CONCLATON BOARD CHARMAN HERE Boulton, Presdng Offcer of Body HOSTLTES SAD TO BE MMNENT Whch Adusts Dfferences Between Here.FranCe and GrCat Br,tam Not to ployers and a Vstor Wage-Earner- s, Be nvolved n the All Season. Hon. S. B. Boulton, charman of the n the axom, 'A far day's work for a Trouble. Seres of Collsons, Msadventures and Accdents Seem to Warrant n a Hoodoo. Belef Commodore Macfarlane of the yacht La Paloma seems to be under a hoodoo of some knd ths season. Not only have the Gladys md Helene despoled hm of all the races save one ths season, but Dame Fortune or Dame Msfortune seems to have been sttng at bs helm and helpng hm to gude t, for collsons seem to have been more n the Paloma's way than cups ths year. Some tme ago the Paloma fouled the 'Gladys n a race and rpped up the mansal of that craft, narrowly escapng dong greater damage. Later he ran nto Port Captan Ward's "Skp" at moorngs and dragged her along, fortunately wthout damage. Yesterday afternoon whle startng on a cruse wth a party of merrymakers the Paloma ran nto Chrs Johnson's Dewey, then at anoorngs, off the Hawa Yacht Clubhouse wth the result that the Dewey now boasts only a stump of a mast nstead of a stately spar nd Commodore Macfarlane wll probably have a nce lttle bll of amages to pay. Nor s ths all. Upon two occasons ths year when the Commodore had a full crew aboard, the cast ron settng at the throat of hs gaft' where t sets nto the gooseneck on the mast hag been perlously near a break. Once one sde of t snapped and the trp was fnshed n eopardy whle another tme t bent to the danger pont. Qute recently hs man halyard snapped a strand and safety depended on the remanng twsts. n all these cases the fallng of the bg sal wth ts heavy spars seems to have been averted only by some mascot that was aboard provng stronger than the hoodoo. t s yet on the cards that the specal commttee nvestgatng the collson wth the Gladys may assess the Commodore for a new mansal. To complete the tale of trouble, t wll be remembered that some tme back ths season, whle hostng the mast out of the La Paloma for shortenng purposes, the tackle slpped and the Omnodore went around on one leg and a stck, wth a spraned back n addton, for several days. Yesterday afternoon a nce breeze was blowng from the south and when the La Paloma started from her moorngs wth a party of young pleasure seekers, such as the Commodore loves to entertan and take a salng, aboard. Close to the Paloma's moorngs les the "Ark' the floatng country seat of Southard Hoffman and Fred Angus. Below that and opposte the club hous? the Dewey, owned by Captan Johnson, at present buldng wharves on another sland, s kept at her moorngs, some 25 yards below the Macfarlane wharf. La Paloma swung out nto md channel and. wth ts crew and passengers eager for a trp around the loehs. started seaward on the starboard tack. The Dewey had swung at her moorngs wth the sutherly breeze and was lyng wth her head towards Honolulu. Whether the Commodore's attentons as a host nterfered wth hs skll as a helmsman or whether t was ust plan hoodoo s ndetermnate but the Dewey was suddenly seen on the port bow n mmnent perl. As the Dewey, beng moored wth no one aboard, could not get out of the way, the Paloma had to and the Commodore put the helm up and started to brng hs boat nto the wnd. The Paloma s unweldy n payng off or comng up however, and the danger was seen too late. Crash! The heavy ffty foot boom of the Paloma caught the R-r-r- p! head stay of the Dewey. went the stay and smash went the mast, snappng off several feet below the rgsng. A good deal of the canvas coverng the house was torn off and the forward port ral of tn' Dewey was demolshed. Had there been any one aboard the sloop there mght have been loss of lfe as the mast came down all wth a crash, but fortunately The Commodore's hoodoo does not seem to be bloodthrsty. The hamper fell over the sde and the Paloma contnued on her cruse. Not for long, however, the Commodore evdently fearng the lengths to whch hs hoodoo mght go, brought back the merrymakers and after moorng hs yacht, went over to the Dewey. There he pcked up the tloatng debrs and arranged t on deck. The Dewey looks a wreck wth only twenty feet of her spar remanng and her ral and house more or less damaged. She s a keel sloop, thrty-on- feet over all wth a 25 foot waterlne, be e longng to Chrs Johnson. She was orgnally known as the