4 Opiio A4 Thursday, JANUARY 3, 2019 From the Editor s Desk Makig a resolutio that will last With New Year s Day ow i our rear-view mirror, we, like may of you out there, are thikig about resolutios. We could debate that September is actually the start of a ew year give the clea slate of grades to start a ew school year, but a ew year is a ew year, ad ot all of us are still i school. More tha half of all resolutios ed i failure, but we like the fact that geerally, we, as people, seek to improve ourselves ad our lives. Oe reaso resolutios fail is that a perso just has't chose the right oe, somethig that has meaig. May people fail before the ed of Jauary. A resolutio is't the right oe for you if it's too vague, if it's someoe else's expectatios for you, or if you have o pla. The acroym SMART (specific, measurable, achievable, relevat ad time boud) ca be used to help facilitate your success. If you make a specific goal of losig a certai amout of weight, your goal will be easier to obtai. If you set a time limit (baby steps) by sayig I will lose oe poud each week, your pla becomes more effective. As a side ote o the baby steps cocept, if you have't see the comedy What About Bob? starrig Bill Murray, you must. We all like to see progress ad to see it fast. Oe way is to make somethig measurable. If you wat to scale back o somethig, say usig social media, you ca use the 'see how much time you've spet o Facebook' settig to watch your usage go dow. Or if you've set out to watch as may old classic movies or read as may Joh Grisham ovels as you ca this year, you ca make a check list, ad as you fiish each oe, check it off the list. Or brig a empty book case ito your house, as you fiish a book, pop it o the shelf. Pick a goal that is achievable. By takig a leap that is too big, you might fid yourself i over your head ad likely frustrated. Havig a goal of savig more moey tha you ca, will leave you hopeless, however if you ca put away $50.00 per moth, the you're o to somethig. Choose a resolutio that is relevat. Doig somethig for the right reasos is key. A relevat goal is a lastig goal. If you wat to do more research o your family's acestry, so that your family will have the iformatio for years to come, the what you're doig has meaig to ot oly you but to the people you care about. Choosig to brig others i o your goal is ever a bad idea either. We all eed a coach at times. Usig a timelie for your goals should be realistic. Kockig off small goals alog the way will lead you to your larger goals ad will also give you a chace to create your ew habit. Learig somethig ew is oe of the most refreshig thigs about beig alive. Beig able to cotiually grow ad morph ito the best versios of ourselves is what life is all about. The more you ejoy, the more meaig you get out of life. As the poet T.S. Eliot wrote, For last year's words belog to last year's laguage, ad ext year's words await aother voice. You wo t regret discoverig that he belogs i your home. Iterviews for vigilat successors? BY VINCENT PAUL MIGLIORE Bridgewater It is the commo fate of the idolet to see their rights become a prey to the active. The coditio upo which we retai our liberty is eteral vigilace; which coditio if we break, servitude is at oce the cosequece. Little did Joh Curra kow whe he spoke these (slightly paraphrased) words, he spoke of a warig to registered voters of the Newfoud Area School District -- Alexadria, Bridgewater, Bristol, Dabury, Groto, Hebro ad New Hampto. But for oe or two, eergized o occasio or whe a hot issue surfaces that more fid time to atted as a crowd (more o that below) a School Board meetig... held at your high school o the secod Moday of each moth at 6:30 p.m. -- for the most part, o oe appears (read: shows-up) to argue for the taxpayig citizery i the public forum provided to do so. Well, techically Mr. Archie Auger of Bristol s bee preset at umerous meetigs to watch what s bee goig o. He s spoke up ad both praised ad critiqued with severe chastisemet at times -- actios of the School Board. He comes with a broad breadth of extesive hads-o expertise as a log-term educator, district employee, school admiistrator, a fie purveyor of detailed kowledge i state law, as well as public servat ad as a competet past School Budget Committee Chairma. Mr. Archie Auger atteds every Deliberative (first) Sessio of NASD s school district ad votes i every electio held, (the secod sessio of the same meetig a moth later whe we vote at the polls). We will someday eed a omiee to take the reis from him, from his commitmet to eteral vigilace to be that local beaco to iform those who serve us they re beig watched carefully. With that omiatio may come the applicatio of a elixir to soothe ay pai we may feel as excess taxatio, which feelig this year has bee particularly justified. It