Senate Fnance Commttee has taken an mportant step toward accomplshng such coverage by amendng a House Socal Securty bl extendng Socal Securty to polce and fremen. Ths gves promse of Congres- lonal acton on the subject ths year but the tme left for such acton s growng short. Mr. Powers ponted out that faure by Congress to act on the measure ths term would deny Socal Securty to the two groups on the much-needed retroactve bass as provded by the New York State Legslature n ts last sesson. The Cvl Servce Employees Assocaton, together wth the Polce Conference of Polce Organzatons n New York State and the New York State Fre Fghters Assocaton, tave urged the Senators and Congressmen rom the State of New York to extend the Socal Securty benefts to these unformed servce.-. The Employees Assocaton also has wrtten to Governor Harrlman askng hs support n gettng the measure through. Other state offcals have addressed smlar pettons to the Congressonal representatves and leaders. Way Cleared For Returned Ades To Obtan Socal Securty On Rejonng Retrement System Levtt Obtans Rulng to Help Older Employees ALBANY, Aug. 19 State Comptroller Arthur Levtt announced that at hs request the Federal Department of Health, Educaton and Welfare has revsed ts Socal Securty rulngs to allow publc employees who have retred and returned to publc employment to obtan Socal Securty AKTHUK LKVTT coverage and to beneft from the retroactve provsons of the State Socal Securty laws. Under the new rulngs employees who have retred and returned to work as temporary employees may have Socal Securty coverage for ther actve employment durng the retroactve perod f they rejon the New York State Employees' Retrement System. Employees who were elgble to Jon the Retrement System but dd not Jon untl after the begnnng of the retroactve perod and employees who were nelgble to Jon the Retrement System but have become elgble for membershp due to a change of crcumstance wll also beneft from the rulngs. They wll be gven Socal Securty credt for the entre retroactve perod provdng they are members of the Retrement System at the tme the contracts between the State and Federal governments are sgned. egnllty Was n Doubt Pror to the new rulngs there has been serous Queston about the elgblty of any employee who has retred wthn the retroactve perod for credt for employment before retrement. For example, untl ths new rulng was receved an employee who retred March 1 ths year because he reached the mandatory retrement age and who returned to work mmedately as a temporary employee would only have been enttled to Socal Securty coverage for the tme he worked after March 1.. Now, f he rejons the Retrement System he may be credted wth hs entre employment wthn the retroactve perod. Some Rsk nvolved Mr. Levtt urged all those persons affected by the rulngs to consder rejonng the Retrement System. He cautoned, however, that "every member who rejons the retrement system takes a rsk and all of the people who consder ths acton should be aware of t. POWERS Presdent Cvl Servce Employees Assooaton CSEA Must Hove Health Plan Voce The tme s drawng near when the Health nsurance Program wll be put nto effect for the State employees. The New York State plan, whch has been cted by many as ths best of ts type n the country, was outlned last week n a brefng sesson held n Albany for all of the State's personnel offcers. Unle.ss somethng unforeseen happens, ths would seem to ndcate the plan wll be n operaton ths fall. The next step, however, after th4 plan s put nto operaton, wlu bt the creaton of a permanent manageral agency. What form ths agency wll take we cannot at ths moment guess, but f a Board s set up, we defntely feel that there should be a representatve from th«employees apponted to t. The arguments for employee representaton are so well known they do not need repetton. An Employee dea n New York State, t was the employees who frst made the publc statement caung for a Health nsurance Plan. The Cvl Servce Employees Assocaton, can take prde n the fact, that ther letter. n 1954, askng for such nsurance, was sent to Governor Harrman wthn days after hs nauguraton. We have been actve wth suggestons whle the program was beng formulated, and on every possble occason we have kept the publc employees nformed as to ts development. When progress lagged, we prodded; and when rumors ol benefts for the employees seemed not of the best, we protested. CSEA Should S'ot Be gnored We carefully guarded the nterest of the putollc employee at every