SECESSON PLEBSCTE On Saturday, June 10th, all regstered property owners n Saanch wll be afforded the opportunty of votng on the queston of whether or not an ntegral part of Saanch shall be separated from the. remander n order to form another Muncpalty by tself. There wll be two questons, each requrng a "yes" or "no" answer, on whch all qualfed voters are expected to express ther opnon. The wordng of the questons s "Are you n favour of Ward Fve beng organzed as a separate Muncpalty?" and the same queston agan, substtutng Ward Sx for Ward Fve. (Ths, we judge, refers to the areas f lrly known as Wards Fve and Sx, be ore elmnaton of the Ward boundares). There are several ponts whch we feel should be consdered n formng an opnon, vz: (1) Local mprovements, s u c h as Sewers, Street Lghts, Sdewalks, etc., are pad for by the people who beneft from them. (2) Overall-servces rendered to an area must be pad for by the resdents of that area. The croakng of frogs, the honkng of geese, and the songs of lesser brds, the buzzng of bees proclam the glad tme. Over the fence we hear the whrr of our neghbour's lawn-mower and hastly thnk of an excuse for leavng our own n ts shed. But from the house another sound of sprng strkes omnously on the ear. Low, but nsstent, t pervades the ar wth the threatenng ntensty of a war-drum. We mably wth no loss of servces and coupled wth a reducton of taxes. Ths, n the wrter's opnon, s somewhat Utopan, not to say msleadng. (3) The statement has been repeatedly made that former Wards Fve and Sx contrbute more n taxes than they receve n return by way of servces. Ths s not so today, nor was t so twenty-fve years ago. An analyss authorzed by the Saanch Councl was made for the year 1948 and ths showed that former Wards Fve and Sx receved n servces $7, n excess of what the taxpayers n the area were asked to pay; rather nce arrangement for Wards Fve and Sx! (4) f secesson were granted to an area of Saanch" the Provncal Government s on record as nsstng that such area must be organzed as a separate muncpalty, thus duplcatng, n perhaps greater degree, the aches and pans of whch so many of us now complan. (5) s dvson nto smaller unts the way to accomplsh the socal, 'communal, and economc ntegraton whch s the nevtable need of today? We thnk not. Sadly we leave the brave new world of the garden, and go to our doom. The house whch was to us a shelter and pleasant retreat has become a concentraton camp. Chars and tables we know and loved have become mpassable barrcades n the halls and passages. Everywhere s a grm assortment of devces f or cleanng, sweepng and polshng, and we know that escape s mpossble. Gone the song of brds, gone SCHOOLS A school s not a luxury. t s not somethng about whch we can say "we wll buy one later." The chldren that need the accommodaton need the accommodaton now. We have bult some new homes, bought some new cars, new rados and many other thngs but the replacement of obsolete and nadequate schools seems to be somethng that we endeavour to put off ndefntely. The school populaton n ths area Of Dstrct 63 has almost doubled durng the last fve years. t s possble' to calculate wth reasonable accuracy the requrements for the future. At the present tme what s obvously unsatsfactory accommodaton s beng used and there s no provson for the ncreased attendance due n September, and surely we can afford to get away from what s so dscreetly referred to as "outsde plumbng" whch stll exsts at fve of our twelve schools. The Provncal Government pays half the cost of school buldngs. The proposed new schools do much to requl:e the "1:ranspurmtr6n mleage. Tme spent n a school bus s certanly not educaton. Our chldren do not complan much about the condtons but that does not prove that they are not enttled to a better deal. K. R. GENN. The problem would be solved f everyone who had taken a drnk would refuse to drve unless and untl he had taken a good meal or f that were not possble, would get another person to drve hs car, but human nature beng what t s very few people wll admt, even to themselves that one or two drnks wll affect ther drvng especally as the effect of a small quantty of alcohol s to make the person who takes t thnk that he s a better drver whle n that condton than at any other tme, snce he feels that hs reactons and percepton are qucker whereas they are actually slower. The Blood Test to determne the quantty of alcohol n the blood, about whch there has been so much dscusson recently, does not appear to be relable, n addton to whch the suspect cannot be compelled to submt to t and f he s not n a condton to know what he s dong when the test s made the Doctor makng t s lable to be charged wth assault. As far back as the records go attempts to prove drunkenness have faled n the Courts for the smple reason that the quantty of alcohol requred to make a person drunk vares, not only wth each person but wth the condton of hs health at any gven tme and often wth the tme of day and the amount of work he has done and the nervous stran to whch he has been subjected. Wth so many factors enterng nto the queston the problem of provng drunkenness becomes so complcated and so dffcult that two dangers arse, frst that a person who s gulty may escape convcton and second, whch s worse, an nnocent person may be convcted. t seems therefore that the only certan atttude to adopt s that a person charged wth beng drunk whle drvng a car must be planly and unmstakably drunk before beng charged but even ths wlll.not catch the small proporton of people who are able to walk and talk as f they were normal n spte of the fact that they have taken enough drnk to float a shp. t also makes t too easy for the person who; s under the nfluence