4 Opiio A4 Thursday, JANUARY 17, 2019 CADY Corer Record surge i BY DEB NARO youth vapig Cotributor Data released from aual Moitorig the Future survey shows from adolescet vapig has see the largest ever recorded icrease over ay adolescet substace use over the past 43 years. The umber of 12th grade studets who reported vapig icotie i the past 30 days jumped from 11 to 21 percet, early doublig. Based o this data, oe i five 12th grade studets reported vapig icotie i the past 30 days. Not oly does this data show a huge icrease for 12th grade studets, it has also dramatically icreased for eighth ad 10th grade studets as well. Why is vapig so popular with our youth ad what ca we do to prevet it? E-cigarettes come i all shapes ad sizes, most have a battery, heatig elemet ad place to hold liquid, some look like USB drives, a pe or just like a ormal cigarette. E-cigarettes produce a aerosol by heatig a liquid that usually cotais icotie ofte i combiatio with flavorigs, ad other chemicals that help the users ihale ito their lugs. Vapig is reversig hard-fought declies i the umber of adolescets who use icotie, said Richard Miech, the lead author ad pricipal ivestigator of the study. These results suggest that vapig is leadig youth ito icotie use ad icotie addictio, ot away from it. Based o this data, it seems this icrease i studet use of icotie use was drive solely by vapig. The ovelty of e-cigarettes icludig their sleek appearace ad easy cocealability allow studets to vape icotie or other substaces without their parets or teachers kowig. Take a deep breath: Stress relief techiques for seiors Comfort Keepers Stressed Out I may ways, stress represets oe of the few permaet compoets of life. At just about every poit i our jourey, a stressor whether positive or egative will arise. For older adults, the stressors that accompay middle age, like raisig childre ad career resposibilities, are exchaged for others. Seiors may begi to worry about their health deterioratig, lack of idepedece, fiacial maagemet, ad the death or illess of close frieds ad relatives. All of these worries ad cocers are atural. What s ultimately most importat is that seiors cope with stress healthily. Not doig so ca lead to trouble dow the road. Several studies have show that stress is liked to a umber of metal ad physical problems, from axiety ad depressio to hypertesio ad immue system complicatios. I fact, it s estimated that stress icreases the risk of heart disease by 40 percet, heart attack by 25 percet, ad stroke by 50 percet. Tom Rush bega his musical career i the early 60s, playig the Bosto-area clubs while a Harvard studet. I all likelihood the tax code will chage durig our lifetime, so the ability to switch from least to most tax advataged icome sources as possible is a worthwhile goal. Tax free icome ca come i the form of a Roth IRA. You would ot have had a deductio from taxes whe you put the moey i ad likely would have paid tax o that icome whe received, but the the moey could grow, ad after 59 ad a half could provide tax-free icome. While this is a great tool for retiremet savigs, it is ot without limitatios. The maximum that you ca cotribute depeds o your modified adjusted gross icome. 10 The Rest of the Story A10 Robotics FROM PAGE A1 Led by sciece teachers Stephe Foss ad Jaso Hill, there are curretly 15 members i the group. Newfoud Area School District Superitedet Stacy Buckley also arraged for them to parter with three egieers from Freudeberg NOK. Oe of them comes by every week. They ve shared their experieces ad oe eve explaied how he became iterested i egieerig as a kid just by takig thig apart. They ve bee a great ispiratio ad a lot of help, said Foss. Sice November the studets have bee meetig every Tuesday, Wedesday ad Thursday afteroo. Step Oe was to first lear the basics of how a robot operates. To eter the REV competitios however they also leared what guidelies they had to follow to esure that their robot could perform specific tasks for this year s Rover Ruckus challege. From there they broke ito groups. Some studets were ivolved i the desig, others i wirig, ad still more took o the job of codig ad programmig. Amog the fuctios their robot has to perform is movig mierals to specified locatios i the competitio area. Ideally the robot should be able to pick up the mierals, which ears them Pierce FROM PAGE A1 more poits. As a back up pla though, they added a plow to push as may