4 Opiio A4 Thursday, MARCH 3, 2016 From the Capital Steps BY SEN. JEANIE FORRESTER District 2 Oe of the biggest decisios the legislature will make i this sessio is whether or ot to reauthorize the New Hampshire Health Protectio Pla (aka Medicaid Expasio). I wated to give you a brief update o this importat ad complex issue. I 2014, the legislature passed the New Hampshire Health Protectio Pla (NHHPP). This pla, crafted by the legislature, provides private health isurace to approximately 48,000 low-icome, uisured New Hampshire residets usig 100 percet federal fuds. The pla provides access to primary ad prevetive care, icludig cost-effective maagemet of chroic illesses ad metal health ad substace abuse services. Prior to the NHHPP, uisured folks accessed free care through emergecy room visits to their local hospital. This care did ot iclude prevetive or primary care. I 2014 aloe, prior to the implemetatio of NHHPP, the amout of free care provided by the hospitals was $427 millio. The cost of that free care is shifted to taxpayers i the form of higher premiums o their ow plas. Because of the NHHPP, there has bee a sigificat drop statewide i the umber of people without isurace seekig care. As of September 2015, there has bee a 30 percet decrease i uisured emergecy room visits, a 38 percet decrease i uisured ipatiet visits, ad a 28 percet decrease i uisured outpatiet visits. Health care coverage provided by the NHHPP substatially reduced ucompesated care costs, thereby reducig the health care cost shift, or hidde tax, to busiesses ad taxpayers. I 2015, the cost to New Hampshire of treatig uisured patiets dropped more tha $142 millio. The NHHPP is due to expire o Dec. 31, ad the legislature is ow workig o a pla to exted that coverage. House Bill 1696 reauthorizes the NHHPP for aother two years (Ja. 1, 2017 through Dec. 31, 2018). It requires the federal govermet, New Hampshire isurace compaies, ad the 26 New Hampshire hospitals to bear the cost of this reauthorizatio. Per the federal govermet s promise, it will pay 95 percet of the cost for private health isurace plas i 2017 ad 94 percet i The hospitals ad isurace compaies have agreed to split the remaiig balace (5 percet i 2017 ad 6 percet i 2018). If the NHHPP is t reauthorized, 48,000 Graite Staters will lose coverage to primary ad prevetive health care services, but will still have access to emergecy care. As a cosequece, ucompesated care will go up ad the burde of this care will agai be shifted to busiesses ad taxpayers. There are taxpayer protectios i HB1696. The NHHPP eds if the federal govermet reeges o its commitmet to payig 95 percet i 2017 ad 94 percet i The NHHPP eds if the hospitals or the isurace compaies reege o their promise to cover the balace i either of those years. The program must agai be reauthorized at the ed of The bill also requires extesive iformatio gatherig ad a pla for the future by settig up a Commissio to look at the efficacy of the program ad log-term fudig. Joh is holdig a Meet ad Greet at Kathlee s Cottage, Lake Street, Bristol, o Friday, March 4, startig at 7 p.m. I urge you to stop i ad meet Joh ad ask questios. I am supportig Joh Sellers for Bristol Select Board, because he will take the time to stop ad liste, research, ad carefully examie the issues. Joh is focused o the erichmet of our commuity through supportig local busiesses ad makig ecoomically soud decisios that will impact the tow of Bristol. To the Editor: After much thought ad cosideratio, I have decided to susped my campaig for Bristol Select Board. I am steppig aside ad puttig my support behid J.P. Morriso ad Joh Sellers. I wish to thak all those who ecouraged me to ru ad supported my cadidacy. My reasos for edig my campaig are may, but foremost is the desire to fiish out my term o the Bristol Budget Committee as a voice for the taxpayers to hold the lie o spedig with a eye to prioritizatio of projects ad support for the eeds of the departmets. Voters should be cocered with several treds happeig with elected positios. First is the tred for electig those who ed up makig decisios that directly impact them persoally. If you look at the Budget Committee oly, you will fid the majority of the officials are retired from or receive part-time wages from the tow as fire departmet ad other departmet employees. Some who are ruig for offices this year would preset