He als spke abut the visit f PNP Directr General Rnald Bat Dela Rsa; PNP Deputy Directr General Mendez; PNP Clnel Rdel Sermnia and party wh had arrived in San Francisc frm an fficial visit in Washingtn, D.C st Vice President Lawrence Lagarejs reprt Vice President Lagarejs expressed his appreciatin fr the flwers and card FALEO sent t his residence as well as all f the supprt he received after his recent heart attack which required emergency surgery nd Vice President Eric Quema s reprt Vice President Quema spke abut the recent visit f PNP Directr General Rnald Bat Dela Rsa. He gave acclades t FALEO; the Masn brthers f varius ldges as well as t the PNP persnnel assigned t the San Francisc Philippine Cnsulate Clnel Eric Nble and SPO4 Rmul Diaz. Vice President Quema cngratulated everyne invlved fr a jb well dne. Sgt. f Arms/Brther Glenn Sylvester stated that he has been getting negative feedback and backlash as the Mayr f Daly City fr attending the receptin at the Philippine Cnsulate which was given fr PNP Directr General Rnald Bat Dela Rsa. Vice President Quema suggested that FALEO supprt the upcming SFPD/SFPOA Pker Turnament. 1

2 Vice President Quema als suggested that a list shuld be cmpiled f the FALEO Hnrary Members in the Philippines (Camp Crame FALEO ffice) s that FALEO members participating in the Philippine Exchange Training (PET) prgram might be able t d smething fr them (the Hnrary members) at their respective barangays/cmmunities. 6. Secretary Reprt Nne 7. Treasurer s Reprt Treasurer Randy Caturay was excused frm tday s meeting s Directr Pierre Vida read the Treasurer s reprt. Directr Vida infrmed all assembled abut the current status f the different accunts. He als stated that the Pistl Match netted apprximately $1, Per the infrmatin prvided by Treasurer Caturay via his written reprt, f special nte and recgnitin were the fllwing individuals fr their mnetary dnatins prvided t FALEO: - Retired SFPD Deputy Chief Lynn Tmika wh dnated $2, t FALEO PET in September t assist the PET 2018 Prgram. - Mr. Ben and Mary-Ericksn Ishisaki, upn attending the SFPD-API event via FALEO member Br. Curtis Lum, dnated $ t FALEO n Nvember 13, Freemasn Wrshipful Brther Mari Fernandez frm Suth San Francisc Francis Drake Ldge n his wn accrd dnated $ t FALEO n December 1, The Treasurer s reprt was then vted n by all present and accepted. 8. Cmmittee Reprts: a) Membership Cmmittee - Directr Vida reprted that there has been a cmmunicatin prblem with ur members. He said that the current membership rster is nt being updated as it shuld be. Due t this issue, Treasurer/Brther Randy Caturay is wrking n updating the rster. Directr Vida said he is als creating anther rster using a different cmputer prgram in an attempt t facilitate keeping track f ur membership. Regarding Hnrary Members, Directr Vida suggested that the Original FALEO spnsr f the Hnrary Member shuld cntact the Hnrary Member t see if they are still interested in being an Hnrary Member. Sgt. f Arms/Brther Glenn Sylvester spke abut a Ls Angeles FALEO Chapter Bard f Directr wh is nt affiliated with a plice department which is a requirement per the By-Laws. This issue was discussed amng the 2

