1 Sthtn Vol. 51. No. 8 South Amhoy, N. J., May 22, 1931 Prce Four Cents PAVING ACTION IS NOW OPPOSED Councl Receves Counter-Petton on Henry Street Im- ' pro ven en t. Because of the Prmary Electon fallng on the regular meetng nght of the Common Councl, the usual b-weekly sesson of that body was postponed to Wednesday nght of ths week. And when held the sesson was rather devod of nterest and lasted only a quarter of un hour. Of that tme more mnutes were devoted to the resdng of a long lst of hlls ready for payment than to any other tem on the calendar. Henry street and the pavng possbltes came before the Councl, but ths tme n the form of a petton objectonng to the mprovement. The objectors were resdents and property owners of the street secton east of the ralroad and practcally all of the property owners are sad to have been represented among the sgnatures. Chef among the specfc reasons for the objectons were the uncertanty ;s to what the ralroad plans may be n the way of elc-.vaton or depresson of tracks through ths cty wth ts attendant affect upon a large part of the property n queston; and the doubt as to the present beng Iho most advsable tme to undertake- such an m provement. Counclman Stanton settled the matter for the.tme, beng wth the announcement that the matter of Henry street had been thoroughly dscussed at the busness meetng Frday nght. At that tme, ho sad t had been decded not to do anythng about pavng Henry street below the ralroad. He dd not say what, f any decson, had been reached n regard to the block between Broadway and Stevens avenue. 1 It s on ths block that the sgners of the petton for pavement presented at the last Councl sesson resde or own property. The petton of the objectors was ordered receved end fled. A report submtted by Cty Treasurer George A. Kaltessen s Hgh Man n Freeholder Race Democrats Gve Popular Free' holder Bg Vote n All Sectons of County. The results of Tuesday's prmares proved beyond the shadow of a doubt that Freeholder Klemmer Kaltessen s one of the most popular canddates the Democratc Party has ever put forward n the county. Out of a feld of-ten canddates, n a race for the freeholdershp nomnaton such as the county has seldom seen, he came out vctorous wth the largest vote of any of the canddates. Wv Robert Hale, of New Brunswck, also a canddate who had the backng of the organzaton headed by County Charman Edmund A. Hayes, came through wth second honors and wll be Kaltessen's runnng mate on the party tcket; n the comng fall electons. Kaltessen was the target of the majorty of the opposton canddates who launched a fght aganst hm that n some respects was sensatonal, partcularly that of John T. Leherty. Barrage after barrage was drected at hm wth partcular emphass placed upon" the grand jury presentment when he was a member of the board but apparently they had only the opnoste affect from that ntended. Not only n the ctes of the county, but n the rural, dstrcts as well hs endorsement was overwhelmng. Jacob W. Grasam of Woodbrdge townshp also made a commendable Showng, but t wns not enough to rat hm n runnng wth the organzaton canddates. On the Republcan tcket, there was lttle from the county angle that resembled a fght. Partcular nterest on ths tcket was centered n the Assembly race n whch Rosenfeld was defeated. The fnal tally showed Rosenfeld wth 1,290; Chrstansen 4,- 7G3; McKernan, 4,591 4,335. and Seffert, Veteran Groups Wll Sell Poppes Tomorrow Proceeds to be Used for Relef Work n Ths Vcnty. When be talks upon the subject of pavng, he speaks wth years of practcal experence, both n the roll' >' an engneer n charge of street und, road constructon, and as a supervsor n charge of the manufacture of road buldng materals. "Paved streets are the cty's most urgent requrement," sad Mr. Pentland. "Ths subject has been dscussed from tme to tme for a number of years. There s no doubt n the mnd of anyone who has drven over the streets of South Amboy, that puvng s urgently requred. "The queston s, can we avord to pave." "Durng the last ten years, I an nformed from relable sources, an average of $G;(100 has been spent each year on the streets of South Amboy md yet the actual results can be sad to be practcally nl. Pcntland then went on to descrbe the pavement used on Uordentown nvenue and Ih! hstory of ts development. He sad thnt ths s the oldest type of pavement developed n Amerca, havng been conceved by army engneers for pavng the streets of Washngton about They reasoned that concrete was too brttle to stand the mpnet of the truffle. South Amboy, he sad, needs pavng, but the cost must be adjusted to the prce that can be atforded. Mr. Pcntanl then descrbed the dfferent knds of pavement necessary when dl'erent types of traffc are to be accommodated. He explaned that when the wrong type was selected, cracks developed wthn a short tme and when ths took place, the pavement crumbled rapdly and was wvy short lved. Havng a tax bll aganst ; party, the collector proceeded to tl home of the delnquent, but faled to fnd hs man. He met however another man, who was asked to show hs re cept for last year's taxes. The man dd not comply to tho satsfacton of the offcer of the law am he was placed under arrest nnd hurred to thecty Hall. The man' and hs captor had scar cely entered the lock up, when a woman \f th four small chldren hurredly entered, and' remarked "You may as well keep these too." Before there was tme to say anythng to the woman she had hastened away, leavng her four chldren wth ther father and the offcer. Very soon she returned leadng two more lttle mtes by the hand. These she placed wth the other four, sayng "You wll have to keep them all," and for the second tme, she wns gone. A hearng was gven the stranger n the evenng. He had by that tme slop oft the effect of the whskey to some extent. In order to dscourage ths knd of vstor, the recorder made known to hm that thn was not a congenal clmate. At the Eastern Conference of Motor Vehcle Admnstrators, 1 proposed that laws be enacted n the several states requrng extra lght bulbs sutable for replacement, as part of the equpment of a car, t beng understood that possesson of these bulbs would be prma face evdence of ntent to comply wth the law, and that summonses should be gven to tho op ernto-h of cars wth one lght only when they had faled to have on hand n bulb to correct the condton. Ths thought found favor wth the admnstrators who are members of the conference and a resoluton was adopted urgng the enactment of such a statute, whch was passed by tho 1931 New Jersey Legslature. Dr. Mller McClntock, drector of the Harvard Unversty Bureau for Street Traffc Research, has ths '.o say on the subject of glarng headlghts: "The typcal accdent due to glarng headlghts s one n whch a drver, whle approachng a vehcle wth glarng lghts becomes vrtually blnded and can see nether the roadway nor the objects upon t At a dstance the operator often beleves that he can endure the glare, so fals to slow down or stop. Shortly he fnds hmself unable to see where he s gong, and to escape mshap must rely upon hs memory of condtons along the road, or trust to good fortune, because t has become too late to stop. "At ths pont, f he s unfortunate, he may run down a pedestran, strke some other object, or hs vehcle may leave the road. If he hmself has poor lghts the glare s ntensfed. "It has been found n some places that more than half of the automobles have glarng lghts. Consequently the elmnaton of glare s the major problem n headlghtng." In correctng ths evl, ntellgent enforcement has ts place, but t not the complete soluton. Realzng ths, New Jersey prohbtb the sale of llegal equpment, such a$ certan hghpowered or defectve bulbs artd partcular knds of lenses. We ap prove only those lghtng devces that have the endorsement of the lghtng advsory commttee of the Eastern Conference. James J. Shanley, Chef Motor Vehcle Inspector of New Jersey, and recognzed as one of the automoble lghtng experts of the country s a member of ths commttee. The enforcement of headlght pro- partcular localty to the necessty for proper lghtng.
