Ottnger, a representatve of the New Jersey Bell Telephone Co, was the prncpal speaker at the regular meetng of the South Amboy Rotary Club held Tuesday noon n Wlhelm's Hall. Mr. Ottnger gave an nterestng account of the operaton of the hand telephone, and dsplayed the many parts that t s made up of. He sad n all there were two hundred and forty-seven parts n each telephone. He also exhbted an artfcal larynx, whch has been developed by the laboratores for the beneft of those people who are unable to use ther vocal chords. The speaker also exhbted an exct duplcate of the frst telephone nvented by Alexander Graham Bell. The hopes for a lower tax rate, explan cty offcals were based on the budget made up here and were shattered by the State Audtor, to whom muncpal budgets are sent for revew and approval before fnal muncpal acton. Accordng to spokesmen for the admnstraton, the change n the tadget was made compulsory when followng hs revew, the State Audtor dscovered that for several years pa-.t, county tax had not been jpad on tme and the county had leved penaltes upon the cty n the form of nterest. When the present councl learned of the accumulated nterest, pror to budget preparaton, declared the spokesman, arrangements were made to set asde $2,000 to be used to pay off part of the accumulated back nterest. The Prnceton Survey of 1932 estmated possble savngs n State government alone to the tune of about $14,000,000. TWs sum would go a long way toward permanently solvng the problem of where to get the money for relef. Dverson of Hghway Funds In 1930 the voters authorzed a bond ssue of $100,000,000 to be retred from gax tax revenue. There was, however, an mmedate dverson of $26,988,250 from that amount for State nsttutonal buldngs and water polcy. Whle the tem for the last two purposes was clearly stated n the bond authorzaton proposal t was nevertheless a dverson because nterest on these bonds was requred to be pad and the bonds retred from gas tax revenue. In all cash and bonds, orgnally ntended for hghway purposes, have been dverted n the net sum of $80,981,880.50, begnnng n 1030 and contnung n 1930 and contnung to and ncludng The part of ths total sum whch has been dftverted for relef purposes amounts to $58,523, If hghway funds had not been dverted and no other monys provded by the State for relef the total cost would have been borne by the muncpaltes and the total sum mld have been added to property taxes fnd other sources of local revenue. Motor Vehcle Revenues In the year 1937 the Motor Vehcle Department pad to the State Treasurer the sum of $18,930,394.05, ths sum beng the net recepts from motor vehcle lcenses, drvers 11- lenses, permts, blls of sale and other sources. The total ncome to the department was $19,369, The dfference between the gross and the net s for $366, pad agences for commssons and $13, for refunds for errors. Flemng, 1,224,557 drvers and 1,008,909 mote vehcles were lcensed n New Jersey n There s a bll pendng n the Senate whch f enacted nto law would change the present method of ssung motor vehcle lcenses and drvers lcenses. The new method would be to ssue motor vehcle and drvers lcenses by mal from a central offce. Ths would do away wth motor vehcle department agents (there are now 141) who now receve commssons to the total amount of $366,217 yearly. A NEW LOAD FOR NEW JERSEY CONSUMERS Is New Jersey about to embark upon a polcy of state prce fxng? Are we comng nto a perod of general prce regulaton when state boards wll fx the retal prces at whch the consumers of the state may purchase gasolne, shoes, clothng, drugs, food ^and other commodtes? Ths, apparently, s the fear of the New Jersey State Cham- "ber of Commerce, wth headquarters n Newark, whch has undertaken a campagn aganst passage of Assembly Bll No. 185, now before the state assembly, and whch would delegate to a State Board the rght to fx the retal prce of gasolne. The State Chamber, representng, ndustral and busness nterests of the state, warns that favorable legslatve sentment exsts for ths measure and that t s assured of passage n the absence of publc protest. Takng an actve poston aganst the bll, for whch a strong lobby of retal gasolne retalers are workng, spokesmen for the State Chamber mantan that f ths measure passes, we may fnd that t marks the begnnng of efforts by the state, under pressure, from specal groups, to fx the retal prce of many other com- -xnodtes. 1 Other groups, such as the New Jersey Hghway Users Conference and the New Jersey Motor Truck Assocaton, contend that the mmedate effect of passage of the bll whch may be "voted at any tme now, would be to jump the prce of gasolne three cents at retal and place an addtonal burden of $20,000,000 annually on New Jersey motorsts. In these days of busness re- cesson, ths s a lttle tem whch should nterest operators of motor vehcles. All groups fghtng Assembly Bll No. 185 urge ctzens opposed to the measure to make ther wshes known to ther representatves n the state assembly and senate. Demands are also beng made for publc hearngs on the measure at the State House. IT CAN BE DONE Last year, traffc accdents n ths country clamed 39,700 lves a 4 per cent rse over 193G. Yet, n spte of ncreased hghway travel, 20 states cut ther death tolls. The total ncrease n hghway slaughter was due entrely to the other 28 states, where fataltes ncreased by 10 per cent. The twenty states whch made a start toward solvng, the automoble traffc problem, weren't "just lucky." In the great majorty of cases, ther comparatvely good records were the result of hard, effcent work. They actually earned the savngs n lves and dollars that a reducton n motor accdents nvolves. What tools are ready at hand wth whch to cut down the automoble's toll? The answer s smple enough. Frst on the lst «omes unremttng publc educaton by schools, by cvc eroups, by governmental bureaus. Second, honest law enforcement under modern hghway codes and that means that every apprehended volntor of the statutes must bq punshed quckly and farly, that "pull" and tcket fxng must bo elmnated.
