The death Judge Bckerton wmnm? a verv well known face from among our mdst. He was one the most whole hearted genal our ctzens. Apart from hs legal stng he was endeared to many by hs kndly manners hs generosty. Lng on these shores a stranger havng to fght hs way upward, he never forgot hs early days was always kndly helpful to any young man who had hs way to work n the world. --Many a man today remembers the word spoken n season, the helpng h the dead judge. Hs funeral, whch was postponed yesterday on account the nclement weather, wll be attended by many true mourners who had no dealngs wth the judge n hs fcal capacty. t s ndeed unfortunate that another conspracy story must be carred to the States by the outgong steamer. The njury done by these, to us, ncdental happenngs that hardly cause a rpple n the busness communty, s almost equal to a full fledged revolt n ts effect upon our busness nterests abroad. The magnatve mnd has full scope t s always easer to spread a false mpresson; the tendency human nature s to lsten to the exaggeraton n preference to plan facts. Although we have consprators we also know how to take care them. The men now n prson were apprehended a short tme after ther arrval. The polce department s on the alert, the publc has mplct confdence n the strength the government the peace quet usual n Hawa regns supreme. San Fkaxcsco merchants are apparently very much exercsed over the appearance large quanttes Japanese goods n the Amercan markets. Agents for Japanese frms are placng orders for goods at such surprsngly low rates that one merchant cabled to Japan to make sure he was not beng mposed upon. n ths nflux manufactures from the Orent the advocates a protectve tarff see an opportunty to attack the tarff laws promulgated by the Ffty-thr- d Congress, to the casual observer ther clams seem to be farly well founded. A close nvestgaton, however, proves the fallacy these arguments. A great proporton Japanese goods can pay as hgh dutes as were mposed under the McKnley law, then be placed on the market at prces whch Amercans cannot touch, but whch gve the Japanese manufacturer a very good prt. The busness houses the Unted States wll dscover sooner or later that thejt cannot fght Japanese competton wth tarff laws. The fcal vst Mr. Joseph Marsden to Hamakua s tmely. Our forests need lookng after. The success that has attended the Government experment on the hlls back the Lunallo Home Uahu Uollege should encourage prvate enterprse n the same drecton. On the Kukuhaele estate, Hamakua, consderable care has been bestowed on the forest l wth good results, some good work n the same drecton has been done at Lhue, Kaua. Owners property should take a thorough nterest n mprovng ther forest ls. All over Europe n nda the greatest care s now taken the forests, large sums both publc prvate money are expended for the purpose mprovng extendng them. We have no doubt that the vst Mr. Marsden to Hamakua wll result-- an nterestng report whch wll be value to other lholders besdes those the dstrct vsted. DFFCULTY WRTXG HSTORY Pome dea the dffculty gettng at hstorc truth, even n recent events whch there have been numerous wtnesses, s gven by M. dharcourt, who takes as an nstance the report Marshal Mac-Maho- n, on the battle Solferno : " t was on the day after the battle," says M. dharcourt, "wewere stll on the summt the rdge where the battle came to an end. Lyng or sttng n a very narrow space, we could none us do anythng wthout the knowlege the rest. The Marshal asked the general at the head hs staff to prepare n,o nntljnps nf the renort. The latter ordered two hs fcers to draw up the document, they mmedately set to work. t seemed easy enough. The whole held ol lv.lo rns n scht. All the staff fcers who had carred orders were there wthn a few yards. The very source the most trustworthy complete nformaton was at h. The fcers, therefore, drew up ther report wth a full knowledge ther work; but when t was hed to the head the staff he objected, asserted that the affar had taken place qute dfferently the enemy was at that moment n front, not on the left ; the enemy had been hurled back by ths corps, not by that ; a movement only mentoned cursorly had decded the day, etc. n short, the whole report had to be remodeled under the drecton the general. "When the correctons had been made, the report was hed to the Marshal; but scarcely had he perused t before he declared t n correct from begnnng to end. You are utterly wrong, he cred, the flankng movement took place much later; remember perfectly the orders gave why gave them. But, expostulated the fcer he was addressng, you gave the orders to me, also thnk remember them. Fnally, the report already once corrected, was corrected agan, untl nothng was left the orgnal." Thus, contnues the narrator ths epsode, documents relatng to an event only lastng a few hours, takng place n broad day lght, although apparently most authentc, wrtten wthout any bas by men who had the best opportunty knowng the facts, these documents can only nspre us as far as detals are concerned, wth very moderate confdence. What then wll be the case when the queston s poltcal events, when ntrgue wll play ts part, the actors wll be led by party passon to represent hstory n dfferent aspects. From ths dffculty obtanng an exact knowledge facts, M. dharcourt s led to the concluson that no Very sold bass s gven to socal scence by hstory. TS EVERYBODYS BUSNESS. A few days ago, the edtor ths paper receved a more or less lengthy epstle from one the good sold ctzens ths town settng forth n vgorous language, reasons why hs name should not have appeared n the paper n con necton wth an every dav sort an ncdent. Our frend clams that on ths occason mentoned he was on hs own prvate busness, t was nobodys busness what he dd anyway ; he consdered the reporter an mpertnent jackass asked for no further notorety. The communcaton we refer to was not out the usual order affars. A great many smlar documents are