Presdent Smth occuped the char at the regular weekly meetng of the Board of Health yesterday afternoon, there beng preseut wth hm Drs. Wood and Fmersou, Member Lansng and Health Agent Reynolds. Before the sesson was opened a letter was read from Dr. McGrew ask ng that a lcense be granted a Chna- - A. f J mau to smote opum. Dr. Wood explaned how the opum habt should be treated ntellgently and scentfcally. There was no dfference over the sprt of the law. t was concluded to refuse the request for a lcense to smoke or use opum. The ndorse ment by the Marshal allowng the Chnaman to use opum daly was cancelled. f the applcant really needed the drug he must secure t from hs physcan. The Chnaman was authorzed to procure from the cty dspeusary a mnmum amount of opum daly. Dr. Monsarrat's reports for the past two weeks were read and passed. A letter was read from Deputy Mar shal Brown callng attenton to the ncreased number of Japanese prost tutes and ctng the fact that they solcted trade n the most open manner. The communcaton re commended that a certan porton of the cty be decded upon where ths class could be kept. t would then be an easy matter to regulate ther actons aud the traffc. By request Deputy Marshal Brown appeared before the Board and explan ed matters n connecton wth the subject. A general dscusson result ed wthout any dehute acton beng taken. Tbe Deputy Marshal was n structed, however, to nsttute meas ures that seemed best for the regulaton of dssolute women. The number of patents ncreased, causng an ncreased demand on funds, etc. t wll be notced by glancng at the lst showng natonal ly, etc., that the large majorty of patents are Chnese, Hawaan and Portuguese, n that order. The per centage to ther natonalty beng a9 follows : About res. pop. nmates Chnese 15, Hawaans.. 35, Portuguese.. 8, Most of those commtted have been some years resdent n the slands. The utmost care s taken to keep the wards and cels scrupulously clean, whch s a much more dffcult proceedng than mght appear to any one not famlar wth the ways and whms of these poor afflcted. The keepers have watches of eght hours at a tme, and each new watch sees that the keepers before them have left ther wards clean and n good order. Good flters have been suppled and an effort made to prevent the nmates from drnkng other than fltered water. Ther meals, whch are excellent, are served at the followng tmes and consst of: Breakfast, 0:45 a. m. Boled beef, rce, taro, stew, tea and bread, salmon three tmes a week for a chadge. Dnner, 11 :55 a. m. Boled, roast or stewed beef or mutton, rce and taro, wth pork and beans on Sundays. Supper, 4.45 p. m. Frut, one quarter loaf of bread, cold meat, salmon, ttew or meat bulls. All hnates who are accustomed to ther food served more delcately, aud can apprecate t, have ther meals furn.-be-d eru-tenlen- t's from the Assstant Suj houe. t s wth great pleasure we watch the progress of the new Woman's Department, so sorely needed, and a soon as t s completed we nhall have to tear down the cells Mgnt n number consttutng the wng n rear of Ward 8, and rebuld them. The woodwork s all rotten and sodden, makng t postvely dangerous to the health of those confned theren. We only U9e them now n case of actual neces sty. A number of the nmates are workng some n the taro lands, some n the ktchen, and others around the buldngs and grounds, but many and the majorty spend day after day n the same place, and many n the same poston watng solely for ther meals and nght to come round agan. They see lttle beyond ther whte fence enclosure, nsde of whch most of them are doomed to spend the rest of ther unfortunate exstence ; and how surely t s our duty to make these grounds as brght and cheerful as we can. t s, n fact, the frst detal n the treat ment of these people to have them contented and pleased wth ther place of detenton, partcularly n acute phases of the dsease, when t wll n tself be conducve to the return of health and reason. To do ths, to keep the grounds n good order, to buld some extra cells n the place of those behud Ward 3, and to provde extra attendants for the new accommodatons, wll necesstate extra provson beng made by the Board, who, trust, wll exert lberalty n the matter. The management of the nsane s a most mportaut socal problem, and must be conducted wth lberalty, and the unpleasant fact s also before us that nsanty s on the ncrease the world over ; not n propor ton to the populaton, but wth the development of ntellgence and the progress of cvlzaton. And whle some are exertng prophylactc measures for the preventon of these forms of dsease, t s our duty to be prepared to meet them and meet them n the best possble manner. Conscous of the fact that our homes for and our treatment n every resnect abreast of the tmes, comparng favorably wth smlar nsttutons n other countres. What a strange crcumstance t s how few n our, or any other commu nty for that matter, nterest them selves n the nsane or show any nclnaton to assst the management. Possbly t s because they do not know n what manner they can be of servce or assstance. The Chnese are the only people who show any recognton, and as each new year comes around gfts to the nsane are sent by these people. Now whle we are strugglng aloug n an endeavor to make the premses look brght and cheerful, how acceptable