4 Opiio A4 Thursday, JANUARY 11, 2018 CADY Corer Drug Overdose epidemic impactig life expectacy BY DEB NARO Cotributor Life expectacy i the Uited States fell for the secod year i a row i 2016, ad govermet researchers say the epidemic of drug overdoses is to blame. The overall life expectacy for a baby bor i 2016 is ow 78.6 years, a small declie of a teth of a percet, the Natioal Ceter for Health Statistics (NCHS) team foud. At the same time, mortality from drug overdoses rose by 21 percet. This was the first time life expectacy i the U.S. has declied two years i a row sice declies i 1962 ad 1963, the NCHS, part of the Ceters for Disease Cotrol ad Prevetio, said i a statemet. The ew report shows the declie i life expectacy occurred despite a overall declie i U.S. mortality, the statemet added. Life expectacy is affected by mortality rates, but other factors also ifluece mortality rates, icludig the age of the overall populatio. The umber of people who died, ot the rate, wet up i 2016, with more tha 2.7 millio people dyig i the U.S., 31,618 more deaths tha i Drug overdoses accouted for a large proportio of deaths. The NCHS foud that 63,600 people died of drug overdoses i The majority of these overdose deaths were uitetioal, the NCHS team, led by Dr. Holly Hedegaard, wrote. The death rate from drug overdoses rose 18 percet a year from 2014 to 2016, the team reported. I 1999, 6.1 per 100,000 people died from drug overdoses. That rate rose to 19.8 per 100,000 i The team foud there has bee a big icrease i deaths from sythetic opioids, icludig fetayl; ad a somewhat smaller icrease i heroi deaths. Overdose deaths, couted as ijuries ad uitetioal ijuries, became the third leadig cause of death i 2016, after heart disease ad cacer. Chroic lower respiratory diseases, the third leadig cause i 2015, became the fourth leadig cause i 2016, the NCHS said. Me were more likely to die from drug overdoses tha wome were, but other reports have foud a growig umber of opiate overdoses amog wome. Still, as i other coutries, America me die youger tha wome. Male life expectacy fell from 76.3 years i 2015 to 76.1 i 2016, while female life expectacy stayed steady at 81.1, the NCHS said. If you make it to age 65, you ll likely live loger tha 78 years. People who were 65 years old i 2016 ca expect to live aother 19 years, the NCHS team projected. It breaks dow to almost 21 years more for wome ad 18 years more for me. U.S. life expectacy does ot stack up well compared to other developed coutries. The Orgaizatio for Ecoomic Cooperatio ad Developmet keeps a idex of life expectacy ad the U.S. falls i betwee Chile ad Turkey i terms of average rates, ad far behid Britai, Frace or Greece. Icelad, Switzerlad ad Japa have the logest life expectacies ad South Africa has the lowest. For more data ad statistics, visit the Ceters for Disease Cotrol ad Prevetio website at gov. Ae Huewell Holderess A update from uder the dome To the Editor: This is the 33rd i my series of reports o the House Legislature i Cocord. This was the first sessio i the New Year, ad started with the clea-up of bills that were held over from last year. As a freshma Represetative, I leared a little about how bills are magically set to the grave yard. Now, may of these bills deserved their fate, but it shows that the fallacy of all 1,000 bills get a up or dow vote. They do t. Oe way is to table the bill -- that meas the bill is laid o the table awaitig future actio. This is a easy vote because it avoids hard decisios ad possibly gettig a udesirable outcome for the bill. The catch is that it takes a super majority (two thirds vote) of the House to brig the bill back for cosideratio. This seldom occurs, ad the bill effectively dies of starvatio. Aother way is to recommed a bill for iterim study. This is doe durig the secod year of sessio, ad puts off ay actio util further iterim study is doe later i the year whe it is too late to act o the bill. I did t keep statistics but if you look o the House web site you ca see the results o Thursday i the Joural for the week at default.htm. Now the bill that filled my ibox ad phoe message machie with please pass or please do ot pass. This was Seate Bill 193 to establish educatio freedom savigs accouts for the studet. This sets aside the state desigated moey or about $4000 for low icome ad workig families to fid the best educatioal fit for their child. It focuses the educatio o the child ad ot the educatio bureaucracy. It provides grats for districts that lose more that oe quarter of oe percet of their budget. That meas a district with a $10 millio budget will see it reduced by a maximum of $25,000. There are all sorts of protectios writte ito the bill, but the fact is it eables the parets to exercise their resposibility to tailor their child s educatio to the eeds of the child. It also provides icetive to the public school to provide a educatio that will etice the child to remai i the public school. It did ot go as far as I would have liked but it is a start. There also is a lack of coordiatio amog isurers, doctors, ad pharmacies. Patiets may see multiple specialists who do t coordiate with each other to discuss what drugs are beig prescribed. It is the left to the patiet to track it all, ad some seiors are simply ot prepared for that. Recet statistics show that o average, oe out of every four patiets have prescriptios from at least 4 differet doctors. I additio, it is ofte assumed that people eed to take chroic disease medicatios for log periods, or the rest of their lives. Oe moth ad coutig I traditioally write this colum o the Suday before it comes out i the ewspaper ad this week is o differet. But lookig at the caledar, the day after I wrote this (Ja. 8) marked oe moth util I was o a plae for South Korea (via Toroto). I took a little time away from writig ad editig o Suday afteroo to sed out a to my coworkers regardig my trip to the Witer Olympics ad I wated to keep them iformed about some of the chages that might be made i the schedule for the two weeks that I am away. First ad foremost, I will be 14 hours ahead of everyoe here o the east coast of the Uited States. I Sochi four years ago, I was ie hours ahead, which put a wrech ito tryig to meet deadlies. I imagie the 14-hour differece will also play a role i how I make deadlies. I made the request to the writers who submit stuff to me to edit that they sed i their stuff a little early so that I ca avoid last miute problems. Traditioally, the North Coutry papers (Littleto, Lacaster, Berli) are due first thig Moday morig ad I put them together o Suday afteroo, editig cotet from the three writers who cover that area. Sice I will be 14 hours ahead, I am hopig that I ca get everythig i by oo here (2 a.m. i Korea) so I ca work o it first thig i the morig whe I wake up o Moday ad have it all i the folders for our pagiators by oo Korea time, meaig they ca have access first thig o Moday morig. The same goes for the Lakes Regio papers, which will hopefully have stuff submitted first thig Moday morig so I ca put the pages together before I go to bed o Moday ight i Korea. This worked out okay i Sochi (oce I got used to the time differece) ad I aticipate it goig smoothly this time aroud as well, iteret willig of course. There is a lot of plaig goig ito this trip ad with it ow a moth away, I have started to take a look at the sports schedule to pla out what I eed to see. Wome s ski jumpig is certaily o the list sice Sarah Hedrickso qualified for her secod Olympics last week. I also aticipate havig to see biathlo ad alpie skiig evets to hit up some local athletes. Additioally, my fraterity brother ad fellow UNH Marchig Bad alum Lee Kelly is livig i South Korea ow ad I am hopig to catch up with him while I am there, so I wat to work that ito my schedule. There is some ervous aticipatio o my part, but the credetial sits o my desk ad every time I glace dow at it, there s a little excitemet. I remember there beig a bit of trepidatio prior to Sochi but I had the time of my life o that trip ad I m hopig this eds up beig much the same. Ad a remider to all readers, if there s a athlete with local coectios who will be competig i Pyeogchag, please let me kow so I ca touch base with them while I m there. me at josh@salmopress. ews with ay iformatio I might eed.
