(continued on page 2) l l Administative shuffle aks ND summe by Ed Ellis Obseve Associate Edito Administative changes at Note Dame this yea bing a shuffled lineup to the Office of the Vice Pesident fo Student Affais and a new, feminine look to the Office of the Povost. Univesity Vice-Pesident and Geneal Counsel Philip J. Faccenda took chage of the Student Affais office June fo a one yea tem as Acting Vice-Pesident and immediately eaanged the oles of the "cental staff" in the office. Student Activities The majo switch bings fome assistant dean of 'students D. Robet Ackeman to the position of Diecto of Student Activities, fomely held by Rev. James Shilts, C.S.C., who will now handle administative details fo the office. Rev. Thomas Chambes, C.S.C., fome Diecto of Student Faccenda Residences, held the Studnt Activities post fo pat of the summe, but esigned to complete doctoate studies at Note Dame in Highe Education Administation. Ackeman will handle special pojects and will be esponsible fo most administative dealings with student oganizations. He has a Ph.D. in student pesonnel wok, the only peson in the Note Dame office with such a degee. S. John Miiam and Sue Robets Rev. James T. Butchaell, C.S.C., Univesity Povost, will have S. John Miiam Jones, ecipient of a Ph.D. in Micobiology fom Note Dame, as an assistant to the Povost. S. John Miiam will also teach Micobiology. Ms. Walte G. Robets, of Edwadsbug, Michigan, a membe of the Advisoy Committee on Coeducation, will assist S. John Miiam, whose "Cental esponsibility" is to insue a smooth tansition to coeducation. Sue Robets descibed the ole of the additions in F. Butchaell's office as "helping out." "n shot " she said "We must find the pedple who ned help, not just the people in Badin and Walsh, but the people all ove the campus. Then we must plan ahead so that these and othe poblems will not happen again." Student Affais--Housing The job of Diecto of Student Residences has been split between S. John Miiam Rev. James Riehle, C.S.C., who continues as Dean of Students, and Rev. James Flannigan, C.S.C., who now has, in the wods of Faccenda, "the halls as his aea of cental esponsibility." Unde this system, Resident Assistants ae esponsible to thei ectos alone, instead of to the Diecto of Student Residences. The ectos, in tun, ae esponsible to F. Flannigan. F. Riehle is esponsible fo oom placements. Ms. Jeanne Swatz, wife of Economics Pofesso Thomas Swatz, joins the Student Affais staff in an official capacity as an assistant to the Vice-Pesident. Faccenda noted that she has been woking fo the office in an unofficial capacity fo some time, and he said that this appointment was just ecognizing an existing situation. Campus Ministy Diecto Rev. William Toohey, C.S.C., has the only nob in the student affais aea that is unchanged, and even he has added a woman to the campus ministy. S. Jane Pitts, C.S.J., assistant ecto of Walsh Hall, has joined the staff, becoming the fist woman eve in the Note Dame Campus Ministy. Student Affais--Oganization The new Student Affais office will use a hoizontal oganization patten, accoding to Faccenda. This means that all majo decisions will be discussed by the entie cental staff, which consists of Faccenda, Flannigan, Shilts, Ackeman, Riehle, Toohey and Swatz. Faccenda noted that if a concensus cannot be eached by the cental staff, "'ll have to take the ball and un with it myself." Faccenda himself will etain his position as Vice-Pesident and Geneal Counsel in addition to his tempoay duties as Student Affais head. This situation is the esult of the failue of the Vice Pesidential Seach Committee to find a suitable eplacement fo Rev. Thomas Blantz, C.S.C., who etied at the end of last yea. Pospects fo elief Faccenda. said he expects. a eplacement to be found by the end of this semeste, if not soone. The new VP would take ove next June. Faccenda, himself a membe of the Seach Committee, commented, " can assue you that will be the most active membe of the committee." Reaction Reaction fom student leades to Faccenda 's appomtment and to the eoganization in geneal has been favoable. Student Body Pesident and self-poclaimed Pime Move Bob Kesten was busy gilwatching and unavailable fo comment, but his Executive Coodinato, Dennis Etienne, volunteeed that the move seemed "excellent." Faccenda, he said, "seems quite efficient as an administato, and he doesn't give students the un-aound!ike so many people aound hee." Reseach and Development Commissione Jim Clake said, "Faccenda has a eputation among students fo knowing what's going on and how to get things done. t's good to see someone like this in student affais. t's long ovedue, but guess this is as good a yea as any to begin." Clake also said he was pleased with D. Ackeman's appointment to Diecto of Student Activities. Ackeman l

