Please call the parish office, when you wish to schedule your class date. We recommend that you attend these classes during your pregnancy, before your baby is born. Baptisms are scheduled on the 2nd weekend of the month at Masses or other times by appointment. FINANCE OFFICE ADMINISTERS TEMPORAL GOODS OF THE CHURCH By Franz Klein Catholic Times Correspondent LA CROSSE Sondra Rieder has spent her professional career at the Diocese of La Crosse in the administration of the temporal goods of the Church. As the Finance Officer who heads up the Curia s Finance Office, Rieder said she sees her office as a resource to the bishop and pastors as they seek to be responsible stewards of the money entrusted to them to carry out Christ s saving mission. What we re doing is a service, she said. When a phone call comes in, we re here to provide guidance. I probably spend 80 percent of my time on the phone answering questions. The questions come both from pastors and employees in the parishes and from the bishop and his staff at Holy Cross Diocesan Center in La Crosse. On an ordinary day, a pastor could call who received a significant donation and wants to know how to proceed. The director of a curial office might knock on Rieder s door, asking to discuss his office s budget. A senior priest could call with questions about his retirement plan, or the planning committee of a parish might want to know how to go forward with funding a building project. I don t think many people in the Curia realize how involved it is, Rieder said. The Diocesan Handbook lays out three main areas of competence for the Finance Office: Assists in the administration of the temporal goods of the diocese, implementing and evaluating financial policies and practices in accord with canon law. Provides financial and management information to the bishop, the diocesan finance council, the offices of the Curia, and the diocesan clergy. Oversees the lay employee retirement plan; group health, life and dental insurance plans; and property, liability and workers compensation insurance programs. Rieder and her staff are helping parishes on a daily basis. They provide advice on completing each parish s Annual Report to the Bishop, help oversee parish accounts to ensure that proper financial protocols are followed, deal with the deposit and loan fund that pays for parish projects, assist with insurance coverage of parish and school properties and any number of employee-related matters. The Parish Personnel Policies were also created to assist pastors with parish administration. The diocese also has a retirement program frozen in 2006 and replaced with a 403(b) Thrift Plan which the office manages. Priests and lay employees of the diocese participate in insurance programs, and the Finance Office helps ensure their eligibility. There are salaries to pay, Rieder said, buildings to insure and donations and bequests to properly handle. We have to be good stewards in all these matters, Rieder said. As a diocese, we have fiduciary responsibility to parishioners. We need to make sure that the money they entrust to us is spent appropriately and according to their wishes. This also affects how the diocese invests the money it receives, Rieder said. The diocesan finance council assists the bishop to make sure diocesan investments follow Socially Responsible Investment (SRI) criteria established by the U.S. bishops. The diocese must be exemplary in its financial practices and protocols. I believe that here at the diocese we need to be held to a higher standard, she said. Our job in the Finance Office is to help provide and manage that standard. Rieder is joined in the Finance Office by three other staff members: Christine Strange, assistant finance officer; Brent Nolte, staff accountant; and Kurt Jereczek, employee benefits assistant. Rieder wanted to make sure her staff was mentioned in the article. Obviously I couldn t do this all by myself, she said in praising their behind-the-scenes work. Rieder herself has been working for the diocese for more than 36 years. She began her career in the banking industry before coming to the Diocese of La Crosse. She served as financial operations manager before becoming the Diocesan Finance Officer in I love my job, I love what I m doing, Rieder said. I wanted a job that I would find fulfilling, and I found that working for the Church.
