4 godlao Hawaan Star, DALY Publshed every afternoon (except Sunday) by the Hawaan Star Newspaper Assocaton, Lmted Frank L Hoogs, FRDAY FRE CLHMS The Japanese lre clams wll have a strong pull made for them n Washngton The gentlemen who went forward to Japan upon ths msson acted wth crcat common sense, and n ths showed a marked contrast to Delegate Wlcox and lnen of hs strpe Wllcoxlsm charged tho Board of Health and tho "mssonares" wth burnng down Chl-natofor the drect purpose of renderng the poor homeless Ths was another of those charges whch carry ther own refutaton wth them, but whch nevertheless the gnorant are persuaded to beleve by the manufacturers of falsehoods The Japanese, however, beleve no such thng They recognze the necessty that there was td take sharp measures aganst the plague, and the; TecOgnlze that the santary llres g( 4cyond the control of the authortes, through no fault of ther own, From ths pont of vew they do not argue They have acquesced n the awards granted, and have understood the stuaton completely They understood, anorcover that tho Terrtory has no means to quckly lqudate "the awards All ths has been lad before the Japanese government, not n heated jmrase or embrodered wth supposed motves, but merely a clear statement of facts The Japanese government las promptly ordered the counsel at the Japanese legaton n Washngton General Mles wll gather nformaton about our mltary needs whch wll bear frut later on Though tho General has not much tme to spend, je has a quck eye and percepton, and has, moreover, studed hs subject before hand The resgnaton of Fred W Atknson, Superntendent of nstructon n the Phlppnes, s not unexpected The task he undertook was most arduous and smply wore down hs physcal strength He has stuck to hs post most nobly, but even hs ron frame has succumbed, and he has to seek rest and recuperaton n the clmate of hs natve land Humphreys adulatons wth the 3ome Rule party are constantly croppng up For a man who occuped a ltepublcan poston, he certanly showed remarkable leanngs to the opponents of Republcansm upon the slands Mrs Wlcoxs screed before the court yesterday, threw some curous lght upon the poltcal vagares Mr Wllam Harrson developed on the voyage between Honolulu and San Francsco The queston s how Mr Wllam Harrson, otherwse Wm H Wrght managed to acqure a health : certllcate f Wllam Harrson prove to be Wm H Wrght, the abscondng Treasurer, ths certfcate of health s lable to play an mportant part when the loose ends of the story get peced together Stowaways gve a great deal of trouble to shp captans between here and the coast and vce versa A lttle more severty n ther treatment wll doubtless have a deterrent effect t s possble to put h tramp off a tran and leave hm to reach hs destnaton on foot, but ths cannot be done on board shp Once on board and at sea, the stowaway has to be carred to hs destnaton, but he need not have the best cabn n the ffhlp or be fed upon truffled and champagne The dvorce mll s brngng out some sensatonal cases Dvorces lke everythng else nunan seem to go n cycles There come a crop of dvorces, and then there s a lull, and once more the number ncreases tll a culmnatng pont s reached, and the number des down Sucdes fluctuate n the same way, and also the method of sucde has Us fluctuatons A study and tabulaton of statstcs brng out these ponts, and may eventuallv gve a clue to the law whch gpverns human actons Barbers can work on Sunday, and can scrape chns and cut har and plat queues, from early Tnorn to dewy eve Some of these days the, Sunday law wll be swept oft the statute book, t s for ever havng a coach and horses drven through t On the other hand, where people flo not fght t, t s apt to come wth sledge hammer power Some years ago three Chnese were lned for carryng ther rce out of the ran on a Sunday, but we have advanced consderably snce then The ssal ndustry has had a long and a weary roadto travel, but lght seems to be breakng and there s every pros-pe- ct of the plantaton gettng on to a payng bass, Confdence n ssal has been growng1, and an extensve plantaton has "been planned for Kaua One of the dllllcultles wth ssal s tho great fluctuaton n prce The artcle has beenqofed at varous stages from Ave cents to twenty-tw- q cents, durng, SEM -WEEKLY Manager OCTOBER 10, 1002 to proceed to Honolulu n order to gather nformaton, nnd to satsfy hmself by actual nvestgaton as to the justce of these clams Armed wth facts ho wll press the clams before Congress t wll bo recalled that Delegate Wlcox, on hs return from Washngton, stated here that tho lre clams were utterly unjust nnd that he dd not care to press them Slnco then he has changed hs tune and 1as sad that the presence of Mr Pratt n Washngton prevented hs obtanng the money, because Mr ratt gnored hm Snce then Mr Pratt has made hs report and publshed hs correspondence, showng that he at once put hmself n communcaton wth the Delegate and was anxous to work wth hm Mr Pratt, n splto of tho Docsncs apathy very nearly succeeded n gettng the clams pad Had Delegate Wlcox remaned n Washngton and asssted Mr Pratt on the lloor of the House, the money mght have been forthcomng The Japanese government ntend to work on smlar lnes to Mr Pratt, and the probablty s, that wth the nformaton already suppled and that advanced by D W Stevens, the counsel to the Japanese legaton, the money wll be made avalable The maxm of "bs dat qu clto dat," he gves twce who gves quckly, wll be brought to bear, as well as the facts n the case the last four years One advantage s that t s an artcle whch does not deterorate, and when the market s low, the producer can wat There has been a strong movement n stocks, and everythng s begnnng to creep up We may feel assured that wth Republcan EUcess there wll be a return of confdence and a loosenng up of captal The money for enterprses wll be forthcomng f we can only have confdence Ther? has not been so much actvty on the stock forceful character and reformng mnd Zola made btter enemes Hs am was realsm, and was totally opposed to romantcsm Hs books have had a powerful effect upon the world of Europe and the Unted States Among wrters of Englsh he has had many mtators, but never an equal Apart from hs books Zola made anhstoncal nche for hmself ty hs vgorous defense of Dreyfus, when such acton was regarded as almost a grave Cholera has a strong hold n the Phlppnes The dsease amounts to a serous epdemc There are many causes leadng to ths n the frst place lke all plans where the Spanard has had control the ctes are drty and have an accumulaton of the llth of years Even n so fne a clmate as Buonos Ayres, whose name sgnfes a healthy condton, the cty became so flthy that epdemc after epdemc swept the place Then the water supply n many parts of the Phlppnes s contamnated by decayng vegetaton Lastly the nhabtants suffer from panc n all cholera epdemcs panc plays a strong part t ether actually klls, or t predsposes to catchng the dsease Under these crcumstances the Amercan authortes have ther hands full There should be strct enqury nto the conduct of the laoatmen at Lahalna landng f t can be proved that these men demanded double fare, and threatened to upset the boat f they were not pad, through whch acton a Japanese s alleged to have lost hs lfe, and the whole boat load of passengers was endangered, the boats crew should certanly be punshed Years ago the Lahalna boatmen were celebrated for ther skll, and one felt safe wth them n any weather They were men who had been engaged n whalng and had an excellent knowledge of how to handle a boat But the old race of Lahalna boatmen has passed away, and the present generaton cannot clam any extraordnary skll n the management of whale boats There s another phase of the matter and that la that the steamers should land ther own passenger? and should nbt forco passengers nto boats belongng to prlnte partes, where an extra fare s charged for gong ashore The whole ncdent wll bear very thorough nvestgaton, and snce tho Japanese passengers have appled to ther consul and the Japanese government has a strct eye over ts subjects, wherever they may