placed on the edtors table from tme to tme. hey came from respectable men too good fellows who ought to know better. There are a great many people n Honolulu many other ctes, who cannot realze that t s mpossble for the newspapermen the cty to take the tme to go before a justce the peace swear that each-a- nd every tem they use s correct, every person whose name s mentoned has gven hs or her consent to condescend to have hs or her name appear n bold black nk n a newspaper. Even easy.gong HAWAAN GAZETTE: FRDAY, DECEMBER 3, 895. SEM-WEEKL- TTnnolulu snt slow enough tor ths method, besdes, our frends who complan lke to read about other people would rase a sad hue cry f ths event or that functon whch came under hs attenton dd not appear n prnt. n other words the defn ton a good newspaper n the mnds many people s, "A medum that tells everythng about everybody, but never speaks me except when say so." Such people really ought to establsh a newspaper colony ther own, we venture the asserton that the colony would break up n a row before the end three weeks. One tme a man was passng through one the smaller ctes the world he was told oy a neno, ms s a small cty, you must ex pect small people." Ths s a small town the people take consder able nterest n small affars, even to the extent takng note those who go from one dstrct the sl s to another. The newspapers tell thes tory the day, naturally enough, there are some dsgruntled ones among those who fgure n the narratve. And there always wll be the dsgruntled ones so long as the papers contnue to tell the story honestly wth absolute mpartalty. When the people buy papers to learn what s gong on t s useless for our frends to wrte us that t s nobodys busness what thej do. Accordng to late reports from Madagascar the Hovas are perfectly satsfed wth French rule are not lkely to agan rse n rebellon. Under the new treaty France wll represent Madagascar n all foregn relatons. French fcers wll reorganze the army the Hovas, the Queen promses to be guded by the French Presdent n all her actons. The French have complete sway are not nclned to conceal ther pleasure at havng outwtted whatever desgns Engl may have had on the ter rtory. Deputy Many says: "We do not fear Brtsh competton n Madagascar. We need that country as an outlet for our own overproducton. Nether do we care to have Mr. Rhodess poneers there, who are ready watng to colonze the terrtores we have pac fed. We want nether Englsh nor German nor talan colonsts n the sl. f necessary, we can colonze the sl wth such our people who are dangerous but yet Ths theory colonzng taken up n Madagascar ought to furnsh food for thought country. n ths The ran storm yesterday was very much needed. The country outsde Honolulu has been very dry, but the good soakng, steady ran that we have had has been worth thouss dollars both to planters cattle men. We have not had a thoroughly good rany season for over two years, now that t has set n t s to be hoped that t wll contnue. Underground natural reservors must be low need replenshng. Several the artesan wells have fallen forty nches durng the last two years. By some t s thought that the cause ths decrease s the. pumpng for rrgaton at Ewa, but a gentleman who has watched these wells carefully feels assured that such s not the case. t wll be n terestng to know n the course two or three weeks what effect ths heavy downpour has on the wells. The the Eastern States are hlarous over the fact that Eastern newspapers refuse tckuse Hawaan news, the concluson beng that " the Hawaan queston s dead." f the crculaton such yarns as were the rule about a month ago s evdence the demse the Hawaan queston, we are pleased to know that t s dead. The tme has come for quet systematc work. That work s beng done wll come to the surface before many months have passe"d. Flags were flyng at half mast j nn nt rpsnr. t fh w tce Bckerton. t. TOW ZEALAND LAND LAW. The Attorney-Gener- al Senator George N. Wlcox devoted themselves, durng ther tour n New Zeal, to a very thorough examnaton the workng the l law 892. There was found to be qute a dfference opnon n the Colony upon certan ts leatures. borne were n favor the lease n perpetuty, others the perpetual lease, others the rght--purcha- se lease, others yet agan for the deferred-payme- nt lease. The lease n perpetuty s for 999 years, whle the perpetual lease s renewed every thrty years upon a revaluaton the l. When a secton l s surveyed dvded nto parcels, the appl cants can take ther choce l under any three leaseholds. Snce the law went nto operaton, n 892, more holdngs have been taken up under the lease n perpetuty than any other. One pont nvestgated was the strctness wth whch the condtons the leases were enforced. t was found that the condtons resdence mprovement were strctly enforced. At the same tme the New Zeal Government ads the settlers by makng, under certan crcumstances, lmted advances money also by gvng employment. n general, the system dealng wth publc l n New Zeal seems to have resulted n nducng settlers to take up small estates n many parts whch would otherwse have remaned unmproved ndefntely. Under the gudance Mr. S. Perry Smth, the Surveyor-Genera- l, the Attorney-Gener- al Mr. Wlcox vsted varous localtes n whch ls were beng taken up settled upon. They found sectons beng lad out n mountanous regons n forests presentng far greater dffcultes to the settler than any to be encountered n the Hlo Puna ds trcts Hawa. We feel confdent that as fne a populaton as that New Zeal wll n tme occupy buld up fortunes n our outlyng dstrcts. There s no doubt that the nformaton obtaned by the Attorney-Gener- al on the New Zeal l system wll be great value. An ounce experence seeng wth ones own eyes s worth half a ton blue books reports. TnE Atchson Globe announces that Mss Maty Snodgrass, who has been a cheerful treless chaperon for her young frends for the past fve years, has gven notce that she wll no longer, under any crcumstances, be chaperon agan.
