6 Qualifications fo Membeship The qualifications fo Knights of Columbus membeship, as contained in Section 101 of the Laws of the Ode, ae: Only pactical Catholics in union with the Holy See shall be eligible and entitled to continue membeship in the Ode. An applicant fo membeship shall not be less than 18 yeas of age on his last bithday. Pactical Catholic Guidelines Guidelines have been established to assist in detemining the pactical Catholicity of an applicant o membe. These guidelines will assist the gand knight in pefoming his duties when seving on the council s admission committee. These guidelines include: If questions egading the pactical Catholicity of an applicant o membe aise, the pasto of the applicant o membe should be consulted befoe any action is taken. A pactical Catholic accepts the teaching authoity of the Catholic Chuch on mattes of faith and moals, aspies to live in accodance with the pecepts of the Catholic Chuch, and is in good standing with the Catholic Chuch. A pactical Catholic stives to have a geate knowledge of the teaching of Chist and his Chuch, and to accept, espect and defend the Chuch s authoity (vested in the Supeme Pontiff, the hieachy and clegy united with him) to teach, goven and sanctify the faithful. A pactical Catholic gives mateial and moal suppot to the Chuch and he woks on all levels, pomoting the pogams of the paish and diocese and coming to the aid of the missions, the needy and the undepivileged; suppots and advances the just causes of minoity goups; endeavos to eliminate unjust discimination, pejudice, etc.; and suppots the Chuch in he defense of maiage and family life. Initiation Fees and Council Dues The Laws of the Ode pescibe that the initiation fee shall be fixed by the council, povided, howeve, no initiation fee shall be equied of any piest o membe of a eligious community who applies fo membeship. The ules also povide that fo those enteing unde 26 yeas of age, the initiation fee shall not exceed $10. In cases of Juvenile to Adult tansactions, the maximum initiation fee is $5, povided application is made pio to the applicant s 19th bithday. The Laws of the Ode set foth specific povisions egading dues payable by each membe. Dues shall be levied in advance in an amount as fixed by the council. The dues fo all associated and insuance membes shall be the same, and they must not be less than $5 pe yea. Howeve, councils may fix a diffeent ate of dues fo insued membes unde 26 yeas of age, but the same shall not be less than $3 pe yea. 4

7 Sta Council Awad In ode fo you council to ean the Sta Council Awad, it must: Ean the Fathe McGivney Awad fo membeship gowth; Ean the Foundes Awad fo insuance gowth; Ean the Columbian Awad fo wellounded council pogams by submitting the Columbian Awad Application (#SP-7); Submit the Sevice Pogam Pesonnel Repot (#365); Submit the Annual Suvey of Fatenal Activity (#1728); and Remain cuent with assessments fom the Supeme Council Headquates (In the U.S. and Canada, this includes being fully compliant with applicable Safe Envionment equiements.) The Fathe McGivney Awad ecognizes excellence in council membeship gowth. Each yea, you council is assigned a membeship quota fom the Supeme Council. Fo the awad, gowth is consideed to be net incease ove losses though suspension o withdawal. Deaths do not count against you quota, and tansfes in o out of you council do not count fo o against you quota. You council quota can be found unde the Membeship tab in Offices Online, which is updated daily. Eligibility fo the Fathe McGivney Awad is automatically detemined by the Supeme Council and thee is no application. The Foundes Awad ecognizes excellence in the pomotion of ou insuance and fatenal benefits. Each yea, you council is assigned an insuance quota fom the Supeme Council. Fo the awad, gowth is consideed to be net gain above losses though suspensions and withdawals and tansfes fom insuance to associate membeship. Deaths do not count against you quota, and tansfes in o out of you council do not count fo o against you quota. You council quota can be found unde the Membeship tab in Offices Online, which is updated daily. Thee is no application fo the Foundes Awad as eligibility is automatically detemined by the Supeme Council. The Columbian Awad ecognizes you council s chaitable sevice activities and fatenal pogams in each of the fou Faith in Action pogam categoies below. In ode to ean the Columbian Awad, you council must complete at least fou majo pogams o activities in each of the fou categoies. Additionally, a council must conduct one essential pogam in each categoy. A council is consideed to be well-ounded when it pomotes and conducts vaious pogams that each out and help people in need. As an additional benefit, chaitable outeach pogams will help you council attact and etain membes. The following is a list of featued pogams that you council should conside: FAITH RSVP FAMILY Food fo Families COMMUNITY Coats fo Kids Global Wheelchai Mission Habitat fo Humanity LIFE Mach fo Life Special Olympics Ultasound Pogam When you council conducts one of the above featued pogams and fulfills its equiements, it will eceive two cedits fo that paticula pogam categoy. Additionally, a council must conduct one equied pogam in each categoy to be eligible fo the Columbian Awad. The vast majoity of councils ae aleady doing one o moe of these pogams, which ae designed to enich the spiitual life of the council, family and community. Requied pogams ae incedibly simple to implement, often complementing othe activities the council is aleady doing. 8 Othe Awads The Intenational Sevice Awad is pesented to councils fo the best pogams conducted in the aeas of Faith, Community, Family, and Life activities. The intenational winnes ae selected fom the winning enties submitted by each juisdiction. The fist place winnes ae ecognized at the annual Supeme Council Convention. To be consideed fo the awad, complete and submit the State Council Sevice Pogam Awads Enty Fom (#STSP). The fom, along with suppoting mateials (newspape aticles, photogaphs, etc.), should be submitted to you state council. The Contest of Champions Awad is pesented to two councils in each juisdiction: the council with the highest pecentage gowth in membeship, and the council with the highest numeical net gain in membeship. No application is equied fo this awad, as eligibility is automatically detemined by the Supeme Council. Distict Awads The New Council Awad is pesented to those distict deputies esponsible fo the development of a new council. The Sta Distict Awad is pesented to those distict deputies who attain 100 pecent o moe of the distict membeship net gain quota and the distict insuance net gain quota and have at least one of the councils in the distict ean one of the levels of the Sta Council Awad. The All Sta Distict Awad is pesented to those distict deputies who attain the Sta Distict Awad and have all of thei active councils ean the Sta Council Awad. Must have a minimum of thee active councils to be All Sta and only available in insuance teitoies. Investments The chaitable mission of the