A reference was made to the matter n the afternoon and the Premer quoted Mr. Hays' statement to hm that 9G per cent. the employes were Canadans or Brtsh subjects and only 3 per cent. Amercans. Last evenng Sr Wllam Mulock road a very nterestng batch correspondence between hmself as Mnster Labor and Mr. Hays the Grand Trunk. n theso letters ho voced the complants the nsttute Amalgamated Engneers and demanded an explanaton from the company. Mr. Hays repled n a general way at frst and n the second nstance sad t was not possl)c wthout much delay to get the nformaton asked for. The Mnster Labor repled yesterday to ths letter complanng that the company had not shown suffcent ndustry and declarng that the reply was not satsfactory. Sr Wllam added for the nformaton the House that the Government proposed to get the nformaton n other ways f the company would not fursh t. Thte Government's atttude was to secure the work for Canadans so long as Canadans were avalable. f t were necessary to do so the alen labor law would he amended to make t even stronger than the Amercan law whch orgnally gave rse to t. Tho employment one man was as much a volaton tho sprt the law as many men. The Opposton led by Mr. E. F. Clarke took the ground that the Government should have taken the matter up before now and not confne ther efforts to wrtng a few letters Tho balance the day was spent n dscussng the ralway bll n commttee and slght progress was made. A number prvate blls were ntroduced. One Rule Navgaton. Hon. Mr. Prontane ntroduced a bll respectng tho navgaton Canadan water.s whch ho explaned s ntended to remove the dffcultes n connecton wth conflctng rules navgaton observed by Canadan and Unted States marners. After fully consderng the matter tho Canadan Marne Assocaton had concluded t would bo better to have one rule and were wllng now to adopt the Unted States rules. Tho bll had for ts object the adopton unform rules. Natonal Telephone System. Upon tho orders the day beng called Mr. SV. F. Maclean moved the adjournment tho House n order to call the attenton the Government to tho advantage natonalzng tho telephone and telegraph servces the country. Ho complaned that the Mnster Justce had not fulflled hs promse to brng n a bll provdng for the natonalzaton telephones and promsed to brng the matter up agan as an amendment to the moton to go nto supply. Mr. Ftzpatrck asked when he had made any such promse. Mr. Maclean sad the promse had been to ntroduce a measure regulatng the telephone and telegraph systems and such a bll would necessarly nclude such a provson. Muncpaltes Could Not Agree Mr Ftzpatrck repled that n 1902 he had ntroduced blls whch were held over for consultaton wth tho Lmon Muncpaltes wth the result that when the representatves the muncpaltes met no two Mayors could agree as to what course ought to be pursued and tho result was that nothng was done.
