2 Archdiocese of Philadelphia Office of the Archbishop 222 North 17th Street Philadelphia, PA Telephone (215) April 30, 2017 Dear Brothers and Sisters in Christ, Soon our diocese will be taking up the Catholic Home Missions Appeal, and I ask that you prayerfully consider participating. This appeal supports the dioceses here in our own country that struggle to make ends meet and to serve all of the needs of their parishioners. It is through your generosity that many churches are able to keep their doors open and provide essential pastoral services. The Diocese of Laredo is located in southern Texas, along the Texas-Mexico border. Many in this diocese live on the margins of society, either as immigrants or as people living in poverty, and it is a challenge for the diocese to keep up with the needs of its people. With your contributions to the Home Missions Appeal, the diocese reaches out to some of the most marginalized people those in prison. Many detainees are returning to the Catholic faith and are in need of God s mercy. Your gifts provide liturgical and educational supplies, help priests offer the Eucharist and other sacraments, and support volunteers and ministers outreach to over 10,000 men and women in detention facilities. Your generosity brings Christ s message of love, compassion, and reconciliation to this often forgotten population. Your support of this appeal makes a difference in the lives of our brothers and sisters right here in the United States. Please prayerfully consider how you can support the appeal this year. Thank you for strengthening the Church at home. Gratefully and with best wishes in Jesus Christ, Most Reverend Charles J. Chaput, O.F.M. Cap. Archbishop of Philadelphia Catholic Home Missions Appeal The Home Missions Appeals will take place in our parish next weekend, May 6-7. Epiphany of Our Lord Church - Apr. 30, rd Easter

3 From the Pastor It is imperative for us to rediscover the Easter we celebrate in each of our Eucharists. We must rediscover the urgency and importance of celebrating the Eucharist in silence: the silence of Easter, according to African Cardinal Robert Sarah. Cardinal Sarah is prefect of the Vatican s Congregation for Divine Worship and the Discipline of the Sacraments. An interview he granted to Nicholas Diat was published this spring as a book titled The Power of Silence: Against the Dictatorship of Noise (Ignatius Press). He reflects on God s self-disclosure through the silence of the Incarnation, the Crucifixion, the Resurrection and the Holy Sacrifice of the Mass. We live in a time when there is more and more noise, Cardinal Sarah observes. And, technology and materialism continue to exert their hold on us. Modern man, in repressing the divine, finds himself in a deep dilemma, an oppressive and anguishing trial. Cardinal Sarah raises the key question, Can those who do not know silence ever attain truth, beauty and love? He contends that the response is undeniable: all that is great and creative is formed by silence. God is silence. Cardinal Sarah concludes that life is a silent relationship between what is most intimate in man and God. Silence is indispensable for hearing the music of God. Prayer arises from silence and returns to silence with even greater depth. Family Fully Alive Festival Today, from 12 to 5 pm, St. Joseph Parish, Downingtown, will host the Family Fully Alive Festival. For more information, visit familyfullyalive.us. 4 TAKE ACTION SUNDAY Catholics in the Archdiocese of Philadelphia are urged to take part on the weekend of May in a nationwide program called Take Action Sunday, in which parishioners are asked to contact their members of Congress to support the Conscience Protection Act. The bill would codify into permanent law protection for health care providers who do not wish to have abortion coverage in their health plans. Passage of the Conscience Protection Act (CPA) continues to be a top legislative priority for the USCCB Committee for Pro-Life Activities and a call to action has been issued, Archbishop Chaput wrote in a recent letter to parishes. The provisions of the CPA mirror what has since the 1990s been known as the Weldon Amendment, a provision tacked on to annual appropriation bills and named for Florida Rep. Dave Weldon, who first introduced it. By passing the CPA it would be no longer necessary to add the amendment to the appropriations bills each year. The Weldon Amendment is similar in structure but different in meaning to the annual Hyde Amendment, which restricts the use of federal funding for abortions in certain instances. The proposed CPA bill will write into permanent law the core policy of the Weldon Amendment, which protects those who decline to perform, pay for, refer for, or provide coverage for abortion, according to a letter issued by HLA (Human Life Action), which serves the legislative agenda of the Committee on Pro-Life Activities of the United States Conference of Catholic Bishops. The CPA also clarifies the protection of Weldon and adds a private right to action to enforce this law and other longstanding conscience laws on abortion. The latter is important, because under the Obama administration the amendment was not enforced by the U.S. Department of Health and Human Services when California chose to ignore it and the right of individuals to sue was not spelled out. Last year a similar CPA bill was proposed but never enacted. It is hoped this year with a stronger pro-life presence in Congress and a