Bee, of Ots, McAllster & Co.,. promnent coffee commsson merchants of San Francsco, s at the Hawaan. He expects to spend a few weeks vacaton n the slands, and ncdentally to vst the coftee belt and look nto the cultvaton of coftee there and the methods n vogue for preparng t for the market. Mr. Bee s an expert on coffee and takes a very great nterest n the subject. Durng the past few years le has spent half hs tme n practcal coffee work n the dstrcts of Central Amerca, whose products are largely handled by hs frm. Mr. Bee wll sal for Hawa on he next Knau and wll spend a fortnght among the plantatons of Olaa and Kona. He may possbly go nto Puna, but at the present tme consders t scarcely worth hs whle, as the dstrct s not yet far enough advanced to show practcal results. n dscussng Hawaan coffee, whch he has handled to some extent, Mr. Bee sad ths mornng: "About,000 lngs of Hawaan coffee were shpped nto San Francsco last. year. By far the larger porton of t was uncultvated coffee. There were a few lots of the cultvated or washed product, as we call t, that fell nto our hands, anl t mmedately, establshed a market, especally for the washed coffee whch brought n premum of 3 cents per pound ovmth e uncultvated, rankng at once wth the hghest grade of Central Amercan coftee. "The cultvated or washed Hawaan coffee, when properly prepared, as to washng, dryng, separatng, polshng, etc., has value n flavor whch places t among the very best coffees n the world. " am unable to judge as yet as to whether coffee crops wll pay produc ers here, not beng famlar wth the condtons on the slands, as to cheap labor and the water supply necessary to wash coffee and hnndle t economcally, but f the planters can surmount these dfllcultcs, can assure them that the demand for fne grades wll always be equal to the supply, nnd the market wll be found close by n San Francsco, from whch pont the product cun"be dstrbuted nl over the Unted States. The markets of the Msssspp Valley are very large consumers of flue washed coffees, and we never have been able to mport enough of the fne grades from Central Amerca to meet the demand. "About 50,000 bags of Central Amercan coffees are shpped nto San Francsco annually. We thnk we can always take care of the product of these slands wthout oblgng the planters to shp to foregn markets, and save heavy expense n tme and freghts. "n regard to the present outlook for coffee, may say that the markets everywhere have been and are declnng, owng to the unusual crop n overstock n all coffee centers. The dfference todnv between the strctly fne washed coffees nnd the Brazl produ et s from 0 to 8 cents per pound n favor of the washed coffee. Whle ths wll be subject to varyng condtons, and may not always be so wdely mantaned, the margn wll doubtless always nsure a proft to the growers of fne coffees." EASTMANSTACKABL E NUPTALS. The poltcal destnes of the Hawaaus have ever been shaped by whte meu, chefly The very AngloSaxon s. party that the present nosy k ot of royalsts abuse, vz., the mssonary party, was the one whch toled, and worked and hoped that the semblance mght become a realty, whch was ever strvng to gve poltcal credt to the Hawaan. ts hope was to found a state whch mght stand on ts own legs ; but ts hope was never, and, under the crcumstances, could never be realsed. The real government of the countrv has ever been the hands of the foregners f the foregners here had been of a dfferent strpe from what they were f they had not been the hated "mssonares" and those afflated wth them Hawaan rule would have dsappeared long before the last decade of the nneteenth century. t was the pecular crcumstances under whch cvlzaton came to these slands that mantaned the Hawaan n hs place of nt apparent so long. magne for an nstant that, after Lord George Paulet had hosted the Brtsh flag over the slands, Admral Thomas had not restored t. What would be the condton of the Hawaan now? We have only to look at of aborgnal trbes under Brtsh rule to learn. The New Zealauder s every wht as capable of as the Hawaan. He possesses some sterlng qualtes whch the Hawaan has not dsplayed n any marked degree. But what s he n New Zealand mssoncrs." The expresson s "shall," nn.. therefore mandatory. At present the Department of Publc nstructon conssts of. fve comms soners ; wly s not the sxth place flled? And agan, as the law says, "shall consst" of "sx com mssoners," s t a lejal board untl the sxth s apponted? t seems as f Secton 5 of the law depended upon the legal fllng of the SOME REASONS. As tme goes on, tle reasons for postponng the acton of the Senate on the Annexaton Treaty are made gradually clearer. One of the most mportant of these s, accordng to the Washngton Star, that, before fnal acton was taken, t was felt necessary, n the nterests of peace, to have a large force of warshp s n the Pacfc The Executve of the Unted States thoroughly understand the Japanese sde of the queston. Though the Japanese offcals publcly talk of peace, t s well known that, ther nmost hearts, they desre war. The head of the Japanese s com pletely turned. He thnks, as Count Okuma once put t, that not a thng should be done by the Great Powes wthout Japan havng ts say n the matter. Whenever opportunty serves, she s qute ready to oacn up her poltcal vews by force of arms ; and t s to guard aganst such a contngency that the Unted States desres to have an over whelmng