The coputer edu also facltates scentfc cooperaton on a wde scale. t s hard to add one's own proveents to a book and dstrbute the results wdely. A new edton of the book would be needed, and publshng nvolves a lot of work no atter how sall the change. By contrast, t s easy to add a sall proveent to a coputer progra. Addtons to an educatonal progra could be ade by thousands of workng scentsts who ght not even prevously know each other's naes. The result: t would be uch easer to get new developents to the students. Students do a lot of teachng. Students n a subject teach each other nforally now, but t s hard for the to contrbute to teachng aterals. The coputer edu wll ake such contrbuton possble. Any student could add a pathway to the courseware whch explans an aspect of the ateral n the way that he or she found useful to understand t. Ths would buld up a network of alternatve styles of explanaton, each of whch ght- llunate the area for so~e other student. 10 PAG 1 The Tech, WDNSDAY, FBRUARY 1, 1984 Rando Record Roundup t's Only a Move!, The Raybearts on Shanach e Records. About every two years, soe pop usc crtc wll put forth n an artcle n the Phoenx (whch wll spawn others elsewhere) that the sxtes' garage-band legacy has fnally ded, beng replaced by electrofunk, or reggae, or whatever. And always, wthn a few weeks, another Ventures ressue albu wll appear, three local groups wll start dong covers of "Loue Loue", and the sae crtc wll wthn the sae pages arvel at the revval of the garagesurf sound, not once suspectng that t ght never have gone away. The success of the Raybeats' new albu proves that the grungy sde of surf usc can stll be relevant ore than twenty years after ts frst appearance. "Jack the Rpper", the a!burn' openng -ack, s techncally atrocous, havng been recorded on cheap two-track equpent durng a practce sesson. But between the lousy kng and the whnng feedback, the band's two gutarsts Jody Harrs and Pat rwn (and guest bassst Bobby Albertson), propelled by Don Chrstensen's nonstop percusson, perfor at energy levels unheard on ost current vnyl. The three-pece nstruental group akes up for lack of depth (and of vocals) on several tracks wth keyboard and sax overdubs. Other notable sde-one peces nclude "Banza Ppelne", a tasty, rockablly-sh Henry Mancn cover, and "The Sad Lttle Caper'", a danceable parody of (or trbute to?) the thee usc n early Jaes Bond fls. "Jelly Bread", the blues as the Yardbrds knew how to play t, and the all-nlghtbeach-party sound of "Soul Beat/ntoxsa" stand out on the Other sde of ths dsc. ndeed, vrtually every nuber works, wth the excepton of "nstant Twst", whch suffers by beng nether nstant nor twst usc; what t s s an overextended, deonstraton why groups wth any uscal talent at all shouldn't ness around wth art rock (why do the Raybeats always trash a perfectly good sde of garage rock by puttng a not-very-good avant-garde nuber n the ddle of t? VMlchael Bove What s Beat?, The nglsh Beat on RS Records. Whenever a band releases a "best of' coplaton, t usually ndcates a stall n ther creatve engnes. Not so wth The nglsh Beat, whose recent retrospectve albu arks ther shft fro Sre to RS Records. What s Beat? contans several of ther best songs fro ther three prevous albus, ost notably ther debut Just Can't Stop t, whch reans ther best collecton to date. What s Beat? also ncludes several Brtsh sngles heretofore not ncluded on any albu, prevously unreleased rexed ver- l-~~~~~~a~~~3s ---r -- r~~~~~~~~~~~~~~s~~~s~~~-- rae~~~~~~~~~~aa -,,_na~~~~~~~~~~~~q~~~ r~~ sons of other songs, and two cuts recorded lve at the Opera House here n Boston. Ths s what coplaton albus such as ths should be-an ntroducton to the band for the casual lstener, and a source of otherwse unavalable ateral for the fan. The nglsh Beat (they added the "nglsh" to dfferentate between another Beat based n, Aerca) was one of the ska-revvalst bands whch coalesced. several years ago. Many of these "two-tone" bands such as The Selecter -have snce broken up, and others such as Madness have changed the focus of ther usc away fro ska and ore toward