the same issue. There is also a tred to vilify those who wish to do their due diligece as defied by NH RSA to serve the best iterest of the Tow ad the taxpayer. Steppig aside As a member of the Bristol Budget Committee, Joh has recommeded may cost savig suggestios. Oe example of these suggestios is he has provided a comprehesive aalysis of the ambulace service which would add reveue to Bristol by havig the other tows pay the real cost of the service. Joh is ot afraid to ask questios, take the time to gather iformatio, ad thik outside the box whe cosiderig the eeds of all the residets of Bristol. Vote Joh Sellers o March 8, ad come to Tow Meetig o March 12. Rebecca Boudreau Bristol My support will go to J.P. ad Joh as I believe they do ot stad to gai persoally ad will have the best iterest of the Tow foremost i their oversight ad deliberatios o our behalf. As we approach Electio Day March 8 ad Tow Meetig o March 12, I see us as approachig a fork i the road of either the cotiuatio of good hoest oversight of all departmets equally or a retur to govermet by the few for the few. Prioritizatio is the key with Tow Meetig Warrat articles this year. I ask that you cosider your vote carefully. Does it make sese to vote for cadidates that have special iterests i the outcomes of decisios o budgets ad projects or does it make better sese to elect cadidates that are lookig to serve with ubiased but focused itet i the best iterest of the Tow? What are the priorities facig our commuity right ow? Participatio is ecessary if you wat to take part i decidig the future of Bristol. Whatever your decisio, your vote is your voice. Please exercise it. Please joi me i votig at the polls ad at Tow Meetig as I feel your vote does matter o matter what your beliefs. Thak you, William (Bill) Cote Bristol Advocatig J.P. Morriso ad Joh Sellers for Bristol Selectma To the Editor: Some Bristol officials like to tell voters the Bristol tax bill ca t get ay lower sice the total tax rate i Bristol is i the lower third for NH commuities. I reality, the muicipal tax rate, the oly tax rate the Select Board is directly charged with maagig, is ear the 75th percetile of the most expesive tax rates i New Hampshire. With Morriso ad Sellers, o the Select Board, I believe we ca focus o addressig the followig taxpayer cocers. Stop over estimatig fudig whe buildig a budget The Departmet head is oly charged with makig the bottom lie balace out. Trasfers from uderspet lies to overspet lie items to achieve that balace Tackle the millio dollar ureserved fud balace This moey got there by over taxatio durig the greatest recessio i the past 75 years. We ca t go back i time ad correct that wrog, but we eed a board that will give this moey back to the taxpayers. Bristol should be improvig its ifrastructure, but a little more plaig eeds to be take ito accout. The philosophy of taxatio without plaig almost resulted i the Tow owig a very impractical ad expesive boat shop. This is oly a sliver of the work that eeds to be doe, but the first step requires votig March 8 for J.P. Morriso ad Joh Sellers for the Select Board. Paul Magaiello Bristol

Although February home sales i Belkap, Carroll ad Grafto couties fell 23 percet from the previous moth to 121 closed trasactios, the story developig i early 2016 is oe of year over year advaces i closed ad pedig sales, media home price, sales dollar volume ad a shrikig ivetory of sigle family homes, all of which bodes well for a repeat of the 11 percet sales gai realized i 2015, experts say. Save for a few expesive outliers where low ivetory ad high prices have become the orm, a balaced (growth) market is aticipated for much of the coutry for the foreseeable future, the New Hampshire Associatio of REAL- TORS wrote i its 2015, year-ed report. NHAR oted that a healthy, yearlog demad for housig was spurred o by a improvig jobs market ad iterest rates that remaied historic lows. The Federal Reserve raised its short-term bechmark iterest rate i December ad more icreases are expected this year as the ecoomy cotiues to improve, but NHAR wrote i its December report that the housig market appears to have accepted the ievitability of risig rates ad most housig experts predict that additioal iterest rate hikes by the Fed will have oly a egligible impact o log-term fixed rate mortgages. I the three-couty regio covered by