Hydro Makes Popular ^ Glengarry Appontmenls In accordance wth the polcy of the new Lberal admnstraton at Toronto to provde the agrcultural dstrcts so far ag possble wth the advantages and convenences enjoyed by those n the urban muncpaltes thus makng lfe on the farm more attractve for those engaged n ths the most mportant of Canadan ndustres the Hydro Electrc Commsson of Ontaro has reduced rural power rates to a substantal degree and hag agreed to provde current free of charge to operate electrc washng machnes rados and electrc pumps for household santary systems. In the past a eon sderable porton of the County of Glengarry has been unable to take advantage of hydro electrc power whch for many years was sold at such a prohbtve cost that t was beyond the means of the average Glengarry farmer. The reducton of the servce charge the reducng of the contract from twenty years to fve years and the Eexcepjtonal adjsfantages now of- fered have however brought the use of electrcty wthn the rate of thé agrcultural consumers and t s therefore expected that early next sprng branch lles from Glen Sandfeld and Dalketh westerly further lncg n the neghborhood of Ste. Anne de Prescott snd new lnes radatng from Provncal Hghway No. 34 wll be under constructon. Ths requres of course an average of three rural consumers for every mle of lne constructed and n order to fnd out just what portons of the county are ready to take advantage of the Government s generous offer two well-known Alexandrans n the persons of Reeve Edmund MacGllvray and Mr. Lous Huot have been apponted by the Hydro Commsson to explan 1 he new regulatons to the farmers and make a survey of the varous dstrcts wthn the county through whch the Hydro system s prepared to extend ts operatons. These gentlemen wll make t a pont to explan the new rates the specal advantages offered and the system of Government loanls provded for p.stallfton purw poses. Wo feel satsfed that durng the wnter months qute a number of contracts wll be sgned and arrangements made to construct several branch lnes ag soon as the frost s out of the ground thus brngng nto the farm homes the comforts ncdental to the use of electrcty and the protecton aganst fre whch the use of electrcty brngs wth t. J Cllslol] Park Bnk Scene of Wnter Sports The work of levellng Chsholm Park and puttng n new ppe lnes whch was begun some weeks ago culmnated n the openng of the. new rnk on Monday nght when many skaterg took advantage of the opportunty for ther frst outng of the wnter season. The recent cold spell has been all that could be desred for the makng ce and a good bottom has been lad whch should resst the best efforts of Old Sol. The new management Morley Tobn and Arnold Wer have been busly employed preparng Chsholm Park for ts frst coat of ce and the result of ther efforts should please all who ntend skatng. Steps are now beng taken to organze for hockey and we may soon expect to see the Park scene of so many thrllng lacrosse atches resound to the boom of a puck strkng the boards and the screech of steel blades on ce. ^ If present plaug mature the rnk may also be the ste of a slde for lovers Of that sport. In those days t wag the custom lktt s to-day n an especal manner to celebrate the Scottsh natonal feast of St. AndreV: That of the 25th of Nov ember 1884 took the form of a Ball that ncdentally not only recognzed the approachng festval but marked the offcal openng of the Grand Unon Hotel destned to be the leadng and most popular hostelry n Alexandra. It wasbult by. the late Mr. Allan J. McDonald whose experence as an hotelkeeper covered.close upon half a century. Bult of brck well equpped and capably managed t was always well patronzed. Its offcal openng took place on the above date under the auspces of The Glengarry St. Andrew s Socety Ths auspcous event wdely adver- tsed attracted patrons from far atu near despte the fact that the evenng s festvtes called for an outlay of fve dollars per couple. On the eventful nght we are told fully two hundred and ffty guests assembled. Dancng took place n the upper story of the G. E. Grf fn s grocery store adjonng the hotel on the» property now known as Ostroms a door from the hotel under cover leadng thereto. Musc was suppled by several wdely known Glengarry volnsts and pansts whle anterooms were placed at the dsposal of those who preferred an nterlude of song story and Gaelc anecdotes. The supper served