ARTCLE Name Ths Assocaton shall be Called The Frst Arzona Dstrct Assocaton of Free Wll Baptsts ~ -:, ARTCLE Purpose The object and purpose of ths organzaton shall be to unfy the work of the varous churches composng The Frst Arzona Dstrct Assocaton of Free Wll Baptsts, and to devse and execute measures for the extenson of The Kngdom of God n connecton wth the varous churches n the Assocaton, or that hereafter may be represented theren! ARTCLE Membershp _---~,":,~_:: - Secton l The Assocaton shall be composed of such regularly organzed and well-dscplned churches convenently located as may embody themselves under ths consttuton ", ::: " Secton 2 The votng members of ths Assocatonshall consst of the pastor; who s an ordaned mnster, and up to three deacons from each church who have been sanctoned and credentals ratfed by ths Assocaton ther wves, 12

15 church clerks, all offcers, and the charman of each standng board of ths Assocaton and thre~ elected delegates from each of the several churches of whch t s composed Msson churches upon acceptance may bt;: represented by delegates as follows: the pastor, hs wfe, the clerk, the treasurer and one member at large Secton 3 Any regular organzed Free Wll Baptst Church, mantanng Gospel order agreeng wth the Denomnaton n Doctrne and Practces, and n favor of the benevolent enterprses as Sunday School, Mssons and Chrstan Educaton may be receved nto ths Assocaton by a pettonary letter to the General- Board for processng through the Examnng Board, whch n turn would make approprate recommendaton to the conference for a vote Msson churches who have afflated themselves wth ths Assocaton, may upon request, followng the same channels and gudelnes as organzed churches, be accepted nto ths Dstrct Assocaton Secton 4 Any wdow, who herself s a member n good standng of a church wthn our Assocaton, and whose husband was an ordaned mnster or deacon n good Standng wth our Assocaton, wll reman as a standng delegate for the duraton of such abdng crcumstances Secton 5 Delegates from the churches to ths Assocaton wll be eghteen (18) years of age and above

16 ARTCLE V OFFCERS AND BOARDS Secton l/ The offcers of ths Assocaton shall be a Moderator, Clerk, Treasurer, and ther assstants, who shall be chosen at every annual sesson of the Assocaton Secton 2 There are four boards of the Frst Arzona Dstrct Assocaton: A General Board Ths board shall be composed of Moderator, Assstant Moderator, Clerk, Treasurer, Charmen of the Examnng, Msson, and CTS Boards, and two (2) members-at-large elected annually Ths board wll act as the program commttee n advance of each quarterly conference; wll be the nomnatng commttee for all offces of the Assocaton; and wll make recommendatons to the Assocaton n matters of busness presented to t Ths board shall have power to act n behalf of, and for, ths Assocaton from one regular sesson to another t shall not act contrary to the general polcy and ntent of ths Assocaton as stated n the Consttuton and By-laws Ths board shall keep a record of all work done, meetngs held,- and make full and complete report to all regular meetngs of the Assocaton No meetng wll be called wthout notfyng every board member, Ths board shall have the authorty to elect such offcers as necessary to carry out ts functons 14

Ths board shall consst of three members servng three, two, and one year rotatons wth the one year man elgble to succeed hmself The Statutory Agent wll be elected annually from ths board by the Frst Arzona Dstrct Assocaton and shall char the board Ths board shall be responsble to o:versee any legal acton nvolvng the Frst Arzona DstrctAssocato11 Ths board shall be responsble for the oversght of the physcal propertes of any msson church or self-supportngchurch that closes ts doors and reverts to the control of the Frst Arzona Dstrct Assocaton Msson Board They shall oversee, make arrangements for repar and renovaton of buldngs, furnture and grounds of sad propertes Ths board shall communcate by whatever means approprate to the dstrct Msson Board who wll communcate wth the dstrct General Board regardng needs of sad propertes The three boards wll devse a plan to resolve the problem as to cost, materals, and how the matter s to be accomplshed ; - TheTms~ee Board shall not fnancally encumber the Frst Arzona Dstrct Assocaton wthout pror approval Secton 4 Any offcer or board member who msses two consec_utve quarterly meetngs, wthout beng provdentally hndered, wll be replaced 1 \ ~- 17

20 ARTCLE V Authorty Ths Assocaton shall have the power to dscplne the churches of whch t s composed and to exclude them for dsorderly walk f labor proves unsuccessful, but, n no case to reverse ther decsons nor to nterfere wth any of ther nternal regulatons, ARTCLE V Meetngs Secton 1 The Quarterly meetngs of ths Assocaton wll be held n Consecutve order by churches and the Annual meetng wll rotate between one of the churches n Phoenx and the Frst Church n Tucson t shall be the duty, of the churches of whch ths Assocaton s composed to represent themselves by letter, delegates, representaton fees and report ther standng and statstcs at whch tme the Assocaton shall act upon questons and topcs as may bereferred to by ts respectve churchesand transact such other busness not repugnant to ths consttuton nor the, practces of the denomnaton Secton 2 Any church falng to represent themselves by letter, delegates and representaton fees at any quarterly assocaton meetngs shall have ts votng prvleges suspended untl such tme as the Pastor of the church/church leadershp can gve cause of such falure to the Examnng Board Any church falng to represent themselves for two consecutve quarterly meetngs shall be 18

21 contacted, f possble, to determne the reason for nonpartcpaton The Examnng Boardwll make approprate recommendatons to the Assocaton, upon recept of proper correspondence from the pastor or church leadershp Secton 3 Ths Assocaton shall meet quarterly as follows: The Second Saturday of June, September, December, and the Annual Meetng to be held the Second Saturday of March each year ARTCLE V Amendments Ths consttuton may be altered or amended by a vote of the Assocaton at any conference, notce of such ntended alteratonhavng been gven n wrtng and recorded at the last conference ADOPTED AS REVSED MARCH 14, 1992 Amended March 9,