this report, YTD homes sales rose 30.7% year over year to 294 closed trasactios, accordig to market data supplied by the New Eglad Real Estate Network Multiple Listig Service. The impressive gai was buoyed by super strog year over year activity last moth, which saw sigle-family home sales rise 40.7 percet to 121 uits. February pedig home sales were up 7.2 percet with pedig sales for the year up 18.4 percet year over year to 206 active cotracts i the sales pipelie. Meawhile, the media price of a home sold i the three-couty regio fell percet last moth, but iched upward YTD to $185,000, a 2.8 percet gai from the first two moths of 2015, NEREN data shows. The dollar volume of completed sales rose a substatial 25.5 percet last moth to $27.6 millio, while YTD that figure stood at $76.7 millio, a impressive year over year icrease of 39.3 percet. Risig dollar volume idicates growig demad ad a shrikig homes ivetory. Witer ivetory i the three couties stood at 12.8 moths supply at the ed of February, dow 36 percet from the same period last year, accordig to NEREN. Statewide, similar results are aticipated, although NHAR has ot yet published its sales data for I the three-couty Lakes Regio, however, Belkap Couty led February sales with 39 closed trasactios, up 62.5 percet year over year. YTD sales were up 31.9 percet to 91 closed sales, accordig to NEREN. Pedig sales for the year, meawhile, were up 66 percet to 71 trasactios compared to Dollar volume, too, was up 60.5 percet last moth ad up 24.1 percet for the year at $24.6 millio ad housig ivetory dropped 39.7 percet a 11.7-moth supply. February home sales i Grafto Couty also rose substatially above the previous year with 45 closed trasactios, a icrease of 55.2 percet. YTD, 99 homes sold, a gai of 25.3% over the previous year. Pedig sales were up 11.9 percet for the same period with 66 trasactios i the sales pipelie. While the media price of a Grafto Couty home dropped 21.4 percet for the moth, year over year, it was up 14.7 percet YTD to $164,000. But those ivestmets or whatever you wat to call them are typically used for speculatio or as it used to be called takig a flier or chace, kowig your odds of success are ot great. Futures ad optios are ot risky per say, just leveraged so that they move faster i or away from profit. They ca be used for risk mitigatio i some circumstaces. The risk that I wated to address though was the risk i owig Risky ivestmets thigs i your ivestmet portfolio that you may believe are safe icome producig vehicles like divided payig stocks, preferred stocks, MLP s or bod fuds. Whe a stock or bod is purchased for icome or the divided it becomes that much more sesitive to iterest rate fluctuatios. As a example; because yields o CD, s, bods ad fixed icome i geeral are so low, ivestmet moey has sought out ay vehicle that pays a good divided or yield. That i tur drives the price up ad yield dow, so whe you have a lot of moey chasig this yield you get iflated prices of the stock or bod. Now I am ot coviced that rates will go up sigificatly all that soo, i fact I believe that we have a lot of deflatioary issues to get through before we worry about real iflatio. Just realize that abrupt currecy value chage or a host of exteral global factors ca chage the iterest rate picture very quickly creatig a real jolt to those iterest rate sesitive vehicles. Kow that I am ot agaist bods, just bod fuds. Bod fuds are typically perpetual i ature, i other words, the bods are bought ad sold by the fud maager with o maturity date as far as you are cocered. Iflows ad outflows make holdig a bod till maturity a challege for fuds. Typically if rates go up you lose value, if they go dow you gai value. If you wat exposure to bods you might cosider idividual treasuries, corporate or muicipal bods with varied maturity dates, referred to as ladderig. Ladderig is just a method of staggerig maturity dates from short term to log, with a strategy that the ear term maturities may be reivested ito a potetial risig rate market. This is referred to as immuizig the portfolio. If you buy idividual bods you will at least kow what you paid, what your yield, maturity date will be ad have more cotrol over the ivestmet. If you do ot feel that you have eough assets to justify idividual bods I would just take a pass o the bod fud at this stage of the game ad fid somethig else