Although the ceation of the post of Vice Pesident fo Student Affais was a move in the ight diection, the office has been held fo the past two yeas on a tempoay basis. As acting VP F. Thomas Blantz an an ad hoc show. Fiftythee people wee diectly esponsible to him. As an ex-officio membe of the Student Life Council he also held veto powe ove any of the SLC's decisions. The veto was not flaunted but on seveal occasions F. Blantz made it vey clea that he intended to ignoe the council's decision. On and Off The seach committee fo a new VP fo Student Affais has been meeting off and on fo moe than five months and thee is still no ecommendation fo the position, but the new Acting VP has eoganized the office so completely that it's nealy impossible to ecognize. n fact, you can't even find it if you go looking in the old student cente offices; it's moved to 309 in the Administation building. Philip Faccenda accepted the position of Acting VP on the condition that he could make "a few basic changes." "Basic changes" is an undestatement. Only six people ae diectly esponsible to Faccenda, whose pemanent position as Vice Pesident and Geneal Counsel aleady epesents a heavy buden. These six people, accoding to Faccenda, fom the cental decision-making committee. The esponsibilities of each assistant e now vey clea. F. James Flanigan is in chage of ectos, D. Robet Ackeman--student activities, F. William Toohey--campus ministy, F. James Reihle--Dean of Students and oncampus housing. While these fou, plus F. James Shilts and Ms. Jeanne Swatz, will do the bulk of eseach and make ecommendations, it still emains fo Faccenda to evaluate the esults and make a final decision. Full Time Job Howeve, he will not be ableto devote full time to student affais, because of his duties as Geneal Counsel. This is unfotunate, because the Vice Pesident fo Student Affais is the Administation's most diect link with the student body, making it a vey impotant and full time job. He should not split his time with anothe office. The committee to find a new VPSA must incease its effots, and fill the office as soon as possible. t would be difficult fo a new pemanent vice pesident to lean enough about the students and thei oganizations this semeste, but at least he would know enough of the opes by the middle of Januay to impove student affais and assist student leades duing the second semeste. The seach committee has been concentating on finding a suitable applicant fom among the Holy Coss fathes. This has not been poductive. The committee should expand its emphasis in the aea of lay applicants, as well as inceasing the pace of its seach. John Abowd Don Ruane Spoiled spot The Olympic Games ae intended to be a showcase of mankind's athletic accomplishments. They ae an occasion fo the wold's geatest athletes to meet the best possible competition, in an atmosphee of good spotsmanship, and to test the skills they had developed duing yeas of taining and had wok. nstead, the Olympic Games have become an aena fo political activity. The needless, tagic deaths of the kidnapped saeli athletes Tuesday is the latest, and most appalling, incident in a seies of politically-oiented actions that have maed the 20th Olympiad. Even befoe the Games began, a political powe play by the Afican nations bought about Rhodesia's disbament fom the competition. That incident was almost fogotten in the beautiful, thilling opening ceemonies and it seemed as if, when the Olympic flame was lit atop the stadium in Munich, the tue spiit of the Games buned in the competitos and officials assembled in the stadium. The feeling was shot-lived, howeve, as complaints wee hea time and again about the favoitism shown by judges in the boxing, diving, westling and gymnastics competitions. Then, Tuesday, came the shocking news about the saelis. Rathe than eveling in the joy bought about by Mak Spitz's unpecedented feat of winning weven gold medals, the wold instead mouns the passing of devoted men, athletes who wished only to compete. These 20th Olympic