When KtXX":X-X":"XW"X":::- that sentment reaches a certan pont where the Chnese wll feel hc confdence of race prde, then the outbreak aganst the foregn nfluences wll come. t wll be nterestng to sec to what extent the Japanese wll partcpate n suppressng the outbreak. They took a very promnent part n the suppresson of the Boxer troubles. Ther troops showed themselves to be about the most effcent of any of the natons assembled on Gncsc sol. But t s not now to the nterests of Japan to ncur the enmty of the Chnese. t s to the nterest of Japan to hold fast to the Chnese for the secret nfluence of Japan wll be very vast as the Celestal Empre expands. t s clamed that the Japanese arc responsble for the boycott of Amercan goods by the Chnese. Months ago one of the representatves of the largest San Francsco frms dong busness n the Orent passed through Honolulu and he sad at that tme that hs secret belef was that the Japanese and the Japanese alone were the nstgators ant-amercof the boycott. n fact they were the "bottom" of an at the troubles. What the reasons for such an attack on the Amercan nterests there he dd not state. Snce that tme offcal nvestgatons l:ave, accordng to recent dspatches, gone to corroborate hs belef. When the bg Chnese uprsng comes, however, t wll be curous to watch the atttude of Japan. The probabltes are that She wll not take any hand n the nvason of Chna. Her offcers and secret emssares are sad to be scattered throughout Chna teachng the Chnese the way to throw off the foregn nfluence. Aganst a secret and effcent slly of ths character, t s not lkely that the Chnese wll ndulge n any demonstratons of volence. The probabltes are that unless sore harm be done to Japanese subjects Japan wll keep ts hands off and leave the fghtng to be done by the other foregn natons. Dr. Snclar, Medcal Superntendent of the Lcah Home, n hs annual report, urgently recommends the constructon of a pavlon for the open ar treatment of tuberculoss at that nsttuton. He descrbes n general terms what such a pavlon should be, a structure thrty or forty feet square, but vth some means of enclosng t n bad weather, and wth a glass roof so as not to ntercept the sun, but wth means of shadng t. He says that wth such a structure the nsttuton would be as well equpped as any n the world, the number of patents consdered, for the treatment of ths dsease. Certanly the means for ths mprovement ought to be speedly forthcomng. The expense could not be so very great. The addton to the equpment would be mportant, and an mportant step would by t be taken n the fght aganst pulmonary tuberculoss n these slands. t s not two decades ago that consumpton was looked on as beng almost as hopeless as leprosy s now. Once attacked wth the dsease, n the general thought of the communty, the vctm was doomed. The patent hmself was always hopeful, but ths was consdered as!;sjmply one of the hallucnatons ncdent to the progress of the malady. Clmate was beleved then to be able to do somethng for the vctm, but t was held out only as a desperate hope, one n whch t was beleved that chance played as strong a part as clmate tself, so caprcous seemed the dsease n ts progress. There was a hazy belef then n the possble value of the out of door lfe, and occasonal recoveres from the dsease kept alve the hope that t was not necs-sar- ly and nevtably and quckly fatal. Much has been learned of the dsease snce then, dt s now known to be prcventble, and as Kng Edward, then Prnce of Wales sad n an address at a gatherng of physcans, "f preventble, why not prevented?" t s now known to be curable, under certan condtons, and no lmt to ts curablty las as yet been determned. No specfc for t has as yet been accepted as such, but certan prncples, chefly hygenc are recognzed as beng an ad to Nature n her curatve efforts. All efforts are yet largely n the expermental stage. There may be more enthusasm n some methods recommended than of demonstrated effcacy. But many of the belefs that formerly destroyed hope for the vctm or the world have been shown to be unfounded. t s now known that consumpton s not drectly nhertable. t s now known that t s prcventble. t s now known that t s curable. All these thngs are ground for hope. On the other hand t s now known that t s transmssble. Whle ths s dsquetng t!at the same tme ponts out the method by whch ts spread may be prevented. Out of all ths new knowledge and. new hope has come wdespread efforts at preventon and cure. Of all the curatve efforts the most reasonable and the most successful has been the open ar treatment. t s to enable the Lcah Home to provde ths treatment, that Dr. Snclar has made hs recommendaton. The Leah Home has gven ample proof n ts record of cures and substantal mprovement of condton, that t s favorably located and well admnstered. Wth such a pavlon as Dr. Snclar asks for, the full beneft of the Homes excellent locaton, and of our ncomparable clmate could be utlzed. There s every reason to beleve that much could be done for the consumptves of ths terrtory, and perhaps somethng be added to the useful and hopeful knowledge of the dsease and ts treatment. The Home ought not to vyat long for the pavlon. Accordng- to the Hawa Shn-p- o, Consul General Mk Sato has undergone a complete change of heart snce hs return to Japan, concernng mmgraton matters 9 and alleged abuses whch