Automoble Drven by County Attorney Strkes Mrs. Clapper STORY OF THE EYEWTNESS LAYS THE FAULT TO KAEO Mrs. James Clapper ot Llhua was struck by an automoble drven by County Attorney Sam Kaeo yesterday afternoon. The accdent occur-e- d near the Kaua Garago. Mrs. Clapper was on her way from tho Llhue grammar school, where she s a teacher. Statement of Wtness The accdent was wtnessed by Fred Carter of Grove Farm, who gave tho followng statement to tho Garden sland representatve: " was drvng toward Lhuo and was just passng Kaua Garage when notced'' Mrs. Clapper comng. Sho was on the extreme outer edge of the road. At the samo tlmo saw Kaeo comng. can't magne why he ht her as he had the wholo road n whch to pass, but ho seemed to drve straght toward her and hs rght hand front fender struck her and knocked her nto the gutter. stopped my car as soon as passed. Kaeo had stopped, too, and sad: 'Sam, ddn't you see that lady rght n front of you? what dd you run nto her for?' Kaeo sad: "Don't say anythng about t, t was all my fault.' " Mrs. Clapper was knocked nto the dtch and when her husband, who s manager of Kaua Garage, reached her, she was unconscous. She reganed conscousness shortly after and was removed to her home. Al though badly shaken up, Mrs. Clapper was not serously njured and was able to resume her dutes as a teacher ths mornng. Kaeo ndlfnlte Kaeo was not at hs offce n the county buldng ths mornng and when questoned over tho telephone seemed unable to gve a coherent statement. "f had not put on my brako Mrs. Clapper would have been klled," ho sad. Ho also sad some thng about havng to pass Carter's car and tho road beng full of school chldren. Mr. Carter states that at tho tme Kaeo's car ht Mrs. Clapper ho (Car ter) was from 5 to 20 yards dstant. Clams Kaeo Had Been Drnkng Mr. Clapper, who was on tho scene of tho accdent wthn two mnutes after t happened, made tho state ment that Kaeo showed very planly that ho had been drnkng. t s also clamed that Kaeo was under tho nfluence ot lquor that mornng at the county buldng. t s understood that no acton has yet been taken by tho pollco department duo to the fact that Mr. Kaeo, as county nttornoy s tho senor prosecutng nttornoy for tho county. Bg Crowd Marks Chamber Meetng Wamea Gatherng s the Dlggest Snce the Breakwater Celebraton MAJ. JOHNSON PRESENTS DATA Senator John Wse and Lews Jackson Also Address the Meetng Tho regular mootng of tho Knual Chamber of Commerce held at Wamea last Thursday evenng was ono of tho bggest and best sessons that the chamber has held n many a moon. The dnng room of tho Wamea hotel was crowded to capacty and t was necessary to put n two extra tables to handle the overflow crowd. Tho guests of tho evenng wero Major W. A. Johnson of tho U. S. Engneers; John Wse, Republcan nomnee for delegate to congress, and John C. Lane,, hgh sherff for tho terrtory. Tho chamber held a short busness sesson at whch tho chamber voted unanmously to extend the best wshes of tho body to J. M. Lyd- - gate for a speedy recovery and tho secretary was nstructed to say t wth flowers. Major Johnson and John Wlso were elected honorary members of the chamber unanmously. After the busness sesson, Pres dent Sloggett ntroduced Major W. A. Johnson, who spoke to tho cham ber on the Nawlllwll breakwater. Major Johnson frst sketched a bref hstory, tellng ot the varous surveys that wero mndo on Kaua to determne tho host locaton for a harbor and the fnal selecton of Nawlllwll. He then outlned a few of tho problems that confronted the engneors n.ther work, especally n regard to tho quarryng ot tho v bg rock for tho breakwater. Ho told tho chamber that Kaua was fortunate n fndng ther rock closo at hand, as on tho breakwaters n tho slands t bad been necessary to haul the rock many mles, greatly addng to the expenso of tho project. Major Johnson then spoko brefly on tho fnancal end, statng that the orgnal appropraton ot $450,-00-0, part of whch was approprated by tho terrtory and the rest by tho federal government, would last untl tho mddle of next Aprl. Ho then sad that tho now appropraton, whch would como n tho new rvers and harbors