stems simply from those i our admiistratio who fall back o the legal professio you employ o their behalf just recetly sayig... our lawyer said she is 60 percet certai she could defed our recommeded actio to the Board i court. Why ot make a more simple choice i the taxpayers favor istead of hopig ad gamblig you might be more right legally tha simply wrog i pricipal? A simple aalysis reveals from the district s ow publically available iformatio that the average uexpeded fud balace for each of the past seve years (read: the amout of moey left over i late sprig from our school budget that it turs out we did t eed to tax you for durig the prior year) has averaged roughly $952,000. This past year, we reported very late i the school year whe we were fially doe with scheduled ad budgeted spedig, a roughly $1,500,000 uexpeded fud balace (agai, read: the amout of moey left over from our school budget that it turs out i late sprig we did t eed to tax you for durig the prior year, but did so). The highest I ca ever recall. This past year, cosistet with several of the past recet years, our studet erollmet declied, ad while it varies it s always i egative double-digit umbers ad yet this et loss icludes havig those who tuitio-i to NASD from Hill. Yet, somehow, we always seem to eed build a budget that barely comes i just uder the tax cap (that oly allows a 2 percet icrease o moies raised from taxes durig the prior year ow do you uderstad why you get over-taxed each year? It allows us to come i just uder a HIGHER budget that we have t eeded to the tue of $952,000 per year, for the last seve). How about we stop that practice ad build a budget at this year s Deliberative Sessio o Feb with your help i attedig -- that simply does t overtax you almost a $1,000,000 more each year tha has actually bee eeded for the past seve years, based o our ow data? Is t that proof we have t had to come i just uder the tax cap i a cotiually decliig statewide ad local erollmet situatio? Why cotiue to grat so may more requests for fudig each year, providig a savory meu from which leftover taxpayer fuds ca be selectively spet prior at the ed of the fiscal year i Jue? Ad be told i the ewspaper the prior autum the list was hard to cut... how ca somethig be cut from somethig that does t exist yet? Are t those just items we d like to have, but would simply put us over our tax cap? Istead of focusig o all our buildig improvemets agai this year, why ot cosider givig our worthy support staff a modest raise to help with a icrease i a cost of livig? Our professioal staff is poised for oe. Does t it take a etire village to raise a child? You have a way to take back some modest cotrol with a petitioed warrat article optio at least oe this year, that advises your School Board with omipotet cotrol over spedig tax moey YOU choose to appropriate, to implemet a policy that allows you, as voters to decide whether capital improvemets should be completed or ot --- by a vote of the public aually, ot just by them. Please cosider supportig it. It s your moey that gets taxed so, should t you decide? To do this, pla to accompay Archie Auger your eterally vigilat public guardia of the public trust, to the district-wide School Meetig. Nomiatios so to speak, to add others to such public trust resources exemplified by him, are Saturday morig, Feb. 2 at 10 a.m. --- it s the Deliberatio Sessio meetig folks --- where you vote o matters put before you, decide what the voters will see o a physical ballot a moth later i March whe may more will visit the polls to cast their choice o what you (or your eighbor? Or oly your School Board?) will decide what they see o that fial ballot. This is where you will be further educated o how to take up this matle to get cotrol of the most sigificat local taxatio you cotrol each year. Remember, while our Cogress may very well be beyod our reach, your local govermet is ot... at least, yet. That s why we supposedly like local cotrol i New Hampshire. Now prove it. See you at the high school the oe time each year you have some say at 10 a.m. Saturday morig, Feb. 2. (The iclemet weather date is two days later o Moday). It is the commo fate of the idolet to see their rights become a prey to the active. The coditio upo which we retai our liberty is eteral vigilace; which coditio if we break, servitude is at oce the cosequece.