would be colored shrubs and plants (crotons, etc.) And may say n ths connecton that should any of the chartably dsposed publc be good enough to send 119 any, they wll be duly acknowledged ; and f nconvenent to send them to the asylum, we wll gladly send to any knd frends who wll notfy us. have to thank the commttee on asylum matters for ther assstance n many thngs. The Superntendent of Publc Works wll be nstructed to make an exam naton of the asylum premses and report amount of expendture requred. Agent Meyers reported detals at Kalaupapa. Hs request to have the telephone lne at the settlement repared was granted. A communcaton was read from Vce-Cons- Actng ul Russan J. F. Hackfeld, transmttng a request from Mademoselle de Trotzka, a Jlussau subject, aged 25, who desred to come and care for tne lepers. As arrange ments had already been made to brng out from France four Brothers for the work, the servces of the Russan lady would not be requred. Tne secretary was nstructed to conver proper thanks for h r knd offer. The patents at Kalaupapa, to the number of 500, pettoned to have Dr. Olver retaned as physcan at the settlement. The pettoners wll be notfed that there s no proposton before the Board of Health to remove Dr. Olver. Superntendent Scott wrote askng to be allowed to accompany the Board on sem-annu- al ther trp to the.leper Settlement next Frday, n order to look after schools there. Referred to Presdent Smth. Dr. Thompson of North Hlo nformed the Board that he would dscontnue actng as attorney for plantatons. A protest was read from Frank Hoogs, a reporter of the Advertser. He cted that he was not allowed to go aboard the Gaelc and attend to bs dutes, although the shp was not n quarantne. Others beng allowed tbe prvlege, le thought favortsm was shown. Agent Reyuolds explaned the cr cumstances of the refusal complaned of to tbe satsfacton of tbe Board. The vessel was n quarantne and no oue was allowed on board. The guard passed a person thought to be a passenger. Tns caused tne trouble. Secretary Wlcox was nstructed to reply to the communcaton and say that t was not the ntenton of the Board to show any partalty n matter of ths knd. Dr. Emerson, correspondng secretary, Commttee on Treatment of Leprosy, presented a crcular letter contanng nformatpn on treatment of the dsease. These wll be sent abroad. Presdent Smth explaned that physcans from tbe other slands would arrve next week and, after the next meetng would accompany the Board to Moloka. t was decded to meet on Thursday of the conng week and leave for the settlement on Frday, the 24th. The new quarters of the Hoard wll be the rooms now occuped by the Labor Commsson. Thursday's meetng wll be held there. The Labor Commsson wll occupy a room on the upper floor of the Judcary Buldng. A number of uvtatouh wll be ssued to outsde partes to accompany the Board to Moloka. Among them wll be Captan Cochrane and two physcans on the Phladelpha. Prof. Rerger wll also go along and take up the new nstruments for the leper band. A gentleman nterested n the promoton of some means of telegraphc communcaton between the dfferent slands s at work on a scheme for the use of the helograph whch wll doubtless be placed before the Government offcals before the convenng of the Legslature. Although no exact computatons have been made t s roughly estmated that the necessary par- - fljw,?,a tern not cost more than $1200 or $1500 at the outsde. The cost of mantanng the entre system wth statons on the slands of Oahu, Mau, Kaua and Hawa, s estmated at about $200 a month. One of the uter-slan- d steamshp companes has gven assurance that they wll guarantee $50 of ths monthly expense on condton that they are allowed to carry on all ther busness free of charge. t s beleved that other busness house would gve lberal subsdes whch would reduce the Government subsdy to a mnmum. Although the detals of cost have not been fully arranged or calculated the character of the men who have taken an nterest n the movement gve assurance that the nvestgaton wll be thorough and f the feasblty recommends tself to the powers that be, the matter wll sooner or later be carred before the Legslature wth a request for an appropraton and subsdy. CHNAMAN DEAD. Pneumona and the Want of Opum Carred Hm Off. Ah Fook, a Chnaman recently freed from Oahu jal, whther h was sent last January for havng opum unlawfully n possesson, ded n a po shop on Kng street near the resdence of J. T. Dowsett last nght. Late n the afternoon a communcaton reached Dr. Howard sayng that a Chnaman wthout frends or relatves was dyng at Palama. nvestgaton showed that the man was n the worst stages of pneumona. Asde from ths he was sufferng from the effects of opum posonng. Confned n Oahu jal, as he had been for several months, and necessarly deprved of opum, the frst chance he got of securng the drug proved too strong a temptaton. nstead of smokng, he lterally ate t. Dr. Myers was called n consultaton. After several hours work, the doctors were forced to succumb. Nothng more could be done, and the man ded soon after. The Chnese Consul was appealed to n tbe case of the dead man. Oueeu Vctora's Celebraton. Queen Vctora's brthday wll be celebrated by a socal dance at ndependence Hall next week Frday evenng. Secretary Gresham has lad down eome doctrne touchng the rghts