Last year the Townshp Commttee confrmed and blled 51,080,000 n mprovements, many of whch had been completed years ago. On each of these mprovements the townshp was oblged to borrow money and between the tme the jobs were fnshed and the present has had to pay nterest on ts borrowngs. By fnshng up these assessments and sendng out the blls to persons whose propertes were benefted the Townshp Commttee expects not only to cut down the nterest charges but actually to collect from property owners about $143,000 ths year. Ths sum represents, for the most part, the reason why t wll be unnecessary to levy as large an a- mount of taxes as was leved last year, n flexble tems of the budget, such as roads, polce, poor, mantenance of Memoral Buldng, health, etc., the Commttee actually has provded for expendtures of $30,115 more than n n fact the total appropratons exceed those of last year by $85,000. But ths dfference s accountable partly to the fact that whereas only $20,000 was set asde last year as the estmated amount appled to nterest on outstandng bonds the Commttee has determned that the amount an nflexble and unavodable tem should be $100,000. OVt the whole the admnstraton s to be commended on ts butness-lke job of clearng up a lot of mprovement assessments whch a prevous admnstraton had allowed to accumulate. By dong ths t places the load on the property owners whose holdngs were benefted by the mprovements, and removes from the general tax levy the burden of carryng these nvestments.
