4 Opiio A4 Thursday, AUGUST 24, 2017 Family diers help parets guide good choices BY DEB NARO Cotributor While it s true that childre ofte idolize sports heroes ad celebrities, they also idolize you. As a paret or caregiver, you have the power to help shape their attitudes about drugs. Oe way to do that is by talkig to them regularly about what is goig o i their lives. Kids who lear about the risks of drugs ad alcohol from their parets are up to 50 percet less likely to use tha those who do ot. Talkig to your child about drugs ad alcohol does t mea lecturig. I fact, there are may thigs you ca do (or may already do!) to provide the type of eviromet that may keep your child from experimetig with drugs or alcohol. Oe is to sped more time with your child. A atioal survey about the importace of family diers revealed that 18 percet of tees said they would like to sped more time with their parets Family diers are a excellet way to sped time with your child. Ad make o mistake those family diers matter. Tees who have fewer tha three family diers per week are almost four times as likely to have used tobacco, more tha twice as likely to have used alcohol, ad two ad-ahalf times as likely to have used marijuaa. Imagie! Simply spedig time with your childre may make them less likely to try drugs or alcohol. Family diers do t have to be elaborate or expesive. Thik of simple, iexpesive ways to make the meal fu, such as eatig a picic meal i the back yard, havig a cotest to see who ca create the best pizza, or settig up a burger bar with outrageous toppigs. Ejoy the process, ad sped the time together talkig with your childre about their day. Simply beig there for your child day or ight is also helpful. A child who feels you are available will be more likely to come to you with questios about drugs, or challeges with peer pressure or other situatios that make your child feel ucomfortable. It is especially importat to be there for your child durig times of trasitio, such as chagig schools, movig, or divorce, because the risk of drug use icreases greatly durig these times. As childre advace from elemetary school to middle school, for example, they face ew social situatios. They will be exposed to cigarettes ad alcohol if they have t bee already ad frieds may ecourage them to try ew thigs. Later, as they go from middle school to high school, they will face a larger variety of substaces ad have more of a desire to fit i or seem cool to their classmates. Additioally, tees who atted faith-based services four or more times a moth are less likely to have used tobacco (11 percet vs. 3 percet), cosumed alcohol (27 percet vs. 13 percet), or used marijuaa (15 percet vs. 5 percet) tha those who atted such services less frequetly or ot at all. Remember, prevetig the first use prevets abuse ad prevetig abuse prevets addictio. With some simply paretig strategies, you ca chage your child s future. Vicet Paul Migliore for State Rep: Ma with a pla To the Editor: We are all aware of the opioid crisis i this coutry ad how critical it has become i our state of New Hampshire. The problem is overwhelmig ad ow eve dagerous for emergecy persoel, ad the huma toll o society is eormous. Like everyoe, I d like to see a cocrete, effective approach to attackig the problem. I m ot persoally a fa of big govermet, but whe govermet effectively regulates for the commo good, they are servig us as we elected them to do. Hopefully, you ve take time to read Vicet Paul Migliore s recetly offered root-cause solutio to opioid crisis o just such a approach i the Salmo Press. With thaks to them for havig the wisdom to prit it i-full. He cites examples of other states that are fidig success with effective prescriptio drug moitorig plas that work i cocert with the medical ad pharmacy professioals. To me, his articulatio ad uderstadig of the problem proves he will work tirelessly to fid ways for our State to implemet moitorig that will also work for New Hampshire. Migliore is the best choice for District 9 To the Editor: It is with utmost cofidece I write to edorse the cadidacy of my former colleague, Vicet Paul Migliore, for State Represetative i the Special Electio o Sept. 5, ad with whom I served o the Newfoud School Board. All residets of Ashlad, Alexadria, Bridgewater, Bristol ad Grafto have the opportuity to sed oe of the hardest workig, most thorough ad fairest people I had the privilege of servig with o the Board. His detailed perspective ad i-depth aalytical ability to get to