Knights of Columbus encouages councils to aise money which can then be donated to wothy causes. This mission also calls ou membes to become pesonally involved in fundaising and chaitable activities. Councils have, in the past, been known to establish a lage investment potfolio geneating passive income. This tends to undemine the chaitable fundaising aspect of ou mission. It is impotant to emembe that the Knights of Columbus has a well-eaned eputation fo giving voluntee hous and money to wothy causes, and not holding funds in investment accounts. The Knights of Columbus encouages membes to become pesonally involved in fundaising and chaitable activities by ecommending that a cap be placed on the amount of accumulated funds that a council may hold. The Supeme Council stongly advises councils not to maintain total accumulated funds in excess of $10,000, except in cetain special cicumstances. Numeous poblems fequently aise when total accumulated geneal funds (non-eamaked) exceed $10,000. Fo example: Investing and managing funds fequently causes discod and dissension among membes who may disagee about investment decisions Conflicts of inteest fequently aise when membes in the investment business seek to manage the funds The accumulation of lage sums of money may lead membes to handle those funds unwisely, despite thei good intentions Councils ae authoized to eceive funds into thei geneal account in the couse of thei odinay fatenal and chaitable activities. To the extent that these funds ae not immediately disbused fo necessay expenses and chaitable donations, they may be held in othe bank and investment accounts. Howeve, councils should neve invest o hold funds in bokeage accounts, stocks, annuities, mutual funds (othe than money maket mutual funds), bonds o othe foms such as gold, silve o platinum. The Supeme Council does not advise, 6

9 encouage, ecommend o pemit any of its councils to invest o hold funds in any type of account othe than the following: Odinay shot tem cetificates of deposit Simple savings accounts Simple checking accounts Simple money maket accounts Money maket mutual funds fowad any equest fo pemission to hold excess funds to the supeme advocate. Any individual membe who expesses an inteest in making a donation to an oganization that pomotes faith-based initiatives should be encouaged to give to his state council s foundation o to the Supeme Council s United in Chaity pogam. These donations ae tax deductible. Donations to a council ae not tax deductible. Fo example, councils may choose to place funds in excess of $10,000 in a shot-tem cetificate of deposit while waiting to disbuse funds fo an intended pupose. It is also acceptable fo a council to hold excess funds in a cetificate of deposit as a eseve to cove a known expense o liability that is coming due in the futue. The funds should be held unde the name and Tax Identification Numbe of the council, and only the offices identified in the bylaws ae to have signatue authoity ove the account. The financial offices and tustees ae esponsible fo keeping the membes infomed of whee the funds ae deposited. A pogam o committee chaiman may neve mix Knights of Columbus funds with pesonal funds. Councils should not ceate chaitable tusts with the expectation of distibuting the income geneated by a lage pincipal. These types of tusts pose seveal challenges, including: Long-tem commitment by membes to invest and manage the pincipal Risk that successo tustees may not hono the oiginal intention of the tust Sepaate tax-filing obligations, if the tust is fomed as a sepaate entity, which is usually the case Substantial legal obligations Rathe than foming chaitable tusts, councils should conside othe ways to distibute thei funds, including: State council chaitable foundations Local Catholic schools Othe local faith-based oganizations If a council detemines that it has an unusual cicumstance that equies it to accumulate o invest funds in a way that is inconsistent with this policy the gand knight should fist consult with the state advocate, who will then 7

Potocol Pope potocol should be followed by all fatenal leades. Potocol, by definition, is basic common coutesy. The Knights of Columbus Potocol Handbook (#1612) contains specific infomation govening many types of situations whee potocol is involved. Keep in mind, howeve, that whee thee is no specific ule govening a situation, you will not go wong by employing common coutesy. 9

It should be undestood that his schedule may not pemit him to attend all affais, in which case he would notify you in ample time. Speakes Speakes fo an event should be notified well in advance that they ae expected to speak. A couteous fatenal leade does not appoach a guest just befoe o duing a pogam and ask if he wants to talk. This gives the impession that you would pefe he did not speak, but if he wanted to talk, you would pemit it. Invitations Guests should be sent pope invitations in witing well in advance (at least six weeks befoe the event). All invitations should be sent in the name of and signed by the gand knight, distict deputy o state deputy, espectively. Replies may be diected to a chaiman o committee membe. The invitation should let the guest know timing, agenda, dess and any special expectations. You distict deputy, as a special epesentative of the supeme knight and state deputy, should be invited to all council functions. Gand Knight As gand knight, by vitue of you office, you and a duly elected delegate fom you council, along with the gand knights and delegates fom each council in you juisdiction, compose the state council. The gand knight and delegate, o thei altenates, elect state offices, elect delegates to the annual Supeme Convention and vote on esolutions pesented to the annual state convention. It is extemely impotant fo you and the delegate fom you council to attend and paticipate in the poceedings of the convention. By taking an active ole, you will ensue a stonge futue fo you council and juisdiction and the oveall good of the Ode. Council Audit The Semiannual Council Audit Repot (#1295) fo the peiod ending June 30 is due at the Supeme Council by Aug. 15; the peiod ending Dec. 31 is due by Feb. 15. The council tustees and the gand knight should complete the audit and send it to: Knights of Columbus, Council Accounts, 1 Columbus Plaza, New Haven, CT The epots can be found at kofc.og/foms. All thee sections of the Semiannual Council Audit Repot (#1295) must be completed, and the audit must be signed by the gand knight and at least two tustees. Schedule A Membeship A majo objective of the semiannual council audit is to econcile local council membeship ecods with those maintained by the Supeme Council Depatment of Membeship Recods. If you council uses Membe Management/Membe Billing, the equiement to complete Schedule A is satisfied. Othewise, the souces fo infomation necessay to complete Schedule A ae: (1) ecods the financial secetay maintains on ledge cads o ledge sheets, depending on the accounting system used by the council; (2) semiannual Council Rostes povided by the Supeme Council Headquates; and (3) monthly Council Statements sent fom the Supeme Council Headquates. The latte ae especially necessay fo associate to insuance, insuance to associate, tansfes out of the council and, in some instances, death tansactions ecoded as a esult of insuance claims pocessing. All discepancies between local council and Supeme Council ecods ae to be econciled, with any necessay membeship tansactions being submitted to the Depatment of Membeship Recods o local council ecods being coected as necessay to ensue ageement. Only those membes fo whom the applicable membeship tansactions have been epoted ae to be listed on the audit. If an addition o a deduction is being acted upon but has not been submitted with sufficient time fo pocessing, it is not to be indicated on the audit epot. A eview of the monthly Council Statements fo the audit peiod August though Januay statements fo the Januay audit, and Febuay though July statements fo the July audit should be completed to ensue that membeship tansactions have been eceived and pocessed by the Supeme Council Headquates. Fo the pupose of pepaing the semiannual audit only, inactive insuance membes ae excluded; they ae not to be consideed as insuance membes of the council. If an insuance membe is suspended o takes a withdawal, he becomes inactive and is consideed a deduction. Convesely, an inactive membe eactivating his membeship is an addition to be ecoded on the Re-enties line. Also, the Tansfes Assoc. to Ins. and Tansfes Ins. to Assoc. lines in the Additions 11

14 and Deductions sections must agee. Fo example, an insuance addition as a esult of an associate to insuance tansfe is also an associate deduction. Assets Undeposited Funds ae moneys in the possession of eithe the financial secetay o teasue o both. Assets labeled Bank Checking Acct. and Bank Savings Acct. will be the econciliation of the teasue s checkbook(s) showing the net cash balance(s). Outstanding checks should be deducted fom the bank statement. One indicato of the financial condition of a council is the numbe of membes in aeas and the amounts owed. Be cetain to include these figues on the epot. The teasue will funish the amounts fo Money Maket accts. fom his cash book, which should show tansfes of cash to savings accounts. Liabilities Figue fo the Liabilities section elative to the council s obligations to Supeme and state, as well as miscellaneous, will be supplied by the financial secetay fom his ecods and fom unpaid bills in his possession. Advance payment of dues by membes should be included in Advance Payments By Membes. It is a liability because it epesents dues payment not yet chageable to the membes. When a membe is suspended, the amounts he owes will appea in the Audit Repot fo the peiod in which he was suspended. If using a manual accounting system, his Membe Ledge should be emoved fom the council file on o befoe the end of the peiod in which he was suspended. This pocedue will ensue that a billing notice is not poduced duing the next billing peiod and eliminates the cayove fom one peiod to anothe of uncollectible dues o othe chages on membes who have been suspended. 16 Budgets ae useful tools, as they allow you vaious pogam chaimen to conduct pogams autonomously while woking within the confines of the budget that was appoved by the membeship. Council Budget As gand knight, you should wok with the teasue, financial secetay and tustees of you council to compae the past yea s actual figues with the budgeted figues that wee appoved by the council. The infomation obtained will be used to develop the budget fo the cuent fatenal yea. You council s budget should coespond to the fatenal yea, which coves the peiod fom July 1 to June 30. Setting you council s budget should be stated immediately afte you election as gand knight. When beginning the budget pocess, eview the actual evenues and expenses fo each pogam and activity and compae those with the budgeted figues fom the past yea. Questions to conside when setting a budget include: Wee the evenues skewed by one lage donation? Wee items that wee donated in the past now being chaged fo, thus inceasing expenses? Was paticipation in a paticula activity up o down? Did it depend on the weathe o a scheduling conflict? This could impact both evenues and expenses. Did the council chage too little o too much fo the event? Keep the budgeted figues ealistic and attainable. The figues should eflect an appoximation of the actual esults fom the pio yea, adjusted as needed fo eithe an extaodinay event o something that will be consideed nomal going fowad. They should also be based on the answes to the sample questions above. Howeve, a good ule of thumb would be to incease evenue and expenses fo the cost of inflation (appoximately 1-2 pecent). Afte the council passes the budget, it does not mean that it is set in stone. The budget should be an adaptable document, changing as cicumstances dictate. 14 This is also the time to evaluate each activity to detemine which ones the council will continue. The budget fo a new activity will eithe take the evenue and expenses fom a discontinued activity o new dollas will need to be allocated fo the new activity. Once the budget is pepaed and finalized, it should be disseminated to the membeship and adopted at a egula council meeting by a vote of the membeship. It is ecommended that this take place duing one of the fist meetings ealy in the fatenal yea. This pocess ensues that futue meetings ae utilized to the fullest and ae not taken up with voting on each poject s expense. It is also a good pactice to ensue that excess funds ae tansfeed fom the council s geneal account to a savings account, as appopiate. Membeship Pocedues The financial secetay should use the Membe Management application (the pefeed method, when applicable) o pocess a Membeship Document (#100) fo each of the following tansactions: 1. New Membe The Fist Degee establishes membeship, and the ecoding of that degee is equied to activate fatenal benefits. Immediately (within 24 hous) following the Fist Degee, the financial secetay will pocess the Membeship Document (#100) by mail o . Whethe you mail o send an of the Membeship Document (#100) to the Supeme Council Office, always copy the geneal agent. This will ensue that the new membe is ecoded on the council oste and that the geneal agent eceives a copy of the Membeship Document (#100). (Note: If the field agent is pesent at the degee, he may pick up this document fo delivey to the geneal agent.) The council should always etain a copy of the Membeship Document (#100) fo its ecods. When sending the Membeship Document (#100) via , thee is no need to send a had copy. 2. Juvenile to Adult Juvenile to Adult constitutes a specific categoy fo an applicant fo membeship who holds an in-foce insuance policy that was issued while he was unde 18 yeas of age. His application is to be pocessed as a Juvenile to Adult tansaction. The juvenile policy numbe should be included on the Membeship Document (#100), if available. If the pospect applies fo membeship pio to his 19th bithday, the maximum initiation fee that can be chaged is $5.

