Arrves on Belgc Frday n Excellent Health PRESENTED TO HE EMPEROR. Precauton Atrnwt Preaoco Cordal Fee lute of Japanese Quarantne statons Vsted Jh pa mte Socal Evl nspecton of Crematores. Attorney General Smth and Dr. C. B. Wood returned on Belgc yesterday after an extended vst to Chna and Japan, where y went to nvestgate health matters and ncdentally ATTORNEY GENERAL W. O. SMTH. or busness connected wth Government. N Ar. Smth was seen at hs offce yes terday and asked rega dng condton of affars n Japan as y relate to health, and possble danger of dsease beng brought here by Chnese and Japanese mmgrants. Hs travels have beeen reported from tme to tme n se columns, last letter havng been maled at Nagasak to Mr. Thurston and receved here by Chna. "From re," sad Attorney General, "we went to Yokohama, and a beautful trp t was, leavng Nagasak n evenng by S. S. Chna, passng through Smonosek Strats, narrow entrance to nland Sea. We passed through latter n daylght, and at an average speed seventee en of knots, and scenery was beautful. slands more plentful than n St. Lawrence, but of a dfferent character. Some of m contan tall peaks and ors are comparatvely level. The sea s more lke a, lake, and extends about three hundred mles. We reached Kobe at 8 oclock, and from re went to Koto by ral, nce to Yokohama. "We nspected quarantne systems at Nagasak. Kobe and Yokohama and found m perfectly equpped wth appplances and most excellent provsons for care of passengers. From Yokohama we went to Toko. but eghteen mles dstant by ral, and whle re we nvestgated system correspondng wth our Act to Mtgate. "Here we found n a populaton of a mllon and a half of people, 6,000 regstered prosttutes, conducted under a perfect system of esponage, and wth every faclty for preservaton of health. There s a large corps of physcans and nurses under Government patronage, and convenent houses where women report at stated perods." "Do you beleve such a system could be enforced here?" was asked. "Well," repled Mnster, " condtons are dfferent re are so few of that class of people here " "But t may grow t s comparatvely easy to handle seventy on regstraton books what wll you do when t ncreases to seven hundred, and general populaton does not ncrease n same rato?" "The condtons wll be dfferent n from present tme, and evl can be attended to by Government. What we must be careful about s not to make law so strngpnt that t wll force se women to take r names from regster. You understand that ths Act to Mtgate does not make prosttutes, but t keeps hem wthn reach of law, and s a protecton to health. The women mght take r names from regster, but we would have same number of prosttutes. n Japan matter s handled as best suts condtons of country; same may be sad of Hawa." "Dd you have an opportunty to nvestgate system of dead n Japan. Mr. Smth? Cemeteres are not popular nsttutons re, understand." "Yes Under escort of chef surgeon of Polce Department, a Japanese who was educated n Germany, we vsted chef crematores, where more than bodes were burned last year. There are thrty furnaces arranged n double rows. We saw a corpse brought n and entrely consumed n a few mnutes." "Do you thnk such a method would ever become popular here, or would even be tolerated?" " would not lke to say as to that, but beleve t should be adopted at quarantne staton wth bodes of persons who de of nfectous dseases." "How dd you fnd people of Japan mean were you well treated by m?" "Dr. Wood and myself have only pleasantest recollectons of our vst re. We had excellent opportuntes lor learnng of feelng of Japanese toward Hawa through Mnster rwn and Dr. F.ldredge. From treatment we receved and what we learned through Dr. Eldredge and hs famly, as well as through Mnster rwn. have every reason to thnk relatons are most cordal. Two weeks ago Dr. Wood and were on pont of gong to some hot sprngs located up n mountans, where skn dseases and leprosy are treated. When we were ready to start receved a notfcaton that Emperor wshed to see me. was presented to Hs Maesty and was receved n most frendly mannner." "Dd you ssue any orders restrctng departure of mmgrants from Chna and Japan?" " dd not have authorty to. nor dd fnd any necessty for takng such an arbtrary step. The quarantne regulatons re wll be enforced to r utmost lmt, and when ths s done, danger of dsease beng, brought here s reduced to mnmum. n vew of thorough nspecton at Chnese ports and our own nspector, T)r. Eldredge. at Yokohama, re wll be no danger. All emgrants from Chna are nspected, and y must come to Honolulu va Japanese ports. Ths nsures double nspecton, and from eght to ten days elapse between date of leavng Chnese ports and fnal port of departure. Ths more than covers tme of ncubaton of er plague or cholera. T "As a result of all we learned. am stll more confrmed n opnon of mportance of nspecton of mmgrants and dsnfecton of r clothng at ports of departure. n Hong Kong y seem to care nothng about smallpox; f a case breaks out on a steamer t s put off at frst port, freght s dscharged and everythng ops on as usual. Take case of passengers on Belgc of Chnese passengers vaccnated. 93 per cent took effect, and out of Japanese 9 out of 23 vaccnated were successful." "Dd von hear anythng of troubles of Ogura & Co. whle you were away9" "Ognra R Co.. so far as mmgraton s concerned, are out of busness and wll not get back nto t agan. Tt was dscovered by Japanese Government that a per capta charge greater than s allowed by Government was charged some of mmcrant. and Ogura was aled n consequence." raw a LEUTENANT M TELLS HS STtt Captan Good Spoke of Mssng Sght Before Tral. The charters allow merchants to do as y please, and shp may wat sx months for a berth to dscharge, and not get a penny of demurrage. t s a dsgrace that such charters should be prnted, and shp so dealt wth. An Englsh shp has no show here at all. Amercan shps can come n and dscharge, and get away n half tme we can. The fact s, y dont want Brtsh vessels here, and do all y can to keep m out of trade. Our expenses are very heavy and those of Corolla wll be 600 wth 726 tons coal." Captan page goes on to say that owng to fres on board shps from Newcastle, underwrters charged 2 2s per cent, more on Jesse Osborne than on last voyage. Sydney Telegraph. June 27. Mnster Kng was shown above paragraph yesterday and questoned as to truth of report. " have no doubt facts concernng charges are, n man, correct, but Captan Page should have gone a lttle furr and gven some of reasons for t. There are only three wharves here at whch coal may be dscharged, and f t happens that re are more coal vessels n harbor than re are wharves vessels must take r turn. "The wharfage charge for vessels comng here s two cents per ton, no matter whch flag she s under, our own sland steamer pay same rate, so that Captan Page s not dscrmnated aganst re. "As to charge for use of a donkey engne, that s entrely a prvate concern. One man here owns three of m whch are n use about four months n year. He also charges a dollar a day each for use of coal tubs. t s not necessary for a captan to pay t unless he wants to get hs coal out quckly, t makes no dfference, really, to consgnee. But longer he s dschargng more expensve wharfage. "As to preference beng shown Amercan shps, t s rot. Every shp comng here under Amercan flag and carryng coal s provded wth her own donkey and coal tubs, and havng se accessores a savng of about nneteen dollars a day follows. Anor bt of economy s n fact that Amercan shps do not have to put n a ton of ballast for every ton of cargo removed. "f shps are weghed out and fall short t s fault of captans or agents of vessels when at port of departure for not seeng coal weghed n, and as to defects n charters as to demurrage, t can only be fault of captans for sgnng such charters. An Amercan shp can come here and dscharge cargo at one half expense of a Brtsh shp sm ply on account of applances on former, not through favortsm." w T 4 O o ). m. f. ouug reupes mceuug o.ov p. m.
