The Little Blue Book Complimentary copies of The Little Blue Book for the Advent and Christmas Seasons will be distributed after Masses next weekend, Nov , until supplies are exhausted. 's After School Program in North Philadelphia and gifts for the St. Elizabeth's Shelter for homeless men. 4 PARISH FINANCE COUNCIL (Excerpts from our archdiocesan guidelines, Purpose, Principles and Obligations, appear below.) Responsible stewardship of the resources made available to the Church to carry out her mission places great demands on the time and talents of the pastor. The Church consistently instructs pastors to call forth the many and varied gifts present in the Christian faithful for the good of the Church, both local and universal. The Parish Finance Council assists the pastor in achieving the cooperation of the parishioners and staff in order to carry out the mission of the Church on the parish level. The purpose of the Parish Finance Council is to assist the pastor in achieving the most responsible stewardship of material goods and resources. It serves to advise the pastor in his administration of the finances and temporalities of the parish in keeping with all archdiocesan policies, procedures and guidelines. According to Church law, the Parish Finance Council assists the pastor in a consultative capacity only. The Parish Finance Council does not determine parish policy, and may not meet outside the presence of the pastor. The Parish Finance Council shall consist of no less than five and no more than 12 members. At least three members should possess a working knowledge of financial, accounting, administrative, and/or legal affairs. Members are to be active parishioners in good standing, whose foremost priority is the development of a community of faith and who view their concern with finances in that context. Each member shall be appointed for a term of three years. No member shall serve more than two consecutive threeyear terms. The Parish Finance Council shall meet at least four times a year. The pastor is to consult with the Parish Finance Council in the preparation of the annual operating budget. If the preliminary draft of the budget reflects a deficit, the council should recommend measures to eliminate this deficit, either by increasing income or reducing expenses. The Parish Finance Council is to work closely with the Parish Pastoral Council to advance the mission and goals of the parish. Communication between the two councils is essential.