17 3. Reinstatement This tansaction can be used if membeship temination has been fo a peiod of thee months o less. Reinstatements can only take place in the council fom which the membe was suspended o took a withdawal. A einstatement will not eflect a beak in membeship. No council vote is equied. 4. Readmission This tansaction is appopiate if membeship temination has been fo a peiod of moe than thee months and up to seven yeas. The applicant may be eadmitted into the council of his choice. Council vote on his membeship is equied, but action by the admission committee is nomally not needed. 5. Reactivation The pope tansaction fo eenty of an inactive insuance membe is eactivation. An inactive insuance membe has been suspended fo nonpayment of dues but maintains an in-foce Knights of Columbus insuance cetificate. 6. Reapplication When an applicant has been out of the Ode fo moe than seven yeas, eapplication is the pope tansaction to be used. He may eapply to the council of his choice, and the e-applicant need not etake his degees if he satisfies the admission committee that he s aleady done so. He pays no initiation fee. 7. Tansfe A membe in possession of a cuent membeship cad may tansfe to any council of his choice by applying though a Membeship Document (#100). The eceiving council accepts the application fo tansfe unde the elective pocedues. Please note that a tansfe is initiated only by the eceiving council. Membes cannot be tansfeed out of a council. 8. Withdawal The withdawal tansaction cannot be epoted by using the Membeship Document (#100). Rathe, a pesonal, signed communication fom the membe equesting withdawal (esignation) is equied to be sent to the council and fowaded to the Supeme Council Headquates. A membe can esign whethe he is cuent in dues o in aeas. The only stipulation is that he must be eligible fo e-enty as of the date he files his lette of withdawal with the council o assembly. Withdawal is not an option fo a felon, non-pactical Catholic, o someone who has been suspended o expelled unde Section 162 of the Ode s Laws. Those membes who apply fo and ae ganted a withdawal do Completed Membeship Documents (#100) can be scanned and ed to membeship@kofc.og and to the geneal agent of you council. This saves time and money and ensues that tansactions ae posted to you council s account quickly. Pefeably, any updates to a membe s status should be made though the Membe Management application located in Offices Online. not maintain continuous membeship. The membeship ecod will eflect a beak in sevice. If the applicant fo withdawal is an insuance membe, he will be ecoded as an inactive membe and will emain in that status on the council oste as long as his insuance is in foce. The council continues to be esponsible fo Supeme and state council assessments on inactive membes. Howeve, a $9 cedit is applied to the council s account the month following the annivesay date of the membe s insuance policy to offset such assessments. Upon eceipt of a valid withdawal equest, the Membeship Recods Depatment will pocess the equest and a lette fom the Supeme Knight will be sent out to the fome membe acknowledging that thei withdawal was pocessed and poviding infomation on how they can once again become a Knight in the futue should they wish to join a council o join online as an emembe. The State Retention Chaiman is copied on each of these lettes so that the state council can follow up and attempt to etain each of these withdawals. 9. Suspension NonPayment A membe must be in aeas fo at least thee months befoe he can be suspended fo nonpayment. Any membe in that status, howeve, is to be advised that a cuent membeship cad is equied fo attendance and paticipation at all Knights of Columbus business meetings and ceemonial exemplifications. A cuent membeship cad is defined as one beaing a DUES PAID TO date equal to o geate than the cuent date. Because this categoy of suspension epesents the lagest goup of losses to ou Ode each yea, it is of vital impotance that pope billing pocedues be followed befoe active membeship is teminated by suspension. 15

18 As in the case of a withdawal, a suspended insuance membe goes to an inactive status and emains on the council olls. Because of this fact, the council is esponsible fo Supeme and state levied assessments and also eceives the annual $9 cedit, as explained in the peceding section. 10. Death As soon as possible afte the death of a council membe, a Membeship Document (#100) should be submitted to the Supeme Council Headquates fo pocessing with the complete date of death and suvivo infomation included. If Membe Management is used to epot this tansaction, thee is no need to submit additional documentation. Deceased membes ae emembeed in daily Mass at St. May s Chuch, New Haven, CT the bithplace of ou Ode. 11. Disability Relief fom Payment Those bothe Knights who ae unable to engage in any occupation fo a peiod of at least six months may apply fo waive of dues unde Section 118(e) of the Ode s laws. Evidence of total disability must be funished to the Supeme Council Headquates, along with the Application fo Relief fom Payment of Council Dues and Supeme and State Council Pe Capita Chages (#1831). The Application must be signed by the disabled membe, the gand knight and the financial secetay. All disability waives expie on Dec. 31 of each yea and must be enewed duing the 90 days pio to expiation. A lette is sent fom the Supeme Council Headquates equesting confimation of continued disability duing Octobe and must be signed by the gand knight and financial secetay. The lette is then etuned diectly to the supeme secetay s office. Council membes who ae exempt fom dues payment unde Section 118(e) ae to be issued a Membeship Cad (#154) on a calenda yea basis. In the case of a membe qualified fo exemption unde both Sections 118(e) and 118(d) honoay life the honoay life designation takes pecedent. 12. Suspension Lack of Pactical Catholicity One of the equiements fo membeship in the Knights of Columbus is pactical Catholic in union with the Holy See. In ode to emain on the active olls of you council, a cuent membe must maintain his pactical Catholicity. On occasion, howeve, membes leave the faith, may outside of the Chuch o othewise lose that status. In such cases, they fofeit thei membeship ipso facto by vitue of the fact. 16 Befoe a suspension fo this infaction can be pocessed, tangible evidence to suppot a suspension unde Section of the Laws of the Ode is equied. A statement must be on file in the Supeme Council office fom the council chaplain o the membe s paish piest to the effect that the man in question is no longe a pactical o pacticing Catholic. A statement signed by the membe admitting to the infaction giving ise to the attempted suspension is also acceptable. One of these statements, along with a completed Membeship Document (#100), must submitted in ode fo suspension pocessing can be initiated. This tansaction is NOT counted against Supeme Council awad quotas. 13. Suspension Felony Conviction Section of the Laws of the Ode stipulates fofeitue of membeship fo a felony conviction. A felony is geneally one whee the potential penalty is geate than one yea incaceation. To substantiate conviction, the financial secetay must submit: a newspape account of the conviction, witten confimation fom the posecuto o a cetified copy of the cout documentation. Poof of conviction should include a desciption of the cime as a felony. Any ONE of the afoementioned poofs of conviction, cetification that the individual convicted is known by the financial secetay to be the membe to have his membeship fofeited and a completed Membeship Document (#100) ae sufficient fo suspension unde Section This tansaction is NOT counted against Supeme Council awad quotas. 