2 Local A2 AQUAMAN Admiistratio: Lawmakers attempt to brig clarity to default budget leaves much to legal iterpretatio BY THOMAS P. CALDWELL Cotributig Writer BRISTOL Lawmakers who earlier this year ameded RSA 40:13, the Official Ballot Law, sought to brig clarity to the provisio of that law that has caused the most cofusio through the years: the default budget. They tried to do a better job of defiig how the goverig body the muicipal or school board that determies the default budget makes the calculatios ad explais that method to the legislative body the voters. School Admiistrative Uit 4 Busiess Admiistrator Michael Limai, however, says the tikerig still leaves a lot of area for iterpretatio. I suggestig the default budget that the Newfoud Area School Board should cosider for the fiscal year, Limai said the school admiistratio did its best to straddle the lie betwee what was reasoable ad what was allowed by the ew laguage. Cetral to the issue was the revised law s use of the word authorized whe referrig to the previous year s budget. Vicet Paul Migliore, the school board member from Bridgewater who also serves i the state legislature, has a differet uderstadig of what the laguage meas. He argued that whe voters rejected the proposed budget, they were, i effect, authorizig the implemetatio of the default budget. Therefore, i his view, it is the most recet budget that serves as the base for calculatig ext year s default budget. There was also disagreemet about what costitutes a cotract. Migliore felt the laguage was very clear, statig Cotracts as used i this subdivisio meas cotracts previously approved, i the amout so approved, by the legislative body i either the operatig budget authorized for the previous year or i a separate warrat article for a previous year. The last we hear of Joseph is i the Gospel of Luke, chapter 2, where we read that Jesus father was preset o a jourey the family made to Jerusalem whe Jesus was 12 years old. Eve the, Joseph is ot amed. That s it! We ever hear of him agai, ot eve as to his death. Much has bee made of Mary, ad rightly so. We ca oly imagie what a movig experiece it must have bee the beauty ad experiece the absolute joy first time she realized she was holdig God i her hads! But she was ot aloe. For Joseph, also, it was a awesome resposibility. As head of the family, it fell to Joseph to give Jesus the stability ad the security He eeded as a child. Durig his tee years, he watched as Joseph maaged the affairs of their home. Jesus uderstadig of truth ad hoesty, self-disciplie, morality, respect for authority, ad godliess were all iflueced by what he observed i the ma he called, Dad. He watched as Joseph respoded to the frustratios ad challeges of maagig a busiess i first cetury Israel. It was, udoubtedly, a critical factor i His of givig your heart ad home to such a educatio. Keep i mid that Joseph was a ormal ma. He, like each of us, eeded to discover the stregth of character that ca be developed oly through the give ad take of life. There were surely times whe he blew it, ad perhaps occasios whe he did t respod well to the growig-up atics of his uique stepso. But he was a good ma ad God Himself chose him for the rearig of his beloved so. Although history records little of Jesus childhood, oe ca surmise that Jesus also saw Joseph smile ad relax as together they spet may a quiet afteroo fishig ad ejoyig each other s compay. MARK ON THE MARKETS Strategies BY MARK PATTERSON Whether you use a fiacial plaer, advisor or do it yourself; plaig your fiacial future ivolves a pla, strategy ad tactics to get you where you eed to go. So let s take a momet to thik about the differece betwee these strategies ad tactics to maybe reflect o what you have or have ot doe with your persoal fiaces. To me a pla is the most macro or broad big idea regardig (i this example), your fiacial picture. But the we must create a strategy for your pla. The strategy represets a subjective time frame, for exam- ple, five years. The strategy idetifies the objectives you wat to accomplish ad attaches a loose timeframe to achieve your goal. My strategy may read like this; Accumulate ad grow my assets reducig the risk to the overall portfolio as I approach retiremet at age 70. Usig good Social Security plaig, some A rated fixed idexed auities for a small portio of icome ad a good fixed