for icome. Of course, all these strategies ca be debated, I just wat you to be active ad aware of what is goig o with your moey whether you maage it yourself or have someoe maagig for you. First, I do t believe New Hampshire s budget should be egatively impacted by the NHHPP. HB1696 proposes that the isurace premium tax (the tax paid by the isurace compaies for the NHHPPs) will be used to help fud the program. Curretly, the isurace premium tax ($9 millio) goes ito the state s geeral fud. Those fuds should cotiue to go to the geeral fud. The Departmet of Health & Huma Services also testified that they expect to sped $1 to $2 millio a year i admiistrative costs for this program. I believe that cost should be also bore by the isurace compaies ad the hospitals. Secod, there eeds to be trasparecy. The HB1696 should require every hospital ad medical office publish all of their pricig for procedures (cash vs. isurace) ad post ay other valuable data like success rates or ifectio rates. 16 Sports B2 Hockey all the rage i NH ski tow WATERVILLE VAL- LEY Hockey is back. Of course i New Eglad it ever really leaves, especially i places like Waterville Valley. The Waterville Valley Ice Area sees hockey actio early year roud, but the fall seaso brigs the excitemet, competitio, talet ad promise to a whole differet level. Recetly the New Eglad Wolves have become a real feature i Waterville Valley, as they are surely o their way to becomig a staple of this resort set i the middle of the White Moutai Natioal Forest. The ice area has log bee a host to youth hockey touramets, sychroized figure skatig troupes ad ope public skatig. Back i 2011 the area took o a ew residet the Wolves. This year, as part of seaso, the Wolves will make their much-aticipated debut i the Easter Hockey League (EHL). Additioally, they are joied by the New Eglad Wolves of the AEHL. The emergece of teams ad their movig from league to league ca get cofusig, but to simplify, the Waterville Valley Ice Area will host two Juior Hockey teams, both cosistig of cosiderable talet. Now that [the EHL] is i its fourth year, it s becomig pretty established, said Waterville Valley Ice Area maager Da Salzer. Which meas, you re goig to see some top level hockey. The Wolves are t a professioal team, they are t eve a college team; but they are the future of New Eglad collegiate hockey. Sice 2012 early 30 Wolves alums have either goe o to play, or have committed to play, hockey at a New Eglad college or uiversity. Ad, while there are higher levels of hockey those familiar with Juior Hockey ca attest to the quality of play. Cosiderig the commitmet that is required to play o these teams, it s o surprise that the o-ice product is top otch. The Wolves, ad other teams of the EHL, are made up of athletes betwee 18 ad 20 years old from aroud the coutry. But the Wolves fill the majority of their roster with local flair, primarily New Eglad atives. Teams of the EHL are allowed just two iteratioal athletes, esurig that what you see is some of the best that the US has to offer i youg talet. The primary goal here is college hockey, Salzer said. While they re here they live i codos ad get a chace to pick up some college credits at Plymouth State Uiversity. But playig here helps maitai their college eligibility ad gives them a extra year or two of serious hockey. For the past couple years, Divisio III hockey has bee the fial destiatio of the majority of the Wolves alumi. However, as the teams build their reputatio ad cotiue to sed a few players off to the likes of Uiversity of New Hampshire ad Uiversity of Maie (as they ve doe recetly) the Wolves will see a icrease i Divisio I talet. For the most avid of hockey fas it takes oly the sport itself to brig i spectators. As log as the quality of play is there, hockey purists will fid their way to games. For those more iterested i attedig a game because they thik they might ejoy the hockey experiece, look o further tha Waterville Valley. The ice area, which has evolved greatly over the years from the origial outdoor rik, has become a part of a reaso to take i a hockey game i Waterville Valley, alog with the teams themselves. The rik, which is of NHL regulatio i size, is set i what looks like a classic red bar. From iside, the rik s classy fiish with a appropriate New Eglad look ad feel comes with plety of seats, great lightig