n the hotel was exceptonal the menu elaborate and ncludng many delcaces of the eul nary art. Toasts anj addresses added to the/ charm of the assemblage and tle day and all who honor t. As to the dance programme made up of seventeen numbers t gave promnence to the popular dances of the day and when conpared wth those of 1934 brought out clearly the varety of dances then offered for the en^*oyment of old and young all of whom entered wth zest an^ unalloyed pleasure nto the sprt of the occason. The modern dance programme whle no doubt equally enjoyable does not provde such scope for enjoyment by all sectons of the communty beng restrcted to waltzes and fox-trots n whch the young naturally excel. jpor purposes of comparson we append the orgnal programme referred to above wth a 1934 dance card.as used locally Dance Programme: 1. Farmers who have been growng a varety of gran wth low yeldng ablty or one unsuted to ther dstrct should plan to procure good seed gran for next year. I The Fredercton Expermental Staton recommends: Oats late maturng. Vctory Banner early maturng Alaska ; Wheat ^late maturng Huron Whte Russan early maturng. Garnet; Barley two-rowed ; Charlottetown No. 8 sx:-rowed ;. A.C. No. 21. Securng seed of any of these varetes s not enough. Farmers should see that the seed they procure s well cleaned and well graded.e. free from weed seeds and lght kernels. Farmrs usng ther own seed clean and grade t thoroughly before seedng. Where farmers are fortunate enough to have a cleanng plant n ther dstrct they may get ther gran cleaned for a nomnal fee. Those whn have not the advantage of a cleanng mll can procure good seed by usng a hand gran cleaner to remove weed seeds and lght kernels Many farmers neglect to clean ther seed because of the work entaled but clean gran s absolutely necessary n order to proruce proftable crops. Whle a good seed-bed a fertle sol and good growng condtons are all necessary n order to secure hgh gran yelds t s equally mportant to use well cleaned seed of a varety wth nherent hgh yeldng ablty. Representatves of ndustres concerned should make representatons to the Tarff Commsson and endeavor to secure ether a reducton of tarffs (whch s preferred) or - an extenson of the system of drawbacks on the materals that they buy. Before decdng upon changes n tarff polcy the Domnon Government should consult the pro vncal governments. From a purely economc pont of vew seeessn of Nova Scota from Confederaton would be sheer folly. The converson of Nova Scota nto a free zone dffers poltcally from secesson but ts economc sg nfcance s precsely the same unless t be assumed that the Canadan market would reman free to the products of Nova Scota. It s clear that the rest of Canada would not tolerate such a one-sded arrangement. A Federal Trade Commsson supplemented by regonal commssons or courts of referees could elmnate unfar trade practces. A number of long-establshed and apparently well equpped factores of Nova Scota were closed down and the trade removed to other parts of Canada. Amherst n partcular has suffered from ths movement. Attenton s drawn to the state of that town and a specal nvestgaton s recommended. The present fnancal arrangements between the Domnon and provncal Governments are unsatsfactory and the subsdy now pad to Nova Scota s serously nadequate. A permanent cvl servce should be establshed n Nova Scota at the earlest opportunty. One of the unmstakable weaknesses characterstc of the chef ndustres of the provnce s n the organzaton of marketng. Establshment of an economc councl composed manly of a group of busness men of the hghst standng s recommended. Control of fsheres now held by the Domnon Government should be vested n the provncal Government provdng the Domnon Government allocated annually to the provnce the amount necessary to mantan and develop an effcent admnstraton. Control of agrculture s best exercsed by the Federal Government but greater co-operaton between the federal and provncal agrcultural nsttutons s desrable. Two. commssoners. Dr. Alexander Johnston C. M.G. and Dr. H. A. Inns reached the concluson the steam trawler should not be permtted to operate on the fshng banks. The charman Professor John Harry Jones dd not gve an opnon on the trawler queston. The Domnon should assume full responsblty for the cost Of old age pjensons also for unemployment nsurance nsofar as a measure when adopted calls for Government