Glbert laughed at the allgator encounter because allgators are not what he generally eets on hs Job. What Glbert and hs staff generally see are rottng wood, leaky roofs, saggng plaster, frayed wrng and worn out snks and tolets. SNCE 1977, Westland has ade the rehabltaton of dlapdated hoes n the cty a top prorty. Every year snce 1977, the cty has funneled soe of ts federal county block grant oney nto the neghborhood developent progra. Councllwoan Justne Barnes told why the cty had put a prorty on rejuvenatng agng hoes. Westland, she sad, had to have a housng progra n order to qualfy for blockgrant funds, but the cty also knew a bg need exsted for upgradng the hoes of low- and oderate-ncoe resdents. "We learned the hard way that urban renewal doesn't work," Barnes sad. "Movng people doesn't erase a proble. Rehabltaton s ore constructve. t doesn't dsrupt the county, nor does t dsplace people." Glbert estates 120 hoes have been fxed n Westland snce the progra began. And, he sad, those 120 hoes are just the tp of the ceburg. "There are a substantal nuber of hoes out there whch could beneft fro partcpatng," Glbert sad. WHLE THE PROGRAM no longer targets specfc sectons of Westland, there are certan areas n the cty where hoes are ore n need of frstad. Two of the needest areas Glbert entoned are Glenwood-Paler-Merran-Wayne and nkster-merrlan-annapols-van Born. Glbert sad the progra's offces were oved fro cty hall to the Dorsey center because that put the staff closest to the hoes where help s ost needed. Help coes n the for of outrght grants or low- nterest loans to pay the fx-up bll. To be elgble for ether a grant or loan, hoeowners ust fall wthn federal ncoe gudelnes and eet crtera set forth by the cty. A faly of four can earn no ore than $15,000 to be elgble for an outrght grant The sae faly can earn $21,750 and stll be elgble for a low-nterest loan. One-te-only grants or loans can go as hgh as $10,000 and loan recpents have up to 15 years to pay t back. Brngha, 60, bad long been enchanted by clpper shps, the ajestc salng shps bult for great speed ore than a century ago. So he set about constructng hs own tny fepllca of one of the actual shps. - Brngha began carvng the odel n After soe eght years of work, at a cost of ore than $500, the replca was copleted. Today, exactly 100 years after the orgnal was bult, the lfelke odel stll stands proudly n a wood and glass case n the Brngha hoe. "Hs grandother's frst husband was captan on a clpper shp that dd tea tradng between England, and the Orent," sad Brnghan's wfe, Maron. "He has always been fascnated by clpper shps." THE MODEL easurng soe 3-1V* feet long and 14 nches hgh s an exact replca of the "Calforna," a clpper shp bult n Belfast, reland n The actual shp's hoe port s now n Lverpool, England. Brngha purchased plans for the odel fro a Royal Oak an. The repllca'sdeck s ade of yellow pne that was sent fro Calforna. Brngha ounted the odel on teakwood used for decks n lfe-sze boats. The teakwood was donated by hs brothers who anufacture boats, accordng to hs wfe. A good deal of panstakng work went nto constructon of the red, whte and blue odel. "When cae n May. we had a watng lst of people," Glbert sad. "Rght now, we're workng to get those people processed. We stll have about 40 people watng. 7 " The progra s stll usng federal fuuds the cty allocated n No oney was allocated n 1982, sad county developent progra drector Gene Hudson, because a surplus was created when the progra slowed down and because none was requested^ Hudson pegged the progra's budget at $325,000 per year. Money also coes nto the progra through pay-backs on loans, he sad. Hudson estated coplete rehabltaton jobs-would be done n 1982, the ost ever done n one year snce the progra began. Glbert sad ost of the hoeowners they help are referred by such agences as the cty's departent of agng, the Wayne County weatherzaton bureau and the departent of socal servces. "n that way, we are sure we are gettng people who really are n need," he sad. Fx-up applcatons usfbe OK'd by the Westland Rehabltaton Revew Board. Once the board OKs an applcaton, t s Glbert's job to, get contractors' bds, nspect the job ste and ake sure the hoeowner s satsfed when the work s done. BOTH GLBERT AND progra nspector Ed Gunther agreed that gettng a satsfed hoeowner s a tough task. "When buyng a new hoe, you don't see what goes n between the walls or how the work was done," Gunther sad. "These people lve n the hoe and see the work done eacfc day, and they get a lttle pcky andajttle crtcal. "They also change ther nds as the contractor does the work. They want to change the knd of lght fxtures put n but the contractor does thngs based on the bd." Soetes, Glbert sad, clents expect too uch. Whle the progra's ntent s