the heart of ay problem he faced makes him highly qualified to best serve the eeds of area residets. He always demostrated a desire to lear much about the issues brought before us, ad through his leadership as chairma saw the Board through some challegig time durig the search for a ew Superitedet ad implemetatio of the Tax Cap. Citig his most recet root-cause ad creative solutio to the opioid crisis as a icise look ito gettig a solid grip o prevetio for this critical Our schools eed parets Electig Vicet o Sept. 5 will put a strog, committed, ad prove leader i Cocord. He will brig a focus to issues just like his critical thikig o the opioid crisis - o educatio, Norther pass ad ecoomic growth. He uderstads what the State Represetative scope of authority is ad does t make promises o issues that are outside that domai. I other words, he ll put his efforts o issues where somethig ca ad should be doe, with leadership at the State level. Vicet Paul Migliore has a prove 10 year track record o the Newfoud School Board, icludig teure as chairma. Durig that decade, he was at the forefrot i brigig fiscal resposibility ad accoutability to our schools but with the sesitivity to improvig studet outcomes at a fair cost to taxpayers. Please cast a vote for Vicet Migliori o Sept. 5, the day after Labor Day a appropriate day to elect someoe who will work for us, ad ot his ow persoal gai. Were New Hampshire is to be the first state to implemet such a law, the etire coutry could evetually beefit from it as state after state would quickly see the wisdom of his approach. Data-based decisio-makig is his forte. We eed solid, experieced thikig like this i Cocord. I urge both sides of the spectrum to cosider a vote for Vicet as the best optio for our regio. 5 Opiio NEWFOUND LANDING, THURSDAY, AUGUST 24, 2017 A5 First a trail, ad a crossig, the a bridge ad a dam NORTH COUNTRY NOTEBOOK By JOHN HARRIGAN Bridges have always held a certai fasciatio for me, perhaps because I woder how may differet versios there were before the preset oes. The there is the questio of why they were built where they were built i the first place. I may places, there were oly crossigs before ay thought of bridges, meaig places where people ad livestock could simply wade, or i the parlace of the times ford the stream. The Abeaki, people of the daw lad, had foud the best places log before the Europeas got here, ad our settlemet trails followed theirs. Frotier tows were built o plateaus or the sides of valleys, up out of the flood plai, ad teded to sprig up ear a tributary s best crossig. Ad it was t log before the masters of stoe ad wood built the first bridges. Trails, roads ad tows teded to follow rivers, ad today s traveler ca see the history of it all just by steppig back ad takig a look. Groveto (a much more widely used ame for a locatio i the tow of Northumberlad) is a pretty good example. There was a shallows there, affordig a crossig above a impeetrable swamp where the Upper Ammooosuc ad Coecticut rivers meet. This crossig, I thik, was just about where Route 3 is ow. Settlers evetually built a covered bridge at the arrows, just above the ford, ad umerous dams soo haressed the river s power ad flooded the shallows. Ad so it wet, tow after tow. It was the old familiar story of ecessity beig the mother of ivetio. While fidig fordable places o smaller rivers ad streams was ot all that difficult, wider ad deeper rivers preseted a problem. I early times, the ferry was the aswer. Old maps of New Hampshire show hudreds of ferry crossigs, ad some of the old ames are preserved o state maps today. Ofte, they were (ad are) amed for families. May are simply geeric: there are Ferry Road sigs all over the state. Later, as moey ad Joh Harriga I-tow Lacaster s elegat covered bridge carries Mechaic Street across Israel s River, where a boy o a bike almost got by. Joh Harriga A river through a bridge: Israel s River, as see through the beams ad boards of Lacaster s 1862 covered bridge. techology permitted, bridges replaced may of the ferries. Still, before the age of the automobile, it was all a questio of time. Ladowers, get paid for your stadig timber before it gets cut! I will estimate the value of your stadig timber ad pay you 50% of that value up frot. You get paid the rest of the moey as your timber is cut, so you get paid for everythig that is harvested. Rodeau Loggig, established i 1988, is a fully mechaized whole tree harvestig compay. Forestry services are available. We