Over one hundred callers were presented to the durng the recepton, whch lasted from 2 oclock to 5 p. m. Each and all were met at the door of the recepton room by the Count and presented wth an unusually grand floursh. Makng a bow that mght properly be descrbed as a cross between a courtly obesance and an Orental salaam, wth hs nose to the carpet and hs long coat tals fannng hs ears, he would make the announcement n a hgh falsetto, Your Majesty, allow me to present Mrs. or Mr. the only dfference notceable n the presentaton was when he brought n some hgh offcal or hs wfe. Then tne Counts voce would rse to the occason and assume a ptch n accordance wth the rank and standng of the presentee. Exactly upon what prncpal ths acton s based t s dffcult to fnd out. A case of exactly smlnr character, nvolvng matters just as salacous and dsadvantageous t6 the publc morals, wll be heard wth open doors and the reporters have every opportunty of talcng down all the evdence, whch, to the credt of the Press, they do not. However, The Stars object s not to speak of any partcular case, but to get at an abstract prncple Have or have not the reporters a rght to be present at all trals? We grant the rght of clearng the court of those who assemble there out or morbd curosty and prurency of mnd, but reporters represent the general publc and go there as a matter of duty. Wthout them present t s mpossble for the publc to judge upon what grounds lte decree of the court s based. Such grounds can be stated free of anythng that wll satsfy those who delght n prurent detals. The Stars skrts are clear n ths matter, as are those of all the papers n Honolulu. The same may be sad of the majorty of the papers n the Unted States, wth a few exceptons. But closng court doors does not affect them, they get up a story somehow, generally worse than t really t. The Press has gradually fought ts way to recognton n every drecton. n 77 t won ts frst great fght, when sx of the prnters of London refused to obey a proclamaton of the House of Commons forbddng the publcaton of debates. They were summoned to the bar of the House and one refused to obey, whereupon he was arrested by a messenger of the House. The London magstrates, however, set asde the proclamaton as llegal, released the prsoner and clapped the messenger n jal for llegal arrest. The House then sent the Lord Mayor to the Tower, but popular feelng ran so hgh that the House released the Lord Mayor and.dropped further proceedngs. From that day the power of the Prdss began to rse; but t had many a fght to reach ts present poston. n these slands the Press has had ts own struggle and bulwark after bulwark of secrecy has gone down before t, tll now reporters arc present at all the meetngs of Boards whch formerly were held wth closed doors, the Board of Educaton beng the very last to gve way a very curous commentary on the Board. The Star would be pleased to have the arguments of legal lumnares upon the subject. t may as well state ts opnons upon judc-arc- s and legal bars n general. They have a tendency to usurp rghts whch have been taken away from other great functonares and to nvest themselves wth a sort of almost royal authorty. To ths end the statute books of every naton are dotted wth laws gvng more and more power to the judcary, and members of the bar have followed sut by adoptng a manner n court whch would not be tolerated anywhere else. A lawyer n court can browbeat a wtness n a most outrageous manner. Now, the publc has a rght to know such thngs, and The Star mantans that t only can know by havng ts representatves, n the person of the reporters, present at evcrv tral, cvl or crmnal. The publc dan then, through ts Legslatve representatves, act ntellgently n obtanng reforms. V WEATHER PREDCTONS. Weather predctons are frequently laughed at, and rghtly, because they arc not upon a scentfc bass. However, the weather predctons of the varous bureaux n the Unted States, beng founded upon certan ascertaned facts, are very valuable, especally to seamen, and many a gallant bark las been saved by the nformaton furnshed. These predctons arc for never more than twenty-fou-r hours n Europe, and thrtv-s- x n Amerca. Now, however, t appears that for some tme past n nda, the Government meteorologsts have been layng tp nformaton so that they wll be able to predct the ranfall for each monsoon sx months n advance. The theory they go upon s that bref storms and so forth, whch themselves depend on bref, local causes can, of necessty, be forseen only a very short dstance ahead. The greater and more lastng the event the longer t can be New Process Stove s the re- proof of the success of the foretold. sult obtaned n bakng. By Ths, of course, would be of nes tmable the use of a smple devce t s beneft to nda and would Ml J be of ncalcuablc beneft n assstng P s 00 to turn ue wcktoo the Government to stave off, or at hgh, thus ensurng a steady, least meet, those famnes whch per- - perfect Hame at all tmes. At the present general that every household wrtng n the Central provnces of nda tllerp nr nrpttv nnnrlv o ru--r. s provded wth t; hence there 000 people starvng! owng- to thes 0 annoyance n the matter ods of drought. By careful collaton of facts t would be possble to arrve at some concluson as to the reason of such droughts and n some measure to prepare for them. To the sugar planter and the cattle man such nformaton sx months ahead would be nvaluable, and would save enormous values of property. A commencement of a plan n ths drecton mght be made by our own weather bureau and the greater countres on the coasts urged to cooperate. Much nformaton-mgh- t be gathered, but we can never hope to do much untl we have both ocean and ntersland cables. Stuated as we are n the physcal center of the Pacfc, these slands arc pecularly adapted to become the scentfc center as well. Scence constantly advances, and what was thought mpossble a few years ago becomes an ndspensable adjunct of cvlzaton at the present, and s regarded as old fogysh a few years hence. Therefore there s no need to decry the efforts of scentfc men, even when ther efforts do not appear to run on practcal lnes. The study of mcterology s, how ever, emnently practcal and t s to be hoped that the countres of the Pacfc wll take t up on thej broad bass that the meteorologsts of nda have done. The St. James Budget tells of a new electrc bcycle lamp whch has recently been nvented. t s called the Whte electrc lamp. t wll burn for twelve hours wth a seven candle power whch can be swtched on or off nstantaneously and can be carred upsde down f need be. The cost for rechargng s nomnal. Our local rders would most of them apprecate a lamp of ths knd, for one often sees them standng at the road sde vanly strkng match after match n the frutless endeavor to lght an ol lamp n the wnd. There have been electrc bcycle lamps here already, but the sze of the batteres have made them too heavy and clumsy. n the new lamp the battery s half the weght and more power s stored than n the old ones. These lamps wll also be valuable arranged as lanterns to carry round nstead of the clumsy hurrcane lantern of the present. THE HAWAAN STAR. FEBRUARY s, 80;. (Umef? (Uope. FEBUUARY, 807.