Spray. She has good lnes and s a pretty model. Whle now placed n the second class for speed, the Paloma, Helene. Gladys, and Mary L. consttutng the frst class, the Dewey n capable hands s a good boat. t was n the Dewey that Hobron saled n a race to Lahana aganst Commodore Macfarlane n the Paloma and ganed a decsve vctory, wnnng, but not obtanng the fabled "'Bulletn Cup.'' London Labor Conclaton and Arbtraton Board, one of the most power ful factors n the adustment of dffcultes between employers and operatves n the entre London dstrct com prsng about 6,, resdents, s a guest at the Moana Hotel. The Board of whch Mr. Boulton has been charman snce ts organzaton twelve years ago, s composed of twelve members selected by the London Chamber of Commerce and a lke number selected by the Trades Unons. The Board exercses a vast nfluence n labor matters and settles dsputes of every character arsng between the wage-earne- rs and ther employers. The Board stands ready to settle dsputes, these beng voluntarly lad before that body. " do not beleve n compulsory arbtraton," sad Mr. Boulton at the Mo- - far day's wage.' Common sense calls loudly to both partes to to a greater extent than ever before n the endeavor to remove many obstacles whch are hnderng the mantenance and growth of the trade whch nourshes both labor and captal, and, amongst those mpedments, none are more mschevous than the habt of resortng to strkes and lock-ou- as a ts method of makng those bargans between captal and labor whch must from tme to tme be made and remade. However nevtable some of those contests may have appeared to have been n tmes past, the enlghten ed opnon of our whole Brtsh communty demands that less dsastrous and less barbarous methods of adustment should preval n the future. "The formaton of trade unons led, n many ndustres, to the establshment of employers' assocatons, the obects of the two classes of combnatons beng usually antagonstc. t was only later on that the dea occurred of usng, these rval assocatons as vehcles for arrvng at a mutual understandng between masters and men. Brooks, manager of the Elks' MAN WTH THE HOE Japanese Freman Keeps Passengers 2 Hours at Pennsula. The '"man wth 'the hoe," n the shape of a clumsy Japanese freman, managed to break up the dummy engne that hauls the accommodaton tran between Pearl Cty and the Pennsula yesterday afternoon. Folks expectng to catch the through tran at Pearl Cty, arrvng at Honolulu at 5:3, went supperless for two hours n consequence untl a specal engne was despatched to brng them nto town. The dummy run by "Tony", the engneer, well known to Pennsula resdents, has ts perodcal breakdowns and wth ts weakness passengers are never qute certan whether t wll accomplsh ts ourney. At every breakdown, Tony gets a real engne on loan and the passengers, and doubtless Tony, devoutly hope that the dummy wll be relegated to the scrap heap. But up to the present the dummy s always mended n the ralroad hosptal and s sent back, convalescent and wheezng, untl another breakdown occurs. t s practcally a boler and furnace of smple type entrely enclosed wthn a cab and extends ts motve power by chan gear. The Japanese freman who feeds t, rakes out ts ashes and waters t, uses a hoe for the ash rakng process. Yesterday, when he was through, he thrust the hoe back under the boler and cleverly mxed t up wth the chan gear. When the passengers went at 4:4 to start for Pearl Cty, the engne was n plka nu. The hoe and the chans had become mxed and the gear was sadly demoralzed. All Tony's endeavors could not make a move. As ths s the last connecton 'to town the passengers were not contemplatng the delay wth enthusasm, but n the dstance the arrval and departure of th-- Honolulu tran at Pearl Cty was heard wth the dummy stll at a standstll. But the lay mnd, on the facts, wll not be able to apprecate any dstncton on account of that crcumstance. The local consttuton and statutes, pror to annexaton, allowed ndctments to be found by a udge and verdcts to be rendered by nne out of twelve urors. The Mankch case turned on these provsons, whch were repealed by the Organc Act. However, the statutes, whch authorzed defendants charged wth mnor offences to be prosecuted wthout ndctment, were not repealed, but contnued n force, and to them, therefore, the reasonng of the Supreme Court of the Unted States s dstnctly applcable. Secton 3 of the Penal Laws defnes a "felony" or