There were two brand new case of plague ths mornng, whch, wth the two of yesterday afternoon, makes four snce last report n these columns. Both of todays patents are dead. Post mor- - tems were held at the Board of Health morgue and tho bodes cremated. One of the cases came from tho detenton depot at the kerosene ware house. The vctm was token, wth the rest of the occupants of the place, from dstrcts n Chnatown that have snce been burned. Symptoms developed last nght and the patent ded about 10 oclock. The man s name was Ah Chow, aged about 45. Paule, natve boy, aged 12, was found dead ths mornng n a house back ot Kaumakaplll church. He was found by nspector Strauch. Dr. Howard examned (he body and found unmstakable evdence of plague. The corpse was removed to the morgue where a post mortem was held. n a short tme Presdent Wood, of the Board of Health, gave out the nformaton that the case was one of plague. About 2:50 yesterday afternoon Dr. Howard reported to Dr. Wood that he had just fnshed examnng Koanohl, natve Hawaan, a drver of one ot the excavator wagons, and consdered the case one of plague. The fact was communcated to the Board of Health" later n the afternoon. The patent s now n the pest hosptal n a very feeble condton. Ths s the second plague case among the excavator drvers. A thrd man of the same gang has malaral fever. There are twenty men n the department. All of these have had ther wages doubled and have been placed n strct quarantne. The Board of Health regretted exceedngly n the late afternoon to receve reports ot a case of plague n the mltary on duty n Chnatown. The man Kaanoa, a prvate n Company H, was taken qute 111 n the forenoon and was asssted by comrades to hs home n Punchbowl town. Gettng worse, he appled to Dr. Cooper at the Queens hosptal for treatment. That physcun pronounced the case one of plague ard sent the man to the pest hosptal n Kakaako. After examnaton the physcans of the Board of Health returned the same verdct, and at 6:30 Presdent Wood offcally announced the facts. Kaanoa was formerly a member of Company C and had been n H a comparatvely short tme. Hs comrades feel certan that he exposed hmself too much n the nfected dstrct. An offcer s authorty for the statement that he was rebuked on one occason fomentng frut from a store that has snce been condemned. PASSED OUT PO. Guardsman Under Arrest for Allowng Breach of Quarantne. A natve member of the Natonal Guard was put under arrest ths mornng for allowng pol to be passed out of the quarantned dstrct. The nc dent was wtnessed by Joseph S. An-drawho could scarcely bellevo the guard had seen t. So he asked the guard about t, the latter repled, "yes the woman was passng out pol to send to her husband." Andrade reported the matter to George Carter who nformed Col. Jones of t. The latter sent Leut. Tavens who placed the guard under arrest. A number of smlar cases are alleged to have been een but they are not so well authentcated as ths one. n some cases clothng s reported to have been passed out of the quarantned dstrct There have been a number of cases of breaches of dscplne reported among the guard and two or three court martlals are n progress ths aft ernoon. Captan Wyman was that no vessel could land any thng on Hawa sol wthout a bll ot health from Hllo. Hllo may get nto trouble wth the authortes here by Ter strct rules. The queston has arsen whether the Hawa.port has any rght to make rul3 overrdng those establshed by the Board ot Health here. The seat of government s n Honolulu and the Honolulu Board of Health, t s the opnon ot many, has power to say what rules shall be made all over the slands. Accordng to ths vew, Hlos course s wthout legal sancton and ts Board ot Health, organzed for the occason, s gong far beyond ts powers. The rule made by the Hlloltes may mean the end of the sland shppng busness whle plague exsts, f the rules are carred out. nterested partes, however, do not admt the rght of Hllo to nterfere wth the Honolulu Board of Health, and efforts may be made to brng the Hllo people to better terms, especally regardng mal. The Ctzens Guard may be called upon n the next twenty-fou- r hours to supply guards,- census enumerators and nspectors - for the dstrcts of Honolulu outsde of Chnatown. The Board of Health nssts upon knowng the health of every nhabtant twce a day. t s utterly mpossble for the present force of nspectors to do ths. Colonel Fsher, head of the.outslde nspectors, reported to the Board yesterday that t takes the