COUNTY COMMTTEE PASSES ON OFFCE APPLCATONS At a eetng of Republcan County Cottee held last evenng applcatons of a large nuber of persons for postons under county governent were receved and acted upon. That County Act provdes for electve boards of a publc nature, nstead of boards apponted by Gov erhor, as requred by provsons of sad act of Congress. 2. That County Act requres cerr tan appontve terrtoral offcals, aw for nstance, Superntendent of Publc Works, to surrender to certan electve County offcals, care and custody of publc property entrusted to charge of such appontve terrtoral offcals under provsons of sad act of Congress. 3. That County Act contans two subects, n volaton of sad act of Congress. 4. That County Act, as aended, never passed House of Representatves. ELECTVE BOARDS. The bref takes up Sec. 80 of Organc Act, gvng Governor appontng of "boards of a publc character," and adttng electon of Supervsors, denes that boards under County Act are exceptons to that stpulaton of Organc Act. On ths bref, whch was prepared by Messrs. Matwan and Heenway, says : The contenton of defendants requres a forced constructon of words or boards of a publc character," necesstatng, n effect, nserton of words, "exceptng proposed county boards." The plan eanng of words used n ths secton ndcates that Congress ntended er that Terrtory of Hawa should have county eovernprt wthout supervsory boards at all, or that such boards should be apponted by Governor.
