2 The Roman Catholic Diocese of Fresno December 7, 2018 FOR IMMEDIATE RELEASE DIOCESE OF FRESNO SURVEYS IMPACT OF CURRENT ABUSE SCANDAL ASSESSES NEED FOR FURTHER ACTIONS TO ENSURE TRANSPARENCY AND ACCOUNTABILITY In a pastoral message from The Most Rev. Armando X. Ochoa released on August 16, 2018 the Bishop stated: I stand firm in my conviction that all clergy must live out their lives as ordained ministers with integrity. As bishop, I have fully accepted my responsibility to address any serious matter that knowingly puts at risk any of the souls entrusted to my pastoral care and will continue to do so. One of my greatest concerns is the culture of secrecy that exists in many dioceses among the clergy and even among some of the laity who feel that they need to protect the Church at all costs. This must be addressed more effectively. To remain silent and abandon victims when they need their faith community the most is indefensible. Each diocese in the United States continues to respond to the current sexual abuse crisis in its own way. To date, there has been no standardized response formulated. In the Diocese of Fresno, the first focus was on diocesan compliancy to the Charter for the Protection of Children and Young People promulgated by the United States Conference of Catholic Bishops (USCCB). Compliancy was verified through an independent audit conducted by Stonebridge for the fiscal year July 2017 June 30, The compliancy letter was published on October 24, The purview of the audit included: background and fingerprint clearance of ALL clergy and religious, and employees and volunteers who serve where minors are present. Safe Environment training which is renewed on a three-year cycle is also audited, along with administration s adherence to response procedures when an allegation of sexual abuse of a minor is received. In the Diocese of Fresno, the authenticity of an allegation is assessed so that the Diocese has enough information to respond promptly with sensitivity to the specific circumstances and needs of a potential victim and his/her family, if applicable. A report is always made to law enforcement where the alleged abuse took place, regardless of how many years have passed. If the abuse took place in another diocese, the Diocese of Fresno will assist by bridging communications to the other diocese while offering local pastoral support. Since the scope of the current sexual abuse crisis dates back several decades where investigations have taken place, the Diocesan Review Board (DRB) has been in dialogue with Bishop Ochoa to help determine if another thorough review of all files should be conducted to ensure that the current Bishop is aware of all allegations that predates his installation in this particular diocese. Resources to legally and competently complete this task within the oversight of the DRB are currently being explored. In addition to recognizing the genuine needs of those who have been victims of sexual abuse as a minor, the faithful and general public, the needs of the priests faithfully serving in the Diocese must also be considered. This does not in any way minimize the focus on victims. On the contrary, it provides the wellness support that the majority of priests who are living their vocation devoutly need in order to stay healthy and continue their pastoral care to all, including those who are in great need of healing within a supportive parish environment. In regards to the public release of names of accused priests, the Diocese of Fresno notifies all parish communities where an accused priest has served, asking anyone with relevant information to come forward to assist the investigation being conducted by law enforcement and/or the Diocese. Beyond this, the Diocese continues to survey how other dioceses are responding to the demand for an online posting of all accused priests, past and present, in addition to coming to a better understanding of any legal ramifications if due process of law has not been pursued according to Constitutional Rights. Bishop Ochoa will continue to engage a variety of professional opinions on this matter, both within the faith community and outside sources to ensure objectivity. It is understood that this is a very sensitive matter. It is essential that criterion, content and accurate terminology are well established to ensure that any further actions achieve their intended goal to heal, protect and restore trust. Bishop Ochoa begins every gathering with a prayer for victims and their healing, and has asked every parish to remember victims in the Prayers of the Faithful at every Mass to keep them ever before us. He understands that the need for healing is great and the process takes a lifetime. Additional updates will be published by the Diocese of Fresno as we move forward.