nspectors three or four days to get through some of hs dstrcts. The matter of callng out the Ctzens Guard was dscussed yesterday, and was fnally left to the judgment of Colonel Fsher. As there are at least 1000 men n the organzaton only volunteers from the ranks wll be requred at once. t s expected that three or four hundred would respond to a call for volunteers. Engnes of the Kaena Blow up and Scald a Natve. A natve woman got on board the steamshp Helene, lyng outsde the harbor last nght. She had become lonely as a result of long separaton from her quarantned hubby on board and resolved to brave all the guards. There was not much to brave as t appeared, for the partcular guard she encountered satsfed hmself wth reportng the matter to the Board of Health, nstead of preventng the woman from gong on the vessel. The occurrence s lkely to cost the Wlder Steamshp Company a good sum of money, as the Helene Wll probably have to go nto quarantne. The woman who got on board the Helene. s Mrs. Salamon. t appears that the successful attempt of last nght s the thrd she has made. On two successve nghts she started out for the Helene and was turned back by guards. Yesterday she tred to get a shore boat to go to the steamer and was prevented by John Makona, of the boat landng, who s now a Board of Health nspector. When nght came she tred a new plan. A boat for her was sent to the ralroad wharf, whle she walked out on the end of the Walklkl of the channel. The sea-wa- boat ll, made a wde crcut to where she was watng, took her on board and reached the Helene by another crcut. The guard says that he dd not see the boat at all tll t was comng back, when he ntercepted t and found that the woman was already on the steamer. Ths mornng the matter was reported by MaKona, who s lookng after the channel. As soon as the Helene came nto the harbor the woman was arrest ed and taken off from the vessel to the polce staton. The order compellng the sland steamers to anchor outsde the harbor every nght before dark was made to prevent just such vsts ns that made on the Helene. t was thought that f the vessels were beyond the channel there would be lttle danger of anyone from shore gettng aboard. The steamers all went out early last evenng, returnng at daylght ths mornng. The woman who went aboard the Helene took a shore boat and clmbed up the sde of the vessel. The guard who allowed her to do so and then reported Jt afterwards has earned a medal, n the opnon of those on board. The nter-slan- d steamshp company also had ts troubles ths mornng. The old steamer Kaena, "Whch was brought nto requston for use n the present emergency, blew up at the wharf nt about. seven oclock. A natve who was n the engne room was fearfully scalded by steam. The whole of hs back was burned through the skn. He was removed from the room whle the clouds of steam were stll spoutng from the broken tubes, and taken to the hosptal for treatment. Hs njures are very panful but he wll probably recover. The Kaena was lad off about two years ago, and was beng used by the Board of Health to tow rubbsh outsde the harbor. KNOCKED DOWN THE GUARD. Chung Leu Would Not Stop When Ordered to. Chung Leu was fned $5 for heedless drvng ths mornng. He was drvng n a brake along Queen street last nght after 6 oclock and faled to stop when halted by the guard at the corner ot Maunakea; but nstead drove on knockng the guard down and runnng over hm and flngng hs rlle ten or ffteen yards. n the course of the tral the queston was rased whether the Board ot Health had made publcaton or not of tho fact that Queen street s closed after 6 oclock at nght. Judge Wlcox sad he had been unable to fnd any publcaton of t and the only way he knew that t was closed was by beng stopped there. Nether the marshal nor the mltary authortes could present proof of such publcaton, but t was fnally decded that under the charge of heedless drvng such proof was not necessary. THE KJNG STREET BRDGE. Km Sng was charged n the Dstrct Court wth causng a blockade at the Kng street brdge. When he had heard the evdence Judge Wlcox sad: Ro-wel- "Ths s another nstance of ar. ls foolsh economy. f he had made that brdge just a few feet wder two vehcles Could have passed. As t s only one can cross at a tme and vehcles comng from opposte drectons meet n the mddle. Then there s a row and a Jam." The prsoner was dscharged. LAST NGHT OF GRAND OPERA. Cavallerla Rustlcanla tonght wll be the last representaton of grand opera n Honolulu for certanly some