J 1 turn, wll gve to the canddate the Questonnare prepared by the Examnng Board of the Frst Arzona Dstrct Assocaton of Free Wll Baptsts ; C The local church wll make recommendaton to the Frst Arzona Dstrct Assoch1ton of Free Wll Baptsts (herenafter referred to as the Dstrct Assocaton) to the effect that subject canddate be examned by the Dstrct Assocaton Examnng Board, and they n tum_ to make approprate reconlnenda~on to the body D The canddate wll appear before the Examnng Board of the Dstrct Assocaton wth Bble and completed Questonnare The canddate wll be questoned about hs converson and call to the mnstry and other related matters deemed necessary by the Examnng Board E The Examnng Board wll make approprate recommendaton to the body of the Dstrct Assocaton, concernng frst-year lcensng of the canddate 1 l F f the Examnng Board recommends approval and the body agrees, the canddate wll be ssued hs frst-year lcense, duly sgned Secton 2 Second Year Lcense A Each frst year lcensee must appear before the Examnng Board of the Dstrct Assocaton for ratfcaton 21

24 - of hs credentals and examnaton at the completon of one year possesson of sad credentals; otherwse, the credentals shall be turned back to the Dstrct Assocaton Examnng Board f the credentals are not turned back properly, and f the frst-year lcensee fals to appear before the Examnng Board, hs credentals shall automatcally be revoked and declared null and vod (tmless canddate w~s provdentally hndered and notfed the Examnng Board accordngly); -, B t s ncumbent upon the local church to recommend to the Dstrct Assocaton that the canddate for the secondyear lcense be examned by the Ex~mnng proper acton: Board for - C The canddate wll be questoned by the Examnng Board about such thngs as soul-wnnng results, ndvdual Bble study, preachng opportuntes and results, and any other matters, whch may seem pettnent - - ~: - D The Examnng Board shall make a lst of suggested study books for the canddate The canddate may obtan ths lst upon hs frst-year examnaton f he so desres, and thus start hs preparaton early E The Examnng Board of the Dstrct Assocaton wll make approprate recommendaton to the body concernng second-year lcensng of subject canddate F f the Examnng -Board recommends approval, and the body agrees, the canddate wll have the second-year valdaton duly entered on hs credentals 22

25 l! l, Secton 3 Thrd Year Lcense and/or Ordnaton, A tems A and B under Secton 2 wll be possessor of two-year approved credentals - - B- The canddate wll be ntervewed by the Examnng Board t shall be ascertaned whether the canddate desres thrd:year lcense or ordnaton (A lcense may, be approved for more than three years at whch tme the possessor of credentals should serously reconsder hs call to the mnstry) The canddate wll be gven an oral or wrtten examnaton wth questons drawn from books prevously suggested and the Free Wll Baptst Treatse The canddate may be asked to prepare a sermon outlne from a text selected by the Examnng Board - -~ C The Examnng Board wll make approprate recommendaton to the body of the Dstrct Assocaton f the canddate s passed upon for ordnaton, he may be ordaned durng the Assocatonal meetng or at hs own local church D Ths By-Law s to be used as a flexble gude and each case consdered on ts own mert ARTCLE Out-Of-State Lcensed and/or Ordaned Mnsters Secton 1 The local church concerned wll see to t that 23

26 - any newly lcensed or ordaned mnster from n or out of the Free Wll Baptst denomnaton appear before the Dstrct Assocaton Examnng Board for ntervew and ratfcaton of hs credentals The Examnng Board shall obtan a recommendaton for the canddate sgned by the majorty of the Executve Board of the Quarterly Meetng where the canddate was last a member pror to ratfcaton of hs credentals ARTCLE V All Mnsters Secton 1 Mnsters Report Form All ordaned mnsters and lcensed mnsters who have conducted ten or more servces, shall submt an Annual Mnsters Report (Copes of form avalable from dstrct clerk yearly) Secton 2 Mnsters Card All ordaned mnsters, and approved lcensed mnsters, wll be ssued a Mnsters Card for the new assocatonal year upon recept of Annual Mnsters Report form Secton 3 Communcaton Any mnster, lcensed or ordaned, who fals to communcate wth the Dstrct Assocaton for two consecutve quarterly meetngs shall be contacted, f possble, and asked to return hs credentals unless justfable reasons are gven and accepted by the Examnng Board,_ ~ - :

27 Secton 4, Mnsters n good standng Any mnster who absents hmself from the meetngs of the Frst Arzona Dstrct Assocaton for two consecutve quarterly meetrgs, showng no nterest n the assocaton or ts affars, shall be placed on nactve status, after havng been contacted by the Dstrct Examnng Board concernng hs absence; n addton as an nactve mnster shall not be enttled to: 1 ~ Votng prvleges n the assocaton meetngs 2 Mnsters card of good standng 3 A letter of good standng, wthout the letter statng that sad mnster s nactve because of nonpartcpaton n the assocaton The mnster shall be welcomed back to actye status after havng met wth the Examnng Board concernng hs desre to be actve n ths assocaton ARTCLEV Deacons** >, - Secton 1 No canddate wll be consdered as a standng delegate n ths Dstrct Assocaton who, hmself and/or hs, wfe has been dvorced and remarred, f the prevous spouse(s) s/are lvng, < -- - " - Secton 2 ndvdual churches are to present canddates for ordnaton and/or those prevously ordaned to the offce of a Deacon, to the Dstrct Assocaton Examnng Board pror to ther beng seated as a standng delegate n ths Assocaton 25