a "crme" as an offence punshable by death or by mprsonment for over two years or by the for- - sectons of the statutes, relatng to orgnal ursdcton and appeals n crmnal matters, whch rest on the elementary dfference between offences that are "nfamous" and those that are not "nfamous," wthout whch ustce could not have been admnstered under the monarchy or the republc, and cannot now be successfully admnstered wthn the Terrtory. The Organc Act not only does not repeal these enactments, but declares that they "shall contnue n force" unless "nconsstent wth the Consttu ton or laws of the Unted States. The Newlands Resoluton of July 7th, wmch prescrbed the governng law down to the acton of Congress, expressly preserved exstng legslaton "not contrary to the Consttuton of the Unted States," and the effect of these words was dstnctly passed upon n the Mankch decson. And the Organc Act not only protects the statutes o& they stood when t was adopted, but affrmatvely guards aganst any techncal holdng n favor of crmnals. t contnues "prosecutons" gong on at the tme of ts passage, and, alludng to the extncton of the Republc of Hawa, enacts: "All offences whch by statute then n force were punshable as offences aganst the government of the Republc of Hawa, shall be punshable as offences aganst the government of the Terrtory of Hawa, unless such statute s nconsstent wth ths Act, or shall be repealed or changed by law." And under the head of "The Judcary," t says: "And untl the legslature shall otherwse provde, the laws of Hawa heretofore n force concernng the several courts and ther ursdcton and procedure shall contnue n force except as heren provded." Secton 83 of the Organc Act, whch specfcally repeals all then exstng statutes consdered by Congress to be unconsttutonal n a terrtoral ursdcton, emphaszes the foregong extracts by provdng: "That the laws of Hawa relatve to the udcal department ncludng cvl and crmnal procedure, except as amended by ths The foregong s from a late Washngton dspatch. (Athens, Oho): What s the psychologcal explanaton of that strange feelng experenced by many, " have lved through all ths before, and know what wll happen ths next mnute?" To account for ths strange sensaton varous hypotheses have been advanced. The man explanatons are:. The remnscence s a true one, dependng on a past wakng experence. n most cases ths s true, and probably a large proporton of these remnscences have ths smple source. 2. The remnscence s a true one, but dependng on a past dream whch some smlarty n crcumstances recalls to memory. t s obvously possble that a suddenly evoked remnscence of a past dream may gve rse to the feelng of "already seen"' of havng wtnessed the actual scene at some ndefnte tme before. 3. The remnscence s llusory, dependng on a knd of malady of percepton PS. FROM THE NEW BROOKLYN BRDGE oooooooo oooooooooooooooooc oooooooooooooooooc oooooooo or attenton affectng the whole personalty and gvng rse to a confused locaton n tme of the obect perceved. Ths hypothess has been worked out n varous ways, all of whch seem purely hypothetcal. t can n any case explan the slghter and retro-cogntomomentary forms of n, not cases where the sensaton of memory beco.nes defnte enough to attract to t the percpent's full and delberate attenton. 4. The remnscence s allusory, dependng on some sort of splttng of the personalty, as, for nstance an asynchromsm of cerebral hemspheres, a lack of precse concordance between the perceptons of the two cerebral hemspheres, etc But ths explanaton, although restng upon a plausble deducton from known facts, would not apply to cases where the subect beleves hmself to have a knowledge of fact not nstantly mpendng; such a knowledge of a place, for nstance, as enables hm to gude others about t, or such a knowledge of words vet unuttercd as enables hm to forestall them by speech or act. 5. Tele- - patny. nere are not. however, many of the more advanced cases of retrocognton whch telepathy would explan. Generallv there s no other mnd apparently nvolved, and t smply seems as' though the subect ether enoyed at the moment a wder than ordnary percpence, or had already vsted n some supernormal way the scene whch he feels he remembers. 