14. Suspension Misconduct Detailed instuctions on filing complaints against a membe, his ights to plead and tial ae found in the Laws of the Ode, Chapte XIX, Sections A completed Membeship Document (#100) and all papewok esulting fom compliance with Chapte XIX of the Laws of the Ode must be submitted to the Depatment of Membeship Recods befoe the suspension pocessing can be initiated. Membeship Pocedues Tansfeing Online Membes Tansfeing Online Membes Online Membes assigned as pospects to councils will appea in the council s Pospect tab in Offices Online. This tab will only be seen by gand knights and financial secetaies. Councils will not have an Unassigned tab. Once the council has gone though the admissions pocess, and the membe has taken his Fist Degee, they can tansfe him by simply adding the date ead in the Gand Knight Appoval (Date Read) section, and the Fist Degee date in the Financial Secetay (Ceemonial Date) section, and clicking the update button. These two dates can be added sepaately, but once the Fist Degee date is added, the tansfe will be pocessed. 20 Honoay and Honoay Life Membeship Requiements and Ceemonial Honoay Membeship Membes who have attained the actual age of 65 yeas and who have been membes of the Ode fo 25 consecutive yeas shall be designated as honoay membes. If the 25 yeas of continuous sevice is calculated fom the last date of enty, the awad is automatic. If 25 yeas of unboken sevice was achieved pio to a suspension o withdawal tansaction, the distinction must be equested by contacting the Depatment of Membeship Recods. The honoay membeship distinction includes a plastic membeship cad that is sent to the financial secetay fo pesentation to the membe at a suitable occasion. In the case of automatic pocessing, the cad includes degee infomation, povided the membe s ecod at the Supeme Council Headquates indicates that he is a Second o Thid Degee. In the case of a manual submission, the financial secetay can also indicate degee infomation when contacting the Depatment of Membeship Recods. It allows councils to establish by-laws electonically, eceive automatic appoval, submit a equest fo pinting (if the council wishes to have the by-laws pinted by the Supeme Council), and maintain a histoical file of by-laws that had peviously been submitted and appoved though the By-Laws Online application. The pogam is available to gand knights, financial secetaies and advocates of councils. The Supeme Council established the By-Laws Online pogam to ensue that all councils and assemblies ae using a unifom set of pocedues. Since it established the By-Laws Online pogam, the Supeme Council is no longe accepting o eviewing 20

23 council by-laws that have not been pepaed using the online template. If a council wishes to amend its existing by-laws, it must use the online template to do so. Cetified Council Fist Degee Team As gand knight, you ae diectly esponsible fo the fomation o continuation of you council s Fist Degee team. When you council has its own Fist Degee team, it has geate oppotunities to conduct degees, which allows fo the welcoming of moe membes into you council. If you council needs to fom a Fist Degee Team, a team can be fomed with fou membes and you council s financial secetay. This small goup can be consideed the nucleus of the team. Additionally, you council chai offices may assume degee team oles, but the oppotunity to assume a ole should be open to all membes of you council. Although the Fist Degee may be conducted by eading the pats, the pefomance of memoized pats emains the pefeed method fo the Fist Degee. The distict deputy is esponsible fo cetifying team membes as soon as thei pat is memoized and they ae able to delive it in an inspiing manne. Once all team membes have memoized thei pats and ae able to delive the Fist Degee in an inspiing manne, then the team will be cetified by the distict deputy. Fist Degee Ceemonial Guidelines The financial secetay o gand knight odes Candidates Kits (#531) by logging into the Offices Online section of the Knights of Columbus website and clicking the link to Supplies Online. Each candidate kit consists of a osay, a paye cad, a Membeship Application, a Knights of Columbus lapel pin and a copy of the booklet These Men They Call Knights (#937), along with infomation on the Shining Amo Awad. The gand knight is in chage of this degee which may be confeed pio to, duing, following o sepaately fom a egula council meeting. The degee team offices need not be cuent chai offices. Degee team offices may wea the Supeme Council Ceemonial Baldic ove a dak-coloed business suit with the council medal of office. Reading degee pats is allowed, until futhe notice, as is use of the Fist Degee Video Poduction (which can be found in Offices Online). Even though eading is allowed, memoization is the pefeed method of delivey. A team may exemplify the degee befoe it is cetified by the distict deputy. When the team is eady fo cetification, the gand knight shall equest the distict deputy to cetify the team on a mutually ageed date and time. 21

24 The financial secetay, along with the waden should be the custodian of the books, CD and DVD. Fo a Fist Degee Team to be cetified it will have to delive the ceemonial fom memoy. When the team has been cetified, the distict deputy shall apply fo a cetificate and cetification cads using the Notice of Cetification of Fist Degee Team (#543), available at kofc.og/foms. This fom may be ed to ceemonials@kofc.og. When a Fist Degee Team is cetified, the distict deputy will be mailed the Team Cetification Cetificate (#1984), and the gand knight will be mailed each membe s cetification cad and Fist Degee Team Pocket Tokens. The financial secetay will eceive a copy of the lette infoming the gand knight of the need fo an evaluation. The Evaluation of Financial Secetay (#1938) instucts the gand knight, council tustees and distict deputy to evaluate the financial secetay by checking one of fou designations on the fom, ating him on eight aeas of his pefomance. Space is also povided to indicate ecommendation o non-ecommendation fo eappointment, and the cuent occupation of the financial secetay. The completed evaluation must include the signatues of the gand knight, tustees and the distict deputy. The fom is sent to the state deputy fo his endosement and will be fowaded to the supeme knight. Financial Secetay appointment foms ae located online at kofc.og/foms. If the financial secetay must esign fom office befoe the end of his tem o if he does not wish o is unable to continue beyond his thee yea tem, he should submit a lette of esignation to the supeme knight indicating the effective date of his esignation and the eason fo doing so. When the lette of esignation is acknowledged by the supeme knight, you will be sent complete instuctions and foms fo the appointment of a successo to the office. The council should host a Fist Degee ceemonial at least monthly. A candidate need not tavel fa o wait extended peiods of time to join his council. The gand knight shall notify the distict deputy of degee dates. Evey degee is to be epoted. If the distict deputy is pesent he should epot the exemplification on the Degee Exemplification Repot (#450). If the distict deputy is not available to attend the degee, the gand knight o financial secetay should epot the exemplification using the same epot fom. This epot can be completed online by visiting kofc.og/foms. Financial Secetay Evaluation Ninety days pio to the conclusion of you council s financial secetay s thee-yea tem, you will be advised that an evaluation of the financial secetay s pefomance in the office must be made and etuned to the Supeme Knight befoe consideation will be given to eappoint him fo an additional thee-yea tem. Eligible candidates fo appointment as financial secetay ae: 1. Thid Degee membe of the Ode. 2. at least 21 yeas of age. 3. not engaged in the sale of life o health insuance fo anothe oganization. 4. not a convicted felon. 5. not elected to anothe office within you council. You must complete the Nomination fo Appointment (#FS-103) and obtain the signatue of you council s tustees. The nominee must complete the Application fo Appointment as Financial Secetay (#FS-101) and both foms must be submitted to the Supeme Council office. The supeme knight will make the appointment, which will be mailed diectly to the newly appointed financial secetay with copies to you, the state deputy, executive secetay, distict deputy, and geneal agent. The appointment takes effect on the date it is issued and will un fo a peiod of thee yeas fom that date. 22