as they ca i case there s a mechaical failure with the arm of their robot. They all agree that buildig oe has bee a lot of fu. It all souds way more complicated tha it really is, said eighth grade studet Austi. Isaac, a seveth grader, said he joied the club because he likes buildig thigs ad wated a challege, while Maici, who is i sixth grade, said it was t oly the challege but the fact that it was somethig to do i her free time. I do t have a lot of homework this year, so I have time at ight to thik about what to do i desigig a robot. I really like that part of it all, she said. Quite ad Beau were perhaps the most ethusiastic about Newfoud Robotics. Beau loves math ad sciece, both of which are part of robotics, ad said he fially has foud somethig to do that really iterests him. Quite, o the other had, joied the group because he wats to be prepared for the future whe thigs like robots could be roamig the earth. Look at these pieces of scraps- we made a ew livig thig out of them. They do t die util you disassemble them or they break, but the you ca take the pieces ad they ca live o i aother robot. I love this, he said. plat fially took place i May of 2008 at Dartmouth-Hitchcock Medical Ceter. It was two years however before the two me met. But that s just aother piece of Pierce s story. I the meatime, he had bee i ad out of DHMC for years, dealig with the trasplat ad other cosequeces of his illess. Durig that time, he came to kow a ocology urse amed Amy. The two fell i love, ad evetually got married. His Germa trasplat door was oe of the guests. It was really great that he was able to come to our weddig, the he came agai the ext year just for a visit, Pierce said. Also i attedace at the weddig were urses ad 16 members of the Ashlad Fire Departmet. Pierce had bee a member of their Fire Explorers program sice eighth grade, served throughout his illess as a presidet of their Fire Fighters Associatio, ad is ow a part-time member of the departmet. Ad while that seems like a fairy tale edig, life has still ot bee easy for Pierce. The cosequeces of both his illess ad his trasplat have left him with a fake hip, a fake shoulder ad lug issues that crop up every ow ad agai from his treatmets. Some days are better tha others, but Pierce makes the most of them all, ad always has a most capable urse by his side. Whe First Star Toight heard Pierce was havig more medical issues early this fall, they decided they eeded to step i agai ad boost his spirits. They kew he was a avid fa of Drew Bries ad the New Orleas Saits, ad a pla started to hatch from there. The Saits were scheduled to play i Ohio o Nov. 10, so they quickly arraged to get he ad his wife tickets to the game, airfare to Ciciati ad hotel accommodatios for the weeked. They did t stop there, though. Lafreiere said they kew Tilto s Police Chief, Robert Cormier, was ivolved with the Make a Wish Program, ad had may cotacts. Oe phoe call made the trip eve more special. Everythig wet ito high gear from there, Lafreiere said. Bobby kew a officer i Ciciati who met them at the airport, the got passes for them to go dow o the field before the game. Amy ad Korey were otified that they were goig to see the Saits play about two weeks before the game ad bega to prepare for the trip. O the day they were to leave for the airport, First Star Toight ad Chief Electra said she too wated the experiece of buildig a fuctioig piece of machiery ad sice joiig the club, she is eve cosiderig it as a career. Like may of the others, Lucas is also iterested i the costructio phase ad hopes to be o the Pit Crew whe they go to the ext competitio. The Pit Crew members are those who stad by to quickly make repairs or adjustmets so the robot performs better ad scores more poits. That work is also a ogoig project durig their meetigs. Recetly Ia, who is i sixth grade, took their robot out for a test ru ad oticed aother adjustmet that eeded to be made. I foud out there s too much frictio o the back wheels so we ll eed to put some spacers i there, he told his team members. Hill said it s great to see how iterested they have all become i the field of robotics. The team took part i their first scrimmage i Hudso last moth ad he ad Foss were pleased with the results. The studets wet there with a robot that was t movig but maaged to come back with it performig the tasks they eeded to compete. As they cotiue to adjust programs, wirig, ad movig parts like