6. Heredtary memory, that s to say. the phenomena of retrocognton are extensons of organc memory, evocatons nto daylght conscousness of mprnts made n ths lfe, or n ancestral lves, upon our physcal beng. Ths hypothess has much n ts favor, because no other explanaton can account for some remnscences of facts and pctures from a remote past, and n vew of the doctrne now generallv admtted n psychology to the effect that all our mpressons, however strkng or nsgnfcant,' whether they be receved n the earlest chldhood or n mature age, conscously or unconscously, are recorded so as to last permanently, and, under certan condton's, may be revved, recalled and recognzed as a past experence. We know, of course, that there s a great dfference between our evocable memory that whch can summon up and use at wll and that much ampler memory whch we must suppose to exst, n some potental form, at least, mprnted upon our organsm. We cannot assert that organc memory may not nhere n a sngle cell or neuron, or even n a sngle lvng molecule. Nether can we assert that organc memory cannot be prolonged backward before brth, and a pre-embrvo- lfe n countless lnes of ancestry. f we fnd mprnted on the chld's organsm a conspcuous memory of perhaps an nstantaneous emoton of the mother's, we must surely suspect that ths organsm may contan also some nborn memores less conspcuous and more purely cerebral than such a gross phenomenon as a mark on the face or deformed fnger. Xor can we absolutely lmt such nfluence to the actual parent organsm alone. For aught we know the "germ plasm" whatever may be the contnuous lnk of all generatons may be capable of reactng to psychcal suggestons as senstvely as the embrvo and the sprt alreadv modfed by cosmc experences, datng back to nfnty, may nform the body already modfed by terrene experences datng back to the frst appearance of lfe on our planet. But ths most probable hypothess of the revvscence of ancestral mpressons, too. s open to varous obectons, as t cannot be appled to all cases of remnscence. n the frst place, n order that a descendant recall an ancestral pcture he must be confronted wth the realty of what had mpressed tself upon hs ancestor. Now, what s left of the past are monuments, stes; the events, crcumstances, dscourses, etc., are all thngs that have vanshed and are never to be met wth agan. Hence only those transmssons can be verfed that have been and are stll n exstence. On the other hand, heredtary transmsson does not necessarly take place n every case. Only the strong or persstent mpressons are capable of transmsson. What s generally transmtted are habts, tendences, dspostons. Accordng to the specal case of remnscence ether of these explanatons may be applcable, but a general soluton of ths dffcult problem coverng all cases s stll wantng. N. Y. Trbune. O CASCARA BARK. The sudden advance to 4 cents and better of cascara bark, whch a few years ago sold at - -2 cents and that last year went at and 3 cents, has made transactons lvely and nterestng n Corvalls, whch s somethng of a center for the product. Local dealers wll shp ths season carloads or more ot the bark. t goes n carload lots to Hamburg, Germany, to London, to the East, and San Francsco. The present scramble for t s ntense, and t has brought buyers nto the feld from all parts. Early n the season a Salem druggst contracted for sx tons at 4 cents, and turned over a check to bnd the bargan. That was at the rate of $8 per ton, and he can close out now at any tme at the rate of S25 or more per ton, realzne $,5 from an nvestment of only $48. A man on Bg Elk, west of Corvalls, sold the b.ark the other day from hs own ranch and wth the proceeds bought hs neghbor's ranch. Charles Overlander, n the same vcnty, wth hs partner, contracted to slash the brush thereon, for the chttm bark on the Dalaba ranch. n Toledo the other day they sold eght tons of bark for a lttle less than $2,. whch s accounted more than the ranch s worth and the bark sold s only a porton of what they wll get from the place. Two small boys appeared n Elk Cty the other day wth a few sacks of chttm n the bottom of ther boat. They rowed back up the rver wth $63 n ther pockets, the proceeds of the sale of ther lttle ag of chttm. The cash looked almost as bg as the ple of chttm, and suggests that the fashonable may yet wear chttm rather than damonds for ewelry. Less fortunate than ether of the above was the case of a man who bought a ranch on Xestucca. He was an amateur n the busness, wth dverson and experment as hs motve. He stocked t wth 23 goats, purchased at a hgh fgure, and wth vsons of future prosperty sat down