4 Announcements First Saturday Rosary, Litany & Mass Saturday, January 5th at 8:00AM in the Church The First Saturday Devotions transpired from Fatima, where Our Lady revealed herself to three children in a series of apparitions in Her appearance coincided with one of the bloodiest and most horrific wars humankind had ever waged. In order to make reparation for blasphemies and offenses against her Immaculate Heart and for world peace, Our Blessed Mother requested the five Saturdays for the five kinds of offenses. Today, they still continue, which is why, the Knights of Columbus honor Our Lady s request with the First Saturday Rosary, Litany & Mass each month and invite all parishioners to join them. 5 YOUTH MINISTRY Holy is one of those words, like grace or mystery, that we can gloss over and fail to take in it s meaning because we use it so often. If you look up holiness in Scott Hahn s Catholic Bible Dictionary, it says, see God. That pretty much sums it up. A family is holy when it focuses its eyes on God. Jesus, Mary, and Joseph are the Holy Family because they focus their eyes on God. The manger scene depicts this beautifully. Joseph and Mary, the shepherds, even the donkey and the ox, are focused on God, who is Jesus Christ, in the flesh. Jesus eyes are usually focused on God, the Father, as He looks skyward. In the first reading, Samuel is made holy by being consecrated to the Lord. Hannah, his mother, states, I will take him to appear before the Lord and to remain there forever. Saint John says in the second reading, We shall be like him, for we shall see him as he is. In the Gospel, Jesus is in His Father s house, about His Father s business. All three readings illustrate how holiness is attained by appearing before, remaining with, looking upon, and abiding in the presence of God. Whatever you look upon, you will become. If you gaze upon holy things good families, true friendships, beautiful art, the beauty of God s creation, God Himself you will become good, true, beautiful, and holy. You will become like God Himself. Conversely, if you gaze upon unholy things immorality and destruction portrayed in the media, violent video games, indecent pornographic images you will become these things. Your humanity will be wounded. You will become unholy. You are beloved sons and daughters of the Father, created in His image and likeness. When He created you, He looked upon you and saw that you were very, very good. Grow in holiness by looking upon Him, who is very, very, very good; holy, holy, holy. 6 PAGE 6 DECEMBER 30, 2018 RCIA 1 If you have been baptized in another faith, or not at all, and would like to begin the journey to become a Catholic in full communion with the church, classes begin in January. There are 14 sessions designed to offer accurate information and clarify any misconceptions about the Catholic Church. In order to join the RCIA II (Rite of Christian Initiation of Adults) group in September, 2019 these 14 sessions are mandatory. Classes will be held in Room 7 at 6:30PM starting on the 16th of January. These sessions are designed for people who have been baptized in another faith, or who have not yet been baptized. This class is not designed for parishioners who are already Catholic and are wanting to learn more about their faith. Please note that if you or your spouse are divorced or if you have been married in another church or venue, then you will have to take steps to have your marriage annulled or validated in the Catholic Church. Please see the article on annulments for further information. You will need to complete a registration form and provide your baptism certificate. There is no charge for these classes. In order to register for these classes you will need to contact Kate Mallam in the Religious Education office. At this time you can complete the paperwork and collect the full schedule. Our RCIA team is committed to helping you navigate this journey and answer your questions and address any concerns you have. Annulments An Annulment is a declaration by a Church tribunal (a Catholic church court) that a marriage thought to be valid according to Church law actually fell short of at least one of the essential elements required for a binding union. The Church believes that marriage is a lifelong bond, therefore, unless one s spouse has died, the Church requires the divorced Catholic to obtain a declaration of nullity before marrying someone else. The Catholic Church also respects the marriages of non-catholics and presumes that they are valid. Thus, for example, it considers the marriages of two Protestant, Jewish, or even nonbelieving persons to be binding for life. Marriages between baptized persons, moreover, are considered to be sacramental. Tribunals will not proceed with an application until a civil divorce Decree Absolute has been granted. No Catholic priest can conduct the marriage of a divorced person unless or until the first marriage has been declared null and void by a Church court. It is important to remember that there are no short cuts; there is no way of getting a quickie annulment. Annulment is a legal process and, like all legal processes, takes time.
