Sparks reaned open n spte of an anonyous telephone call receved by Capus Patrol at 1205 p.., statng that a bob had been placed n the buldng and was ted to explode between 1 and 130 p.. Whle any schools have concerned theselves wth the elnaton or crpplng of ROTC courses, Penn State s slowly becong aware of the extra benefts the Unversty grants ltary recruters on capus. Alost weekly, students passng through the ground floor of the Helzel Unon Buldng are faced wth Ary, Navy, Ar Force or Marne recruters. The people staffng these tables offer students attractve brochures about the entcng alternatves to the lowly lfe of a draftee. When the recruters are n full f orce, the area they occupy often resebles a carnval. The entre scene becoes soewhat ludcrous when all four branches of the servce set up ther tables and dsplay ther fls, sldes and lfe-sze, stand-up, cardboard fgures of Navy Nurses. BUT WE MUST adt that the ltary recruters fulfll the wshes of a aorty of students; and for that reason alone, no atter how opposed to the present role of the ltary we ay be, ths recrutng should be allowed to contnue. However, t should not be conducted n the HUB. We see no ratonale for ts specal pronence, and we can not understand why the ltary should be allowed to recrut and ntervew students n the HUB whle other copanes and organzatons are not. The Capus Patrol and the HUB authortes were nfored about the ncdent. However, the tes are stll n the oblvon. Ths year, on Saturday, Aprl 19, we dsplayed an extensve exhbton of pctures, posters, artcles and photographs depctng the sad state of the Palestnan refugees n the Mddle East. These tes ncluded soe valuable and rreplaceable tes belongng to the Ebassy of the State of Kuwat. Ths te the entre exhbton dsappeared only a few hours after t was posted. t s our opnon that ths repeated acton s not a ere concdence, but an organzed attept to suppress any vews n contradcton wth opnons held by certan ndvduals or groups on ths capus. Both are stuated n provncal towns surrounded by low ountans, where sprng rans are frequent and sunny days are rare luxures. Both are large, sprawlng schools, wth tall classroo buldngs and sgns of ore constructon n lull vew. Each has too any students and too few professors, and each has had ts share of actve student dscontent. One- of these schools s Penn Statethe other s the Unversty of Strasbourg, where 35 Unversty students, partcpatng n the Unversty Study Abroad Progras, are learnng about France the best wayby lvng wth ts people. There s no capus here as we know t at hoeclassroo buldngs are scattered throughout the cty. Though there are any Aercan s t u- dents here (fro Dartouth, Purdue) the Penn State progra s run separately, and our classes are not ntegrated wth students of other schools. n fact, when we frst arrved here, even the French students were goneon a twoweek Easter va- caton. French Look MSS GUROSKY Though were gradually beng olded nto the French look, we felt as f we were wearng the Stars and Strpes when we frst arrved. The French, and even the other foregn students, for soe reason could tell we were Aercans rght away. The French students laugh at our thck Aercan accents, and rghtly so. But never really apprecated y own language untl had to explan a coon Englsh expresson (n French, of course) to y French rooate, who s an Englsh aor. The French students are perhaps too occuped wth ther own student grevances to be very concerned wth those n the Unted States, but they are ensely nterested n the racal probles n Aerca. We often fnd ourselves tryng to explan, the stuaton to Europeans and beng surprsed by the any false pressons they have about Ufe n the Unted States. But our educaton here s by no eans strctly n the classroot also encopasses experences such as learnng to. use the Pars subway syste, akng snackng on French pastry a between-eal habt, and htch-hkng to Swtzerland for the weekend. Strasbourg tself s a beautful cty tree-lned avenues, slow-ovng canals traversed by any brdges and an 800 year old cathedral whch donates the skylne. And one of our favorte afternoon pastes s sttng n a cafe by the pond n the park, watchng black swans glde easly between rowboats awkwardly ploted by young others, wth chldren n the bow. But Strasbourg also has t own personalty, soetes pecular to foregn eyes. All stores are closed at d-day for a twohour sesta, and any of the shopkeepers speak Alsacen a dalect nether French nor Geran. And the bus drvers go on strke every Frday wthout fal. Lberal Dors The French have a reputaton for beng lb eral, and ths s evdent n dortory polces. There s absolutely no curfew for coeds here, and the dortory front doors are never locked. nstead, a ale concerge» statoned n the lobby all nght. Whats ore, en are pertted n coeds roos all day, every day, untl 10 p..though the suggested te for leavng s rarely enforced. Other French custos ake us wonder whether well be able to abde by soe Aercan laws when we return. For «xaple, a good bottle of red wne can be bought n the superarket for about 40 cents, and of course theres no nstructons about keepng t n our roos. And vendng achnes n the lobby gve a choce between two brands of beer. Dnng Hall Beer We can also get beer wth our eals n the student restaurants (ldly equvalent to dnng halls), whch are scattered throughout the cty. We buy eal tckets n booklets that way, we pay only for the eals we eat. Opnons dffer as to the qualty of the food n the student restaurants, but t s dffcult to get used to eatng dnner between 7 and 8 p.. The French students are not as patent as we about watng n long lnes for eals. ts alost a gae wth the to see how far ahead n the lne they can push theselves. And a favorte way to get soeones attenton n the student restaurant s to shoot a carefully aed breadball at the. Lfe here s challengng and fun, and were learnng a lot. Many of us wll probably return to Europe -several tes; but few, f any, wll coe back as students and for that reason were tryng to ake every nute of our stay count. There s no departent at ost colleges that wll allow h to aor n both Thoas Mann and Dostoyevsky, both Pnter and Proust. And even when he lts hs study to one of these fgures, the ntellectual tools that he requres for explorng the deas of that wrter n depth can only be acqured by takng courses n stll other departents-phlosophy or theology or psychology. THE SOCAL SCENCES The ost worthwhle research n the socal scences tends to nvolve two or ore specaltes sultaneously. Schupeter was an econost, but Captals, Socals and Deocracy s as well phlosophc, poltcal and hstorcal. Myrdal s an econost, but The Aercan Negro draws on any felds. Arendt s a phlosopher, but Totaltarans s hstorcal, socologcal anapsychologcal. And current efforts to understand such dverse phenoena as the underdeveloped natons, fascs, poverty, and hppes look to all of the socal scence dscplnes. Wehave therefore constructed an upper-level progra n socal scence that s totally nterdscplnary. The ephass s on forulatng new probles rather than learnng the answers to old probles, on asterng theethods by whch truth can be dscovered rather than eorzng the truths already known, and on understandng the senal concepts that have proved to be especally suggestve n llunatng socal realty. STUDY PROGRAM One-quarter of the unor year and one-half of the senor year are reserved for ndvdualzed study. The student pursues hs own specal nterests under the gudance of a faculty tutor and by eans of the analytcal tools he s developng n-the Dvsonal Progra; hs work generally culnates n a wrtten paper.