also buy lad. If it took too log for a horse ad buggy or a freight wago to reach the earest bridge, the ferry got a reprieve o life. Thus right ito (ad eve beyod) the appearace of the first gas-powered vehicles, may a ferry remaied i busiess. I lived a good chuk of my life i Lacaster, after a te-year sojour dow below, ad ofte tried to imagie what travel was like orth of the otches log before ay thought of ay bridge, aywhere. The Coashaukees, who gave Coös Couty its ame, could have crossed the Coecticut River at ay umber of places durig low water i summer. Sprig floods would have precluded that, but I do t thik our Coös Idias were home ayway. Witers here ate up a lot of firewood, difficult to fid or fell ad hard to haul, so I thik our Idias resorted to the Lakes Regio or the St. Lawrece or our ow seacoast (huge aciet shell-heaps bear this out). They seem to have plated squash ad beas alog various trails o their retur i the sprig, fished ad huted util fall, ad harvested their crops o the way out of tow. Because of the regio s acidic soils ad rapid decompositio of aimal hides ad wood, we have few tagible remiders of the people who set foot to path before us. Mostly what we have are place-ames, ad they are great o the ears, ad a hoor to speak: Woalacet, Sucook, Bugy, Moadock, Magalloway, Metallak, Chocorua, Umbagog, Coös or Cohasse or Cohos, ad of course the greatest of them all, Agiocochook, their word (ad eve ours) for the deadly ad mighty Mt. Washigto. (This colum rus i papers coverig twothirds of New Hampshire ad parts of Maie ad Vermot. Letters should iclude tow ad telephoe umbers i case of questios. It is a great way to catch up with old frieds ad eighbors ad to Celebrate Bristol! voters wo. Votig itegrity ad laws must be followed ad are paramout i havig fair electios. Sellers lost his bid for selectma by 16 votes to Doald Milbrad, who had 224 votes to Sellers 208. Sellers argued i court that the 22 absetee ballots with irregularities could have cost him the electio. The judge ackowledged that 16 of the absetee ballots did ot have siged applicatios, five did ot have siged affidavits, ad the sigatures o oe set of documets did ot appear to match. However, the law i New Hampshire provides that i the absece of fraud, irregularities will ot reder a electio ivalid uless they affect the result of the electio. To determie whether they would affect the results, the judge aalyzed the regular ballots without coutig ay absetee ballots. Lookig oly at the 371 ballots cast i-perso o electio day, [Rick] Alpers ad Milbrad would still be the wiers of the two ope seats o the board of selectme, the judge's rulig states. I fact, Milbrad s margi of victory over Sellers icreases if the votes cast by absetee ballot are ot cosidered. Ideed, Sellers is the cadidate i the selectme s race who beefitted the most from the absetee votes cast i the electio. Sellers also questioed whether 19 of the other absetee ballots were the result of early votig obtaiig absetee ballots to avoid havig to vote durig a sowstorm. Absetee ballots ca oly be obtaied uder strict guidelies pertaiig to work commitmets, religious observaces, or physical disabilities. Aderso foud that Tow Clerk Raymah Simpso properly poited out to those seekig absetee ballots that they had to certify uder the pealties for votig fraud that their request was based o oe of the three allowable reasos. New Hampshire law does ot allow the tow clerk to refuse to accept a absetee ballot from a registered voter who has executed the affidavit evelope, he poited out. The judge also oted that the time to challege a absetee ballot is after the moderator has aouced the ame of the voter, ad before the ballot is removed from the evelope. Nac & Michelle PO Box 406 Newport, Vermot PERSONAL AUTOS, WORKMAN S COMP. GENERAL LIABILITY AND EQUIPMENT HOMEOWNERS, SNOWMOBILES, ATVS Work FAX cassisurace@myfairpoit.et The reaso for this is obvious, Aderso wrote: to avoid challeges motivated by how the voter voted. The judge foud that tow officials were at fault i 16 of the 22 absetee ballots with irregularities. Those 16 ballots were cast without the siged applicatios, with five of them missig the documets because the requests came by . Because the tow deemed the ed requests acceptable, the moderator did ot have a sigature to compare to the sigature o the affidavit evelope, Aderso wrote. Uder these circumstaces, the Court declies to disefrachise these five voters where the ocompliace issue was the result of the Tow