force n the Pacfc. Large armaments do not necessarly mean war. The mere fact of havng force adequate to defy any ntruder s qute suffcent to prevent the ntruder from puttnc: an appearance. The fnancal condton of Japan s not a very satstactory one at present. There are sgns alreacy of a break n the boom caused by the success n the Chna war. A break n tle fnancal boom mght make a very great dfference n the atttude of Japan. She mght then have too much to occupy her at home to bother wth affars abroad, unless she uses a strong, and even an aggressve, foregn polcy to keep her peoples mnds from dwellng upon the troubles at home. n ths les the danger n dealng wth Japan, A wse, nternal polcy would keep her quet, but, wth the " bg head " from whch she suffers, t s a queston whether the wse, nternal polcy wll be followed out. Thus Presdent McKnleys polcy s qute rght, to look forward to possble complcatons whch t wll be necessary to keep n order by a proper show of force. Mr. Rosecrans called n at the offce ths mornng to say that the paper for whch subscrptons are asked for s not a Government ven ture, but a prvate venture of hs own. Of course, f that s the case, Mr. Rosecrans s qute at lberty to ask for all the subscrptons he lkes, but t should be dstnctly so stated m hs letter. The attenton of The Star was nanlv drawn to the matter by the statement of a young teacher who subscrbed a small sum 75 cents ; but, even that, she could not afford. ACKC..lap.tn Atttude n the Hawaan Af far Thoroughly Understood Outwardly Talks Peace, nwardly War. Accordng to lte Washngton Slnr Kemtor Morgan now expresses, the most perfect eonlldetce that Pren lent MclCnley s gong to carry out a wse foregn poncy, humentl v vgorous and frm to do credt to the admnstraton. t may further be stated thawt the comng sesson ol longress, wlen tne Hawaan queston comes up for con sderaton by the Semte, there wll be complete between the Presdent and Mr. Morgan n relaton to the annexaton treaty. These faes together wth the great nterest and earnestness Mr. Morgan has shown n foregn questons, gve n pecular weght and sgnfcance to the expressons of confdence n the Presdent, whch the Alabama senator makes. n speakng of the Presdent and hs foregn polcy. Mr. Morgan expressly dsclamed any knowledge of the Presdents plans. " thnk," he sad, "that the Presdent, does not dsclose hs ntenton n such matters to any one. le keeps lls own counsel, and s wsely slent about what le ntends to do. But do know tlat le s re markably well nformed on these sev eral (estons, not only as to gencr altes, but as to detals. Hs knowledge of the Hawaan queston extends to the most mnute detals, and hs slence seems to be that of a man who would thnk and act for hmself, and who has confdence n hmself. t s thought desrable, not n the sprt of menace nor n the belef that we are to have war wth.lapan about Hawa, but on the contrary, as peace measure, to prevent trouble, that we should have several Amercan naval vessels n the Pacfc. At pres ent our naval force n the Taclle s lmted n number and strength. t s desrable that a number of the ves sels now n the Atlantc should be sent to the Pacfc staton, and ths cannot be safely done whle the Cu lnn trouble stll exsts. t s beleved that Span s already so much weak ened n her resources that she has no hope of conquerng the Cuban revo lutonsts, and s dsposed to resort to the desperate expedent of provokng drect conflct wth the Unted States, actng under the.theory that she can surrender the sland to us wth less loss of dgnty and prestge than she would suffer from havng to abandon t to the Cuban nsurgents. No doubt s felt, therefore, that f a number of our naval vessels were transferred from.the Atlantc statons to the Pa cfc, Span would hestate no longer, but would at once commt some oven act wth the desgn of makng a brllant dyng struggle. Wth ths stu aton confrontng us n Cuba, t s mpossble to establsh the force, whch the admnstraton regards as desr able n the Pacfc. Both Span and Japan are aware of ths. To correct ths condton s beleved to be the purpose of the Presdent, and t s ex pected that a course wll be pursued n relaton to the Cuban queston that wll brng t to an ssue between the Unted States and Span, so as to end the matter as speedly as possble. Af ter ths s done our naval force n the Pacfc can be so ncreased as to ren der t entrely probable that Japan wll abandon any purnofc she now may have of makng.trouble when the annexaton treaty s ratfed by the Senate. One of the most mportant consder atons n postponng acton by the Senate on the annexaton trenty was an apprecaton of the fact that before ths fnal acton was taken t was wse n order to guarantee peace, thnt there should be a strong naval force n the Pacfc bearng the Amercan flag, nnd the desgn s to have such a force there by the tme the treaty s ratfed. Japan wll n three months nave n commsson the new battleshps whch she contracted for mme dately after her vctory over Chna, and she s also constructng two ar mored crusers of a superor type. Whle n all offcal communcatons the Japanese dsavow any hostle sentment toward the Unted States, t s known absolutely by Amercan ofhc nls that the prvate utterances of the Japanese oflclnls are unfrendly and hostle, and the opnon s entertaned that, the safe way to prevent serous conflct wth Japan when the trenty of annexaton s ratfed s to be prepared to meet t.
