Fo students Defense fund incease cuts aid By Tim Vecellotti Staff Repote Many people applauded the incease in funds fo the nation's defense in Pesident Cate's ecent budget poposal. What many of this appoving public may not have known was that in ode to make up fo this ise in defense spending no money at all was allocated to othe pogams. One of the aeas whtch suffeed this loss was student aid specifically the National Diect Student Loan (NDSL). NDSL is a pogam opeated in conjunction with schools acoss the county. Though this plan students can boow money at thee pecent inteest to help finance thei education. n the fiscal yea this pogam eceived 220 million dollas. Note Dame students ae cuently eceiving 1.4 million dollas fom this pogam. Joseph Russo Diecto of Financtal Aid at Note Dame expessed concen but not appehension about Cate's budget. One of his easons is that this is not the fist time that funds wee not povided fo the pogam. Russo went on to point out that Cate's budget poposal is simply that a poposal. Russo went on to say that this money would be used to the fullest extent possible fo those students cuently eceiving loans. Also if need be only these paticula students will be digible fo the NDSL the following yea. Russo pointed out that an altenative to the NDSL is the Guaanteed Student Loan pogam (GSL). This type of the financial aid takes the fom of a bank loan taken out by the student (with a maximum amount of $2500) epayable at seven pe cent inteest. "The GSLJogam is a feasible fom of ai fo many students. n the event of an actual fedeal cutback would efe students to this pogam. Futhemoe iven the ocuence of a cutback tt would not be uneasonable to expect that the limit on the amount to be boowed would be aised.'' Russo said. Russo epeatedly stated that while this cutback in student aid should be watched caefully it is not a cause fo geat concen. He cited politics to suppot his feelings. ''What goes on with egad to financial aid is dictated by politics. Politics being the at of compomise do not feel that this budget will be passed without some negotiation between Congess and the Pesident.'' Russo explained. The Obseve Off-Campus Commission distibutes cime suvey by May Ellen Woods Accoding to Shannon Neville off-campus commissione all off-campus students will eceive a cime suvey by the end of this week. The suvey is an attempt to detemine the extent of the cime against off-campus students and is diected to gaduate as well as unde-gaduate students. Neville stated that the Off Campus Commission (OCC) is attempting to dispel umos egading off-campus cime. "Ou main pupose" Neville said "is to assemble and oganize valid statistics in ode to analyze the extent of offcampus cime.'' "Many students do not epot cimes to the Police o the Student Housing Office. Fo this eason we cannot get an accuate list of cimes committed against Note Dame students" Neville noted. n addition the Police Depatment does not distinguish cimes against students fom any othe cime which takes place in a given neihbohood. The cnme suvey asks students to epot any cimes of which they have been victims. Students should note if foce was involved. They ae to comment on the assistance of Academy Awads the South Bend Police thei landlods and the Note Dame Housing Office. The suvey will also epot on the safety of off-campus housing and the ole of the landlod and the local police in maintaining o impoving safe conditions.