In addition, a council with a Fist Degee team has the ability to conduct degees moe fequently, allowing them to welcome moe new membes than a council without a Fist Degee team. The Fist Degee is unde the diect supevision of the council s gand knight, who is esponsible fo appointing membes to the team. Remind the gand knights in you distict that the cuent chai offices may assume oles on the degee team, but the oppotunity to assume a ole on the team should be open to all membes of the council, even if those membes fill back-up oles. Distict Deputy It is extemely impotant that you ensue that the gand knight and the delegate fom each council in you distict attend and paticipate in the poceedings of the annual state convention. As distict deputy, you ae also consideed an impotant pat of the state council. As such, you ae expected to attend the oganizational meeting, the mid-yea membeship meeting and the annual state convention. By taking an active ole, you will ensue a stonge futue fo each council in you distict, you juisdiction and the oveall good of the Ode. Degee Wok Within You Distict As a distict deputy, you ae esponsible fo all of the degees held in you distict. At the conclusion of any degee exemplified in you distict, epot that degee to the Supeme Council Headquates by completing the Degee Exemplification Repot (#450). You should complete and submit this epot even if you wee unable to attend the degee. This epot can be completed online by visiting kofc.og/foms. Fo each council in you distict to be successful, encouage them to conduct thei own Fist Degee Ceemonial. Point out to you councils leadeship teams that a Fist Degee team only equies fou membes plus the financial secetay to fom the nucleus of the team. Once the degee team membes ae set and they ve had an oppotunity to study thei assigned pats, you have the esponsibility of cetifying the team. To cetify a Fist Degee team you must obseve the team membes deliveing thei oles. Although the Fist Degee may be conducted by eading the pats, the pefomance of memoized pats emains the pefeed method. Individual team membes should be cetified as soon as thei pat is memoized and they ae able to delive it in an inspiing manne. Once all team membes have memoized thei pats and ae able to delive the degee in an inspiing manne, the Fist Degee team, as a whole, will be cetified. Keep the following point in mind when pepaing to cetify a team: Memoize the pat wod-fo-wod, but delive it fom the heat. This means a wod o phase may be tuned aound and should not be held against a membe that has eally leaned his ole. If he has not leaned his pat, be pofessional and suggest he wok a little moe befoe cetifying him. Be sue to include the membeship numbe fo each degee team membe and to check the box indicating that each pat is completely memoized on the Notice of Cetification of Fist Degee Team (#543). 23

26 Individual team membes can be cetified by using the Notice of Cetification of Fist Degee Team (#543). Only include infomation fo the team membe[s] you ae cetifying. The Supeme Council Headquates will monito the pogess of cetification fo the entie team and will automatically mail the Cetificate once all team membes ae cetified. When a Fist Degee Team is cetified, the distict deputy will be mailed the Team Cetification Cetificate (#1984). The gand knight will be mailed the team membes cetification cads as well as Fist Degee Team Pocket Tokens fo each cetified degee team membe. Official Council Visits As distict deputy, you ae the official epesentative of the supeme knight and you state deputy when you make you official council visits. These official visits should be made at a minimum of two times pe yea. Afte each official visit, you ae expected to complete and submit the epot of you visit to the Supeme Council Headquates. This epot assists you and the Supeme Council Headquates to detemine if the council waants additional assistance to maintain its viability. Distict Deputy Expense Fom The Supeme Council Headquates coves cetain distict deputy tavel expenses. You expenses should be submitted on the Distict Deputy Expense Fom (#267). These expenses may be submitted as a esult of taveling fo installations of offices, degee exemplifications and council visitations. 30 Knights of Columbus Installation of Council Offices Installation of Offices It is you duty to install the offices of each council in you distict. Accoding to Sec. 129 of the Laws of the Ode, each council office, unless excused by a vote of his council, must pesent himself fo installation at a (mutually ageed upon) time. The time must be specified in a notice issued by o though the distict deputy o state deputy. The distict deputy o state deputy also have the ight to excuse a council office fom the installation. The installation ceemony is detailed in the Installation of Council Offices (#770). You should pepae to conduct the installation as pescibed in the ceemonial book. Awads Pesentations Each yea, the Sta Council, Fathe McGivney, Foundes and Columbian awads ae fowaded to the distict deputy of ecod (except whee othewise equested by the state deputy) fo pesentation. Dissolution of Councils Wheneve the boad of diectos odes a council dissolved, you must follow any diections you eceive fom the supeme secetay egading the tansfe of membeships and the disposition of books, papes, ecods, accounts and moneys of the council. Dissolved Councils A new council may not be established in a location that was the site of a dissolved council without fist obtaining appoval fom the boad of diectos. 31 Financial Secetay You have been selected by you council and appointed by the supeme knight. Though you pofessionalism, accuacy, stong oganizational skills and timeliness, you council will be financially stong and able to conduct chaitable pojects in you paish and community. If you must esign fom office befoe the end of you tem o if you do not wish to continue beyond the end of you thee yea tem, you should send a lette of esignation to the supeme knight noting the effective date of you esignation and the eason fo doing so. This should be done as fa in advance as possible, as sufficient time is needed to secue othe applicants fo the position and to pocess the papewok necessay fo the appointment. Financial Secetay Compensation The boad of diectos has set the compensation to be paid to the financial secetay, and evey council should have bylaws that confom exactly to this policy: Fom the council an amount no less than 8 pecent and no moe than 10 pecent (to be detemined by the council) of the moneys collected fo dues fom both insuance and associate membes. The financial secetay is fee to waive this compensation at his discetion. Lump sum payments ae not allowed as compensation to the financial secetay. The pupose of compensation on the pecentage basis is to pay the financial secetay accoding to the effectiveness of his collecting fom membes all moneys due to the council. Such collection is the fist duty of his office listed in Section 139 of the Laws of the Ode. The financial secetay eceives compensation fom his council fo dues collected only. He does not eceive compensation fo initiation fees o any othe eceipts. Fom the Supeme Council Headquates the financial secetay annually eceives at the end of each calenda yea $.40 fo each life insuance cetificate egisteed to the council and in foce at the end of the calenda yea. The payment fom the Supeme Council is made annually in Januay to the financial secetay of ecod on Dec. 31. If moe than one peson seved in the office duing the yea, it is expected that the financial secetay eceiving the awad will shae it on a po-ata basis with his pedecesso. The appoved compensation is fo pefomance of the egula duties of the office of the financial secetay accoding to the Laws of the Ode. The council may awad additional compensation to a financial secetay fo exta duties which he pefoms at the council s diection beyond those equied by the Laws. Income Tax Requiements The annual gant fom the Supeme Council and any payments fom you local council ae subject to income tax. Accodingly, you ae equied to epot the total amount eceived on you pesonal tax etuns. In the United States, the Supeme Council will issue you a Fom 1099-MISC should you gant exceed $ Fo Canadian councils, a T4A slip will be issued if the gant exceeds $ You must epot the gant as income on you pesonal tax etuns, even if it falls below the theshold fo issuance of a Fom 1099 o a T4A tax slip. You ae not teated as an employee of eithe the local council o the Supeme Council. Bonding The financial secetay, upon appointment by the supeme knight, is automatically bonded at no chage to the council in the amount of $5,000. The same is tue fo the council teasue. Councils may equest additional coveage at a cost of $7 pe thousand by witing to the supeme secetay. 29