tme to come. A large house was present last nght, the news of the sudden closng ot the opera season havng created n demand for seats to wtness" the last few performances. Two ladles, both toursts and stoppng at one of the hotels, wtnessed an ncdent ths mornng that would seem to call for the attenton of the Board of Health. They were out drvng and stopped nt a pont near the Kokauko detenton depot to look at the urraugement. At that moment a Chnaman was seen to clmb from the enclosure upon the top ot one of tho buldngs und le down. After watng a few seconds a bundle, apparently contanng clothng, was thrown up to hm. Takng the bundle under hs arm he clmbed down outsde of the enclosure ard walked away. There s hardly a shadow of doubt but that the man was n quarantne and successfully escaped therefrom. The worst feature of the case s ths: hlle gettng upon the roof, recevng the bundle and leavng the place the Chnaman was n plan vew of the pad guard, who was sttng about twenty feet away and lookng at hm, The thng savors of brbery. The lades oxpre&s a wllngness to submt testmony to the Board of Health n regard to the matter should t be requred. t s reported, and on excellent authorty, that members of a fre gang have taken artcles from shops n Chnatown burned by them. There s n story of n lot of undershrts from a Chnese shop, n whch the same gang l mentoned, that would bear nvestgaton. Shortly after noon t was voted to nstruct the Mnster of nteror to order the Hawaan Tramways Company to cease work of layng double track on Kng street untl the acton now before the court regardng rght of way be settled. A letter from Mnster Young to ths effect was nent to Attorney Paul Neumann ths afternoon. Just what wll be done can not now be forecasted. Mr. Neumann wll consult wth Manager Pan before actng at all n the matter. t was voted to ask the Councl of State for the followng sums: For temporary shelter for persons released from detenton camps, $15,000; mantenance of same untl other provson can be made, J5000. The Mnster of nteror was authorzed to expend the sum of J approprated last perod for a custom house and post offce at Hllo. t was recommended that work begn at once. MUST BE DENTFED. n future persons presentng passes to go nto the nfected dstrct must be dentfed by a offcer. Guards can not recognze any pass. Corporals are statoned at Kng and Beretanla streets, edge o,f the quarantned dstrct, to examne passes. MLTARY REGULATONS. The followng s one of the mltary orders ssued under date of December 28, 1899, for the gudance of Natonal guardsmen whle n ther present actve servce: "When not n the presence of the enemy, sentnels may be requred to call the hours nnd half hours between the tme when challengng begns and revelle." WLCOXS REWARD. Judge Wlcox says he does not thnk hs offer of a reward of $5 for the capture of persons tryng to run thp outer quarantne wll tempt any conspraces to run t wth the ntenton of beng captured and sharng the reward. Ahlo Premses and Block of Shacks on, Walklkl Sde of Nuuanu Condemned: and Wll bo Destroyed. There was qute a large Board oc Health fre ths mornng, begnnngs about 9 oclock. The buldngs destroyed ncluded all those between the Commercal saloon and Kukul lane, on Nuuanu street, and extendng back to the mddle of the block. The buldngs on the front were all and were two-stor- occuped by Japanese. Two cases ot plague were taken from the premses. One new buldng, really only partally fnshed, n the yard was destroyed wth the rest. The blaze was started n a small cottage n the mddle of the block mmedately n rear of the Gertz resdence, Berctanla street. From there t was allowed to spread gradually toward Nuuanu untl the whole dstrct was n smoke. One of the Sllva houses on Bere-tan- la caught fre from sparks but the blaze was quckly extngushed. On account of the roof of the Commercal saloon beng of very old shngles there was some dffculty n savng t. As most of the former ones n Chnatown the Are was a very quck and hot one. Ths fre. n the crowds t attracted, was a good deal of a matnee performance most of them beng women and. chldren.. The fre could be approached, wthn good vewng dstance from all sdes but one, and there was a good szed crowd at every approach. The fre engnes were objects of much nterest and had constant crowds surroundng them, admrng ther perfect machan- - sm. The Board ot Health wll have anoth er fre n Chnatown that wll meet wth popular approval. The buldngs on the Walklkl sde of Nuuanu street left