of drnk but s not actually drunk to escape the consequences of drvng a car when he should not have been drvng. A very dangerous suggeston was put forward recently. That anyone charged wth drvng whle under the nfluence of drnk should have the onus placed upon hm of provng hs nnocence. t has for long been one of the frst prncples of justce that a person charged wth any offence shall be assumed to be nnocent untl he has been proved gulty and any suggeston that we depart from that prncple should be strenuously ressted. Untl some scentfc genus nvents a gadget whch wll prove beyond peradventure how much drnk a person has taken and how much t has affected hm there appears to be no alternatve but to go on as we have been dong and to ncrease the penalty where a convcton has been obtaned, to such an extent that no one wll accept the rsk of beng charged wth such an offence. KNGHTS OF PYTHAS PUBLC SPEAKNG CONTEST Mss Edth Rodstrom, a Cordova 'w Grl and student at Mount Newton ~ /h School won the Dstrct Fnals whch were held n the K. of P. Hall on Saturday evenng the 29th. Aprl aganst stff competton provded by James McMullan of Duncan Hgh School, Frederck Graves, of Vctora Hgh School and Doreen Smth of Ladysmth Hgh School who placed second, thrd and fourth respectvely. The subject was "Ffty Years Hence" and the speakers were lmted to ten mnutes each wth one addtonal mnute of grace. Those judgng the Competton were Dr. Henretta Anderson, Organzng Drector of the Recreaton Councl; Dr. Henry Johnson, Englsh Professor at t~e Normal School and Mr. Geoffrey D'l,-", Drector of the Carnege nsttute. Mr. George Hawkns of the Knghts of Pythas stated that the speakers were of a hgher calbre than any who had competed durng the past four years. Mss Rodstrom was presented wth the Perpetual Cup whch s awarded annually to the wnnng contestant and a replca. Edth, wnner for Vancouver sland, wll, under the auspces of the K. of P. go to Pentcton on May 18th, to compete n the fnals for B.C. for the Slver Trophy and Gold Medal and f successful wll compete wth other wnners n Canada and the U.S.A. The fnal wll be held n Grand Rapds for a Frst Prce of a $1,000. The contnuaton of the Contest took place at Pentcton on the 18th nst. There Mss Marguerte Webe of North Burnaby defeated Mss Edth Rodstrom and the two other contestants. Edth, who represented Mount Newton Hgh School and the sland s to be congratulated on havng got so far.

3 MOUNT NEWTON P-T.A. Mount Newton P-T.A. held ts regular busness meetng for May, on Tuesday the 2nd, n Mount Newton School, wth Adran Butler presdng. Members decded there would be no admsson charge to the Country Far, Frday. Treasurer, J. L. Newton reported a net balance on hand of $ Mss Edth Rodstrom was formally congratulated on her success n the Knghts of Pythas Publc Speakng Contest. The sum of $10.60 was voted to the Keatng School for Sports' Day, May 26th, and an addtonal $40.00 for school needs. The followng were nomnated as offcers n the newly-formed Dstrct 63 Sub Councl of the P-T.A.: Presdent, Mr. R. Snknson; Vce-Presdent, Mr. J. W. Lott; Secretary, Mrs. O. Thomas. The group approved of a sub-councl proposal to rotate meetngs durng the next year at the dfferent P-T.A. centers n Saanch. Mr. A. E. Vogee nvted parents and r"'ers nterested to attend Mount New./s Sports Day on May 23rd and ts dsplay of work on June 13th. The presdent announced that Mr. Stan Shner would delver a Hortculture Talk llustrated wth Sldes on May 17th at the meetng of the Brentwood P-T.A. The sum of $50.00 was voted to the Mt. Newton School for the purchase of annual awards. Mr. Wastell, presdent of Cordova Bay P-T.A., was ntroduced to the group and wll be n charge of the Publc Address System for the Country Far. DAYDS WOMENS GULD "Dlans for the annual Summer Sale, to held n St. Davd's Hall, June 7th at half past two, were dscussed at a meetng of St. Davd's Women's Guld, held recently at the home of Mrs. C. Hll, Walema Avenue. t was decded to have stalls of fancy work and aprons; superflutes, plants and green vegetables, home cookng and candy. Tea wll be served all afternoon. Mrs. A. Taylor s plannng a large fsh pond for the chldren and adults. Two valuable pastel tnted homespun blankets wll be gven as przes late n the afternoon. SAANCHTON FAR; EDUCATONAL EXHBT COMPETTON Classes for the Educatonal Exhbt for the 82nd Fall Exhbton of the North and South Saanch Agrcultural Socety were released to-day by Secton Charman Nat Grey. About 50 classes have been worked out by mutual agreement wth the Saanch Teachers' Assocaton. Entres are expected from a wde varety of actvtes commencng wth Prntng by Grade One pupls and extendng to complcated projects by classes n Home Economcs and ndustral Arts. Teachers n all Saanch Schools have been requested to encourage ther students to make entres and to assst n the completon of entry forms whch wll be forwarded to Mr. Ed. Oakes, Far Secretary. The number of entres from each school for each class has been lmted to three,. owng to lack of space. Scholefeld reported on the Oommttee Meetng for a Sports Day to be held May 26th at Saanchton. Mr. Paul Wharf, tenor, delghted wth two songs, accompaned on the pano by hs son, Bran. Mr. C. Lyons of the Forestry Department showed coloured sldes of the Fraser Canyon and gave an nterestng Travelogue, Vancouver to Kamloops. Refreshments were served. SPRNG TEA The sum of $70.00 was realzed at the Cordova Bay P-T.A. tea, held n the School, May 3rd. Guests of honor were Mss R. Smpson, Mrs. D. Bryce, Trustees of School Dstrct No. 63, and Mrs. K. Sturgeon. Mss Smpson offcally opened the tea at 2 :30 p.m. Mrs. J. Wastell and Mrs. Bryce poured tea. The entertanment was enjoyed by all. Mss W.
