Delarsa (V) Ray E. Stewart (VI) March 2010 Meeting The AAPD PAC Steering Cmmittee met n March 26, 2010 in Washingtn, D.C. in cnjunctin with the AAPD Lbby Day activities. In additin t the Steering Cmmittee members and AAPD staff, C. Michael Gilliland, Esq., f Hgan and Hartsn, members f the Cuncil n Gvernment Affairs and the AAPD PAC Advisry Bard als participated in the meeting. This was an excellent meeting with sme interesting dialg cncerning the 2010 Cngressinal races. These will be crucial electins fr bth parties. As in any mid-term electin, the majrity party is expected t lse sme seats. In making ur decisins fr PAC dnatins fr these races, we lked at key cmmittees, especially cmmittee chairs, and we placed a gd deal f emphasis n wh has helped ur issues. We als lked at reprts frm ur Lbby Day meetings with Cngressinal leaders t see wh we might be ging t help us in the future. The results f ur discussin are appended t this reprt. Hsting a Fund Raiser Fr the AAPD PAC has fcused n making cntributins t key supprters earlier in the campaign cycle, and als assisting ur members in setting up fund-raisers in their hmes r ffices. This allws fr an excellent pprtunity t further educate pliticians cncerning pediatric ral health care. Here are sme recent examples: On August 28, 2009 the AAPD PAC c-hsted an event fr Cngressinal candidate Paul Gsar, DDS, a Republican candidate in Arizna s 1 st district. This event was rganized and hsted by pediatric dentist Terry Ramsey at his

Dr. Gsar s candidacy was annunced at the ADA s Washingtn Leadership Cnference in May On Nvember 9, 2009, AAPD Cuncil n Gvernment Affairs Chair Warren Brill hsted a small meet and greet while presenting an AAPD PAC check t Cngressman Elijah Cummings (D-7 th MD). Als attending this event were the AAPD Child Advcate (Jim Crall), chair f pediatric dentistry at the Univeristy f Maryland (Nrm Tinanff), the president elect f the Maryland Academy f Pediatric Dentistry (Deven Shrff), and gvernment relatins vice president fr the University f Maryland Baltimre (Barbara Klein). Cngressman Cummings received the AAPD PAC Legislatr f the Year award in On December 6, 2009, I hsted a fund-raiser in my hme fr Cngressman Jhn Adler (D-3 rd NJ). Jhn is a first term Demcrat wh will face a tugh reelectin campaign. He has been a strng advcate fr ral health issues, including intrducing legislatin t exempt dental ffices frm the red flag creditr regulatins. On February 1, 2010, Drs. Jel Berg and Jhn Liu hsted a receptin at Jel s huse fr Cngressman Rick Larsen (D-2 nd WA). Befre entering Cngress, Mr. Larsen was a senir executive with the Washingtn State Dental Assciatin. On March 25, 2010 in Washingtn D.C., the AAPD PAC c-hsted a fundraising breakfast fr Cngressman Michael Burgess, M.D. (R-26 th Texas). Dr. Burgess spent three decades practicing medicine as an Ob/Gyn in Nrth Texas, befre being elected t Cngress in Our c-hsts included the AAOMS-PAC, AAO-PAC, and AD-PAC. Raising Mney fr the AAPD PAC The Steering Cmmittee district representatives will be making PAC cntributin appeals at varius state and district meetings thrughut the year as well as at the District Caucuses at the May 2010 Annual Sessin in Chicag. PDT (Pediatric Dentistry Tday) magazine has included regular PAC Crner articles citing the numerus benefits and imprtance f member PAC cntributins, and the nging PAC Steering Cmmittee s gal t increase ur membership cntributins t a minimum f 50% f ur eligible members. As in previus years, the six district representatives n the PAC Steering Cmmittee will be cmmunicating in June, by letter, t the members in their respective districts in advance f the AAPD annual dues billing ntices. These letters will call attentin t the need t increase ur fund-raising effrts in rder t cntinue t have apprpriate funds t supprt deserving cngressinal members and candidates. Thanks t yur generus past supprt, as we entered as f March 2010 we had apprximately $244,000 in hard

3 dllars t dnate t candidates. At the March meeting, we made plans t disburse almst $180,000, leaving a rainy day fund f nly $64,000. We als have apprximately $195,000 in sft dllars, which ges twards PAC administrative expenses as well as related advcacy activities such as husing fr lbby day attendees, grass rts sftware, and travel t attend plitical fund-raisers. The Difference Between Hard and Sft Dllars In the jargn f Plitical Actin Cmmittees, hard mney dnatins are thse that can be used t supprt candidates. These dnatins cme frm cntributrs persnal funds. Sft mney is a dnatin frm a crprate surce. In the AAPD, that wuld be a check written n yur practice accunt. Sft mney supprts the administrative functins f the PAC as indicated abve, which wuld therwise cme frm the AAPD perating budget (supprted by yur dues). The PAC Steering Cmmittee wuld like t increase the rati f hard mney t sft mney dnatins t ur PAC, and we encurage AAPD members t dnate t the AAPD PAC frm their persnal funds.