the plow ad wheels, they look forward to four more scrimmages i Jauary ad February whe they hope they ll have much success. Cormier had yet aother surprise. The Tilto chief, Bristol s Police Chief, Jim McItire, Lt. Kris Bea, ad a state police officer provided their limousie with a escort to the airport. That was icredible. I could t believe how everyoe out that together, Pierce said. His wife was deeply touched by it all, too. It was awesome. The geerosity they all showed was almost humblig, she said. As for the game itself, the couple was able to be out o the field to watch the Saits come out of their locker room the stood by as they warmed up for the game. I was a dream come true for the youg ma who has admired Bries sice his early days i college football. Pierce said oe of it would have bee possible without his frieds from First Star Toight. I wat to thak them all for their geerosity, kidess ad efforts, he said. It was a pretty surreal experiece to be out there o a NFL field with the Saits ad Drew Bries. I m grateful for the Ciciati Begals ad the Ciciati Police for all they did that day, too. Pierce, who ow works as a dispatcher for the New Hampshire Departmet of Trasportatio, is feelig better ad back o the job, but retais his memories of that special weeked that First Newfoud FROM PAGE A1 tioed why the budget committee would propose spedig that is below the cap, whe the cost of doig busiess icreases at a more rapid pace. Rather tha reviewig the etire budget, Committee Chair Ruby Hill highlighted the chages from the curret year ad discussed how the budget committee s proposal differed from what the school board had sought. A $72,454 elemetary teachig positio that had bee budgeted for this year but wet ufilled is ot i the budget for ext year. Also cut was $5,000 for a athletic director at Newfoud Memorial Middle School, with the savigs comig from a restructurig of positios after the curret athletic director retires. A part-time foreig laguage teacher at the middle school also was elimiated, resultig i savigs of $6,500. Aother $6,500 comes from a part-time physical educatio positio at the elemetary school level. The school board also elimiated a late bus for a savigs of $31,888; ad a shade replacemet at the middle school, savig $6,500. Chages i special educatio eeds resulted i $41,000 i savigs for a out-of-district placemet, ad elimiatig a out-of-school special educatio coordiator saved aother $20,000. There was also $15,000 i savigs that had goe to charter school tuitio. The proposed budget Star Toight made possible. It s smiles like that that, Lafreiere ad fellow board member Liz Figueroa said, that make their voluteerism with First Star toight so rewardig. The fact that we first met him as a youg perso ad have bee followig through with this is great. Our missio is to help kids ad youg adults ad he certaily fits that, Figueroa said. It was a Commuity Hug for him. We re blessed i that we ca help, but it s all really from the commuity that doates the moey. First Star Toight, fouded i 1986, is a solely grass roots orgaizatio that receives o govermet fudig whatsoever. They additioally have o expeses for their all-voluteer group other tha the services they offer to their clietele i the form of gas cards, computers, backpacks ad other immediate family eeds for those i the Pemi-Baker Regio. Their aual fudraisig gala will be held this year o April 5 at The Bar o the Pemi, behid the Italia Farmhouse o Route 3, ad they ivite all to joi them for a eveig of dier, dacig ad fu. Tickets will be o sale soo for this this evet but more iformatio o both the evet ad their missio ca always be foud olie at also shows a reductio i a positio teachig Eglish as a secod laguage ($8,500), geeral supplies ($21,000), ad athletic trasportatio ($10,000). The biggest additio to last year s budget is the recostructio of Newfoud Road, estimated to cost $249,906. There is also a $21,391 teacher retiremet stiped; $168,699 for four ew para-educators; $120,558 for a health isurace icrease; $113,480 i teacher retiremet; $80,000 for a ew studet iformatio system; ad $16,000 for plowig services at Dabury Elemetary School ad New Hampto Commuity School. Other icreases are $52,410 for heatig oil; $15,000 for other fuel; $20,000 to move the middle school urse s office ad add a hadicapped-accessible restroom; $12,741 for laptops for the high school art class; $9,952 for a 2 percet salary