to wat for hs profts. One day the news came to hm that all hs goats were dead. When other brush and pasture gave out they ate chttm bark n overdoses and ded from the effects. Varous stores are afloat as to the occason for the sudden and enormous ump n prces of cascara. One s that chttm brokers have sold short, and are now forced to bd up to get the supply they have agreed to furnsh. Another s that the natve supply s fast nearng exhauston. n ether event the popularty of the bark for medcnal purposes s fast crowng. Once t was merely an ngredent of patent nostrums. Now n tnctures, tablets and other forms t has a place on the shelves of every up-to-da- te pharmacy, and all -- physcans use t extensvely n prescrptons. Portland Oregonan. AN ELECTRC TORPEDO FSH. ARSHP. n less Wthn a few weeks Londoners wll have an opportunty of wtnessng the tral trp of the largest and most powerful arshp whch has yet been constructed. n the sprng of 899 Dr. F. A. Barton, the Presdent of the Aeronautcal nsttute, approached the Brtsh Government, and two years later receved a letter from the War Offce statng that they were prepared to gve an order for one of the arshps. Dr. Barton has been engaged for 6 years n expermentng wth navgable balloons, and n 899, after he had made several models, he was convnced that he had found the rght prncple. t was then that he approached the War Offce, and that department expressed tself wllng to gve an order for an arshp to cost 4, and capable of fulfllng the followng condtons To carry three men wth : all necessary apparatus and fuel for three days ; to keep n the ar durng that tme; to have a speed of not less than 6 mles an hour n a calm; to turn n a crcle of yards' radus; to be capable of ascendng and descendng wthout specal apparatus on the ground. The machnes wll be supported by a proectle-shape- d balloon, havng a capacty of 23, cubc feet. The framework of the shp measures 27 feet the deck beng 23 feet long and the rudder adds a further three feet. The balloon, whch s the largest n exstence, has a length of 7 feet. Over the slk of the balloon there s a stout cover, and round ths are numerous webbng bands, from whch are suspended the lnes supportng the shp. he balloon s dvded nto three compartments, and an ngenous devce has been adopted to prevent the loss of hydrogen durng a voyage. Stout bamboo rods have been used for the constructon of the framework of the shp. and. fral though t looks, t has supported people. When the motors are put n and the crew s on board the total weght of the shp wll be nearlv seven tons. The motors, three n number, wll be drven by petrol, and wll be of 5 horse-pow- each. They wll be placed on alumnum brdges er n the bows, the stern and the center of the shp, and the movng machnery w'll be beneath the deck, so that the engneers can move freelv. At present only one motor s n poston, but the other two are now on the way from Pars. Between the center and stern motors there are platforms for the helmsman and aeronaut. The former wll have hs wheel to attend to. and wll also have three telegraphs, smlar to those used on board steamshps, by means of whch he wll be able to transmt hs orders to the three engneers. These telegraphs wll. rng n front of each motor, and the machnery has been so arranged that the engneers wll be able to perform all ther dutes wthout havng to change ther poston. On the steerman's platform there wll be a table wth lnes from all the valves. London Cor. X. Y. Tmes. MD HUTS ON THE TE ANAU-MLFOR- SOUND TRACK, N. T'p to some months ago there were ''trans de luxe'' so-calle- d runnng on the Great Trans-Sbera- n Ralroad, of whch eght are property of the ralway admnstraton and three of the nternatonal Sleepng Car Company. The Russan Government has now put several new most luxurous trans on the lne, by whch passengers may travel drect from Moscow through to Vladvostock, Port Arthur or the newly establshed Eastern cty of Dalny. Lake Bakal s crossed by powerful steamers, whch can take on board three trans of eght cars each at one lme. Only durng the wnter months, when the lake s covered by thck ce. sledges are employed for brngng the passengers around the lake, as the great ce breakers proved nsuffcent to keep the ce open all the tme. n about a year and a half the Lake Bakal secton of the Sberan Raroad wll be completed. mmense engneerng dffcultes were met wth n the constructon of ths part of the lne.