Games have bought no eal tiumphs fo man, only failues. That's a tagedy. Jim Donaldson Talkin: Did Saldies,.....,:: ;: Back at the Dome fed '=Jiuffida The fall endezvous with the Lady of the Lake has been completed again, and fo the eldely fold on campus, fo the last time. The educated <=\ anyway> eye of the senio espies some facets of this etun that mak it fom those that peceeded it. These aspects ae vaied, but they do hold in common th fact that each in its own way pesents questions which leave the diection of dulac uncetain. The most immediate disaste is, of couse, the appalling living conditions which welcome the feshman. n compaison with othe schools, ND's housing has always been ghettoish, but it has ecently been appoaching espectability. Last yea, we had feshmen living tempoaily in the infimay (a moguish thought fo sue), but this yea the poblem has quintupled and they ae now peopling study lounges and basements (an even wose thought>. One is supised that beds have not been installed in the livay caels, but that would have violated the constitution's clause on cuel and unusual punishments. The eal cunch is whethe they will eve coect some of the foced doubles and tiples that ae among the lesse evils. Bad housing is an accustomed sight hee, but the vision of a gil sunbathing in a bikini atop Walsh Hall is statling enough to pompt shock teatment (and thus disqualify you aspiing politicians fom the vice-pesidency. Have faith, though, statistics have poven that you must bl.' nuts to un fo the pesidency). Yes, coeducation is finally hee, but instant paadiso, we shall not have. n point of fact, thee ae many difficult times ahead because Note Dame, fom top to bottom, will simply need time to adjust to the pesence of women on campus <at night too-legally). Still, in contast to the housing situation, ND is moving in the ight diection hee. High above these teestial consideations and thei eathly abode, thee sits the geatest Enigma of them all on his etheeal thone. One wondes what the King will do to o fo his people. Will he send down his wizad, and, as umo has, his adopted son, Ed Gay, Keepe ofthe Cat, to save his people fom thei teible oppessions? Will he send his good fia H-Man to save the souls of the abble and lead them in meiment? O will he abdicate and leave the illiteate peons to fend fo themselves. This campus has neve had a King befoe and ou Holy Coss administatos have neve dealt with One who is in dii:ect contact with the Highest One. They may well bun him as a heetic and weak havoc upon the abble who followed him. Seiously, the question is whethe Note Dame's limited student self-govenment will lapse o whethe Bob Kesten will successfully tansfom the instument he so viciously attacked into one which will meet the needs of the futue. n the long un this is much moe impotant that two-thids of the campus o pobably even Kesten himself ealized last yea. Of couse, the aveage student, paticulaly if this be his last yea, need be only academically concened with these questions. We can still dink bee, play basketball, and watch football games to ou heat's content. Classes will awaken us each day and tests and papes will pass ou way ad infinitum. Afte all, despite all the cosmic poblems which plague us, ND is still the same old place to live day afte day. Schonbeg <Cl 972 New Yok Times t is now Septembe, and Bobby Fische has been cowned Chess Champion of the Wold, and the sun goes down aound 9:30 p.m. n June it was diffeent. Bobby Fische hadn't aived, and nobody knew if he would, and it was daylight 24 hous a day in this city nea the Actic Cicle. At midnight the ocean lapping thee sides of the city was light blue, and the gaily painted oofs of the small white buildings in Reykjavik gleamed thei eds, geens and yellows. An Ameican visito was invited to go out fo a ound of golf at an oceanside couse. "Gladly," he said. "What time?" "Shall we tee off at?" "Soy. Can't. have all kinds of things to do in the moning, and... " "No, no. Not in the moning. At o'clock tomoow night." The visito was told to bing a hat. The sixth and ninth holes of the couse ae tapped -- by Actic tens. They nest in June, do not like intudes, and the spunky bids dive-bomb the golfes. A hat stenuously waved in the ai scaes them off. Fo chess buffs, it was a once-in-a-lifetime oppotunity not only to watch Bois and Bobby, but also toubbeneckat a gaggle of assoted gandmastes. Thee in one oom, discussing