icrease for the custodial staff; a $1,873 tax icrease; $24,400 for Chromebook carts; $9,581 for a ew juior varsity girls soccer program at the high school; $26,000 for Eglish textbooks; $10,500 for third-year PSAT testig; ad $26,250 to replace agig faculty laptops. Hill oted that the school board had proposed replacig all faculty laptops i the comig year, while the budget committee split the purchase over two years. The school board proposed Chromebook purchases for five schools, while the budget committee split that purchase over two years. The school board recommeded a $31,000 cut i geeral supplies, while the budget committee recommeded a $21,000 cut. The school board recommeded a $4,000 cut i athletic trasportatio at New Hampto Commuity School but, because the school has o facility of its ow ad seds studets to the New Hampto (prep) School, the budget committee left the $4,000 i the budget. The school board had made o provisio for a raise for the custodial staff, but because they were the oly support staff persoel whose pay was ot o a par with surroudig school districts, the budget committee icluded fudig for a 2 percet raise. Commets ad questios Parets questioed the spedig priorities that reduced the teachig staff ad diverted moey from routie maiteace to large projects such as the road pavig. Joatha Schwab of New Hampto, who is the paret of a Commuity School studet, said positios are ot filled at the school ad the cost of maiteace is much higher tha 2 percet, so he did t uderstad why the budget committee would propose spedig eve less. Dorcas Gordo, whose so atteds Bristol Elemetary School, said there are serious safety issues with crumblig stoe steps ad fallig ceilig tiles. Her so has asthma ad the poor air quality bothers him, she said. Archie Auger of Bristol had a umber of questios about the budget hadout that the presetatio did ot address. There s quite a swig i the amout of moey i a umber of places i the budget, ad there s o way for members of the public to keep track of it, he said. There also was discussio o two petitioed warrat articles, oe to advise the school board to place capital improvemet items i separate warrat articles for voters to decide, ad the other to place resposibility for calculatig the default budget with the budget committee. Both articles arose from a cotetious year i which the school board took the positio that the replacemet of the high school roof that voters approved two years ago meat that large capital improvemets, rather tha beig oe-time expeditures, were part of the ogoig capital improvemet program ad therefore belog i the default budget. Vicet Paul Migliore of Bridgewater, who sits o the school board, spearheaded the petitioed article to ask the board to cosider establishig a policy that ay capital expediture i excess of $24,999 the defiitio of what qualifies for the capital improvemet program would become a separate warrat article. The laguage of the article is broad to give the school board discretio i implemetig it, ad passage would be advisory oly, but Migliore maitaied that it would help to heal the ager that has resulted from the school board s positio. School Board Chair Jeff Levesque addressed the idea of givig residets the chace to vote separately o capital expeditures, sayig, This article is ot sposored or recommeded by the school board. The subject was brought to the policy committee ad the school district attorey, ad either foud ay merit i it. Bristol Selectma Do Milbrad, whose wife, Heidi, serves o the school board, sposored the other petitioed article that would trasfer the developmet of the default budget to the budget committee, as allowed by state law. People felt cofused over how the default budget was prepared ad what should be i it, Milbrad said. A group felt that it might be better to have a less-biased group do it. Auger agreed. We ve bee a SB2 district for quite a while, he said, ad there have bee a umber of years whe there was cosiderable cotroversy over the default budget. Perhaps it s time to ask a differet group to prepare it. We ca always vote to go back to havig the school board do it. He added, They [the budget committee] would have to work closely with the SAU office to develop the default budget. A ew state law requires the school board to explai how it determies the default budget, but o oe addressed that requiremet at the budget hearig. A breakdow was icluded i the 32-page hadout.
