Wlder, Presdent of the benate: Sr Your Coomttee of Fnance, to whch was referred Act 4, an Act to Regulate the Currency.have very care tuny consdered the subject and re commend that the Act pass the beuate. le followng explanatons may be of value: Secton. There s on specal depost n the vaults of the Treasury the sum or as aganst the out standng certfcates. As to correstn ess the of the amount of certfcates actually u exstence, there s no record of numbers, denomnatons and amounts other than the ledger account shows. One of the prncpal reasons for wshng to call u the old ssue aud make a new one s to enable the Treasury Department to open a complete and comprehensve record of all outstandng certfcates, together wth dates of ssue, numbers, denomnatons, cancellatons, etc. Such a record has never been had, nor can one be made up wth the data at hand, so that no other method presents tself except by callng n the old ssue and makng a new one. A new ssue would admt of a $5 slver certfcate, whch apparently needed, to judge from the expressons ot opnons of numerous busness men and others. Sec. 2. f a new ssue s made, t v ll be possble to have gold as well as e lver cetfcates, and these would be a matter of great convenence to the general publc. The full text appears below : An Act to Facltate the Constructon aud Mantenance of Telegraph Cables n the Pacfc, le t enacted by the Legslature of the Republc of Hawa : Sec.. The Presdeut, wth the conseut of the Cabnet, s hereby authorzed and empowered to negotate and conclude a contract or contracts wth any person or persons, corporaton or corporatons, government or governments, for the constructon, mantenance and operaton of a telegraphc cable or cables connectng the several slauds of the Republc, or connectng the Republc of Hawa wth the countres lyng n or borderng upon the Pacfc Ocean. Sec. C. Rycroft reported for the commttee to whom was referred the jont resoluton for a commsson of engneers regardng the feasblty of a road over the Pal. Prvate nformaton receved from a relable source yesterday was to the effect that several suspcous craft had been seen recently n the vcnty of Kahoolawe. The Lehua was n that localty on July st, and crused thereabouts durng the day. Almost mmedately after her departure a strange brg ajed schooner met and exchanged a consderable cargo supposed to be ether opum or arms. As the Watson 3 about due from Seattle f she started on the date reported n late dspatches t s more than probable she was the strange vessel. The Olaa eettlers sent resolutons askng that certan changes n the proposed bll be made by both Houses of Congress. The lower House, deemng ther request conservatve and for the publc sd and that t was rght and jut to grant to these people, who have rsked ther money n openng up a new couutry, and who had made other Government land more valuable, some concessons, have treated them farly well. Not so the Senate, although the Senator from Thrd Dstrct clamed n open sesson on Tuesday that the Senate was grantng more than the Olaa people have asked for. Let us see how much truth there 3 n that statement? The settlers asked that they be allowed to purchase ther land when they had reduced to cultvaton 23 per cent. Ths the House granted and the Senate changed to 5 percent., whch at frst glance looks good, but on closer scrutny one s mpressed wth the dea that t s not even as good for the people a3 the House bll, as they (the Senate) have tacked on a condton compellng the lessee to have $500 n mprovements, whch, accordng to ther bll, means somethng other than the cultvaton of the sol. The old lease contans a clause compellng the lessee to cultvate n three years 5 per cent., and another clause compellng hm to erect buldngs and fences to the amount of $500 n the same length of tme. Ths the settlers asked to have changed, so that the requrements of the two clauses would be fulflled when the aggregate amount of the two clauses was expended, and they not be compelled to erect buldngs, etc., worth $500, as many are satsfed wth $200 buld put the balance of money ngs and nto the cultvaton of the sol. Now, the Senators voted that ths condton shall be deemed to have been substantally performed when mprovements (buldngs and fences) shall have been made on such premses, n addton to the 5 per cent, above set forth, to the aggregate amount of $500 n other words, the condton of the old lease are exacted, and cannot be fulflled untl after 5 per cent, (not 5) s planted, as t states "n addton to the 5 percent." f the $500 was permtted to be used n cultvaton of the sol, t would not be as good as the Houee bl), as they make all equal and the Senate does not. n Olaa the average coat of reducng an acre to cultvaton s about $50; and f the $500 was used n cultvaton, t would mean 0 acres, and ths would mean that a man who has 50 acres must cultvate 5 percent., plus (0 acres) 20 per cent., equallng 35 per cent. 00 acres must cultvate 5 percent., plus (0 acres) 0 per cent., equallng 25 rr cent. 200 acres must cultvate 5 per cent., plus (0 acres) 5 per cent., equallng 30.er cent. 500 acres must cultvate 5 per cent., plus (0 acres) 2 per cent., equallng 7 per cent. 000 acres must cultvate 5 percent., plus (0 acres) per cent., equallng 6 per cent. Ths s good for the holder of the lanre tract?, but not just to the smaller holder, a be s compelled to plant more than double the percentage that the corporaton wth 000 acres has to plant. The Olaa settlers asked that the 250 feet reservaton of woodland that thuts them off the volcauo road be reduced to 50 feet, as that depth would fulfll the purpose for whch t was reserved scenery. No one can look through 50 feet of Olaa jungle. u at least one nstauce the commssoners granted the prvlege of cuttng ths strp dowu, and whle t whs not cut down entrely, t was reduced n ths nstauce to 50, and the lessee now has 00 x 3500 feet or the strp n cultvaton, and has expended $500 on the same, aud now aks to be allowed to purchase that 00 feet; and as the remauder (50 feet) wll accomplsh that for whch the reservaton was made, t wll not b to the detrment of the Government to grant the same as the House dd. And last, but not least, the settlers aked that the prces of land be as follows : Frst ter of lots nearest the road, $G ; second, $4 ; all others $3. As before stated, ths land costs $50 per acre to get t planted ; and n face of the fact that the success of the crop s problematcal, and that the Hon.