gave rse to the organzaton of the Japanese Reform Assocaton Whch waged so vgorous a warfare aganst the Japanese emgraton companes and the Ke Hn Bank, and ncdentally, aganst the Consul General. The Reform Assocaton mantaned that through tle manpulatons of the emgraton companes, the benevolent ntentons of the Japanese Government toward those who emgrated from Japan to these slands was entrely nullfed; the emgrants were oppressed, and put to unnecessary expense, and for months after ther arrval here were kept payng monthly nstalments to the emgraton companes through the Ke Hn Bank, whch they ought not to "have been requred to pay. t was clamed by the responsble spokesmen of the. Reform Assocaton that these unjust and exactng payments whch were enforced through the plantatons whch employed the Japanese, were the great cause of dssatsfacton and dscontent among the newly arrved Japanese,1 promptng many of them to leave for the manland to avod these payments, and makng others through ther dscontent, suscept THE HAWAAN STAR MONDAY, FEBRUARY 12, 1006, GLLETTE and Safety oxtr Razors rx b 1 o a o n large consgnment just receved Hol lster Drug Co NOTCE. BAD FRE TWEEN DECKS ONTHE TEXAN FEDERAL JDGM DSCUSSES THE SECRECY PROPOSTON AND VOLATON OF MARRAGE LAWS The specal term of tho federal court was opened ths mornng by Unted States Judge Dole, nnd n Grand Jury was sworn n and charged, nnd s ths afternoon engaged n nvestgatng the Porto Renn bgamy cases whch have hnd the attenton of the dstrct attorney and marshal snce the nst term expred. J. A. Gllman was named by tho Judge ns foreman of the Jury. The charge wus mostly formal legal nstructons regardng the dutes of Grand jurors, but Judge Dole gave some specal remarks regardng the polcy of secrecy and the for enforcement of Amercan laws relatng to mnrrlnge, among the new alen po pulaton here. Hs Honor sad n part: "Your duty s a very responsble onu, not only n the drecton of the protecton, of the communty aganst crme but also for the conscentous nvestgaton of charges, or of nformaton whch mght lead to charges aganst ndvduals, n order that those persons n relaton to whom thero s suffcent prma face evdence to support a charge of crme may be ndcted for the tral thereof, but also that such persons aganst whom the nformaton whch you may be able to roach s n suffcent, may be dscharged free of suspcon or loss or reputaton; n the r.ttcr easo the rule of secrecy becomes an mportant element. The secrecy of tho delberatons of a Grand Jury s also a necessary feature of ts work. n that t promotes the freedom and ndependence of tho ndvdual members trp down to recelvo sugar. Were the burnng cargo n the hold then t would be a smple matter to turn a stream of water nto tho vessel and Hood the place, but n consequence of the stuff beng stowed between decks ths process may not be done wthout puttng about 5,000 tons of water aboard as that entre compartment may have to be flooded. n order to avod such a thng, Captan Lyons began to have steam pumped down nto the hatch yesterday wth a vew to checkng the fre. A hundred pounds pressure was the rate that the steam was put nto the hatch. The steam was pumped n for nearly twenty-fou- r hours and ths mornng tho fre was stll gong. Chlof Thurston of the local fre department was consulted yesterday regardng the stuaton and ths mornng he expressed the opnon that nbut the only thng that could be done was to flood that secton of the vessel wth water. Tho steam was evdently not havng any effect upon the fre. The steel decks of the vessel were very hot ths mornng but ths condton was probably due to the fact that o quantty of steam had been forced nto the vessel. A force of men s engaged n removng a quantty of coal stored down Hatch No, 3. t s probable that the Texan wll be detaned n port. Sho was scheduled to leave for Kahulu wth about 6,000 tons of sugar on Thursday, but the fre wll be the cause of her havng to reman some days longer. Tho hull of the vessel s not lkely to be njured n any way by the fre and ths mornng the ultmate effect of the fre dd not seem to be serous. Freght Agent Morse of the Amercan Hawaan lne had consulted wth several chemsts and others regardng the btst means of fghtng the lre.. t was thought that t mght not bo necessary to Hood the entlro compartment. Every effort s naturally to be made to try and avod such an operaton for t s very lkely to cause a great deal of trouble and expense. t was decded to slack the lme and to try and confne tho operaton to the between decks secton whero the cargo that s afre, s stowed. There s nothng n the hold the cargo beng located on the deck Just above the hold. The hatch coverng was put n over the hold and efforts were made to confne the floodng and steamng of the bornlug cargo to tho partcular -n docks secton whore tho stuff s stored. Shortly nfter 1 oclock ths afternoon one of the engnes from the local fre department began to throw a stream of water nto the partcular secton. Steam s also g pumped nto tho fre secton. f tho fre can bo extngushed by ths means, t wll not bo nocossary to pump the entlro compartment of No. 2 hatch full of wntor. That compartment measures nearly tons n oxtunt nnd 11 vast volume of water would have to be put nto the vessel. t s regarded as hghly mportant to avod such a thng. A number of people expressed the opnon ths