev would look upon hm as a fool. "Amerca, pretends to be our frend," a Venezuelan general declared durng that nternatonal dspute, "but she s a trator. She s serpent, not an eagle. She has ffty-s- x warshps wthn easv reach of our shores. f she were really our frend she would send those shps dowa here blow these European nvaders out of the water." t was gently suggested that the European powers had other shps whch they could send out. "What matter?" he exclamed. "The Unted States would then gan the allance of Venezuela could defy the world." The same general was fond of comparng Bolvar-wt- Washngton, greatly to the detrment of the latter. "My brother," he once remarked, "beleves that Engl s n the Lnted States, but know better than, that, for have carefullv studed foregn affars." Yet he refused to admt that any ctes n the Unted States were larger than Caracas, he sad one day: " meant to send my son to New York to be educated, but decded not to do so. The place s such a snkhole of flth dsease that he would be sure to de." At that tme Caracas was sufferng from a twn epdemc of vellow ftver enterc.
