Gay began hs epot wth a evew of MT's affmatve acton pogam snce Affmatve Acton (AA) Plannng, Gay explaned, was ntated thee yeas ago when then-pesdent Howad Johnson apponted an ad hoc Task Foce chaed by then-vce-pesdent Jack Runa. Repotng n Septembe of '69, the Task Foce ecommended that AA plannng should nvolve the ente communty and that each opeatng unt should set ts own goals. Tunng to last month's HEW epot on MT's AA pogam (see The Tech Mach 21, 24), Gay stated that the MT admnstaton saw seveal poblems wth the epot. Fst, he noted that whle the epot s dated on Mach 17, HEW's n v e s t g aton ended the pecedng Septembe and the data on employment used n the epot was only up to Novembe. Thee was no menton, he sad, of changes that had occued. Futhe, Gay clamed that the epot s EVE CENTS at tday athe than Thusday, thee was vey lttle opposton. When the stke queston eached the floo, t was passed almost unanmously, although detals had not yet been decded on the couse of acton to be taken. Admttng that n the past, the hng of blacks has been lmted by the supply, he sad the stuaton "s lkely to be allevated because nsttutons ae nceasng the numbes of black students." Gay also noted that nceasng the numbe of black students at MT has been n the hands of the Task Foce on Educatonal Oppotunty snce Septembe of '68. Whle the goup, whch Gay chas, was ognally concened only wth blacks, he noted that t has also tuned ts attenton to Spansh-Amecans. The Tech was not among them. Ou decson was not an easy one - t was made afte seveal hous of heated dscusson among the membes of the pape's edtoal boad. t was not that we dd not oppose the wa- although we may dffe n ou poltcal vews none of us suppots the daly kllng n Vetnam. The essental queston n makng ou decson was not whethe the -wa should be opposed, but whethe a student stke, whch must necessaly be a stke aganst ou unvestes, s a poductve tactc. Would a natonwde student stke be the most effectve way to oppose a natonal' polcy of volence? Ou concluson was that t would not.