Offices Online Financial Secetay Section The Offices Online website, accessed fom the main Knights of Columbus webpage, povides you with access to you council s membeship oste and financial statement. You access to this website is ganted once you appointment is appoved by the supeme knight. This site lets you keep tack of you council s pogess fo both membeship and insuance gowth, which is useful infomation towad the eaning of the Sta Council Awad. In Offices Online, you will see a Pospect tab in which you can view Online Membes who ae assigned as pospects to you council. Once the council has gone though the admissions pocess, and the membe has taken his Fist Degee, they can tansfe him by simply adding the date ead in the Gand Knight Appoval (Date Read) section, and the Fist Degee date in the Financial Secetay (Ceemonial Date) section, and clicking the update button. These two dates can be added sepaately, but once the Fist Degee date is added, the tansfe will be pocessed. Once the update is submitted, the membe will be automatically tansfeed into his new council. The council will not need to submit a Fom 100. If, fo some eason, the Online Membe is not going to tansfe into the assigned council, the council may eject the membe by clicking eject and selecting a eason fom the dop-down menu. Rejecting an Online Membe fo tansfe will esult in the membe eappeaing in the Unassigned section of the state s Pospect tab. A ejection will not tigge an to state offices. Afte signing into Offices Online, as financial secetay, you have the ability to ode council supplies, which can be chaged to you council s account. Click on Supplies Online to view the mateials available and place you ode. Gift items ae also available by clicking on the Knights Gea logo, which bings you to knightsgea.com. Though this website, you council can also ode customized appael (e.g. t-shits with you council s name and numbe). Anothe esouce available though Offices Online is the Offices Desk Refeence. 33 The Ode s accounting system and membe database, Membe Management/Membe Billing, is also located in the Offices Online section of the Ode s website. This system allows you to manage financial tansactions; ceate, edit and achive eceipts, vouches, assessments and adjustments; maintain a list of accounts and sub-accounts, payee/payo lists and council defined sub-classes fo billing (militay, students, etc;), poduce billing notices; and manage payments eceived fom membes. The Membe Billing Application The Membe Billing application woks in conjunction with the Membe Management application. Initial Setup fo Fist-Time Uses If you council has just stated to use Membe Billing, thee ae a few steps that ae equied pio to geneating an assessment. Setting up you council s billing infomation: Billing Infomation Membe Billing allows you to assess dues to membes annually o semiannually only. The billing schedule must be selected as calenda o fatenal yea. Also, once the billing fequency has been established, the billing emittance addess needs to be selected eithe you council s mailing addess o the financial secetay s mailing addess. Class List This sceen is whee the amount of the council s dues is enteed. (The amount of annual dues fo honoay membes in the council is based on the sum of state and Supeme Council pe capita taxes and othe levies. The annual dues fo honoay life membes is specified in the Laws of the Ode and cannot be updated in Membe Billing.) Subclass Council subclasses can be ceated fo membes fo whom the council wishes to educe the dues amount. Fo example, a council may wish to waive o educe dues fo students. A subclass of students can be added, along with the ate of the educed dues. Once established, membes associated with a subclass will need to be assigned to the subclass on the membe s Billing Infomation sceen, located in the Membe Infomation section. Reason fo Assessments This is equied if you council plans to assess membes fo any special o miscellaneous assessments. Reason fo assessments can be added on the Event/ Assessments sceen in the council s Billing Infomation sceen. Setting up the membe s billing infomation: Membe Class Displays the membe as a egula, honoay, o honoay life membe Sub Class Membes may be assigned as pat of a sub class and eligible fo educed dues (militay, student, etc.). Disability Membes that ae on disability and noted as Yes on the membe s Billing Infomation sceen, will not be assessed dues. Nothing else is equied to ensue that they ae not assessed. Do Not Assess This povides the ability to not assess dues fo membes who may have a special cicumstance, such as financial hadship, whee the council decides not to assess dues fo a cetain peiod. (Honoay life o disabled membes ae not included in the dues assessment pocess, so this option does not need to be selected fo these membes.) Do Not Send Bill This povides the option of not sending a billing notice to specified membes fo any eason. (The membe will still be assessed, but a notice will not be geneated.) Delivey Pefeence This identifies the pefeed method by which the membe wishes to eceive his billing notice mail, o both. Language Pefeence This allows a billing notice to be geneated in a diffeent language. Billing Addess Infomation This section allows the financial secetay to update a membe s contact infomation, including his addess, telephone numbe, fax numbe and addess. These changes will also be eflected in Membe Management to alet the Membeship Recods Depatment at the Supeme Council Headquates. Pio to geneating the initial dues assessment, if thee ae membes with an outstanding balance fo pevious billing peiods, these ecods should be updated in the Membe Ledge: Billing Status When a dues assessment is pocessed fom the Pending Assessment sceen, 31

34 the billing status fo all membes will be changed to Fist Notice. Fome membes that ae listed in Membe Management/Membe Billing can be manually changed to Pio o Deceased status. Adjustments The Adjustment section on the bottom of the Membe Ledge sceen can be used to geneate a chage adjustment fo membes with an outstanding balance. Sepaate adjustments should be added if a membe owes money fo othe assessments (initiation fee, miscellaneous fees, etc.). If a membe has paid dues o othe assessments fo futue peiods, a cedit adjustment should be added. Payment of dues should NOT be ecoded hee, but though the Dues Collection Tool found unde the Receipts section of the Council Ledge. (This is the same pocess as assessing new membes fo dues o initiation fees afte they have been ecoded at the Supeme Council Headquates and added to Membe Management/Membe Billing.) Billing Membes A dues assessment can be geneated fo all billable membes on the Ente Dues Assessment sceen by clicking on Assessments unde the Council Ledge section: Billing Cycle Dues can be billed fo the calenda yea o the fatenal yea. (The default fo the billing peiod is pedetemined by the billing fequency, which is selected in the Billing Setup section.) As of Date All bills have a date that indicates how much is owed at the time the dues wee assessed. Dues can be assessed in Membe Billing as ealy as 60 days pio to the billing peiod. Howeve, the As of Date cannot be set moe than 15 days pio to the billing peiod. The date used fo the As of Date when geneating a dues assessment also should be used fo any special o miscellaneous assessments. Assess Dues This will place the dues assessment in a pending status, which can be pocessed on the Pending Assessments sceen. All special o miscellaneous