icome bod ladder for most of the steady, sustaiable icome. I wat to create a sustaiable icome that is ot subject to market risks. The with the remaiig assets I wat to cotiue to grow these assets with equities or stocks, maagig some mitigated market risks to keep me ahead of iflatio ad grow my legacy. I also wat to fud Log term care isurace (asset based), ad life isurace. Now that I have outlied a basic strategy, I eed to make tactical moves to get my strategy i motio. While I am still i the accumulatio phase, a tactical move may be; with a portio of my assets, I will sell cash covered puts to create icome or accumulate stock i compaies I wat to ow. Oce I ow this stock, I may sell covered calls for icome. This is a buy/ write tactic that aids i the overall accumulatio strategy. The poit is that your pla ad strategy should be well defied. Not that chages should ot be made, but a geeral idea of what you wat to accomplish ad how. The tactics that you or your advisor employ are more defied or maybe represet shorter periods of time. Tactics are just tools to help you reach your strategic goals which are a just a part of the overall pla. Readig this may seem simplistic to you, but I kow sometimes very basic cocepts ca be a valuable tool for solvig problems that may have seemed very complex. Buyig mutual fuds util you retire ad takig the moey out of them whe you eed it would Newfoud Ladig be a strategy ad pla. But that pla does ot iclude eough detail to esure that you wo t ru out of moey i retiremet. A very good exercise would be to write out your pla ad objectives, the create a strategy to work towards your goals. If you are comfortable with the details or tactics to fulfill your pla, the write those dow as well. If you are ot comfortable with ay or all of this the, call a plaer or you ca call my office. For more thoughts like these, please follow me o idefeseoftruth.et. Paid Advertisemet Paid Advertisemet Paid Advertisemet Paid Advertisemet Paid Advertisemet It probably does t happe as much as you d like, but you may occasioally have some extra disposable icome. For example, perhaps you have recetly received, or will soo receive, a year-ed bous. Or maybe you will get a sizable tax refud i just a few moths. Wherever this moey comes from, you will wat to put it to good use. Should you use the cash to pay dow debts or should you ivest it istead? There s o simple aswer, ad everyoe s situatio is differet, but here are a few suggestios for helpig you make a good choice: Edward Joes: Fiacial Focus Evaluate your cash flow. If you already have eough cash to meet your daily livig expeses, you might lea toward ivestig the moey, but if you are just gettig by, possibly due to heavy debt paymets, the you might be better off usig your ewfoud fuds to reduce your debt load. Aother way of possibly reducig your debt load is to build a emergecy fud cotaiig three to six moths worth of livig expeses, with the moey kept i a liquid, lowrisk accout. Oce you have such a fud, you could use it, istead of goig ito debt, to What s Smarter Payig Off Debts or Ivestig? pay for uexpected costs, such as a ew furace or a major car repair. Evaluate your debts. Some of your debts are actually more expesive to you tha others. This expese level does t ecessarily refer to the size of the debt, however. You might have a large mortgage, for istace, but because your iterest paymets are typically tax deductible, your after-tax iterest rate may be relatively modest. Therefore, you might cosider usig your excess cash for ivestmets, rather tha payig dow your mortgage. But if you have cosumer loas or credit cards that carry a high iterest rate ad whose iterest paymets are ot deductible, you might be better off payig dow this debt. Evaluate your ivestmet opportuities. You may have heard that oe seaso or aother is a better time to ivest but there s really o strog evidece to support this claim. However, ow that we are earig the ed of the caledar year, ad oly a few moths away from the taxfilig deadlie o April 15, you may wat to take advatage of at least oe time-related ivestmet opportuity. Specifically, you could use whatever extra moey you have to fully fud your IRA, if you have t doe so already. For the 2018 tax year, you ca cotribute $5,500 to a traditioal or Roth IRA, or $6,500 if you are 50 or older. (Depedig o your icome, you may ot be able