s coduct. Eleve other ballots without siged applicatios came from elderly housig uits where checklist supervisors carried the ballots to make it easier for those residets to vote. The failure to provide absetee ballot applicatios to these residets was a error by the Tow, ot these 11 voters, Aderso wrote. Notig that the purpose of the applicatio is to allow the tow clerk to check whether the applicat is a registered voter, he said, The supervisors of the checklist verified that each residet was a registered voter before providig the ballot ad affidavit evelope. I other words, the failure to require a siged applicatio did ot result i ay ballots cast by uregistered voters. This leaves 6 remaiig absetee ballots that Sellers is challegig. Because Milbrad s margi of victory was 16 votes, these 6 ballots caot affect the results of the selectme s race, ad the Court eed ot address Sellers substative argumets, Aderso wrote. Sellers other challege was based o the ballot error that listed three budget committee positios whe four vacacies existed. The error was due to a misprit i the previous year s tow report where Milbrad s term o the budget committee was listed as expirig i 2018, rather tha The court dismissed the complait, poitig out that state statutes provide a meas to address such a oversight by allowig the budget committee to choose a member whe the tow has failed to fill the slot.

With a curriculum ehaced by 600 study-abroad opportuities, UAlbay lauches great careers. Letter FROM PAGE A4 ply comply with whatever the DoE ad the State Board said or else. Frakly it has't bee workig. So what has bee the effect o school fudig? First, let me say this has ot bee a recet cocer. I recetly read a state report o educatio from Besides reportig that Plymouth Normal School for teachers ow had heat i the classrooms, it said the biggest issue facig school was how to help poor rural schools to pay for educatio. Thigs have t chaged much have they? The umbers are larger but the problems remai. What we call school fudig you might be surprised to kow is actually about seve differet fudig streams whe it arrives at the local school district. What they are called does t really matter. What is importat to kow is that almost all the fudig iitiates from local property taxes from US, the local taxpayers. The mai fudig is called state adequacy, which is a term arisig out of the Claremot lawsuit(s), but the amout is determied by the legislature ad paid from the State Educatio Trust Fud. Real estate taxes ad the State Lottery fud the Educatio Trust Fud. The secod fudig source comes to the schools as moey desigated for studets o the federal free ad reduced luch program. A relatively ew state fudig source is desiged for third grade kids who are t readig or compute at third grade levels. Sadly, the moey, accordig to the law, does ot have to help those studets read or do math or eve have to be used for aythig academic at all. It s a bad law. Third fudig source(s) are classified as differetiated aid ad iclude all fudig for special eeds kids icludig a reimbursemet scheme called catastrophic aid. Fially, a recet hotly debated fudig source (especially for Frakli ad other lower icome tows) called stabilizatio. Stabilizatio was meat to be a trasitio paymet to lesse the burde from other fudig chages made durig the legislative years of School Boards would have bee wise to pla for the evetual reductio of stabilizatio fudig ad logic would say that the school boards should have bee advised by the NH School Boards Associatio to expect a future reductio. Lots of figer poitig whe the plaed reductios occurred. So, where are we ow i the scheme of fudig our public schools? May differet people say they are uderfuded, but that is a questio ofte asked i Cocord. O oe side people poit to the statistics that show o a per pupil basis we are spedig o average more ad more each year. That is, our combied public school budgets are growig ad growig. O the other side, because we have a cotiuously decliig public school studet body statewide (all of the declies ot explaiable simply because we have a older populatio ad fewer births),ad sice we fud everythig at the state level o a per-studet basis, we simply are t budgetig as much for adequacy. Why is the cost to educate studets growig whe the studet populatio fallig? The aswer is ot a simple oe. Oe large part is we are askig the schools to do more ad more (remember the icreased regulatios I metioed i the first paragraph?) ad they, as