Wllam OBren has resgned hs seat n F PUBLC WLL PY BLL The Home Rulers want to contest the Oahu County electon, but desre the Government to assume the costs of proceedngs. Davd Kalauokalan, the Home Rule leader, wth Curts P. aukea, the successful canddate for county assessor, and another promnent member of the same party, yesterday afternoon called on Secretary George R, Carter. The deputaton made a statement of the poston of the electon n the county of Oahu from ther vewpont. They told of what they had heard and seen, and upon the facts thus beleved gave ther opnon as to the farness of the electon. They asked Mr. Carter f the Government would favor or order a recount of the ballots. From ther personal observaton and nformaton conveyed to them, they beleved that there had not been the "hovst electon and far count" whch had been promsed s, however, the Home Rule party was wthout funds and dd not contan men of wealth, they hopedth e Government would tself nsttute proceedngs before the Supreme Court to ascertan whether or not the electon returns were an expresson of the choce of the people. Mr. Carter sad t was decdedly the duty of the Government, as he hmself vewed the matter, to conduct "the electon honestly. Therefore there Could be no obecton on the part of the Government to any acton the Home Rule party mght take for havng the electon nvestgated. He thought s was the duty of the Government to help the ctzens n vndcatng the laws ntenton that electons should be honest. Yet, the Secretary ntmated, he dd not see that the law authorzed any ntatve on the part of the Government for contestng an electon upon any extraudcal complants from a party or canddates who mght be dsapponted n the returns. STORY OF SGNW. Through some sort of msrepresentatons the North Pacfc Mal Steamshp Company was led to beleve that by the expendture of a reasonable sum of money a good harbor could be made at Mdway sland, and that ths place nstead of Honolulu should be used as a cheaper coalng place for ther steamers gong to and from the Orent than Honolulu was. s a begnnng Congress voted $5, for the work of blastng a shp channel through the reef at Mdway. The U. S. S. Sagnaw was detaled for the servce and on the 22nd of February, 87, left San Fransc o for Mdway sland, va Honolulu. The Sagnaw had on board a party of experenced dvers, and all of the necessary machnery, apparatus, and stores for carryng on the work of blastng and excavatng the proposed channel. The Sagnaw arrved at Mdway on March 24th, and after nuttng up the necessary buldngs, the busness of Mastng the bar was commenced, and the frst tral was consdered satsfactory, ffty pounds of powder havng been used n two charges, each dslodgng about fve tons of rock. The channel was to have been 6 feet n length wth a general average, wdth of 2 feet and a depth of twentyfou feet. r On the fourteenth of May the Sagnaw saled for Honolulu, and up to the date of her loss, October 29th, had made four trps to and from Mdway sland. Eugene Sweet, of Uxbrdge, Mass., several years ago was sldng down a hll on Carney street The one steerng the double run ner lost control, and those on the runner were thrown aganst a telephone polo, wth the result that Sweet had two short rbs broken on hs rght sde. He was then sent to the Massachusetts general hosptal, and the physcans found that the rbs were so badly broken that t was necessary to remove them.