bll, would rest wth tho chef of engneers, as under tho new system n rvers nnd harbor work, a lump sum s approprated and tho expendng ot ths sum s left to tho chef of engneers. Major Johnson stated that ho had no doubt that thero would bo money avalable for the work as tho chef of engneers had stated that t was tho deslro of that offco to carry on tho work contnuously owng to great expenses that s added to any constructon work that s shut down for a perod and then reopened. Tho harbor when completed, accordng to Major Johnson wll bo slghtly bgger than Honolulu harbor and wll bo dredged to a depth ot 35 feet. Mr. Johnson warned tho chamber that n plannng tho harbor to bo sure to work out tho problem n full n regard to tho ultmate result. Ho urged them to nclude ralroad termnal facltes lu tho harbor work and showed whoro n tho constructon ot Honolulu harbor ths dea had not bocn carred out and thero was sovcral pers n tho harbor whoro there wero no ralroad and ths occasoned con sderable expenso n tho handlng of freght. He nlso urged that tho chamber use ts nfluence wth tho board ot harbor commssoners n tho placng of tho bulkhead lnes so that they wll be placed by the tlmo tho federal government s ready to dredgo tho harbor so that tho debrs from tho harbor can bo used n buldng up land behnd tho bulkheads. Ho stated that tho government would not bo ready to consder dredgng for at lenst a year. Actual progress on tho breakwater was hs next topc nnd ho stated thero s C27 foot completed whch ncluded tho ralroad approach to tho breakwater. Tho rato of constructon averages about 40 feet a Contnued ou Page Nno

2 THE GARDEN SLAND TUESDAY, OCTOBER 2, 022 TP TOP-C- S "BEYOND THE ROCKS" Get ths straght! Ths story s gong to knock every box offce n the country for a goal. They wll fght ther way n to see t even t t a 00 n the shade ouulde. The story takes the audence to London, Tars, the Alps, Algera, and other parts of the globe, and ntro duces the star as the daughter of a poor but arstocratc Englsh fan ly, who s marred off by the folks to an elderly mllonare from the colones. Of course the marrage k a loveless one. On a honeymoon the grl la rescued from the ledge to whch she has fallen whle mountan clmbng, by an attarctve no bleman. t's love at frst sght. The rest of the story s taken up wth the lord's efforts to possesess the fal herone for hs own. These efforts take ( le thru a maze of passon ate scenes, wth the opera n Lon don, the mountans n Swtzerland the gardens at Versalles,, th homes of Englsh arstocracy au the Araban desert as the back grounds. T.e Alps have been bult n Cal forna, but they are exceptonal!, fne Alps and the scenes whch op en the pcture wll help put a sum - mer audence n u cool mood fo what follows. The love scenes the Versalles gardens and the page ant on the lawn of an Englsh late are beautfully worked out wt: Clora ntroducng a nov gown wll every flash of the camera. That par of the acton whch s lad n t t desert wll recall "The Shek." Som. strrng battle scenes are here n troduced and some fne horseman shp. Space prohbts enumeratng all the appealng detals of ths excep tonally fne producton the one fact however, whch stands out above all else s that t cannot help but draw at the box offce. Ths produo ton wll be seen at the Tp Top theater on Saturday, October 28. "HEADN' WEST" Hoot Gbson, the popular cowboy sar, wll be seen n hs latest at tracton at the Tp Top t.enter next Sunday n "Headn" Wbst," an orgnal story by Harvey Gates. t s the type of pcture n whch Mr. Gbson has full opportunty to ds- - ulay hs rugged personalty. Hs quant sense of humor s well ex pressed n the role of Bll Perkns a war veteran who s bummng hs way across the country n an aero plane wthout the consent of the plot. He s forced to dsembark va parachute when he wants to get off at a famlar place. He lands n the mdst of a argu ment. Dll s gven a Job as dshwasher and learns that there s a scheme to steal the ranch from the absent her. He allows the men to elevate hm to the job of mpersonatng the mssng youth, and then suddenly s dsgraced by havng them denounce hm as an mposter. Whereupon