assessments should be assessed on the Assess Othe sceen befoe pocessing the dues assessment. A special o miscellaneous assessment can be geneated fo selected membes using the Assess Othe sceen unde Assessments in the Council Ledge section. Chage To This specifies who will be assessed the additional chage and is selected by membe type. ( All Billable will assess all egula and honoay membes; All Membes will assess all egula, honoay and honoay life membes; Honoay will assess only honoay membes; and Honoay Life will assess only honoay life membes). Voluntay o Mandatoy If an assessment is a voluntay assessment, a notation will display on the membe s bill showing that this assessment is voluntay and payment is optional. Voluntay assessments equie a valid Though Date. A valid Though Date should be selected well in advance of the last day of the billing cycle (i.e. if using a calenda yea billing cycle, select a date of June 1 well in advance of Dec. 31). Afte this date, you have the ability to initiate a pocess that will geneate a cedit tansaction fo all membes that did not pay the voluntay assessment. Mandatoy assessments will emain on the Membe Ledge until the membe pays the assessment o the tansaction is voided on the Membe Ledge. Reason fo Assessment This is a equied field, and if the Reason fo Assessment does not appea in the dop down list, it can be added on the Event/Reason sceen unde the Billing Infomation section. Assess Othe This will place any special and miscellaneous assessments in a pending status, which can be pocessed on the Pending Assessments sceen. All special o miscellaneous assessments should be assessed on the Assess Othe sceen befoe pocessing the dues assessment. All pending assessments can be posted to the Membe Ledge fom the Pending Assessment sceen. When the Pocess Assessment is clicked, the billing status fo all membes will change to Fist Notice. 32

35 The council offices should continue to follow the Pope Billing Pocedues Including Use of the Notice of Intent to Retain (#1845A) instuctions. This section instucts the financial secetay on the steps necessay to geneate notices in the Membe Billing Application and assumes that all potocols unde #1845A have been followed. Geneating Notices Once the pending assessments ae pocessed, the Fist Notice can be geneated fom the Notices section of the Pint Cente in Membe Billing. (If the espective offices names o telephone numbes do not display on the Notice, the data can be added on the Council/ Assembly Offices Cuent Yea sceen in Membe Management.) Notices can be sent via , o pinted and mailed, based on delivey pefeences on the membe s Billing Infomation sceen. Thee is also an option to geneate a file copy of all Notices to membes. Membe Billing also povides the ability to an individual Notice to membes who have been added to Membe Management/Membe Billing. Once the membe delivey pefeence is set to o both, an Notice icon will appea on the Membe Ledge o membe s Billing Infomation sceens. Thity days afte the As of date, you can update all membes cuently in the Fist Notice status to Second Notice status by using the Update Status sceen unde the Assessment section of the Council Ledge. At this time, the Financial Secetay will povide the contact infomation and amount due fom each membe in aeas to the etention committee fo pesonal follow up. Thity days afte the As of date of the Second Notice status, the Financial Secetay can update all delinquent membes to Knight Alet status by using the Update Status sceen unde the Assessment section of the Council Ledge. The Knight Alet lette being sent to the membe explains how his membeship is in dange of being fofeited as a esult of unpaid dues. The Knight Alet lette cannot be sent electonically because it equies the signatue of the gand knight. Fifteen days afte the As of date of the Knight Alet status, all membes cuently in Knight Alet status can be updated to Intent to Retain status by using the Update Status sceen unde the Assessment section of the Council Ledge. A Notice of Intent to Retain can be geneated in the Billing section of the Pint Cente, infoming the membe that his delinquency has put his membeship in jeopady. Copies of the Notice of Intent to Retain must be mailed o ed to the Supeme Council. Sixty days afte the Notice of Intent to Retain has been filed, a Fom 100 maked fo suspension will be equied to be filed at the Supeme Council to actually emove a membe fom the council s oste.. Individuals who have been assessed fo the cuent billing peiod, but have become fome membes, need to have any outstanding balances and thei billing status manually updated on the Membe Ledge sceens. 36 Pocessing Payments fom Membes Unde the Receipt section of the Council Ledge, thee is a Dues Collection Tool to ecod membes payments. The Dues Collection Tool is used if the membe pays his outstanding balance in full. If a membe does not pay the full amount o includes a donation to the council o special fund, the payment should be ecoded on the Ente Receipt sceen to ensue that the pope accounts/subaccounts ae ecoded popely. If his payment includes money fo a special o miscellaneous assessment, a Reason fo Assessment must be enteed in the Event field. Once the Save button is clicked on the Dues Collection Tool sceen o the Ente Receipt sceen, this will place the tansaction in pending status. Pending tansactions can be pocessed on the Pending Receipt sceen. A Repot of Receipts is available unde the Teasue Repots in the Pint Cente of Membe Billing. Thee ae fou epots available: two fo pending eceipts and two fo posted eceipts. (Posted eceipt epots will display signatue lines fo the financial secetay and teasue, which seve as a ecod that the teasue eceived these moneys. If the teasue s name does not display on this epot, add his data on the Council Offices Cuent Yea sceen in Membe Management.) Pocessing Receipts Fom Othe Souces These moneys can be ecoded in Membe Billing using the Ente Receipt sceen unde the Council Ledge. Membe o Payo Pio to enteing the eceipt infomation, you must seach fo a membe o a payo. (A payo is an individual o entity that is not a membe of the council. A payo can be added to Membe Billing on the Add a Payee/Payo sceen unde Billing Infomation). Once a seach has been conducted, the esults will appea in the Seach Results box to the ight. Click on the desied membe o payo so that it is highlighted in a blue banne. Click the Select button to populate the date and membe/payo in the Ente Receipt section on the bottom of the sceen. Continue to ente the emaining infomation. Once the Save button is clicked, the tansaction is placed in Pending status. Pending tansactions can be pocessed on the Pending Receipts sceen. Geneating Membeship Cads Membeship cads can be geneated fo membes using the Membeship Cad section of the Pint Cente in Membe Billing. Pint membeship cads using the By Membe Type featue, theeby having these cads eady fo pesentation when the membe emits his payment fo dues. Membeship Cad (#4817) stock pape can be odeed though Supplies Online. (Cads come eight to a sheet with 25 sheets to a package, fo a total of 200 cads.) 37 SUPREME OFFICE COPY Ode on Teasue (Vouches) Afte a bill has been popely appoved fo payment, the financial secetay initiates issuance of a check by geneating a vouche in Membe Billing unde the Vouche section of the Council Ledge. He then pints a Repot of Vouches fo the gand knight s signatue, which authoizes the teasue to issue the check. Tustees, when conducting the semiannual audit, should compae the Repot of Vouches to the checks issued that ae ecoded in the bank statement and check book. Suspension of Council The financial secetay should be awae of the need to make payments to the Supeme Council within the time limits allowed unde Section 156 of the Laws of the Ode. Failue to make payment within the time limit will esult in suspension of the council. When a council is suspended, the boad of diectos equies the supeme secetay to send a Notice of Suspension to the gand knight, with copies to the distict deputy and state deputy. Section 156 povides fo a gace peiod of 100 days fo each levy fom the fist of the month in which the levy is made.