to jost~brng hoes structurally and operatonally up to code, hoeowners often deand extras. "Custoers want the vsual thngs, but t's the structural thngs we go after," Glbert sad. "Contractors are asked to do a lot of thngs because for ost of the people, t's the only chance they'll ever have to get thngs done." Hoeowners have also been known to refuse to sgn a contractor's check untl they got what they wanted. Gunther recalled one resdent who refused to sgn untl a sdewalk crack had been repared. The crack had exsted before the work began, but wear and tear fro the crew had wdened t. The contractor eventually got hs check but only af- * ter reparng the concrete at hs own expense. Hoeowners also expect the work crew to be at the house everyday and don't understand contractor's have to set prortes, Glbert ssub "Each feels ther,-house s ost portant. t's hard for the to understand you are not dealng wth the ndvdually," heexplaned. LENGTHY APPLCATON fors, hoe nspectons, board approvals, contractors' bds and work crews, whch soetes hang around houses for up to two onths, all ebrol hoeowners n coplcated, bureaucratc red-tape and confuson. Soetes all coes out rosy. Other tes, hoeowners are left to wonder what they ever got nto. Everythng cae up rosy for Alce Able, who could be called a totally satsfed custoer. For the cost of tracng the deed on her hoe ($27), Able sad she got $8,000 worth of work done on her hoe. Progra rules requre that the owner have cfear ttle to the hoe and that all tax payents and specal assessents are up to date. "My whole house was rebult the roof, the porch, wndows, sdng, plubng and electrcty," Able sad. "At frst was skeptcal.-1-fgured you don't get soethng for nothng. But 1 wound up totally satsfed." Edna Negray, however, s today wonderng what she ever got nto. n her late 60's and hard of hearng, Negray called the Observer to say she thought the progra was dong unnecessary thngs to her hoe just to get $10,000put of the federal governent: Negray coplaned about the "enorous prces on very bad wort." She sad she wouldq't sgn any ore paperwork gven to her, and was worred that her daughter would be stuck wth a bg bll to pay f she ded before her fve-year requreent was up. * Because t s a federal progra, wth lots of paperwork and specfc rules to follow, Hudson sad hoeowners soetes have a hard te understandng the nature of the work to be done. Hudson attrbuted Negray's probles to ths lack of understandng, plus her concern over the cty's puttng a len on her hoe. THE CTY places a len on the hoe of grant recpents because the progra requres" that a hoe can't be sold wthn fve years after the work s done wthout a payback penalty. One-year lens are also put on the hoes of loan recpents. Oftentes, Glbert sad, hoeowners who are elgble to partcpate n the grant progra don't because of ths rule. Senors especally, he sad, worry that ther chldren "wll have to pay back a porton of the grant f they should de before the fve years are up. The furnace, roof and wndows n Negray's hoe were repared on an eergency bass, Glbert sad, and the house s now undergong general rehabltaton. He estated the cost of the work to be $8,000. Glbert sad Negray had two septc tanks whch, accordng to cty code, should be reoved and whch had added the cost of the job. "The tops are deteroratng and the josts are rottng, but she would rather leave the n." He called Negray "overly over-apprehensve" of both the len and what effect the repar work would have on her property taxes. WHEN THE PROGRAM frst started, ost of the appcants were senors, Glbert sad. Now any are ether young couples or dvorced others. "Mos wth kds don't have the te nor the knowhow (to do the repar* work)," he sad. "* Applcants' hoes have to eet strct crtera and any ron-down hoes n the cty don't get repared because tbey fall outsde the gudelnes. N HS SX years as a buldng nspector, Gunther has seen a lot of houses that are standng uprght through sheer deternaton alone. He has nspected worn-out roofs, saggng plaster and floors bucklng fro water daage. "These thngs haven't happened overnght, the hoes have undergone years of neglect," be sad. "The hoeowners could have ade the repars but have not, often because they don't have the oney " But Gunther wll never forget the two-story hoe where water had not only runed the roof, walls and floors of the second floor, but had warped the floors and caved n the plaster on the frst floor also. A festve Chrstas Wreath Cake, uses arshallows as the easy decoratve touch. The cake s frosted wth creay Angel Mallow Frostng, a fluffy, easy-to-spread recpe that owes ts lghtness to arshallow cree and stffly beaten egg whtes. The professonal-lookng wreath atop the cake s ade usng arshallows and colored sugar. Alan and Judy Prnce of