the game, might be Lasen, Najdof, Gligoic, Byne, Evans and Lombady. t was as if a music love at a violin ecital had stumbled into a oom in which Sten, Oistakh, Milstein, Fancescatti and Heifetz wee analyzing the pefomance. The Russian gandmastes, Gelle and Kogius. kept mostly to themselves. Gelle.vas one of the GREAT SGHTS OF THE MATCH. He would sit in the lobby, watching the game on a TV monito, chainsmoking nevously. Felle, a shot, thickset man with laugh winkles at his eyes, does not have a poke face, and eveybody could tell how his man was doing. When Spassky made what Gelle thought was an infeio move, Gelle would scew up his face in a pained expession and he would puff like a destoye letting out a smoke sceen, On June 28, Bobby Fische fled Kennedy Aipot befoe his scheduled depatue fo celand. His lawye, Paul Mashall, blamed his action on the pess, but an official of Loftleidi, the celandic Ailine, had a diffeent stoy. Bobby, he said, demanded pivacy, so Loftleidi povided him with a limousine. He was bought to the aiplane by a back oute. Suddenly he decided to ente the aipot teminal. He did so and disappeaed. Then he was located in a stoe, buying an alam clock. Then he wanted his luggage emoved fom the plane. He would take a late flight. The luggage was emoved. How to kill an hou and a half'? Bobby decided he was hngy and went into a estauant. That waswheethe Pess saw him and descended en masse. "Bobby wanted to be discoveed," concluded the Loftleidi official, "He was looking fo an excuse not to fly.'' The most hectic day of the match? Most would nominate Sunday, July 6. Fische, angy about conditions in exhibition hall; had booked a flight on each of thee planes leaving fo New Yok. This was confimed by the esevation desk. The jounalists wee not going to let him sneak out. One young man was selected as a fouth-floo stake-out, and he positioned himself nea Bobby's oom, a phone at hand, so he could wan eveybody if Bobby was on his way down. The Ameican jounalists had a fleet of cas eady to take off fo Keflavik Aipot an mte_cept B?bby. The Bitish jounalists hied a pivate plane fo the 30-mile tip. t all ended up with Bobby playing the thid game in a pivate oom of the hall. The funniest day of the match'? Well, thee was the aftenoon afte the Russian chage of Ameican electonic and chemical wafae against SJ!assky. An X ay of Spassky's chai had evealed a foeign object, and the chai was taken apat. The stage looked like a hospital opeating oom. Pieces of chai wee stewn all ove the aena. An upholstee was picking at its insides. A cop was on duty in case the unknown object was a bomb. Woied officials of the celandic Chess Fedeation wee standing by, winging thei hands, wondeing if the!%'?'? chai could eve be put togethe again. Towad the end of the match, the childen of celand discoveed that selling autogaphs of chess celebities was big business. The kids, those beautiful, platinum-haied, blue-eyed junio vikings, would waylay celebities. "Please, you autogaph'?" Most eveybody aound hee speaks English. The kids soon leaned to appoach gandmastes not with one, o even five cads, but with 20 o 30. "Please'?" t was had to esist them, but some gandmastes did. Duing the last week a guad was placed outside of the pessoom to keep the kids fom enteing. f one man can be said to have held the match togethe, it was the efeee, Lotha Schmid, duing the inteminable hassling, duing all of Fische's demands and ultimatums, he was calm, polite, unflusteed. But one day afte the match he sagged. The eaction had set in. " don't feel so good." he admitted at lunch. Like eveybody else connected with the match of the centuy, he wants to take the vacation of the centuy. Now that the match is ove, celandes ae bacing themselves fo something even bigge--a possible cold wa with England. celand, stating its existence depends on exclusivity in its fishing gounds, is pushing he teitoial limit outwad to 50 miles. The Bitish ae conteting this, and a showdown may be imminent. Last time this happened. a few yeas ago, the two gunboats of the celandic Navy steamed out and engaged the Bitish fleet, loading its guns, it is said. with potatoes. A baage of potatoes wee shot acoss the sten of the Bitish Admial's flagship. Nobody eally wanted to kill anybody in that wa. So last time the celandic fleet fought the Royal Navy to a standstill. Will it happen this time? The answe may be fothcoming any day.