moment durng the many months between the letter to the Governor n January, 1954 to the present. Therefore, t s not wthout reason that the Cvl Servce Employees Assocaton looks to more actve and more formal partcpaton n the operaton of the plan. After all, we now have 65,000 of the 90,000 state employees as pad members. We are n essence f not n fact tfelr representatves, and t seems fttng that our poston should be acknowledged by an appontment to the Health nsurance Governng Board. Nassau Chapter's 'Appeal' Clnc Gvng Ad on Reclassfcaton A clnc to handle problems on reolasslflcaton appeals s beng held for employees of Nassau County from August 20 to August 33 nclusve at the Elks Club. Hempstead, Long sland. The clnc, s operated as a servce to County employees by Nassau County chapter of the Cvl Servce Employees Assocaton, and s open on each of the lour days from 10 A.M. to Noon and from 5 P.M. to 9 P.M. n the venlng, accordng to rvn Flaum- nbaum, chapter presdent. Survey Tells Needs At Woodbourne ALBANY, Aug. 19 A state nspecton of facltes of the Woodbourne Correctonal nsttuton shows "a satsfactory degree of cleanlness and order." Tht State Correcton Commsson also reported ts survey showed the need for addtonal hosptal equpment and mprovements n the ventlaton of the bakery and pant shop. Ten vacances n the custodal staff exsted at the tme of nspecton, as well as two vacances n the teachng staff. The report added: "n vew of the fact that the attendants n the department are not beng replaced wth attendants as vacances occur, t becomes ncreasngly mportant to fll the nurse's Hem, whch presently s vacant. t s also advsable that a new poston of pharmacst be created." Cty s Soon to Open Housng Offcer Test New York Cty wll open ts next examnaton for fllng housng offcer Jobs under more auspcous crcumstances than ever before. The salary s on the way toward beng rased, and there s a plan afoot to ncrease the sze of the fores. Also under consderaton s the assgnment of polce ttles, and the creaton of supe-vlsory postons that would ncrease promoton opportuntes. Applcatons wll be receved n October and the wrtten test s tentatvely set for Saturday, February 8. Whle the examnaton has always proved popular, lately the Housng Authorty has had to canvass an abnormally large number of elglmes before t could get acceptances. Ths condton s expected to change, n connecton wth the elglbles remanng on the present lst, and those who wll be on the forthcomng and supersedng lst, because of the pay mprovement. Pay Prospects The present pry s $3,835, or nearly $74 a week, rsng to $4,830. $93 a week, through annual ncrements. The salary scale s that of grade 7 under the Career and Salary Plan, $3,750-$4,830, but appontments a'e made at $3,835 because that pay was advertsed n the examnaton announcement. As an examp'e of how fast the present lst s movng, 50 appontments are now beng nftde. t s expected that appontments n groups of 50 wll follow, dependng on the needs of the sen'lce. Snce the servce s destned for expanson, the Job opportuntes are expected to ncrease consderably. The Housng Authorty has recommended that pay start at $4,300 ($84), as of January 1 next, wth maxmum of $5,61'5 ($108) attanable after three year's servce. Quota Rased to 290 Although the Cty pay scales of the Authorty have to be approved by the Cty government, to become effectve and the Authorty s also subject to Federal control, snce t s partly subsdzed by the Federal government, the Author^ ty's recommendatons on pay rates asually preval fnally. Besdes, the housng offcer force the polce force of the Authorty has come promnently nto the publc eye recently because of the need for 'round-the-clock polce protecton for more of the HA's 84 projects, only 16 of whch get that servce. t s not argued by proponents of enlargng the sphere of operaton that all 84 need the full servce. These wo'ds are, n the man, wasted because none of the phaseology contans the two words whch would solve the majorty of recrutment dffcultes "adequate salares." Durng the ordnary year, ths newspaper s the recpent of notce after notce from government agences on varous levels offerng careers n publc servce. Often these notces are accompaned by an appeal for ths newspaper to lend a hand n helpng the partcular agency acqure sorely needed help. To these many levels of government servce we wsh to draw attenton to Westchester County, whch has solved ts personnel problem n a drect and smple way. Recently, the County's Board of Supervsors