Canton have two bologcal chldren and 12 adopted ones eght grls and sx boys rangng n age fro three to 17. The adoptons, whch have occurred over the past eght years, have brought new opportuntes for love and sharng. The faly blends chldren fro the Unted States, Canada and Vetna. Last February, the faly sze took a bg jup when the Prnces adopted fve brothers and ssters fro South Carolna. What's the secret? How do they anage? "We have changed our lfestyle drastcally fro when we started adoptng," sad Alan Prnce, 37, postal worker at the Plyouth post offce branch. "We knew certan sacrfces would have to be ade." THE FAMLY receves subsdes to assst n the care of several chldren who have physcal and ental parents. Otherwse, the Prnces anage by cuttng corners. Clothes are shared by the chldren. Food s purchased n large quanttes fro thrft stores and a food co-op. Most vegetables and fruts are hoe-canned. DESPTE THE cotent, the Prnces aren't western Wayne County's verson of the sugary TV show, "The Waltons." The chldren belong to scoutng groups, play football and partcpate n actvtes at Geneva Unted Presbyteran Church, Mrs. Prnce sad. Faly pets nclude a cat, a dog and a gerbl. On a recent vst to the faly hoe, the chldren were well-annered, playng quetly and watchng televson. There have been heartaches along the way. Several of the chldren receve pro^ fessonal help for eotonal scars fro past experences, Mrs. Prnce sad. One son ded n a house fre three years ago at the'age of sx. Soe of the Prnce chldren have physcal and ental parents. The youngest a grl, 3, s blnd and has severe ental and physcal handcaps resultng fro chld abuse at the age of three onths, Mrs. Prnce sad. The Prnces' oldest son, 17, has been away fro hoe ore than a year because he receves therapy for eotonal probles rooted n hs past. But he s cong hoe ths week, reports Mrs. Prnce.. "They have pared off wth one or two, then have gotten closer to all. There are enough (chldren) that gve hugs and ksses." ALAN AND JUDY Prnce have becoe advocates for would-be adoptve parents and for handcapped persons. Through an organzaton called Adng n the Adopton of Specal Kds (AASK), they serve as a network for parents who want nforaton about adoptng chldren wth specal needs. THE TYPCAL teen n the Maplegrove progra s referred by parents, who often have notced sgns of checal abuse for a year. Soe of the sgns: declnng grades n school, truancy, wthdrawal fro frends and faly, takng up wth a new set of frends, ood-swngs, rrtablty and drowsness. Ths clause was adopted 20 onths ago, n return for econoc concessons by the orchestra because of-the fnancal probles at that te. Oleg Lobanov, executve vce presdent and anagng drector of the Detrot Syphony Orchestra (DSO), spoke on ths at a press conference sayng, "We know of no other organzaton n the country whch allows ths stuaton." Lobanov also sad that such a clause would unduly te the hands of the anageent n ts search for a new drector. "Suppose that cae across an opportunty to hre one of the greatest conductors, say, Hetnk, or any nae you lke. f were to ake a proposton to h, the frst thng he ght ask e s whether have the fnal authortty to hre h. "We would certanly encourage such an nput, but the fnal decson should be ours," he sad. Orchestra representatves say they resent an/ plcaton that they ght use the clause to select a conductor who would go easy on the. Douglas Cornelsen, clarnet, a eber of the orchestra's negotatng tea, sad, "We are voluntarly jonng the longest uneployent lne snce the Great Depresson over artstc, non-econoc ssues." Respondng to the arguent that such a clause sn't found n contracts, he sad, "The fact that a certan practce s custoary and tradtonal does not necessarly ake t rght or desrable." To the contenton that the clause was only teporary to begn wth and wasn't ncorporated nto the aster contract, Cornelson sad, "Every te n a contract s teporary untl the contract expres. We have won ths provson by akng econoc sacrfces. You don't take away soethng that has been already won." WHEN ASKED f the uscans would gve up the clause for econoc proveents, Joseph Goldan, assstant concertaster and eber of the orchestra's negotatng tea sad, "Ths clause s not for sale. Suppose bought y voln at a prce under the arket value. That does not ean that have to sell t at the sae prce, or to sell t at all, for that atter." Cornelsen and Goldan agreed that f the board could convnce the that they would take the uscans' suggestons nto consderaton and hre the ost sutable and qualfed conductor possble, then the clause wouldn't be necessary. But, they sad, the track record so far hasn't been very good. All of the conductors were unsutable, wth the excepton of Antal Dorat, and even n ths case, the board regretted havng