TEN TNS OF SWEET AS DOPE CANDES Ten tns of poppy dope, valued at $ was removed from a box addressed to Lum Kee, Koloa, whch bore the "Candy" label last Saturday afternoon. Sherff Blake had grown suspcous of a couple of Chnese named Leong Hng and Lum Kee, and decded to shadow them. H s vglance was rewarded at f v e oclock, when Mr. Lum Kee called for a box of candy whch was duly turned over to hm by the freght agent, and whch was later opened and found to contan ten boxes of opum. The twan were arrested and lodged n jal, after whch the matter was referred to the Attornev Generals Department, wth the result that Deputy U. S. How dffer- plantatons to force upon the gov- ent would the case have been f t had been the leasng to a large T9er, and a very wealthy man on Kaua, four or fve thousands acres of rch land, the larger part of whch s fne cane lands. These lands were too good for the Portuguese who had labored on ths same sol for many years, and when they put n ther applcatons they were gnored, and these lands wth many restrctons were offered to Russans who had never seen a stck of cane grow. The consequence of ths and many other actons of the land offce, so dscouraged a large number of the old Portuguese settlers that numbers of them left the slands for the coast where all men have the same chance. t s the same thng today on the sland of Kaua, whle the governor s always talkng of hs desre to help keep the laborers n the country, those who are offered a homestead can only f ml t "mauka of the cane lands," and ernment at Washngton the dea that they must have a large supply of cheap Asatc labor to contnue the growng of cane n these slands. There never was a greater mstake than to say that enough laborers cannot be had n these slands. Had the laborers been treated wth the same consderaton a s elsewhere, there would never have been a shortage. Ask any Portuguese man w h o has bought hs tcket for Calforna, and s removng hs famly there, why he desres to leave Hawa, and you wll fnd n nne cases out of ten that ts because he cannot lease a pece of land sutable to hs wants and hs means. Why s ths so? Smply because we do not have a government whch s for the exclusve good of the whole people of ths Terrtory, but for the sole good of the plantatons. For nstance, why should the publc lands whch belong to the people of ths country be put up for lease n large acreages, n most cases from 500 to 5000 acres, when the average man who desres to settle here mght onlv need from 0 to 50 acres? Why should ths man whom you class as a desrable ctzen, be compelled to gve up the dea of settlng n Hawa smply because he cannot own a plantaton, or because he does not need more than 20 acres to support hmself and famly? Ths s the only leason that there s a shortage of labor for both the felds, and also as mechancs, to perform all the necessary work n these slands. As long as the plantatons rule n the Terrtory of Hawa, they wll work for cheap labor and as few Amercan ctzens as possble. As long as you labor for plantaton nterests and are satsfed to work for wages you may be tolerated for years, but just as soon as you show any nclnaton to have a home o f your own, especally f t wll take a few acres of leased government land from them, then you had better look out, for your tme s lkely to be very short. By ths weedng out system of would be settlers, and ctzens, home-makn- g the plantatons have succeeded n obtanng all the rch cane lands on lease from the government ot Hawa for a fracton of ther true worth. Lands whch produce on an average AVz tons of sugar to the acre, and whch a very conserv- - tve Journal, the Manual of Hawa- - an Securtes for 9, shows that the net proft from most of the plauta tons averaged 25 dollars per ton. Can any one lookng for easy money see any reason why owners of plantaton lands, especally lands rented from the Land Offce for a dollar n acre per year, should not use every endeavor to exclude Amercan ctzens, when by so dong they can get all the publc lands for a mere song, and make $25.00 net proft out of each acre of cane? $ proft from one thousand acres of cane s not to be sneezed at, or looked at wth dsdan, and when you ncrease that acreage two or three tmes t looks pretty good to most people. So ts qute easy to see where the opposton comes from, and why feld laborers are not taken much care of, that s, f they are lkely to w sj to reman and possess themselves wth a pece of land. Publc lands yeldng such enormous profts t o those who are lucky enough to possess them for a fracton of ther true rental, wll always be a drawback to the settlement of any country where a small mnorty ol rch corporatons control the legslature a::d a governor apponted through ther recomendatons. n concluson would say, that f we really wsh to have settlers n the Hawaan slands, the frst thng that we must do s to have a law passed by Congress that all the publc lands that revert to the Terrtory by leases, shall be offered for release to any ctzen n such quanttes as he may wsh to cultvate. That all small leases shall take precedent of the larger ones so as to gve a larger number of persons a chance to occupy the land. The leases of the publc lrfnd should not be put up at aucton, but each applcant should send n hs applcaton for the desred amount, and at a specfed tme a drawng should take place n the publc land offce, or some other place apponted for that purpose, and these names whch come out of the drawng, or applcaton box, should be the wnnng lots, and leased at a stated upset prce. Ths plan s better f you really desre to settle the people on the land, ts much better than holdng an aucton, as t should be the dea of the government to have as many people on the land as possble, and f you put the leases at aucton the prce s otten torceu up beyond what t s worth and an njury s done to the one who can ll afford t. Another thng whch the government of the Terrtory seems to have overlooked whch adds greatly to the non settlement of ths country by those whte men that have been employed o r many years on the plantaton. There s no such thng n ths Terrtory of Hawa as a townste. Although the government has leased thousands of acres to plantatons of the government land, no provson s made for any townste where a laborer, or machanc, or n fact any of the ctzen employees on a plantaton can own hs own home. Nothng has been done for the whte, or natve ctzen to n any way attach hm to the sol, or dstrct where he has labored so manv vears. but as soon as he s no longer capable of performng hs regular dutes, he must vacate hs lttle shack, or cottage, as the case may be, part wth the only frends and acquantances that he has known for years, and go, n stranger, to a new place. f the plantatons owned n fee smple all the government lands whch they now lease from the government, t would be a dfferent thng, but the lands are publc property, and there s no reason why people wltng to resde here should not have the same rghts and prvleges as elsewhere. The government should, as soon as the legslature meets, suggest to the legslature the necessty of askng Congress to so amend our land law that townstes should be set apa t on all the Hawaan slands, so that people both here, and from abroad, may come and purchase a res deuce, or open up a busness, whch u n d e r present crcum stances t s absolutely mossble for them to do. On the sland of Kaua where some of the plantatons desre the Federal government to spent a mllon and quarter of dollars for the mprovement of the harbor, there s not such a thng as a townste. Recently a few lots were put up for sale at extra vgant prces, but as these were only for resdences and could not be sold or transfercd for any other purposes, therefore the place where thev were sold couu not bv nnv means be classed as a townste. Then why should Uncle Sam spend a mllon and a quarter of dollars n a place where an Amercan cannot purchase, or lease a pece of land tp go nto busness? Outsde of, or Hlo, one mav say that there s no opportunty for anyone to go nto busness, and untl the government condems land for townstes, or opens up stes on the publc lands, no ncrease of ctzens may be expected n Hawa Ctzen.