he sets to work and cultvates hs famly tree ntensvely, wth the ultmate result that everyone gets a grand shock. The pcture contans good n-cwhch reveals consderable acton. The actng of the star s up to requrements, and the assstng players gve credtable performances. "BORDERLAND" vn nmv dva looked uuon the eternal trangle n varous guses but t s a certanty you never saw t treated n such a novel manner as s found n "Borderland," that comes to the Tp Top theater on Wednesday, November. t s a curous story made so by ts dash of sprtualsm, ts slce of sentment and some moments of melodrama all of whch have betn blende d nto an mpressve pcture : so far as Us photography s concerned. Gellng rght down to rock bottom the theme by tself s absurd, but t has been treated so serously by the drector and author. that even tl.o smlng scoffers of sprtualsm wll be mpressed by t. The pcture s artstc and some exceptonally fne scenes are shown of that borderland or purgatory n whch the departed lnger, must purge themselves and get n touch wth ther errng relatves before they can clmb to a hgher plare. Mss Dx's concepton of the after lfe s her own. And Paul Powell has the vsualzed heavenly state n such a manner that dscples of occultsm wll be hghly pleased. The wraths pass forth n ths crre ex stenee lendng r.n uncanny touch to the pcture. "Borderland" wll arouse a lot of crtcsm. When t gets down to earth, t doesn't amount to much smply because t takes the oldest form of the trangle that of the nterloper and the wfe runnng away from a husband. The herone's errng ancestor uses an aged servant as a medum, and the fathless wfe s brought up sharp wth her sn. Then the "lttle chld shall lead them" formula s employed to make t convncng. "Some cold facts, bluntly admnstered, mght wake them up to the condtons all about them. t s not generally realzed that n llnos, there are more than 75,000 persons above the age of ten years who cannot read or wrte the Englsh language. Amerca was never the land of the free and the home of the brave for women untl the begnnng of the late European mx-u- p whch sent so many of our dscontented on a lttle Bght seeng trp thru France. Pror to that tme f Pars sad wear fur lned ear muffs Mary Jane of Yuma, Arzona, would endeavor to affect them just as her sster dd n Mane, and all ths n the when Par-- s month of July. Remember sad leg 'o mutton sleeves? t you don't then ask mother to show you that snap shot of her when your dad was tryng to beat the other fellow's tme. What Pars sad was not only lstened to but obeyed to the letter. Then the subs put an embargo on Le Derner Cr de Pars and t was up to the grls to wear last years clothes or create a few modes for themselves. Can you magne an Amercan grl wearng last year's styles? f you can your magnaton s stronger than mne and facts prove that you're wrong. t was then that Amercan wo men came nto ther own and the land of the free and the home of the brave became a realty. Beleve me, they had to be brave and they dd exhbt a lot of freedom n wearng those ceratons that orgnated west of the Atlantc. None the less ths ndependence of the Amercan women was admred by the men, partcularly by the sngle ones. They went tellng each other that at last we had thrown off the yoke and were ndependent of Europe. But one can never tell. The women of our country havo slpped back and as prevously stated ther lack of orgnalty s most deplorable. They were perfectly satsfed wth the home-grow- styles and so were n we, but look what happened. t came about by sonc unsuspectng person smugglng a bottle of champagn by wrappng t n the lxtest copy of a Pars fashon journal. The copy fell nto the hands of some unscrupulous person who notced that n Pars they were wearng them one nch above the ankle nstead of one nch below the knee and the deed was done. Amercan women onoo f.gan vtrj copyng Pars and t has even reached Kalal. Look around you and you wll see. Oh, beleve me f all those on dearng young charms whch so f)d-l- y gaze on today. ARMORY REMODELNG PROGRESSNG RAPDLY t s partcularly gratfyng to the Kaua Legonnares to see ther plans for the armory