5 Opiio For most of us, a life is ot so well-plaed NORTH COUNTRY NOTEBOOK By JOHN HARRIGAN A5 The advet of a ew year is supposed to be a time of reflectio ad hope, a time to geerate the best of or biggest of or most importat of stories i my busiess---the ews busiess---or to make a Wish List for the ext twelve moths. This is ot easy whe your first thought is Wait- --what happeed to 2018? About 50 years ago, I was pushig lumber aroud oe afteroo at the Lorde Lumber Compay i Milford. I worked i the plaig mill, where rough boards were tured ito the smooth stuff people buy. My job was to stad ext to Ver Hall, the grader, ad double up pieces to make takeaway easier for the guys dow the lie, ad scoot away ay pieces Ver marked for cutoff. I this evet I had to yak the piece over to a swig-saw ad cut off a iferior ed to bump the piece up a grade or two I much of New Hampshire, away from the Iterstates, Keep Out sigs are still a rarity, ad the lad is ope to all o foot. was back i the days whe wid chill was ot for public cosumptio. Twety below meat twety below. I d bee out there pushig lumber aroud for half a hour whe I had a ispiratio: (a) I did t wat to sped aother witer ot kowig whe I d have to go out ito the freezig cold to push lumber aroud, (b) I did ot wat to sped the rest of my life dealig with a ever-edig stream of lumber, ad therefore (c) I was goig to come dow with a cold the ext day, ad sped it poudig aroud Nashua lookig for ay iside job I could get. My last stop tured out to be the Nashua Telegraph. I had o ewspaper experiece whatsoever, o college Joh Harriga degree (first-year dropout), ad could t eve type. But the Telegraph eeded a darkroom traiee. The darkroom was just off the ewsroom. I was i. SEE NOTEBOOK, PAGE A10 MARK ON THE MARKETS Hope or kow Charlie Log ra the plaer, a deafeig machie the size of a four-door seda. O this day he had hit a copper-jacketed bullet i a rough plak, ad had to shut dow ad take out the dulled kives (which most people would call blades) while he put ew kives i. I all the sawmills ad plaig mills I ever visited, by the way, operators kept cigar boxes ad shoeboxes ad the like cotaiig odd thigs they d hit. Charlie had a shoebox, which after I got to kow him he shared with me, as people ow so like to say. If Charlie were still aroud to hear this share busiess, I thik, he would throw up. I Charlie s boxes were copper-jacketed bullets, musket balls (old oes too, the real deal), barbed wire, ails, telegraph wire, balig wire, may a post-war arrowhead, ad a few pieces of fluted poits. Most of the time, he could spot such aomalies i a rough board before he fed it ito the plaer, because it caused some sort of bump or stai. Whe he did t, the kives got gouged ad he had to shut dow. Chagig kives took about a hour, ad this beig a lumber yard ad maufacturig lie where o time was ever wasted, the etire plaig mill crew was set out ito the yard to tear dow stickered lumber. This meat tearig dow stacks of lumber that had bee dryig o thi sticks of wood betwee layers, ad makig a pile suitable for the frot ed of Charlie s machie O this day, it was aroud 20 below. This BY MARK PATTERSON We ca hope that our retiremet moey ivested i the stock market or mutual fuds will do well whe we are ready to retire. We ca hope that Social Security will be there for us whe were ready to retire. We ca hope that we are workig with a ivestmet professioal who uderstads the differece betwee accumulatio of assets ad distributio as icome. We ca also hope that our retiremet moey is beig maaged cost efficietly ad appropriately for our risk tolerace ad age. We ca hope that our retiremet icome pla is sustaiable, will provide steady icome ad has plety of liquidity. We ca also hope that we have the courage to pla for our retiremet icome ad ot bury our heads i the sad hopig that it ll all tur out okay. We ca also hope that we do ot get ill or die without a will or trust i place. If you fit the category of people who have put off plaig, do t feel bad you are probably i the majority. From 2001 util 2011, the markets wet owhere ad had a couple of sigificat draw-dows, (the lost decade). It is huma ature to receive your statemet from your brokerage ad just toss it i a drawer uopeed durig bear markets, because we really do t wat to see the damage. Istead of hopig all these thigs will be okay; why do t we kow that they will be okay? You ca fid out what your Social Security beefits will be depedig o whe you take them by goig to the Social security govermet website. If your 401(k), 403B or IRA are made up primarily of mutual fuds that are really desiged for accumulatio of assets ad ot for distributio as steady, sustaiable icome, you may wat to cosult Newfoud Ladig with a advisor that ca show you how to get predictable sustaiable icome from those ivestmets. Make sure that your assets are also liquid to the extet that you may eed moey for emergecies. You should mitigate market, credit ad iterest rate risk with your icome pla. The equity markets have bee good the last ie years, so it is easy to become complacet ad risk your retiremet moey i the equity markets. Do t rely o the equity markets for your retiremet icome. The equity markets are more a growth vehicle tha a icome producig