11 ednesday, Septembe 6, 972 the obseve '-Geen'lish looking ttf ebuild by Jim Donaldson Spots F.dito Note Dame will field a geen football team in 972--geen not fo its ish nickname but because of its inexpeience. Only 8 lettemen etun fom last season's 8-2 club, causing coach Aa Paseghian to comment, "This is the biggest ebuilding job 've faced since coming to Note Dame." Paseghian must set to wok impoving an offense that scoed only 225 points last season, the lowest total in his eight yeas at Note Dame, and ebuilding a defense iddled by the gaduation of eight states. "We lost six people with thee yeas expeience and two othes with two yeas expeience fom ou defensive unit," Paseghian said Tuesday. "Thee's no way we can be as good defensively as last yea." Tackle Geg Max and linebackes Jim Musaaca and Jim O'Malley, all senios, ae the lone etunees fom the '7 defense. "Because of ou young defense it is mandatoy that we impove ou offensive poductivity," Paseghian commented. "We hope to be able to put moe points on the scoeboad and take the buden off ou defensive unit." "Last yea we contolled games with ou defense and kicking game. This season, we want to Jim Donaldson :::=:=:=:=:=:=====================================================:=:=:::::======================= The ish Eye Aa Paseghian has always maintained, with good eason, that whee his team is anked in the pe-season polls isn't impotant - it's whee they ae on Januay 2nd that counts. Afte winning the national title in 966, Note Dame was tabbed tops in the county by the wie sevices pio to the 967 season, but the ish slipped to a 7-2- ecod and a final ating of ninth. A yea ago, Spots llustated declaed that Note Dame ought to be fist in the land, despite the absence of a poven quateback. nstead, the ish finished out of the top ten fo the only time in Paseghian's tenue. Spued by the football feve that affects the faithful befoe the stat of the season, speculation about the elative stengths of the majo college clubs is ampant. lf people took the pedictions seiously, thee'd be no point in playing the season at all -the national champions, the All-Ameicans,, and even the Reisman Tophy winne would have been decided befoehand. Nevetheless, the opinions of the expets povide gid fans with plenty to talk about while awaiting the fall's fist kickoff. At Note Dame. whee it's the ish against the est of the county and the final polls detemine the success o failue of a season, people get petty concened about whee the club stands in the ankings. Depending on who you listen to, Note Dame has been ated anywhee fom a contende fo the national title to a "possibility" fo a top twenty finish. The Football Wites Association of Ameica picks the ish fo tenth. Steet and Smith's yeabook, a college football annual that has been on the newstands fo yeas and is usually accuate, ates Note Dame sixth. Playboy, consideed by many to be a temendous judge of fom, though they specialize in cheeleades athe than athletes, doesn't deem the ish wothy of notice in its top twenty. Obviously, thee's a conflict of opinion as to just how good Note Dame figues to be in '72. With eight egulas. including thee All-Ameicans, gone fom last vea's defensive unit and the quateback situation yet to be fimed up, it's difficult to pedict how the ish will fae this fall. f the offense fails to put enough points on the boad to ovecome a weakened defense. Note Dame could lose thee, o even fou games. But. if the offense jells and the inexpeienced defense matues quickly, it's possible that the ish could get though the yea unbeaten. t's inconceivable that an undefeated Note Dame team could be anked anywhee but fist at the end of a season. Possible stumbling blocks in Note Dame's path to the top of the ankings ae ach ivals Pudue, Michigan State and Southen Cal. The Ai Foce Academy looms as a theat, too. Pudue and the Spatans ae both well stocked with etuning states and ae given outside chances to win the Big Ten title. Note Dame will meet those clubs on successive weekends ealy in the season and the team's final anking will hinge upon whethe o not the ish ae eady to meet such a stiff challenge. The schedule becomes much easie afte the MSU game, with upsetminded Ai Foce the only eal dange. Southen Cal's poweful Tojans will be Note Dame's final opponent in 972, and, as usual, they figue to give the ish all the action they can handle. But that's well into the futue and if Note Dame goes to Los Angeles -unbeaten, can the wost happen... again?. With thee weeks left until the.opene at Nothwesten, is yet to be poven. The ish will open thei 972 schedule Sept. 23 at Nothwesten and take on Big Ten title hopefuls Pudue and Michigan State on the following weekends. Paseghian is well awae of the difficulty--and impotance--of his club's ealy season games. "We'll have to gow up quickly," the ish coach said. "What happens in ou fist thee games will go a long way in detemining how well we do this season." On pape, it looks like ough ealy going fo the inexpeienced ish but Paseghian isn't about to concede anything. "Attitude can make a big diffeence in a team," he emaked. Note Dame finished out of the top ten last yea fo the fist time in Paseghian's tenue. f the ish ae to climb back to the top of the polls, it'll depend on whethe o not those "new stas" can be found.