remodelng becomng a fact. At ths tme more than half of the root has been reas-e- d and the work s rapdly progressng. Three dormer ventlators along each sde of the roof s gong to add materally to the appearance of the buldng. These and the larger one that wll extend along the peak of the roof for two thrds ts length wll assure proper ventlaton whch the old buldng so lamentably lacked. The contract for the remodelng covers only tho work above the pont where the sdng s cut. Below ths pont s a strp of wre screen that extends around the buldng. Ths screen has gven away along ts entre length and t s the opnon of the contractor, Jack Hanson, that t can be replaced now at about half the expense that t would cost after hs job s fnshed and the scaffoldng taken away. The armory remodelng commttee s consderng the advsablty of havng ths dore now. Bleacher seats, showers and dressng rooms are also beng consdered at ths tme. These mprovements are not a part of the contract for remodelng. t s understood that the Mokf-han- a Club s gong to furnsh the ktchen. ' TRACK AND FELD SPORTS ON CONVENTON PROGRAM Wth the Amercan Legon Olympc games only three weeks away, the Lousana track and feld team s showng champonshp form, accordng to A. N. Goldberg, Legon state athletc drector. The state's best athletes make up the membershp of the team, some of them beng former Southern A, A. U. champons or ntercollegate record holders. That Legonnares are determned to make a good showng s evdenced by the fact that former record holders who had retred from athletc lfe have taken up tranng and wll represent ther department n the events n whch were champons. Among the more promnent men who have resumed tranng are Tom Dutton and C. B. Hughes, weght men; and J. T. Butler, L. S. U. Southern record holder for throwng the javeln. Benny Brown of Tulane, now coachng at Loyola, and E. L. Gladney, Tulane man, are quarter mlers who are expected to rank well up among the best at the meet. Earl Frazlere Jr., a natonal A. A. U. hgh and low hurdle record holder, and F. W. Morland and Ed. Shrley, L. S. U. men, wll make up the track team. Edde Curts, a naval offcer now on duty n Phladelpha, who was an nternatonal Olympc mler, wll run for Lousana, f he can get releved from duty. Frtz Oakes, Ed. Shrley and Major Fred Fry of Baton Rouge, wll enter the "jump events and Clarence ves, L. S. U. man, who stands hgh n ntercollegate crcles, wll pole vault for the department. ROPER N HEAVYWEGHT BOUT The veterans of the World War saw one of the heavest battles of the year when Bob Martn and Captan Bob Roper fought for the heavy weght champonshp of the Amercan Legon n New Orleans October 8. Martn won the champonshp of the A. E. F. and Roper bested all comers among the forces whch re maned n ths country durng the World War. The thousands of the Legon members assembled here for ther natonal conventon wll be evenly dvded n ther support of the two fghters because the Legon ncludes both A. E. F. and cantonment solders. Martn and Roper have met three tmes, twce n "no decson bouts and once when Roper won on ponts." Both are contenders for the world's ttle and t s probable that the wnner at New Orleans wll get a bout wth Dempsey. Roper bears the unusual record of never havng been knocked out although n hs 63 fghts he has tackled some of the best men n hs dvson. Durng 92 he fought 7 battles, losng to Al. Roberts, Martn Burke, Dan O'Dowd and Pat McCarthy, wnnng on ponts from Homer Smth, knockng out Jm Grffn, Car Morrs, Frank Moran Bll Reed and A. Roberts and fghtng a draw wth Battlng Levnsky. He also fought bouts wth Martn, Wggns and Semander. General Pershng proclamed Mar tn the "mghtest fghtng man of forty mllon men." Martn's record bears out ths statement as he has delvered 83 knockouts n 97 bat tes. Martn has whpped all the prom! nent contenders for the world's ttle except Brennan and Roper. He lost to Brennan at New York n 92, but hs work has been steadly m provng snce that tme and t s probable that he s now Brennan's master. n 92 Martn fought nne bouts, losng one to Brennan and one to Kelser. He drew wth Captan Roper, knocked out Martn