standard POPS The nglsh Beat's dstnctve sound s due prarly to the aazngly flud saxophone playng by Saxa, who perfors on the band's records but s too fral to accopany the on tour. The rest of the band provdes- an aalga of sound whch chugs along underneath the sax and vocals. Hghly danceable, although soe of the newer songs are ore ntrospectve and less lkely to ove the feet. ~.. ', e What s Beat? You are beat f you can't fnd a place for the nfectous usc fro thls hardworkng septet n your heart and on your turntable. Drew Blakean Fade to Grey - the Sngles Collecton, Vsage on Polydor Records. When Vsage fored n 1979, t was never ntended to be a band as such, but erely a -project that varous uscans could jup n and out of at wll. When ther records started to sell, Vsage becae an ongong thng whch a lfe of ts own. The band eventually lost several of ts ebers to Howard Devoto's solo project, and s currently n a holdng pattern. Although the band becae very popular n ngland, they reaned vrtually unknown on ths sde of the Atlantc Ocean. Fade to Grey s a collecton of Vsage's sn-.gles, wth a par of prevously unreleased tunles (the dance x of the ttle track and Zager and vans' "n the Year 2525) thrown n for good easure. Vsage played urodsco, plan and sple. Thlat s the ajor proble wth ths set of songs -they are too plan and too sple. Although the approprate (and nearly oblgatory) nods to Kraftwerk are present, Vsage lacks that certan bte whch akes usc copellng rather than erely present. 'These songs would undoubtedly work well on the dsco floor, but are 1ot dstnctve enough to create uch excteent. They could be used to cool the crowd down, but not to heat the up past a ser. 20 9., _n PAG 2 The Tech WDNSDAY, FBRUARY 1, 1984 _- _ Deocrats spar (Contnued fro page 1) plans for nuclear ars control, a topc whch occuped ost of ther te at a debate at Dartouth College two weeks ago. Alan Cranston, a Calforna senator, crtczed three of hs rvals when tellng Colorado Sen. Gary W. Hart why SALT 2 faled. He blaed the Carter- Mondale adnstraton for "very serous stakes" n changng the treaty, and Glenn and Hollngs for opposng t n Congress. Hollngs' atttude toward defense as presdent, he sad, would not be "confrontatonal." Reagan frghtened ore Anercans than dd L~eond. Brezhnev n 198, he sad, referrng to a rally aganst nuclear ars held n Central Park and attended by ore than 7,. The canddates also dscussed atters closer to hoe. Hollngs, respondng to a queston fro the audence early n the debate, sad the federal governent should be "beefng up the exportport balance" and act on "4the sde of Aercan ndustry and Aercan jobs." Jackson brought up cvl rghts n a queston to McGovern, askng h how he would ensure votng rghts are enforced. McGovern responded, " want t o congratulate you for brngng cvl rghts nto foregn polcy,"' and sad enforcng those rghts would defeat those n Congress "who have been least helpful" n foregn polcy. Jackson contended better cvl rghts n Aerca would foster proved foregn relatons n the world. Blacks and other nortes n the Unlted States suffer rl ther dependence on the ltary "to have a Job," Jackson sad earler n the debate. A peacete draft would not, however, prove the racal akeup, he sad, clang t would lkely lead to war. Nuclear weapons gve urope stablty, Hollngs sad, buat the Unted States should reduce ts support there. The nltary spends 7 percent of ts bud-et overseas, he noted. Hart sad Aerca could prove ts conventonal forces by tranng offcers "to be battlefeld coanders, not busness anagers.'" The ltary s prepared for World War t, he sad, not a odern war. He also prosed to odernze the Navy, whch he sad s a atch for Japan, but not the Sovet Unon.."We have to break the Navy bureaucracy and ove t nto the future." Cranston, contnung hs opposton to nuclear ars, sad ll a concludng stateent "the ars race s totally on the loose" and prosed he would not desgn Aercan foregn polcy through force. The Calforna senator questoned forer Vce Presdent Walter F. Mondale's ablty to end the ars race, ctng the Carter adnstraton's support of Pershng and cruse ssles.