hred h. As to why anageent would nsst on hrng nferor conductors f better ones were avalable, they sad a top-rate conductor would nsst on recordng and broadcastng contracts as well as tours. THEY AGREED all of these thngs would cost extra oney, but surveys ndcate the potental for extra oney s defntely there. They contend that anageent tends to prefer conductors who would follow orders and rot gve the any trouble. As to the actual selecton of a conductor, they stressed that a usc drector has to be ore than a good uscan. He has to be cvc nded and have the ablty to attract funds. Cornelsen sad, "You ay have soebody as cvc nded as Ghand, have all the charsatc features of J.F. Kennedy, have the fund-rasng ablty of Howard Hughes and be the ost socal person n the world. f he s not a good uscan - all these outstandng qualtes are eanngless to the DSO." Goldan and Cornelson expressed skeptcan about the uscal qualfcatons of the board ebers and ther abltes to judge conductors snce, they sad, any seldo attend the concerts. On the other hand, they sad, ost of the uscans have taken conductng clashes and any of the are extreely well qualfed to judge the ablty of a prospectve conductor. OTHER orchestra-related concerns whch they spoke about were the deoralzng effect whch the departure of Dorat and the resultng uncertan stuaton has had on the the uscans, the fact that 10 uscans have left the orchestra n that te, soe to take lesser postons wth other orchestras, and the ncreasng dffcultes n attractng qualfed uscans for vacant postons. Both anageent and the uscans have expressed wllngness to negotate on any ssue, stoppng short, however, of the crucal ssue. Sad Lobanov, "We are wllng to dscuss and negotate and consder any alternatve, leadng up to, but not ncludng the ssue of the actual appontent of a usc drector." The crcustances are such that the defendants the doctors and the Catholc hosptal where they practce are ready to ake a large out-of-court settleent. f the lawyer accepts, he pockets a fast and fat fee, hs workngclass clents get a tdy su, and the case s quetly closed. f he refuses the offer and goes to tral, he has the opportunty to pull hself up fro the garbage pt of hs career, expose the alpractce whch left a young woan n a peranent coa and wn a larger award for hs clent. But he also faces the strong possblty of losng. He wll be pttng hself and hs eager resources aganst the oney, prestge and power of the establshent: a church-owned hosptal, two renowned doctors on ts staff and the pronent law fr representng the. THAT'S THE CONFLCT posed n The Verdct" (R). Paul Newan s FrankTSalvn, the alcoholc lawyer who sees the alpractce case as a fnal chance for personal salvaton. Courtrooo draa s eshed wth a story of redepton and of the underdog fghtng back. "The Verdct" should be a knockout, especally snce t was drected by Sdney Luet, whose credts nclude such powerful draas as "Prnce of the Cty," "Network" and Twelve Angry Men." But The Verdct" s not a knockout. t's ore lke a splt decson. t's a good ove but not a great one. An nterestng ove but not a powerful one. t never attans the eloquence, the eotonal force or the draatc strength of whch t sees capable. The pace s slow, the edtng nondescrpt, at best, and the courtroo freworks a long te n cong. The ove runs ore than two hours, yet the scrpt s so spare that the characters are never fullyfleshedout. Ths s a ajor weakness n a ove whose thee. s redepton. (The courtroo struggle s sply the eans for achevng that redepton). Even the leadng character, Galvn, sees to be just a collecton of externar^jcks: the drops n the eyes for gettng rd of the bloodshot appearance; the belch after downng a beer wth egg n t; the rapd, shallow breathng to ndcate frght. GALVN S a departure fro the cool types and bravado types that Newan usually portrays. Galvn s weak. He's a loser, and when he tres to pull hself together, he s a frghtened an. What Newan gves us s a very sart perforance, not an nsghtful one. We never get nsde the character's psyche as we : dd, for exaple, wth Treat Wllas, who played the cop-turnednforer n Luet's "Prnce of the Cty." n supportng roles, Lndsay Grouse akes a bref and strong appearance as a nurse gvng testony; Jack Warden s down-toearth as Galvn's frend; and Jaes Mason s a superb choce as the sooth, debonar lawyer opposng Galvn. "The Verdct" s at ts best when t zeroes n on the anageent and strateges of a hgh-powered law fr. t's at ts worst n dealng wth the character of Laura, Galvn's lover. The role appears to have been added as an afterthought and that's the way Charlotte Raplng plays t. The character s so sketchy and her nvolveent so artfcal, the effort would be ore worthy of a soap opera than a scrpt by one of our ost respected playwrghts, Davd Maet.