standng after the frst santary fre wll be destroyed. ncluded n the lot are the Ahlo premses at the corner ot Nuuanu street and Chaplan lane. There are two buldngs there, both ot whch are very old and have been an eye sore and an nconvenence for the tnor-oughfa- re. reason that they project nto tne On Chaplan lane everythng wll be wped out down to the wall ot Mlls nsttute. The other fre n the same localty wll take out the row of shacks begnnng at the lane nto the Mechancs Home and runnng down to the McLean block of brck buldngs toward Hotel street. The McLean block and other brck buldngs n the neghborhood are plastered, can. be made ar tght, have lttle wood work und can be properly fumgated. Preparatons are makng today to burn Block 10 tomorrow. Ths wll be done gradually, one set of shacks beng fred at a tme. Goods from the Louvre saloon are beng moved to the fumgatng depot. Not a house n the block except the brck buldng of the Holt Estate wll be left. THE WRECK STLL MOORED. The Wlder Steamshp Company stll has charge of the operatons at the wreck of the Wllam Carson, but s not able to do anythng as tho dredger cannot be secured. t s thought that the Carson s safely moored" now and can stand a lttle rough weather. Of course the 1700 ratons do not represent the total populaton, for many are wllng to supply themselves wth food, and others are supported by ther frends. But Sergeant Weedons fgures are a ponter and the populaton of Chnatown s certanly consderably rhort of 10,000. Accordng to the latest census estmate t s a lttle over 4,000. STLL HOPEFUL. A hundred mllon dollars a year ap pears to be the present market offered to the people of the Unted States by Cuba, Porto Rco, Hawa and the Phl ppnes, says Bradstreets, provded we are able to supply the normal demand n those slands for foregn products. How rapdly ths wll ncrease remans to be seen, but, f the exper ence of the past year n Hawa s an nd caton of what wll happen else where, the ncrease must be very rapd. The exports from the Unted States to Hawa n the ten months of 1899, whose record s now complete, are more than double those of the correspondng months of 1897 and nearly double those of the correspondng months of 1898, whle to Cuba they promse to exceed n 1899 those of any precedng year, even surpassng that of the great recprocty year 1893, when the exports to that sland were double the average of earler years. The commttee apponted by the Executve to devse ways and means for earng for persons after ther relense from quarantne met wth the Cabnet yesterday afternoon and submtted the followng report: The commttee apponted to ntervew. the Chnese and Japanese Consuls ascertaned the followng facts: There are SO people n quarantne to be released Jan, 10th or 11th, 100 to be released Jan. 12th, 100 to be released Jan. 15th, and 100 to be released Jan. 18th. Out of the 380, 130 are Chnese, 70 are Japanese, about 30 are natves, and the remander varous natonaltes. Ot the 130 Chnese, 83 state that they have places to go to and are able to look after themselves, and 47, consstng chefly of clerks, shop keepers, etc., doubt where to go, and must be taken care of. Of the eghty who are, to bo released tomorrow, forty-on- e are Chnese, thrty-thre- e are Japanese and sx are other natonaltes. The forty-on- e Chnese state that they can all take care o themselves, and of the thrty-thre- e Japanese, eght have no homes to go to. Of the total number ot Japanese, there are a number who came from Japanese hotels n quarantne dstrct, whch were destroyed, and who were there awatng to secure passage accommoda tons to Japan. These desre to go nto quarantne at the quarantne sland, so that they can obtan passage by the frst vessel leavng for Japan. t was also ascertaned that n the quarantne dstrct at Chnatown at present there are some 3242 Japanese men and women and 182 chldren. Of ths number about 700 are wllng to go to work on plantatons. The commttee to pck out locaton for those released from quarantne submt the followng avalable locatons: Frst, a porton of the land on Punch-bo- Etreet, known as "Kaplolanl premses." Ths land was offered by Lewers and Cooke free of rent for one year, and the commttee recommend t for m medate use. Second, government land on the new beach road on the makal sde leadng from the town end of sad road toward Sherdan street. Thrd, government land beng the Lu-nall- lo slope between Punchbowl hll and Home. Fourth, 2acres of land at Kaulu-we- ll at the foot of Vneyard street.