voted nearly a mllon dollars n rases for ts employees. Last year, the same board voted three-quarters of that amount n rases. Board approval of both was unanmous and not even argued. Whle at present publc employees of New York State and ts communtes have the prvllefe of acceptng or rejectng Socal Securty for themselves personally, nobody beng forced nto t, n prvate ndustry Socal Securty coverage s oblgato-y for those n covered employment, and for those hred by the State or ts communtes n the future, who fall wthn the groups for whch Socal Secmlty was authorzed by law and voted by employees, t wll be oblgatory, too. Another msconcepton s that persons who are already retred under Socal Securty do not have to make any further Socal Securty payments because of any Job held durng retrement, even under covered employment, or self-employment on earnngs of at least $400 a year. Anybody n covered employment has to pay a Socal Securty tax. A possble beneft from the supplementary payments s that on "second retrement," the peason may be reflgured, and could be larger. The dea of establshng Socal Securty was to provde for retrement and survvor benefts for the medum and lower-pad. Therefore no tax was mposed on any part of salary n excess of an enacted amount. From 1951 to 1954 the fgure was $3,600; after 1954 t s $4,200. The present tax rate s 21/4 percent. Therefore the maxmum tax on any ndvdual or employer, for any one employee, snce both pay equally, s $94.50 a year at present rates. The rates are scheduled to rse, but there have been nstances of Congress postponng a prevously voted ncrease. There s le.ss lkelhood ol postponement now than then, because of the demands for larger benefts and earler retl'ement age. How does the amount one pays compare wth the benefts one may possbly get? The complete answer would requre a full dscu.sson of Socal Securty benefts. But at least t s clear that the older persona can beneft most because the older ones are nearer 65. The requred number of quarters depends on age. The rule for men s summarzed n a table. A man wth coveraue n 1956 and reachng 65 n the second quarter of 1958 could retre then after havng pad n only $ f hs average salary was $4,200 or more, he gets $1,300 penson, and hs beneft would have an actuaral value of more than $20,000. And n the case of survvor benefts after a member wth suffcent number of quarters has ded, leavng wdow and mnor chldren, the actuaral beneft could rse to $30,000. n that case he would be younger than the other man taken as an example, and would have pad more, but stll the beneft compares as a wndfall to a drop of water. Generally the requrements for enterng the nursng schools that would qualfy one for state lcense are: 1. Professonal Nursng H. 3. dploma whch should nclude 10 unts of academc courses and applcant must be between the ages of 18 and 35, The course s of a 3 year duraton. 2. Practcal Nursng 2 years of hgh school, applcant must be between some school. 18 to SO. The course U a one year program and on the average costs the tranee between $5C to $150 for tuton. Traned Specalslf Tha value of the work our practcal nurses perform n the state hojplta cannot be doubted. The' dutes nclude: admnsterng pre- crbed medcatons, takng and recordng temperatures, pulse and respraton, bathe and feed patents, obtan specmens for analyss, prepare and apply dressngs, keep clncal charts, wash and sterlze tqulpment, observe patents and report changes n ther condton. t s desrable for our attendants and staff attendants to acqure tha practcal nurse's educaton and tranng. They would be better qupped to handle ther everyday dutes and be able to assume more responsblty. Low On Totem Pole Many of our attendants n Grade 4 and staff attendants n Grade feel that the state n placng om- practcal nurses n Grade 5 have tymed the ambton of an attendant who would receve only $2 a week (before deductons) by acqurng ths extra year's tranng. n many cases he would lose a year's pay to get the educaton. The staff attendant would not get any ncrease n pay but mght assume more responsblty because he s traned n specal areas. A practcal nurse G-5 can become a staff attendant G-6, but wthout a practcal nurse's tranng and lccnse, a staff attendant G-6 cannot qualfy for practcal nurse G-5. Tha practcal nurse's startng salary s $2,990 per year and take home pay approxmately $45 per week. Ths s not a far salary for a traned specalst n any feld of endeavor especally n ths age of contnual ncreases n the cost of lvng.