a result are demadig more ad more persoel to comply. We have expesive problems to deal with arisig from regulatios i No Child Left Behid ad Every Child Succeeds. We have schools that are asked to be essetially surrogate parets ad the fastest growig populatio i ay school is o-teachig persoel. As a state, we have a much larger staff of admiistratio, couselors, classroom assistats, ad special educatio teachers. This is all true but should it be? Is there a better way? I 1992, Scietific America studied why immigrat Asia studets were doig so well academically i US schools. They were ofte the class valedictorias ad i some colleges were eve deied admittace because there were just too may high- performig Asia studets ad it was deemed to be ufair to other groups. The SA study looked at a variety of factors from geetics to home life. What they foud was the studets i most cases, did't lead charmed lives i fact, a majority lived i the worst ghettos. Eglish was ot spoke at home. The schools atteded were ot also the very best. They atteded school that were the worst with gags ad poor fudig. So what was it? What allowed these disadvataged studets to ot oly survive, but thrive? The aswer was discovered durig home visits they foud that after the family fiished dier ad cleared ad washed the dishes, they sat dow at the table ad started their homework. The parets ad gradparets watched closely ad asked questios ad the homework was doe. The study cocluded that the sigle most importat thig for these kids' success was a family structure that cared ad reiforced the importace of educatio. May of the letters I get these days from parets who wat to be ivolved with the kids educatio simply ca t because of the rapid ad drastic chages we have made with Commo Core ad before that, Everyday Math ad Whole Laguage. I the haste to push the desig we eglected oe of our best resources, egaged parets. Uiteded cosequeces. Our school persoel caot replace egaged parets o matter how much teachers care for the studets. We simply ca t cotiue to pour moey ito our schools, tryig oe experimet after aother ad hope this ext ew ad improved program will do the job. Remember, parets have oly oe chace to get their child's educatio right. I m suggestig that we should liste to teachers more. They are o the battle lies but we seem to have take away their best skill set...beig teachers ad beig creative. I m ot opposed to payig teachers more but I d like to see our schools where teachers are educated raise the bar for the right to be teachers. Our stadards to get licesed eed to be better. Also we eed merit pay. Good teachers eed to be compesated as good teachers. Nothig kills moral ad creativity faster tha to see a colleague who does t try his or her hardest to get the same compesatio just because they have show up at work the same umber of years. I looked at the salaries i Frakli ad, i my opiio, they are abysmal for teachers. The city admiistrators, may of the police ad fireme, ad other city workers are better paid. This is also true of our school admiistrator. Part of that is explaied by the hours worked by teachers, it s true but ot all. IF we wat professioal teachers, we eed to be willig to pay professioal salaries. I do t have room here but I ll publish the list soo with salaries, ames, ad job. This year Represetative Hore is goig to itroduce a bill to keep to additioal fudig costat for poor districts ad I ll co-sposor it, but we still ca t aswer the questio of fewer studets with icreased budgets. Aother represetative will offer legislatio to allow market iflueces to teacher salaries. It seems logical for school districts to pay some teachig positios that are most difficult to fill (math ad sciece especially) more tha others that are easy to fill. We have to chage our culture ad show ad ecourage parets to be egaged. Charter School parets have already committed to the resposibility ad have excellet results. No reaso why other public school parets ca t assume the same level of resposibility. We have to reject the idea that schools ca replace parets. If you are a paret it is uacceptable to pass your resposibility oto aother. I believe the oly way this will ever work is if parets get ivolved ad teachers are allowed to teach. I kow this is ot what a lot of you wated to hear, but it is the reality as I kow it. Families are the key. If you wat to cotact me to talk about this or aythig else, please call at or at dave@saborhall. et. I ll be lookig forward to your commets. Cheers!
