For nearly three decades the state of assachusetts has n ts censuses caused an enueraton to be ade of the alens n the stute. n the nstructons gven to enuerators, alens have been defned as all "ale persons of foregn brth tweyon e yenrs of nge or over who have not copled Wth the naturalzaton laws of the Ued States." n a paper gvng the statstcs of alens n ndustry n the state, the assachusetts Labor Bulletn for August sus up the results of a coparson of thoenueratons ade at three censuses fy sayng that the alens showed nn ncrease both as regards total populaton n 18S5 as copared wth 1S75, and n 1895 as copared wth 1SS3. n other words, "the nuber of nllens n the coonwealth has ore than kept pace wth the ncrease n total populaton and n the total nuber of ales, ndcatng planly that the gras have not copled wth the naturalzaton laws of the Ued States, and have faled to becoe ctzens." Ths s a concluson of erest as regards assachusetts and t would be one of uch greater erest f t appled to the coury as a whole. Unfortunately, coparatve fgures for the state and for the coury as a whole are not avalable. The assachusetts fgures are for years whch do not concde wth those of the census of the Ued States, and the latest year for whch statstcs are gven s the year The alens n the state n that year are gven as nuberng 160,010, as copared wth 99,131 n Fve years before the date, naely, n 1890, the UnltedStates census enuerators found only 118,503 alens n the state, and fve years after t, naely n 1900, only 129,854 alens were recorded there. The defon of alen followed by the Ued States census ptllcals was "a foregnbor n ale of votng age who has nether been naturalzed nor taken out flrst naturalzaton papers." The dfference between ths defon and that adopted for the assachusetts enuerators s slght, but t ay, perhaps, accou for the varaton between the totals reached by the state and the federal olllclals respectvely. t s worth notng, however that, takng the coury 03 a whole, the federal census offcals found a decrease n the nuber of alens durng the decade endng n 1900, fro 1,189,542 to 1,001,595 or 15.8 per ce.