of merchant steamers n foregn ports to afford asylum to refugees that may be of great mportance to commanders of vessels, says a recent dspatch from Washngton. Ths was called out by a letter addressed to the State Department n December, 1893, by C. P. Huntngton, Presdent of the Pacfc Mal Steamshp Company, askng for an exact defnton of the powers of the captans of merchant steamers n ths respect. The Secretary re- so-call- ed sponded that the doctrne of the rght of asylum hayng no applcaton to merchant vessels n port, t follows that the shpmaster cannot exercse dscreton on the character of an offense charged aganst a refugee. Whle no general rule can be lad down as a comprehensve prncple, a merchant vessel n a foregn port s wthn the local jursdcton of the country wth respect to offenses or offenders aganst the laws thereof, and an orderly demand for a surrender of the person accused of the crme by a due process of law, wth the exhbton of the warrant of arrest n the hands of the regularly accredted offcers of the law, may not be dsregarded or ressted by the master of the shp. Arbtrary attempts to cap-tor-e the passenger by force may call for a dsavowal when a resort to volence endangers the lves of nnocent people and the property of a frendly naton. Whether, f force be threatened, the master of the vessel s justfed n puttng n jeopardy, by hs resstance, the nterests confded to hs care, must be largely questoned for hs dscreton. That passengers may have come on board at the port where a demand s made, or at another port of the same country, s mmateral to the rght of jursdcton. The secretary concludes wth an admonton to the Amercan merchant captans to permt the orderly operaton of law n foregn ports on ther shps and thus avod applcaton for an asylum for refugees and occasons for the exhbton of arbtrary force ther shps. mm t aganst Went Through the Hotel. A brake n the ktchen was one of the events of the day at the Arlngton yesterday. A horse belongng to Con Sterlng became frghtened on Unon street and dashed down the Hotel street entrance of the hotel. The anmal went through the passage-wa- y between the hotel proper and the culnary department. The brake to whch t was attached, after tearng out a door, caught n the starway. The horse cleared tself from the debrs and went ct through the yard to Kng street, and was cap tured near Lnon Square. The brake aud harness were runed but the horse escaped wth a few scratches. A well known person, Charles Baker, was taken as a subject for demonstraton. He had been sufferng for a consderable tme wth rheumatsm n the legs. Down to the present, however, although there has been a slght advance of prces as to certan grades, mentoned at the begnnng of ths artcle, the busness s stll stagnant, and half worn horses are beng klled for ther hde, etc., n great numbers n all the large ctes. t s a very common thng to see a lttle tug n the harbor of New York puffng ts way toward tho ocean towng a bg garbage scow a largo part of whose load conssts of tho carcasses of dscarded horses whch a few years ago would have sold readly at from $20 to $30 a head and would have been used for the haulng of peddlers' wagons, tho delvery wagons of the smaller groceres, laundres, etc., nstead of beng sent to dreary Barren sland, there to be converted nto green hdes, soap fat, fertlzng phosphate, plasterers' har, pgments, raw materal for buttons and other artces of bone. There have been stores from the west of surplus horses beng shot down upon the prares of extensve breedng ranches and left there to rot. From ndana and other central western states t has been telegraphed that horseflesh has been used for food n quanttes because of ts exceedng cheapness. Whether these thngs aro stll gong on s not known to the wrter, but f the vews that have here been quoted aro correct the slaughter of horses stll ft for lght work, smply to get rd of them, wll soon stop, and t wll not be very long that any horse not wholly decrept wll be n danger of beng turned over to tho bone bolers. There are two causes for ths, one beng the apparent fact that the season of 1895 s to bo a remarkably good one, so far as trottng contests go, and the other tho fact that Amercan gentlemen drvers and coachng men have tred the mported hackney horses and have found them wantng. t wll not be very long beforo the place whch t was beleved had been won permanently by the Brt sh anmal as the lavonto carrage, coachng and road horse n the Unted States wll agan belong to the horse of Amercan blood. Perhaps ths statement should be qualfed a lttle, because the most satsfactory road and carrage horse n many respects has been found to be one of about two-thrd- s trottng blood and hackney. t one-thr- d s stated that the adverse vew of tho Brtsh horse here ndcated has been adopted even by most of the very rch men who have nvested ther dollars so freely n hackneys and the establshment of farms on whch to breed them, and among tha transactons n horses recorded so far ths year have been many purchases of trottng horses for road and carrage purposes by suoh well known former devotees of the hackney as Dr. Seward Webb, W. K. Van- - derblt, George Gould, the Havemeyers, John Jacob Astor and others. Wth regard to the trottng season soon to open, the most enthusastc predctons are freely made.