ad moder ameities. The area ca hold 250 spectators, who Salzer said ot oly show up, but really get ito the actio. The atmosphere here i the witer is great, he said. It s free admissio to all the games so we get some pretty decet crowds. Also, the thig about our rik is the coditios. Fas ad people who play hockey ca really appreciate just how hard ad fast the ice is here. While the typical hockey fa may ot cosider ice quality whe takig i a game, fas experiecig a Wolves game are afforded the opportuity to do just that. The Waterville Valley Ice Area offers daily public skatig ad frequetly offers stick ad puck sessios a perfect opportuity to get a sese of what some of the best youg hockey players i the ortheast are playig o. With a seaso lastig from September ad carryig o ito March, there are plety of opportuities to make your way up to Waterville Valley to check out the New Eglad Wolves. As its ame suggests, retirig i stages typically ivolves reducig oe s work hours from full-time to part-time, ad the, evetually, to complete retiremet. If you ejoy the social relatioships of work, ad you defie part of your idetity with what you do at your job, this type of gradual trasitio may be easier for you to accommodate tha the abrupt trasitio from worker to retiree. As for the fiacial aspects of such a move, you will wat to pla ahead. 20 Sports B6 Across the coutry ad back agai, all i a day My love of Survivor is well-documeted ad I ve made a habit of makig trips to New York City for Survivor gatherigs. Most of the evets I atted are hosted by Rob Cesterio, the two-time Survivor ad the host of Rob Has a Podcast, of which I am a avid listeer. There s a pretty good chace that if you see me at the gym i the morig ad I have my headphoes o, I m listeig to oe RHAP podcast or aother. Each Survivor seaso, Rob hosts a live recordig of the show i New York City ad ivites listeers to come ad watch the episode ad the recordig of the podcast. There s usually a umber of former Survivors that show up as well. This year, Rob decided to host a live evet closer to his home i LA, offerig listeers o the west coast a easier chace to see the show. But ot watig to miss a live show, I did a little research ad foud plae tickets for less tha $300. To save moey ad ot miss may work evets, I booked my flights o the same day, meaig I did t have to get a hotel room. That also made SPORTING CHANCE By JOSHUA SPAULDING I GOT A chace to hag out with Oscar last week i LA. fully executed the sceario ad escaped the room. We the headed over to the Hollywood Improv for the show, where Rob ad cohost Stephe Fishbach, who was makig his first live appearace back o the podcast after appearig o Survivor i seaso 31, discussed the episode ad took questios. Former Survivors Joatha Peer (seasos 13, 16 ad 25), JOSHUA SPAULDING Corie Kapla (seasos 17 ad 26) ad Max Dawso, Tyler Fredrickso ad Je Brow (seaso 30) all made appearaces as well. Because I had a overight flight, I had to for a log day. My alarm wet off at 2:30 a.m. last Wedesday ad I headed south to Dover, where I picked up the bus to Loga Airport. My flight took off at 8 a.m. ad we laded i LA just after 11 a.m. o the west coast. I left i the middle of a rai/ sow storm ad laded i 80+ degree weather, so that was t a bad chage. For the first time ever, I used the Uber app o my phoe ad got a ride from the airport to West Hollywood, ear to where the evet was takig place later i the eveig. My first stop was for luch, which i LA had to be at I N Out Burger. After luch I spet some time walkig aroud Hollywood ad got to see the settig for the Oscars, as there were plety of people ruig aroud gettig thigs set up for Suday s ceremoy. I had siged up for a Escape the Room game with some other listeers of the podcasts ad the six of us successtake off before the after party ad I caught aother Uber outside the club ad got to the airport ad through security i plety of time. Though I have to admit, the fact that the plae was packed o a overight flight from LA to Bosto o a Wedesday ight was a little surprisig to me. I was able to get some sleep o the flight back ad was back i the office by 1 p.m. ad ready to cover some playoff basketball later that eveig. It was a lot of travel for a short trip, but it was a ice chace to get away for a little bit. Ad i April they ll be aother evet i NYC ad I ve already got my ticket.