vehicle. There s a humorous commercial o TV that shows a husbad-adwife doig every coceivable chore i the house or yard to avoid retiremet plaig. Across the street set their eighbors with a isurace salesma who flips aroud his laptop sayig they your retiremet pla is all doe. Both, i my opiio, are exaggeratios. The US Army Corp of Egieers Cold Regio Research ad Egieerig Laboratory recommeds six iches of hard ice for foot traffic ad 8-10 iches for sow machies or OHRV traffic. Years ago, my dad, Walter, my ucle, Hery, ad I did our ow research o the safety of ice. Walt ad I were cautious as it came to walkig o froze water. Hery was the adveturous oe who pushed the limit of safety. Lakes do t always freeze evely so Hery was the oe who fell through, luckily it was always ear shore ad he oly got wet up to his waist. Our research o ice developed a vocabulary to differetiate the various types of ice. Skim ice was whe lakes ad pods first skimmed over. It was readily apparet that skim ice was oly a fractio of a ich thick ad was t safe to walk o. After a couple of more cold ights our favorite ice is formed, what we called black ice. Black ice was our favorite ice because it was strog ad clear. Two to three iches of black ice was strog eough to support us. We could visually track the ice thickess as we walked alog by watchig the thickess of the expasio cracks. Be- Black ice is the writer s favorite type of ice. cause the ice was clear, I always had the feelig of wakig o water. I especially liked lookig at the lakes bottom ad beig able to see fish swimmig below me. Ufortuately, black ice ever lasted for a log time. Bubbles of air would form ad sow would fall ad melt to weld to the black ice to form sow ice. Four to five iches of sow ice was safe to walk o. But because it was opaque it had to be costatly moitored. As we walked alog we would test the ice thickess with our ice-chisels. Whe the su got high i the sky ad sow ad ice bega to melt we got what we called gray ice. Gray ice was safe to walk o as log as it was more tha six iches thick. Whe a warm day worked o gray ice we called it sprig ice. Sprig ice was full of air pockets ad always called for cautio. Sprig ice could disappear quickly. However, as of Suday, there is a ew post o the Olympics. That s because for the first time, I applied for credetials for the Summer Olympics, which will be held i the summer of 2020 i Tokyo, Japa. A little more tha a moth ago I got a call o my phoe from Matt Pepi, the Bosto Globe Sports Editor. I had the pleasure of meetig Matt i PyeogChag over the course of the Witer Olympics. He was truly oe of the icest guys you could possibly meet ad he helped me make a few coectios with local athletes that I was t eve aware of. Ayway, Matt was callig to coduct my iterview for the credetial process. Prior to Sochi, my first Olympic I a packed house at Top Gu Gymastics, the Bobcats had solid routies o all evets. The idea is that experieced jouralists do the iterviews ad pass alog recommedatios to the US Olympic Committee, which i tur assigs the credetials to members of the media. I spet some time talkig to Matt ad explaied to him my situatio ad my plas. I was happy that Matt was my iterviewer, sice he had see the work ad hours I put i while i Korea ad surely could covey that to the powers that be. At the same time, I also made sure to tell him that I completely uderstood if I did t get credetials, sice weekly ewspapers are low o the list of priority for the credetials. He told me I d hear by the ed of the year. Sure eough, just last week I received a from Peggy Mater of the US Olympic Committee, lettig me kow that the USOC had approved oe credetial for Salmo Press, meaig if I wat it, I ca be i Tokyo for the 2020 Summer Olympics. I am excited for the opportuity, somethig that s a little bit differet. Istead of cold ad widy, I have bee told to expect hot ad humid i Tokyo i July ad August. But at the same time, there are a umber of differeces to deal with, somethig I leared whe I dowloaded the media mauals. The first two Olympics I atteded were i relatively small cities but this oe will be i a huge metropolis. There will be o media village i which we all live, istead media will be housed i regular hotels aroud Tokyo. There will be the ormal media trasportatio buses, but we will also get trasit cards to use o the subway ad trais, which from all accouts, are quite ice. There is a little trepidatio o my part, simply because I kow the expese of attedig the Olympics ca be a bit much. However, I am also eager to see somethig totally differet ad to check out the Summer Olympics for oce. Ad I promise, if all goes as plaed ad I make the trip to Tokyo i 2020, I will take everyoe alog with me through stories, colums, blogs ad photos. Fially, have a great day Diae ad Frak Sulliva.