to cotribute the full amout to a Roth IRA.) You ve got util the April 15 deadlie to fully fud your IRA, but if you have the moey sooer, why wait? The quicker it s i your accout, the faster it ca go to work for you. Oe fial suggestio: If you have a compay match as part of your 401(k) or similar retiremet pla at work, cosider cotributig eough to get your employer s full matchig cotributio before you pay dow debts do t leave this free moey o the table. Your year-ed bous, tax refud or other source of beyod-the-paycheck moey ca help you make progress toward your fiacial goals so evaluate your situatio ad optios carefully before makig ay moves. It will be time well spet. This article was writte by Edward Joes for use by your local Edward Joes Fiacial Advisor. Secod Team offesive hoors wet to It s (oe of) the most woderful time(s) of the year This is the fial colum to be prited prior to Christmas, though ext week s will be writte before the holiday rolls aroud. Christmas has log bee oe of my favorite times of the year. I m ot exactly kow as a jolly perso, but for whatever reaso, I ve always ejoyed Christmas. I do t really eed much of aythig so I usually do t ask for much, which admittedly drives my mother crazy because I ever really have a list for her. Part of the issue with me is that my birthday also falls i December. Last Thursday s paper came out o my birthday ad I was able to get through most of the day without thikig about it. Oe of my coworkers left me a couple of cookies ad a ote o my desk, my mother called ad I got a buch of Facebook messages, but for the most part, I did t really have to thik about it for most of the day. However, the cast of The Best Christmas Pageat Ever at the Village Players Theater i Wolfeboro foud it ecessary to sig Happy Birthday at the ed of dress rehearsal last Thursday ight. So I did t escape completely. Plymouth quarterback Cody Bao, Keett liema Cole Sweeey ad Keett kick returer Etha Ouellette. Secod Team defesive hoors wet to Keett lieme Bobby Graustei ad Jacob Stears, Plymouth liebacker Joe D Ambruoso, Keett defesive back Justi Olso ad Plymouth defesive back Nick Qualey. Also earig First Team offesive hoors were quarterback Alex Cheek of Gilford-Belmot, ruig backs Bo Lyos of Joh Stark, Rick Hazeltie of Merrimack Valley ad Griffi Youg of Haover, tight ed Patrick Carr SPORTING CHANCE By JOSHUA SPAULDING I do t particularly care about my birthday, it s just aother day, but Christmas is always a good time. It s oe of those days where there s o games goig o for me to cover so I ca take a bit of time ad relax for a day or two (though holiday touramets start the day after Christmas). Additioally, my brother traditioally makes it home for Christmas ad i most years, this is the oe chace durig the year that I get to see him, though this year I did go out to visit him over the summer. I am lookig forward to takig a few days off ad travelig orth to visit with family ad take a bit of a break. I am sure I will probably eat plety of crap that is ot o my diet ad probably ot exercise as much as I should, which will surely be good for my health. But sometimes, you just have to do what you have to do. As I write this, we are i the middle of our weeked of sellout shows at the Village Players, which is of Gilford-Belmot, lieme Lucas Guerrette of Joh Stark, Bejami Boisvert of Bow, Harley Huddlesto of Merrimack Valley ad Elijah Putam of Haover ad kicker Kayde Easter of Joh Stark. Secod Team defesive hoors also wet to liema Dakota Hachett of Haover, liebackers Joatha Mitchell of Gilford-Belmot, Seamus O Reilly of Bow ad Brado Jawidzik of Pembroke ad defesive back Nikos Biskaduros of Joh Stark. Joshua Spauldig ca be reached at , ext. 155 or josh@salmopress.ews. just aother good thig to celebrate. It seems that the Christmas spirit is alive ad well aroud Wolfeboro as we sold out all three shows over the weeked with ethusiastic crowds o had every ight. The week leadig up to the Christmas break will feature a umber of games, the first alpie meet of the seaso, early deadlies for the paper after Christmas ad auditios for ext sprig s show at the theater. Needless to say, the break startig ext weeked will be a welcome oe ad I am lookig forward to ejoyig it. Util the, to quote oe of New Hampshire s greatest, there s miles to go before I sleep. Fially, have a great day Cathy Fraser.