Burke, Joe Cox, Gunboat Smth and Frank Morgan. The fght was a 5 round de clson bout, the man go wll be pre' ceded by three fast prelmnares and a ten round sem-fna- l between fast local boys. Promoter Al. More than 00 bands were scattered throughout the parade n whch they were judged for the natonal band contest. GOB N MDDLEWEGHT GO t wll be the Army vs. the Navy when Fay Kelser and Happy Lttleton stage a 5 round decson fght for the mddle weght champonshp of the Amercan Legon durng ts natonal conventon October 6th. Legonnares who were n the army are backng Kelser, whle Lttleton's supporters nclude thousands of former gobs. Kelser has an envlablo war record. As frst sergeant, he led hs company over the top at Montfaucon and was wounded- - n the shoulder shortly after gong nto acton. He refused to return for frst ad and stayed wth hs company, apply for treatment only after hs unt bad attaned ts objectve late n the evenng. Kelser fought Bob Martn, A.E.F. heavyweght champon for the ttle of the Olympc games n Pars and gave the champon a close run for the belt. He has snce defeated Martn at Boston, as well as Herman Mller and Ray McMllan. Lttleton's war record s also good. He served four years n the navy as a frst class seaman. He was on the battleshp Lousana and served on two mne sweepers n the North Sea. Whle n the navy Lttleton defeated Howard Trembly Atlantc fleet heavyweght champon. OTKt TUESDAY GARDEN ssued Erery Tuesday t s essental tlat He forces of throughout the Unted States should he alert to the menace nvolv HUM'S h'efeuen DMS ed n such votes as that asked n llnos ou the nerussabty of lght wnes and beer, and n Mas sachusetts on the approval of the state enforcement law. t s perfcml.v true that should the vote on ether of th. ssues be hostle to prohbton, as the w at present stands, t would be stll effectve legally. No state can by ts ndependent acton annul wthn ts own be. ters a consttutonal amendment. f that were possble t would have been entrely v. thn the power of any ndvdual southern state at any tme snce the Cvl War to re,nact laws legalzng slavery. f t were possble, any state n the Unon today mght by a successful referendum vote deprve women of the franchse. t s perfectly apparent, therefore, that nothng whch the ndvdual state does can affect the bndng authory of the Eghteenth Amendment. But the success of (he 'npor forces n ether of these referendum votes would be used by them as a powerful weapon n ther present campagn to capture the country agan for rum. t would make enforcement of law doubly dffcult. n Massachusetts the success of the lquor forces, by the defeat of the state enforcement bll, would mean that the fnes pad by volators of the Volstead Act would go nto the natonal treasury nsetad of nto the state treasury. AYe would speedly hear from the frends of the saloon of the burden mposed upon the state and of the dverson of state moneys nto the natonal coffers. f the llnos proposton should succeed, the Naton would be told that one of ts bggest states had repudated the Eghteenth Amendment n letter and n sprt, and that efforts to enforce t there must be regarded almost as the mposton of the wll of the conqueror upon an unwllng people. For these reasons t s essental that all who desre to prevent the return of the saloon to power should vote aganst every proposton to weaken n the slghtest degree the force of the Eghteenth Amendment and the Volstead Act by whch t s gven effect, and for all endeavors to make enforcement more certan. t would be folly to gnore the gravty of the stuaton present or to underestmate the strength of the lquor forces now engaged n the effort to undermne temperance. These forces are thoroughly organzed, lberally fnanced, and possess spheres of nfluence n sectons of socety where t was not supposed anarchstc actvty aganst the enforcement of law could fnd any place. t must not be forgotten that great and presumably respected fnancal nsttutons n New York, and other great centers, are stll heavly burdened wth commercal paper, ssued by dstllers, whch they hold and on whch they can recover only by breakng down the rde of prohbton. Ths