more receptive federal administration, it can be enacted. This year s bill, HR 644, was introduced on Jan. 24 by Rep. Diane Black (R-Tenn.). A summary, which could change in a final version, reads: This bill amends the public service Act to codify the prohibition against the federal government and state and local governments to receive federal financial assistance for health-related activities penalizing or discriminating against a health care provider based on the provider s refusal to be involved in or provide coverage for abortion. Health care providers include health care professionals, health care facilities, social service providers, health care professional programs and health insurers. The Office for Civil Rights of the Department of Health and Human Services in coordination with the Department of Justice (DOJ) must oversee complaints alleging discrimination based on an individual s religious belief, moral belief, moral conviction or refusal to be involved in an abortion. DOJ or any equity adversely affected by such discrimination may obtain equitable or legal relief in a civil action. Administrative remedies do not need to be sought or exhausted prior to commencing an action or granting relief. Such an action may be brought against a government entity. Reprinted with permission. 5 Marriage, family are focus of major 3 year initiative of archdiocese By Lou Baldwin; April 7, 2017 Remain in My Love is a beautiful phrase from the Gospel of John, 15:9: As the Father loved me, so I also love you. Remain in my love. That phrase also is the title of a new three-year initiative of the Archdiocese of Philadelphia announced by Archbishop Charles Chaput that will be directed to every member of the clergy and lay faithful, and to every parish and institution, to reinvigorate Catholics understanding of Christian marriage and family life. The archbishop, who will attend the sessions, has appointed Father Gerald Dennis Gill, the director of the Office for Divine Worship as coordinator for the project, with Meghan Cokeley, director of the Office for the New Evangelization, as his assistant. I m hoping that it will invite people to look at the Gospel and what it teaches us about marriage and the family and the compelling power of the Gospel will help them to adjust attitudes, practices and mindsets, to embrace a Christian concept of marriage and the family and put it in place in their lives, Father Gill said. Our situation concerning married life and the family is being formed and impacted by a culture that is not Christian, he said. This gives us an opportunity to face the situation with truth and see what we can do about it head on. I think this is our only option. While Remain in My Love is directed to the Church of Philadelphia as a whole, it is being presented in three phases, each with its own syllabus and its own team. In the first year, May to December 2017, the participants will be staff members of the Archdiocesan Pastoral Center. Attendance by those in supervisory roles of all departments is mandatory. It will also be mandatory for all administrative and support staff of the Vocations Office, Secretariat for Evangelization, Office for Divine Worship, Office for Catechetical Formation, Office of Clergy, Office for Parish Support, Department of Media Affairs and the Metropolitan Tribunal. The goal will be Renewing Our Mission in Service to Married Couples and Families. The second year, January to December 2018, will be for staff of parishes, schools and other archdiocesan institutions. The goal will remain the same as that of the first group. The third year, January to December 2019, will be for married couples and families in the archdiocese, and the goal will be Rediscovering the Mission of Marriage and the Family. For the first year there are three sessions: Monday, May 8, Marriage: Created by God for God. Thursday, Oct. 5, Marriage: He Saw That it Was Very Good. Friday Nov. 3, Families Become What You Are! Each session will also include a video, personal testimony from a married couple and time to discuss the implication of one s department s ministry to families. Year two and year three will have similar formats but different curricula. There will also be small reading groups on marriage, utilizing materials developed by a national group CanaVox. These could include women s groups, men s groups, mixed groups and married and single persons. They are pretty new but doing good stuff, said Meghan Cokeley, director of the Office for the New Evangelization, which is very involved in the planning and execution of Remain in My Love. We have known for a long time there is a crisis in catechesis. A lot of folks don t know what the church teaches anymore; there is a lack of exposure. We are hoping to articulate the beauty of the teaching. It is not just a set of hard rules. The program is organized by the Archdiocese of Philadelphia and there are many local groups that will participate, according to Cokeley. They include Theology of the Body Institute based in Downingtown; Ascension Press, West Chester; Love and Fidelity Network, Media; Institute for Marital Healing, Conshohocken; and a local natural family planning group. CaraVox is in Princeton, which is fairly local. At this point the entire program is unique to the Archdiocese of Philadelphia, but dioceses around the country that might want similar programs have made inquiries about it, according to Father Gill CatholicPhilly.com; reprinted with permission.
