One of these was the ncompetence oll-cerof the volunteer s, and the other that Ots was not anxous to wn wth volunteers, but was watng for the regulars to come to whom he could gve the glory. These ponts make Mr. Dahlstroms ntervew more noteworthy than anythng recently publshed about the campagn. Not only are there causes of frcton n the two natve factons on the slands, and n the natonal Jealouses between the German settlers and merchants and the Anglo-Amerca- n party, but the personal element must albo play ts shave n causng trouble. The men who are apponted to Samoa as consuls or commssoners.or whatever offcal ttle may be gven them, wll not look upon Samoa as the goal of ther ambton. They wll all desre to keep themselves as promnently as possble before ther respectve governments, and to do ths wll try to overreach or domnate ther colleagues. There can be no doubt that the feelng was a strong ngredent n the recent trouble n Samoa. To ths may be added, now has not come to the surface, but what s mentoned by everyone who has been n Samoa, vz.; the jealouses among the ladles of the consulates. These have played a strong part n many another place as well as n Samoa. They are lkely to play as strong a part n the future as they have done n the past. n spte then of the success of the commsson n brngng nbout a peaceful soluton at the present, there has been left n those unfortunate sles of the Southern Pacfc a smoulderng fre of antagonstc elements whch may, when fanned by the wnd of extraneous events burst agan nto flame and cause trouble whch wll have wder re sults than the mere outbreak n the slands themselves.