fact goes far to explan the apparent connvance wth lawlessness of many apparently respectable forces, both journalstc and poltcal, whch have alled themselves wth the movement aganst the Eghteenth Amendment. There never was a tme when unversal vglance was more necessary than now. The moment s crtcal. The fght for the reestab-lshmen- t of rum s at ts fercest today. The forces of temperance have won a notable vctory n the recent prmares, whch have gven assurance lhat the next Congress wll be qute dry am probably drer than the present one. Beng normally Republcan, and wth Republcan terrtoral and natonal admnstratons, t s almost uconvevable that Hawa should send a Democrat to represent t n congress, but the one factor whch mght, brng on that poltcal catastrophe for t would be nohtng less would be overconfdence on the part of the Republcans, an overconfdence nduced by the smashng vctory won by Delegate Baldwn at the recent specal electon. Star-Bullet- n The repeats what t has sad before, that of the two canddates for delegate, Senator John. Wse and Wllam Jarrett, t beleves the former the best equpped by tranng, educaton and actual exerence, to represent ths Terrtory at Washngton. These are reasons entrely apart from the poltcal exgences of the stuaton whch should nfluence voters n Senator Wse's favor. Mr. Jarrett was an excellent hgh sherff and he s a good, honest ctzen. Nothng personal can be sad n derogaton of Mr. Jarrett. The fact remans, however that he lacks vrtually all of the qualtes whch have been cted n support of Senator Wse's elgblty for the offce he seeks. Jarrett does not know Washngton and ts publc men as Wse does, nor has he the personal address essental to a forceful and effectve presentaton of Hawa's clams to recognton. The Republcans throughout the Terrtory must not, however, make the mstake of underratng Mr. Jarrett's poltcal strength. He s wdely known and popular, wth a large personal followng. Many votes wll go to hm of personal frendshp, from men and women who hold the personal equaton above a crtcal consderaton of what s best for the nterests of the entre Terrtory. The Republcans wll wn and Senator Wse wll be sent to congress, but to make these desrable accomplshments certan every man and woman n Hawa who call themselves Republcans must do ther full duty to the party and to Hawa. 5 Model Sagar Homesteads At Keala, Kaua "On no plantaton n the terrtory b there better cane, or better cultvated felds, than the cane and felds n the homestead secton near Keala, Kaua," Albert Horner, terrtoral sugar expert, sad n an n tervew appearng n the Adverta r last Tuesday. However, every lot planted to cane s now n the hghest state of cultvaton Vtvlth a good heatlhy cane stool thru- - out, and up to the present tme, grown at mnmum cost. "There are but few homesteaders that do not work on ther lots tl.emselves, whle some, wth the as sstancc of ther famles, do all of the work except harvestrg. These earnest people, n a way, have been most fortunate, "The land commssoner, apprec atng the dffcultes the homestead ers have had to contend wth n the past on account of lack of roads constructed the roads so that every lot had access to some one of them before openng the lands, "The man road s now beng ma, cadamzed. As a result the day fol lowng the awardng the lots n the last seres, lumber for houses began to go to them. t was but a few days before the landscape was dotted wth small cottages. Prelm' nary work for plantng began at once and practcally the entre tract was planted to cane the year the lots were opened. No Uncertanty as to Market "Agan the plantaton was ready wth a grndng contract whch had been approved by the government and was acceptable to the home steaders, so there was no uncertanty as to the marketng of ther crop or the prce they would receve, Ths contract was for a perod of ten years. "All these utltes are furnsh ed to the homesteaders free of charge whle the plantaton, at ts own expense, delvers the empty cars to the homesteader near hs lot and hauls the cane to the mll. There, fter all costs to manufacture and market the sugar s borne by the mll.
