4 PAGE FOUR Frday, June 9, 950 No 'Rat Packs' n Small Towns We read of the depredatons of these "rat packs" n Los Angeles and the fghts between gangs of teen agers m New \ork. and we wonder what s beng done wrongly o r J0f beng done, n ths matter of controllng juvenle delnquency. The Los Angeles stuaton has been growng worse rapdly and s truly frghtenng wth arrests beng made for assault, robbery and even murder and many brutal beatngs and robberes gong wthout detecton of the perpetrators. ^ Why are these thngs happenng? \\ hy do gangs of teen age youngsters form themselves nto groups for beatups, assault and even murder? The classc answer from youngsters for years, has been "Just for fun." So the method of preventon has. for some years, been to gve youngsters more opportunty for real and honest fun, more supervsed play, more playgrounds, more athletc clubs, more programs such as boy and grl scouts, and so on. Unquestonably those are valuable tools n the battle aganst juvenle delnquency. But qute possbly, n the crowded cty areas, those programs smply have been Peace Depends on Armaments When Presdent Truman announced that ths naton at present seems safer from war than t has for some tme, and n almost the same breath sad we should approprate some one and a half bllons more for defense, the statements are not as ncongruous or contradctory as they seem at frst glance. When ay 3 passed wthout serous ncdent n Berln many a leader n natonal defense breathed easer, for there was a good deal of opnon that Russan demonstratons on that occason were meant to spll over and create ncdents that would lead to mmedate war. A frm Amercan stand and full preparedness for the demonstratons kept matters n bounds. Now the success of the Atlantc pact attemptng to forge a rng of steel at least about the western borders of Russa, leads to the hope that the Communsts may be contaned, there at least. But t appears so very true that what peace we have depends entrely upon the fact that we are prepared and equpped to fght, that we have many alles, and that, n plan words, war aganst ths naton Tme 923 Was Subterplon Eattt Year, $2.60 Sx onths.. $.50 Outsde Presdo, Jeff Davs and Brewster Countes, $3.00 year. One Pasedena psychologst, however, comes up wth a dfferent dea. He suggests that youngsters of today have, too murh tm«to play, too much lesure, not enough of duty and responsblty. He suggested that plenty of work mght be the best answer and ponted out that some of our greatest men Frankln, Lncoln, Edson, had been feced to work, and work hard, from earlest chldhoo.d One thng s sure. We don't sec so much n fact mghty lttle of that sort of juvenle delnquency n small towns. aybe thatjs because there s more room for play n a small town. aybe t's because a communty program such as s planned here for ths summer can reach all the young people. aybe t's because parents are closer and more nterested n young people's actvtes. Or maybe t s just because there s no anonymty n a small communty and members of any "gang" that mght be formed would be known, dentfed and probably punshed almost at once. n any case, we can just be glad we lve n a small town. would be dffcult at the best and perhaps dsastrous at the worst. t s not a good thng, really, ths beng able to avod war only because we go armed to the teeth. t's not a happy world condton when one great power, such as Russa, wats only for a show of weakness to fnd an excuse to wage war. But that was the way of Germany and t wll be the way of all dctatorshps. Only when dctotorshps are removed from the world can we have any real chance for permanent peace. t s that knowledge, whch has created the almost fatalstc acceptance of the fact that there wll be another war, relatvely prevalent n ths naton. But every day, every month, every year that we can delay or postpone that war, we have the chance of fndng some formula whch mght prevent t. So f t takes bllons to fght a "cold war" and keep Russa scared off from startng a shootng war, then let's fnd them to spend, somewhere. t's so much cheaper than spendng lves.
