The London cabs are all oblged to carry buc cards n a conspcuous place and the passenger has the opportunty of studyng t as he drves along. However there s not a cty n the world where hacken wll not overcharge. f they can. t s doubtful whether our hacken are any worse, f as bad, ns those of San Francsco, Chcago, Boston, New York or Washngton. Soethng should be done wth regard to the Pall Road. t s understood that work wll shut down on Deceber 5. Ths wll leave the lower part of the road fro Luakaha to Mountan Vew practcally a slough f despond. t s very portant to the nterests of Honolulu that the road should be fnshed and kept n good order. f the appropraton was nsuffcent t would have been wse to do only a part of the work thoroughly and have left a certan porton of the old road ntact. s t s, whle the upper part of the road s n good condton, the lower part wll becoe an alost passable ud hole. LOCL SELF GOVERNMENT. There s nothng one can adre ore n the ercan syste of governent, than ts decentralzaton or local self governent. n pont of fact t would have been possble to have progressed as the Unted States has, had t depended upon a centralzed governent. Decentralzaton throws tle varous countes upon ther own resources. They do not look forever to the central governent for ad, assstance or support. They look for ad aong ther own people, they do not look for ad fro a sort of ubqutous fary god other called the governent. Thus decentralzaton fosters ndependence, yhle centralzaton fosters dependence. The one leads to freedo, the-othe- r to subservence and any attendant lls. nd yet centralzaton has any good ponts n ts favor, Just ns autocratc governent has ponts n ts favor. Under an autocracy, properly conducted, a people can be perfectly happy. The trouble wth autocracy, however s that t degenerates nto selfshness, and leaves the people out, vhlle t showers down all the benefts upon the rqgnlng faly and ts dependents. Wth centralzaton uch publc work can be econocally and expedtously perfored, but the udvantage s bought at the prce of sappng the ndependence and self relance of those who are at a dstance fro the central governent. What we want to buld up here s a syste whch wll buld up self dependence, whch of course s ndependence. Vhen tho varous sectons of the county have to adnster ther own looal funds, and elect ther own local offcers, they wll begn to take a prde n the progress of ther own local dvson. t present there ay be prde and lkng for the local dvson, but t s ore a atter of sentent rather than of feelng leadng to practcal acton. T. S. Southwlck, who, as a youth, was n the South frcan Republc at the te the war n SS-8-2 broke out, gves a very clear account of the Boer ethods n ths respect. The war was the result of a nuber of causes of frcton between the Brtsh and Boers, soo of the growng out of the operatons ngnlnst the Zulus. The war was precptated by n bg eetng ot the Boers held Deceber 9, 88, at Patchesfstro, once the captal of the South frcan ltepubllc, but now an unportant place.
