CALDWELL Cotributig Writer HILL The Hill School District s trasitio away from its logstadig Authorized Regioal Erollmet Area agreemet with Frakli moved forward at the April 8 meetig of the Hill School Board. Voters at the aual school district meetig i March had agreed to ed the AREA agreemet ad ratified a tuitio agreemet betwee Hill ad the Newfoud Area School District; but, at that time, there was o formal agreemet to allow iterested parets to have their iththrough 12th-graders complete their educatio at Frakli High School. School Admiistrative Uit 18 Superitedet Robert McKeey o April 8 preseted a memoradum of uderstadig that would do just that, settig the tuitio rate for those studets at $14, for the school year, the same rate it would have bee uder the AREA agreemet. Newfoud s high school tuitio rate is $13,243 per studet. Prior to the district meetig, Frakli had offered to ope up the AREA agreemet ad reegotiate its rate, promisig to come i lower tha what Newfoud was chargig. The Hill School Board rejected that overture, sayig there was o guaratee that reopeig the agreemet would produce the promised savigs, ad the delay i pursuig that optio would have preveted the board from brigig a proposal to Hill voters i March as promised. McKeey prefaced his remarks by callig upo Hill ad Frakli residets to put aside past differeces that had led to the split. He wet o to say the memoradum of uderstadig had bee drafted by the attoreys represetig both the Frakli ad Hill school districts ad he urged the Hill board to sig it so he could take the MOU to the Frakli School Board for its sigature o April 20. Shelly Hery, who had bee reelected as chair of the Hill board at the start of the meetig, questioed a provisio i the MOU goverig the resolutio of ay disagreemet betwee the two school districts. While much of the focus i the ews has bee o the theft of fuds to the private ad couty ursig homes, I am just as cocered about the devastatio that will be caused to home care, home health, ad mid-level care to the tue of over $10 millio ($5.1 i state geeral fuds ad a matchig amout from the federal govermet) should the Goveror s raid prevail. I the state budget, these log-term care services are orgaized i the followig categories: Mid-level care orgaizatios: assisted livig facilities or residetial care homes that are a step below ursig homes i terms of level of care ad do ot ecessarily provide 24/7 ursig care. Home health care waiver services: medical-type services provided by licesed home health agecies ad VNAs (skilled ursig, physical therapy, etc.) at home. Home support waiver services: o-medical services that ca be provided by ulicesed caregivers (persoal care, meals, adult medical day care, home modificatio services, adult i-home care, etc.) at home. Seate Bill 8, which tells the Goveror to follow the law, passed the Seate 16 to 8 o a roll call vote. Although it tured out that way this should ot have bee a partisa issue. Imagie my surprise whe the majority of Seate Democrats voted agaist the bill, which would sed the moey back to the ursig homes ad home health care agecies. The bill is ow i the House Fiace Committee for cosideratio. Durig testimoy i the House last week, the CEO of the Graite State Home Health Associatio, which represets New Hampshire s home health/ visitig urse agecies testified that these agecies provide a full rage of services to Medicaid cliets icludig those erolled i the state s Choices for Idepedece (CFI) program. These services mea vulerable seiors who are eligible for istitutioal care ca stay i their homes at a much lower cost to the Medicaid program. Home care agecies have struggled for years to provide high quality services at 2006 reimbursemet rates. The cost of wages ad beefits for home care workers icreases each year ad it is icreasigly difficult to recruit qualified workers to care for the growig umbers of elderly people who require services. May agecies have made the difficult decisio ot to accept ew CFI cliets because NH Medicaid does t cover the costs. Takig fuds from the home ad commuity-based care lies to fill a deficit rather tha adequately payig providers is irresposible ad short-sighted. Researchers evaluated 97 voluteers with ad without some sort of a metal illess. The people surveyed said they d used marijuaa daily startig at age 16 or 17, ad said they had ot used other drugs. The daily marijuaa users had a abormally shaped hippocampus, the part of the brai used i storig logterm memory, ad performed about 18 percet more poorly o logterm memory tasks, the researchers reported. Previous research by the Northwester team showed heavy pot smokers had poor short-term ad workig memory ad abormally shaped brai structures icludig the striatum, globus pallidus ad thalamus. Project Promise at NMMS rus Moday-Thursday 2:45-5:30 p.m. Whe Project Promise bega for the school year, there were oly five studets who attedig each day. Now the program has grow to as may as 30 studets each day. Whether a studet is comig right after school, droppig i after sports practice or oly comig oce a week, they are give several opportuities to grow, lear ad make ew frieds. There are six staff members that work hard at NMMS to provide a safe, creative ad fu eviromet for studets each day. Each club offered after school at Project Promise embeds literacy, math, physical educatio, art ad global awareess.