mornng that the oporatlon was not apt to bo successful, although Mors expressed the bolef that tho prospects, were, excellpnt for puttng tho flro out so that the work of dschargng tho enrgo could bo begun. What the extent of the damage wl be s conjectural. All of the lme wll be a total loss. Thero are 1,200 barrels consgned to T.. Davles and Company. Tho loss on ths consgnment wll bo nt least $10,000 nnd prob-ubl- y more. There are 400 bundles of shngles n the same secton of the shp and these are lkely to be a loss. Soma fee,d and flour aro also n tho compartment but the amount can not be gven, now, as t s not known exactly how much vvus put nto Hatch No. 2. Some ostlmuus placed tho probable loss as hgh as $25,OQ0. Morso thought that t would run at least $10,000 and possble hgher. Much wll depend upon tho success of the attempt that s now beng made to conflno the operatons to tho between decks secton. t s thought that tho flro may bo controlled wthout water gettng nto the hold. The orgn of tho fre s n mystery. Some of the craw wore workng between decks and n batch No the trp down but no ndcaton of any lre were een untl after tho veawl arrved n port. NEWCOMUES COLLECTON OF ORGNNAL SKETCHES AND PHOTOGRAPHS OF HAWA AND HAWAAN SCENES.. The Manchester (N. H.).Dally Mrror and Amercan of January 16 has tho followng about an exhbt ot sketches by E. A. P. Newcomb, who, wth hs sster. Btll clams Honolulu as hs home : A collecton of water color sketches and photographc vews whch have world, falls to gve hs readers the desred data concernng these hlstrc sl ands, whch snce 98, Uncle Sam has counted among the chocest and m-- st nterestng of hla smaller possessons. HAWA Such apparent nterest was manfested n the lecture gven at the nsttute rooms recently by Professor George H. Barton, who spoke of the slands largely as he had known them twenty-fv- e or thrty years ago, that t occurred to Mr. Newcomb, who was present on that occason, that an exhbt of these sketches and vews whch he had brought wth hm from hs home would be tmely, brngng the subject, as t were, to an te ssue. The sketches set forth the matchless and ndescrbable color of the country, the grandeur of ts mountan scenery, the rugged coast lne, the plcturesue-nes- s of ts fertle valleys, hntng of great agrcultural possbltes, and qute as enlghtenng perhaps are the many vews whch tell of the onward march of progress that has practcally transformed Honolulu, the captal cty, durng the past few years. MODERN ARCHTECTURE. n place of the one-stor- y dwellngs and merchants stalls borderng the, narrow, unpaved and ndfferent streets of a few short years ago, the vstor to Honolulu today, as he traverses, the thoroughfares, as fnely lad out and kept as those of any metropoltan cty n the states, sees rsng about hm sub- - stantlal busness blocks fve and sx stores hgh of steel constructon and modern n every partcular, fne educatonal nsttutons, magnfcent churches, rch n agrcultural desgn and lftng heavenward lofty spres, fre statons fully equpped for the protecton of lfe and property, whle n the resdental sectons are to be seen magnfcent dwellngs erected on the most an- -! proved lnes of modern archtecture. The sketches, whch are of ponts about Honolulu and places of specal nterest n the slands, are arranged n groups whch are equally nterestng. Through the courtesy of Mr. Newcomb, The Mrror representatve had the prvlege of a prvate vew of the collecton before t was placed on exhbton and at that tme learned muc of nterest concernng the subjects of the sketches. n the group devoted to Oahu sl-- and wll be seen one of an avenue at Ho- through the Catholc cemetery nolulu, showng the perspectve of the stately royal palms. LANDMARK OF THE SLAND. A sketch of the Pauoa valley, charmngly depcts the gorgeous colorng of the rce felds, wth the Punchbowl loomng up on the rght and the Walanae mountans n the dstance, slhouetted aganst the heavens. The sxth number of the group shows a fne old cocoa palm trees as seen at Oahu College. AN AWE-NSPRN- VEW. The settlement, says Mr. Newcomb, s not the dreary and cheerless place one mght magne, for although confned there for the remander of ther days, the vctms of the dread dsease are provded wth every comfort and amusement whch they could desre. They work or not, as they feel dsposed, and those who desre them are provded wth snug lttle homes of ther own whch are erected for them by the government. They have ther own bands, lbrary, hosptals, churches and places of amusement, and are, so far as possble, qute content and happy. Lookng at the settlement from the water one not nformed would never guess ts nature, as t bears a strkng resemblance to a snug lttle fshng vllage. A laang u yuuujku on.uau s shown, and n stll another sketch of the group one gets an dea of the great beauty of the oleander trees n the tro- - pcs, thoso shown beng n front of an old hotel at Walluku. They are tho oldest n the slands, t s.beleved, two n fact be- - ng so aged that they have lost ther venerable heads. Among the photographc vews tha observer should dwell a moment to nspect those shown of the magnfcent hotels, among them the Royal Hawaan, the oldest n Honolulu; the Alexander Young, stuated n the center of the cty, whch boasts one of the fnest roof gardens whch could be magned and from whch s to be had a commandng vews.