3 members present. It was als stated that an Assciate Member can hld a psitin n the Bard f Directrs but Hnrary Members cannt. It was agreed by all present t study the afrementined issues thrugh the establishment f a cmmittee which wuld be chsen at a later date. b) Schlarship Cmmittee- Directr Cagaanan reprted that they thus far have nly ne (1) applicant fr the FALEO schlarship and asked that all present attempt t get the infrmatin ut regarding the applicatin & selectin prcess. c) Training & Educatin Cmmittee Vice President Quema encuraged everyne shuld take advantage f the free training pprtunities being ffered by varius federal agencies/prgrams. He stated that Masnic Brther Billy Sevilla still wanted t supprt the widws f the SAF-44 and that he had three (3) bxes ready t send t the Philippines but the addresses f the widws & families need t be updated. Vice President Quema stated FALEO needed t establish a Pint f Cntact (POC) in the Philippines fr the surviving family members f the SAF-44. Guest PNP Clnel Nble stated he has tw (2) SAF-44 widws (Mejia & Nacinales) wh live in La Unin and in Pangasinan and can prvide their infrmatin if we can. Clnel Nble said Mejia s widw in in Pangasinan, she has tw (2) children and is a civilian emplyee f the PNP. Clnel Nble said he will get Mejia s infrmatin s that Brther Sevilla can send his bxes t her. d) Cmmunity Services Cmmittee- Tabled fr next meeting. e) Sunshine Cmmittee - Tabled fr next meeting. f) General Electin Cmmittee - Tabled fr next meeting. 9. Crrespndence Cmmittee Per President Bautista, Directr Debbie Van Pattn will send a card t the Department and family f recently slain Officer Jshua S. Mntaad. President Bautista als stated that FALEO received a thank yu card frm Prject Remember fr ur dnatin f $ ($ frm FALEO & $ frm a dnr wh wished t remain annymus). This dnatin was the first dnatin Prject Remember had received since frming their nn-prfit rganizatin. 10. Unfinished Business a) LA & SD By-Laws and Grup Exemptin Directr Vida spke abut the status f the Grup Exemptin and By Laws. He said the Ls Angeles FALEO Chapter has dne it but the San Dieg FALEO Chapter has nt respnded. President Bautista stated he will check with San Dieg FALEO Chapter President Jerich Salvadr n 3

Per Directr Vida, Sister Debbie Van Pattn estimates submitting the Exemptin request/paperwrk (applicatin) by the end f January b) LA Aflac Update President Bautista gave a briefing regarding the issues with the Ls Angeles FALEO Chapter as it relates t the AFLAC issues. As a result f his (President Bautista) effrts with cmmunicating with the Ls Angeles Chapter, all calls frm the affected AFLAC plicy hlders and nw being referred t the Ls Angeles FALEO Chapter. During discussin by the members present, it was determined that the AFLAC issues culd affect FALEO s 501(c) Nn-prfit status because it may appear that the Ls Angeles FALEO Chapter is self-dealing. It was decided that Directr Van Pattn will research the law and a letter will be crafted t the Ls Angeles FALEO Chapter t Cease & Desist regarding the AFLAC issues, if it shuld be determined that their actins culd jepardize ur Nn-prfit status. 11. New Business: a) rd Annual Chapter Meeting Update Directr Pierre Vida gave an update regarding the 3 rd Annual Chapter meeting. He said we are mving ahead with cntacting the Philippine Cnsulate in Ls Angeles whse area f respnsibility cvers Las Vegas, Nevada, the site f ur schedule 2018 FALEO cnference. Directr Vida said the Hnr Guard fr the 2018 FALEO cnference will cnsist f law enfrcement fficers frm San Francisc, Salinas and pssibly Las Vegas P.D. He wuld be wrking n estimates fr the fd & beverages. b) 2018 Schlarship Dinner was discussed. It will be ur 10 th year Anniversary and it will be held at the Scttish Rites Masnic Auditrium at 19 th & Slat in San Francisc. It was suggested that Cmedian Jey Guila be requested t perfrm again. He was a hit last time he perfrmed. Additinally, it was discussed if a female singer shuld be sught. c) Scial Media Cncerns & Efficiency (Instagram & Facebk) Directr Vida spke abut cncerns regarding persnal and/r private pstings by member(s) t varius scial media sites which may reflect prly n FALEO. This was discussed because the member(s) were als making psts that are related r assciated t FALEO r FALEO matters. d) NAPOA 2018 Cnference Update by Directr Vida Directr Vida spke abut the scheduled NAPOA 2018 Cnference which will be held in San Francisc. He spke abut a PET presentatin alng with the use f the FALEO Clr Guard. President Bautista will ask NAPOA fr a dnatin t the FALEO Schlarship fund. 4

Gd f the Order a) Sgt. f Arms/Hnrable Mayr Glenn Sylvester annunced that an article n Inquire.net reflects that the Mayr f Daly City is in ht water fr meeting with PNP Directr General Rnald Bat Dela Rsa. It is believed that the persn behind the article is an activist name Rdel Rdis wh is aligned with the Priet family f the Philippines that is currently embriled in a dispute with the Philippine gvernment regarding the Mile Lng prperties. b) Brther Sylvester als pinted ut that the Facebk grup knwn as DDS USA is supprtive f the current Duterte Administratin. 13. THE MEETING WAS ADJOURNED AT 1505 hurs. It shuld be nted that a General Membership meeting had been scheduled fr this day, December 16, 2017 at 1500 hurs. But by the time f the adjurnment f the Bard meeting, there were n members present fr the General Meeting s the General Meeting was nt cnvened. 5