contrbuton. Creaton of a branch for muncpal affars n one of the exstng departments of Government would fll the need for greater co-ordnaton n the methds of local admnstraton. Legslaton should be passed whch would gve greater opportuntes for co-operatve rganzaton partcularly among farmers and fshermen than now appears to exst. Sympathetc consderaton should be gven throughout the Domnon to the queston of shortenng the workng day n ndustry. An attempt. should be made on a large scale not only to attract toursts by sutable advertsement but also to make the necessary provsons to fa cltate ther movement about the provnce and to provde accommodaton at smaller places of nterest Serous consderaton should be gven to establshment of natonal parks. Extenson of electrc servce would stmulate the growth of - populaton n rural dstrcts and a careful study of the problem should be undertaken wthout delay. Medcal ad and dental treatment are requred n a number of remote dstrcts of the provnce. Makng Hstqrjf At (lueen s Park (By The Watchman) Toronto December 13th. Ths would ental the settng of prces between the producer and the dstrbutor and between the dstrbutor and the con.sumer. The provnces of Mantoba and Alberta have such a law n effect and t ha.s worked put successfully. The Mlk Control Board of Ontaro has nsuffcent power to control the varous dstrbutng companes or to settle mlk wars whch flare up perodcally. The controversy n Hamlton for example has been n progress for consderable tme and all efforts to effect a settlement have so far faled. The acton of co-operatve frms n makng rebates to consmers has aroused. a storm of protest from other dares and t s reported that one or two small dares have been forced to the wall as a result of the dvdends pad back to consumers. If the Hepburn Government passes legslaton at the next sesson to make mlk dstrbuton a pub; le utlty t means n effect that the Mlk Control Board wll go n for prce-fxng always consdered a dangerous experment. But t s admtted that somethng must be done and only legslatve acton can brng remedes. From the Department of Health comes the announcement that n future all appontments to Ontaro mental hosptals wll be on the bass of examnatons and that poltcal pull wll have no bearng on the choce of physcans. Ths announcement from Hon. Dr. J. A. Falkner Mnster of Health s long overdue. It s well knovn.that pull has been nstrumental n ganng postons for doctors apart entrely from the queston of mert and ftness for the postons. There s urgent need at the present tme for addtonal hosptal accommodaton and t s reported that pressure s beng brought to bear on the government to enlarge exstng facltes at Ontaro hosptals. The need for more aeemmodaton s beleved to be one of the reasons why the Department of Health s anxous t naugurate the examaton system for canddates so that there wll be suffcent well-traned mèn on hand when expanson takes place. Poltcal wseacres were surprsed when Attoney General Arthur Roebuck announced thet there would be a Royal Commsson nqury nto the famous Amelus Jarvs case. As far as could be learned the matter has never come up for dscusson n cabnet councl. It s felt n many quarters that the Attorney-General would have been better advsed to wthhold any any announcement of a Royal Commsson untl Premer Hepburn returned from hs vacatjon. Nothng wll be done untl the Premer returns to Queen s Park and even then there s consderable doubt as to whether the government wll go to the expense of re-openng the -wlole affar. Announcement of the proposal to amalgamate a number of muncpaltes adjacent to the cty of Wndsor and create a greater Mûndsor wth a populaton of over 1 was one of the features of the news stores emanatng from Queen s Pàrk. In prosperous tmes the Border Ctes went on a spendng splurge whch threw them nto the worng sde of the ledger when the crash came and money be came hard to get. But despte bankruptcy these muncpaltes stll contnued to operate under separate muncpal councls wth all the duplcaton of servces that ths entals. The cty of Wndsor was wllng o wden ts boundares to nclude these muncpaltes and a movement was set n moton whch had ts culmnatnoton n the recent announ cement. The amalgamaton wll be good naws to bond holders as there s a brght prospect of these bankrupt muncpaltes redeemng ther oblgatons n due course now that the heavy cost of government s soon to be materally reduced.
